NHS Community Pharmacist Consultation Service (CPCS)… Contractors are encouraged to register to deliver the NHS Community Pharmacist Consultation Service (CPCS) via the NHSBSA Manage Your Service (MYS) Portal to prepare for the service going live on 29 October 2019. This includes claiming the Transition payment supplement, which will be £900 for those who claim by 1st December 2019. A service specification has been published by NHE England and NHS Improvement on the NHS CPCS registration page on the NHS Business Services Authority’s Manage Your Services portal, which includes a self-assessment tool; and an NHS CPCS toolkit. The PSNC have also published a template standard operating procedure (SOP) for the service which contractors can amend and adopt for use in their pharmacy if they wish. PSNC and NHSE &I held a joint webinar for pharmacy teams and others interested in learning more about the service and how to implement it. If you missed the webinar, you can watch the on-demand version, HERE. Further detail and links to relevant info is attached.

The new CPCS service replaces the NHS Urgent Medicines Supply Advanced Service and Digital Minor Illness Referral Service pilots which were funded by the Pharmacy Integration Fund. The new service will offer faster access for patients who will be able to see a pharmacist for a same-day consultation for minor illnesses or urgent medicines supply by calling NHS 111.

Important: New Pharmacy Quality Scheme (PQS)… NHS England and NHS Improvement (NHSE&I) has published new guidance, HERE, on the 2019/20 Pharmacy Quality Scheme (PQS). This guidance provides information on how community pharmacy contractors can meet the gateway and quality criteria requirements and so it is recommended that all contractors familiarize themselves with the guidance accordingly. Contractors need to meet all the quality criteria listed in each domain to achieve payment for that domain, for example, in the Risk management and safety domain, there are five quality criteria that contractors must meet to claim the 30 points available for that domain. Support is available via PSNC and PharmOutcomes to assist community pharmacy contractors with meeting the this criterion of the Pharmacy Quality Scheme (PQS). Contractors are therefore encouraged to review and consider implementing a process (if no process already in place) to ensure they can meet this quality criterion by the declaration period.

Registering for the Manage Your Service (MYS) via the NHSBSA… MYS will be the only way to claim a PQS Aspiration payment and make a PQS declaration. The system will also be the route for claiming payment for the Flu Vaccination Service 2019/20 and notifying readiness to provide the new Community Pharmacist Consultation Service (CPCS). Only the business owner, director or an individual previously verified via the NHSBSA Information Services Portal (ISP) registration process, can register pharmacies and authorise access for individuals for MYS – pharmacies which are part of a multiple should therefore follow the advice provided by their head office on this matter. Due to demand there might be a delay in processing registrations, therefore can ALL contractors ensure they sign up ASAP to prevent any issues. Mandatory Public Health Campaigns… FINISHED: Antimicrobial Resistance (AMR)… Please note that your Contractual AMR campaign finished on Monday 30th September.

The evaluation on PharmOutcomes is NOW OPEN for 2 weeks

(until 15.10.19). STARTED: Stoptober 2019… Your contractual Stoptober campaign runs from the 1st through until the 31st October 2019. (Evaluation on PharmOutcomes between 01.11.19-15.11.19).

Please ensure that materials are displayed, and you are actively participating in the campaign – a Crib sheet is attached to assist

with recording your interactions regarding the campaign.

For efficiency, materials for both AMR & Stoptober campaigns were delivered to all community pharmacies together in the same clearly marked envelope

- Packs will have now arrived with pharmacies.

If you have not received your Stoptober pack please contact [email protected] stating pharmacy name, address and name of the campaign(s) you have not received materials for.

As part of your contractual requirements all pharmacies should participate in the 6 national campaigns, contractually you are required to report back the number of conversations that you undertake, even if it is a nil response. A Crib sheet is attached for your convenience with this task. Please note that only submission of evaluation through PharmOutcomes will be accepted as proof of participation in any campaign. Non-Responding pharmacy contractors will be followed up by letter in relation to this campaign.

