October 25, 2017 The Honorable Elaine Chao Secretary of Transportation U.S. Department of Transportation 1200 New Jersey Ave, SE Washington, DC 20590 RE: INFRA Grant Application – Regional ExpressLanes Accelerator: I-105 HOT Lanes Dear Secretary Chao: On behalf of Mobility 21, I write in strong support of the Metro’s INFRA grant request for the Regional ExpressLanes Accelerator: I-105 HOT Lanes (the “Project”), seeking $80 million in funding from the FY 2017-18 Infrastructure for Rebuilding America (INFRA) competitive grant program. The Project is part of Los Angeles County’s Regional ExpressLanes Network, which is designed to improve traffic flow and provide enhanced travel options in Los Angeles County through the implementation of a regional HOT lane system. The $80 million requested from the INFRA grant will serve as “seed” funding to accelerate the buildout of the countywide system. A pivotal east-west corridor, I-105 connects air cargo and passenger traffic generated by Los Angeles International Airport (LAX) with the freight-heavy I-710 and I-605 corridors. The addition of ExpressLanes to I-105 will better manage traffic through dynamic pricing of limited roadway capacity, yielding mobility benefits for commuters and freight traffic alike. It will also play a key role in readying Southern California’s transportation network for the LA 2028 Olympics, providing reliable travel times among multiple sports venues in downtown Los Angeles, Inglewood, Long Beach and the Westside served directly by I-105 and the regional network. The I-105 HOT Lanes will be used extensively by millions of international visitors, dignitaries and athletes during the LA 2028 Olympics, making this project a high-visibility opportunity to showcase America’s commitment to world-class infrastructure and technological innovation. Again, Mobility 21 asks that you favorably consider Metro’s application for the Regional ExpressLanes Accelerator: I-105 HOT Lanes.