Update: EU Exit Medicines… The information for patients on nhs.uk around continuity of medicines supply if there is a no-deal EU exit has been updated, as has the FAQ for clinicians on the NHS England website. These updates explain the government’s multi-layered approach to ensure that medicines continue to be available if there is a no-deal EU exit. More info via the PSNC, HERE.

Updates on Flu Vaccine Delivery & Recommendations… Public Health England have been receiving emails regarding a few specific issues and so have provided information as follows based on the information currently available from the National team. For all the information, please see the PDF, attached. Further delays with vaccine delivery We have been informed that the supply of QIVe flu vaccine from Sanofi Pasteur remains a concern and will result in minor changes to confirmed delivery dates for some primary care providers. Sanofi Pasteur is currently making direct contact with all affected providers to confirm revised delivery dates. Pharmacies receiving stock ahead of practices Overall only around 10% of the currently vaccinated eligible patients receive their vaccination in a pharmacy setting. Uptake in patients in an ‘at risk’ group under age 65 is below 50%, suggesting there are significant cohorts of patients to be vaccinated which could take place in either pharmacy or GP setting. Recommended vaccines for next year JCVI have published their statement on vaccines for 2020/21, HERE.

Pharmacists Granted power to Supply Different Fluoxetine Strengths Under an SSP (Serious Shortage protocol)… As part of the work to manage the current shortage for fluoxetine capsules, we are writing to inform you that Serious Shortage Protocols (SSPs) have been issued for: • Fluoxetine 10mg capsules • Fluoxetine 30mg capsules • Fluoxetine 40mg capsules

Every Mind Matters – Campaign Launch… A new Public Health England (PHE) mental health campaign ‘Every Mind Matters’ is due to launch on 7 October during Mental Health Awareness Week. The campaign is voluntary for community pharmacy but is an important step in further reducing the stigma around mental health– it targets anyone from 20 - 70 who might be suffering from anxiety, stress, low mood or problems sleeping and aims to give them tips for self-care to maintain good mental health and wellbeing.

You can download/order the resources in advance, learn more about the campaign and find out how you can take advantage of a range of available opportunities, HERE. PLEASE NOTE - ALL CAMPAIGN MATERIALS ARE UNDER EMBARGO UNTIL 7TH OCTOBER 2019 (DO NOT SHARE ANYWHERE IN THE PUBLIC DOMAIN UNTIL THIS TIME)

DEVON ONLY: DMIRS and CPCS… Contractors in Devon who are currently participating in the DMIRS pilot will need to register for the new national CPCS service which is due to start on 29th October to continue to receive referrals from NHS 111. The current DMIRS service on DoS will be decommissioned at midnight on 28th October and providers registered for DMIRS will not be automatically transferred to the CPCS service.

As standard, the national transition payment supplement is available for registered pharmacies, which will be £900 for those who claim by 1st December 2019 or £600 if claimed from 1st December 2019 - 15th January 2020. No payment will be available for pharmacies claiming after 15th January 2020.

Announcement summary

Contractor information

The launch date for the NHS Community Pharmacist Consultation Service (CPCS) has been set as 29th October 2019.

This date has been agreed by NHS England and NHS Improvement (NHSE&I), the Department of Health and Social Care (DHSC) and PSNC as part of the ongoing work to implement the first phase of the service, which will see NHS 111 call advisers referring suitable patients to community pharmacy.

To help pharmacy contractors and their teams to prepare to provide the service, which will connect patients who have a minor illness or need an urgent supply of a medicine with a community pharmacy, the draft service specification has been published on the NHS Business Services Authority (NHSBSA) website; the final version will be published by NHSE&I once it has completed its journey through their internal governance process.

Pharmacy contractors can now register to provide the service via the NHSBSA Manage Your Service (MYS) portal. This includes claiming the Transition payment supplement, which will be £900 for those who claim by 1st December 2019.

Updates on flu vaccine delivery and recommendations Public Health England have been receiving emails regarding a few specific issues and so have provided information as follows based on the information currently available from the National team.

1. Further delays with vaccine delivery

We have been informed that the supply of QIVe flu vaccine from Sanofi Pasteur remains a concern and will result in minor changes to confirmed delivery dates for some primary care providers. Sanofi Pasteur is currently making direct contact with all affected providers to confirm revised delivery dates. QIV flu vaccines are still available to order from several manufacturers and are recommended/ reimbursed for the NHS flu programme. The National team are developing a patient facing leaflet that providers can use to support the programme this year, particularly where practices are required to reschedule clinics. This will be made available shortly on the PHE webpage and will be circulated to you all once published.

2. Pharmacies receiving stock ahead of practices

We are aware that some practices and chain pharmacies have already received vaccine stock. Whilst ideally all would receive at the same time, please note that overall only around 10% of the currently vaccinated eligible patients receive their vaccination in a pharmacy setting. Uptake in patients in an ‘at risk’ group under age 65 is below 50%, suggesting there are significant cohorts of patients to be vaccinated which could take place in either setting.

3. Recommended vaccines for next year

For vaccination of those aged 9 to less than 65 years of age in an at-risk group JCVI advises the use of the following vaccines: •Quadrivalent influenza cell-culture vaccine (QIVc) •Quadrivalent influenza egg-culture vaccine (QIVe) For vaccination of those aged less than 9 years of age in an at-risk group JCVI advises the use of the following vaccines: •Quadrivalent influenza egg-culture vaccine (QIVe) Please note the cell based quadrivalent vaccine (QIVc) is not included in the over 65’s age group. This annual flu letter is expected to follow, which will confirm which vaccines will be eligible for reimbursement next year. Practices are advised to check if ordering early that any order can be cancelled or amended based on the national flu letter recommendations.

This is the final day by which contractors must have started the lithium audit, or other patient safety audit if they have no patients receiving regular lithium prescriptions. This will allow contractors to complete their lithium audit, within a three month consecutive period (if the contractor starts the audit when the pharmacy opens on 29th November 2019 and makes their declaration on the final day of the declaration window (28th February 2020) after the pharmacy has closed for the day.

Contractors are strongly encouraged to start their lithium audit well before this date to reduce the risk of missing this deadline and allow themselves more flexibility on the date on when they make their declaration.

This is the final day by which contractors must have started their valproate audit. This will allow contractors to complete their valproate audit, within a three month consecutive period (if the contractor starts the audit when the pharmacy opens on 29th November 2019 and makes their declaration on the final day of the declaration window (28th February 2020) after the pharmacy has closed for the day. Contractors are strongly encouraged to start their valproate audit well before this date to reduce the risk of missing this deadline and allow themselves more flexibility on the date on when they make their declaration.

This will allow contractors to complete the NSAID within four weeks (the audit may be required to be completed over four weeks if the required number of patients do not present within a two week period). The contractor will need to start the audit when the pharmacy opens on 1st February 2020 and if they contractor is required to complete the audit over a four week period, make their declaration on the final day of the declaration window (28th February 2020) after the pharmacy has closed for the day.

Contractors are strongly encouraged to start their NSAID audit well before this date to reduce the risk of missing this deadline and allow themselves more flexibility on the date on when they make their declaration.

3rd February 2020 The window opens for contractors to claim for a PQS payment on MYS (this opens at 9am).

28th February 2020 The window closes for contractors to claim for a PQS payment on MYS (this closes at 11.59pm).

Manage Your Service Registration and Log-in Guide

Introduction

The Manage your service (MYS) portal offers an online alternative to the current paper-based processes as well as access to a range of useful services.

Pharmacy spend a lot of time processing ‘end of month’ claims and have many avenues of travel to interact with the NHSBSA in order to do so. We aim to reduce the administrative burden and avenues of travel by providing one portal for pharmacies to use to interact with us in relation to reimbursement and remuneration for services. We’ve made steps towards this by making the following available via the MYS portal:

• pharmacy prescription batch submission forms • referred back and disallowed items • Pharmacy Quality Scheme (formerly Quality Payment Scheme) • prescription image request

Pharmacies can also request information reports providing more visibility of claims made.

You can log-in to your MYS account using your smartcard or with your personal NHSmail credentials should use of smartcard not be suitable for your pharmacy or staff.

This document provides guidance on registering for an MYS account and how to log-in to the MYS portal. The NHSBSA would advise reading this guidance in full, prior to starting your registration and using the MYS portal.

Setting up your account via NHSmail

In order to set-up your account, a business owner/director or verified user of the NHSBSA Information Services Portal must have completed the Manage Your Service Access Authorisation Form providing details of the individuals they wish to be registered, which pharmacy or pharmacies they require access to and whether they require pharmacy level access or management level access right. Users will be set up as a pharmacy user by default unless it is stated specifically that a user is to be given management level access.

Once users have been enabled by NHSBSA, each individual will receive an email to their personal NHSmail address from Microsoft Invitations ([email protected]) on behalf of MYS Registrations; click get started within the email to start the individual set-up process.

You may be presented with the NHSmail log-in screen at this time. If so, enter your personal NHSmail address and password.

NOTE: This screen may not appear if you are already logged into NHSmail.

Once you have successfully logged-in to your NHSmail account, you will be presented with the following screen. We would advise you click No at this stage.

You may then be presented with the ‘Apps’ screen below. Left click on the MYS icon to proceed to the MYS application.

You will then be presented with the Manage Your Service sign-in screen. At this stage you can choose whether to sign in with a smartcard or NHSmail credentials.

If logging in with NHSmail credentials, click the sign in option on the left hand side of the screen. The NHSBSA would advise that you save this page to your favourites or add a shortcut to your desktop for ease of future access. If you have been set up with access to one pharmacy only, you will be presented with the Manage Your Service Dashboard screen for that pharmacy, once you have successfully entered your credentials.

Multiple Pharmacy Access

If you have been set up with access to multiple pharmacies, you will be presented with the option to enter ODS/’F Code’ of the pharmacy you wish to access once you have successfully entered your credentials. If your pharmacies have previously been set up with a YP code, you can also access the portal with this code to see a group of pharmacies.

Adding New Users

Once you have completed your initial registration and list of users, anyone with delegated management level access will be able to add additional users via their access to the portal for pharmacies they have been given access to.

To do this, click Manage Users from the dashboard screen.

You will be presented with a list of users currently assigned to the pharmacy or pharmacies you have access to. Click ‘Create a new user’.

Enter the new users Full Name, personal NHSmail address of the individual and the ODS/’Fcode’ of the pharmacy they are to be given access to. You will also be required to select whether they have pharmacy permissions or management permissions. Then click ‘Create user’.

NOTE: You will only be able to provide an ODS/’Fcode’ that you have access to yourself.

Clicking ‘Create user’ will send the information of the new user to NHSBSA who will then create the user account. Accounts are usually created within 48 hours but we ask that users wait 5 working days before contacting NHSBSA to enquire into the progress of the account being created if they haven’t received their invitation email

Removing Users

Once you have completed your initial registration and list of users, anyone with delegated management information access will be able to remove users via their access to the portal for pharmacies they have been given access to.

To do this, click Manage Users from the dashboard screen.

Click ‘Manage Users’. You will be presented with a list of users currently assigned to the pharmacy or pharmacies you have access to. Click the user you wish to remove.

Once you have selected the user, click ‘Delete user’

To confirm you wish to remove the user, click ‘Yes, remove user’.

Clicking ‘Yes, remove user’ will send the information of the user to NHSBSA who will then remove the user account. Accounts will be removed within 2 working days.

Editing User Details

Once you have completed your initial registration and list of users, anyone with delegated management information access will be able to edit a user’s details via their access to the portal for pharmacies they have been given access to.

To do this, click Manage Users from the dashboard screen.

Click ‘Manage Users’. You will be presented with a list of users currently assigned to the pharmacy or pharmacies you have access to. Click the user you wish to edit.

To edit details, click the ‘Change’ button of the field you wish you edit.

Once you have provided the updated information, click ‘Update’.

NOTE: If changing the pharmacy the user has access to, you will only be able to change this to a pharmacy you have access to yourself.

Name and email address changes cannot be done via MYS; these must be handled by NHS Digital which will subsequently update the MYS record in due course.

FAQs

I don’t have a scanner available in my pharmacy to be able to sign the form and email it back to you, what should I do?

We appreciate not all pharmacies will have access to a scanner. In these instances you can post your completed form to us at:

As we’re potentially giving MYS users access to business sensitive data and patient identifiable data, we need to be assured that we’re receiving the initial authorisation form from appropriate individuals. Therefore, we require a handwritten signature to meet our stipulated audit requirements. Does the form need to be typed or can it be handwritten? It is preferable for the form to be completed using Microsoft Word (typed) as if we need to contact contractors to clarify handwritten information, this may cause a delay in the registration process. However, if this is not possible, the form can be completed in full by hand. Contractors are advised to use block capital letters if doing so. What do I need to sign in with my smartcard?

If you want to attempt to sign in with a smartcard, you will need the following on your PC: – Internet Explorer version 11 – Java plugin, version 8 – Smartcard reader + smartcard – Identity Agent 2

You also need one of the following RBAC roles on your smartcard:

– R1290 – Pharmacist OR – R8003 – Health Professional Access Role OR – R1979 – Pharmacy Technical Officer OR – R8008 – Admin/Clinical Support Access Role OR – Any role with additional activity B0572 - Manage Pharmacy Activities

If you meet this criteria and have successfully inserted your smartcard and PIN you should be presented with the MYS dashboard when you click sign in.

If Internet Explorer is not your default browser, ensure the application is being opened with Internet Explorer. You may have to open the browser first and input the link to Manage Your Service into the search bar. The link to input is:

Whilst meeting the criteria above, there may be other restrictions in relation to your IT set-up which don’t allow access to our application. Business owner or head office team To register your pharmacies and individuals for Manage Your Service, you must be the Business Owner, Director or head office team an Individual previously verified via the NHS BSA Information Services Portal (ISP) registration process. Steps to follow:

1. Save or print this document. We would advise that this form is saved and completed using Microsoft Word before printing and signing. If this is not possible, the document can be printed and completed in full by hand. Please use block capital letters if completing the form by hand. 2. Complete the form All sections of the form must be completed, however, if you already hold the information required in the table on page 4 of this document in another format (i.e. Excel, csv etc.). This can be submitted to us with section 1 of the form completed. It is the responsibility of the business owner or head office to decide how many individuals they wish to grant access to the Manage Your Service application for their pharmacy or pharmacies and can allow individuals access to multiple pharmacies if they chose to do so. Individuals working in a head office can also be registered to use Manage Your Service and have access to multiple pharmacies at the discretion of the business owner/head office so long as they have a personal NHSmail account. To register an individual to multiple pharmacies, the details of the individual will need to be provided along with each ODS/’F-code’ they need access to. Where all ODS codes are covered under a YP code, the YP code can be provided.

3. Send completed form to NHSBSA Completed forms should be attached to an email and sent to: [email protected] If providing details of additional users to be registered in an alternative format to the form provided, this also needs to be attached to the email with section 1 of this form completed.

Once your MYS access authorisation form has been submitted, NHSBSA will create user accounts for each individual supplied on the form. Each individual will receive an email to their personal NHSmail address to register online for their individual MYS account.

HOW WILL YOU HELP smokers quit this stoptober?

Dear Pharmacy Team,

Quitting smoking is one of the best things you can do for your health, but many smokers who want to quit aren’t sure about the best way to go about it.

Stoptober is a mass participation event where smokers are encouraged to make a quit attempt in October. The campaign is based on research showing that if you can stop smoking for 28 days, you are five times more likely to stay smokefree for good.

This year Stoptober will address the barrier of quit apathy by encouraging smokers to use Stoptober as a time to make a quit attempt.

The campaign is set to launch to the public towards the end of September, giving people enough time to get ready to prepare for their quit attempt on 1 October 2019.

This year Stoptober is a NHS England mandated pharmacy campaign so please support in your pharmacy.

HOW STOPTOBER CAN HELP

The help and tools Stoptober will be signposting to includes:

Face-to-face support including; expert help from local stop smoking services, and advice and support from pharmacy teams and GPs.

Stop smoking aids including nicotine replacement therapies (such as patches, inhalers or lozenges), prescription tablets and e-cigarettes.
