A pair of local education offi cials recently represented the Big Apple at 1600 Pennsylvania Avenue.

Donna Linderman, Dean for Student Success Initiatives at the City University of New York (CUNY), and Plinio Ayala, Chief Executive Offi cer of Per Scholas, spoke at the My Brother’s Keeper “What Works” Showcase, held at the White House on October 17.

My Brother’s Keeper, launched in 2014 by President Barack Obama, is a nationwide

initiative designed to address opportunity gaps faced by boys and young men of color.

“There’s not a single thing that’s more important to the future of America than whether or not young people across this country can achieve their dreams,” said Obama about the initiative.

The White House showcase highlighted providers from around the country who have demonstrated “rigorous evidence of impact” in helping young males of color, in attempt to pinpoint best practices and improve the mission of My Brother’s Keeper, said White House offi cials.

“We’re looking at evidence-based approaches,” said Michael Smith, Senior Director of Cabinet Affairs for My Brother’s Keeper. “We’ve got to fi nd what works and make sure it works for more people.”

Ayala spoke about Per Scholas’ track record of connecting residents

Founded in 1995, Per Scholas has focused on fi nding information technology jobs for South Bronx residents. Ninety percent of the fi rm’s students are people of color, he said.

“I’m a fi rm believer that your zip code should not determine how your future goes,” remarked Ayala, who said that the Per Scholas training module is employer driven.

“We train people for skills that are relevant today, and for jobs that are open right now,” said Ayala.

For some battling breast cancer, survival is just the

begining.w

Though Latina women have a low incidence of breast cancer when compared to the general population, they tend to have high mortality rates and poor physical health outcomes, according to the American Cancer Society (ACS).

Columbia University’s Mailman School of Public Health is launching a study to test the effectiveness of the Mi Vida Saludable (“My Healthy Life”) program, designed to help Latina breast cancer survivors eat a healthy diet and be physically active.

The university is currently seeking volunteers for the study, which is offered to female breast cancer survivors of Latin

descent who speak either Spanish or English and live in the greater New York City or in the New Jersey metropolitan area.

Women may be eligible for the study if they have had a previous diagnosis of breast cancer, are 21 years of age or older, have access to a computer, smartphone or tablet with internet access, have access to a phone with texting abilities, and are willing to travel to Columbia University Medical Center (CUMC) in Washington Heights to participate in study activities.

The study, which is funded by the National Institutes of Health and the National Cancer Institute, is being led by CUMC researcher Heather Greenlee, MD, PhD.

Women who volunteer for the study will either receive four sessions of the Mi Vida Saludable program in person or 11 months of the program through electronic communications.

All eligible participants will receive one health coaching session and a free Fitbit Zip.

The reforms are on the right track.

Though homelessness in New York City has reached its highest levels since the Great Depression, Human Resources Administration/Department of Social Services (HRA/DSS) Commissioner Steven Banks insisted recently that reforms implemented in recent months are helping to stem the increase of people entering the shelter system.

Speaking to a group of reporters at CUNY Graduate School of Journalism’s Center for Community and Ethnic Media (CCEM), Banks said that homelessness in New York City has increased 115 percent over the last 20 years.

In April, following a comprehensive 90-day review of the city’s homelessness policies, Mayor Bill de Blasio appointed Banks to helm the Department of Homeless Services (DHS), in addition to HRA, as leader of a joint management structure under DSS.

Banks stated that reforms enacted at DHS six months ago are “starting to bear fruit,” such as the increase in payments of rent arrears to prevent eviction of tenants.

“The reason being, an ounce of prevention is worth a pound of cure,” remarked Banks.

“Now, 53,000 households get rent arrears in a year, where it used to be 42,000.”

As a result, marshal’s evictions in the city have been reduced by 24 percent since April, he said.

About 500,000 New Yorkers fall into rent arrears at some point during a given year, Banks reported.

Another upgrade noted by Banks is the consolidation of various legal services that had once been “a patchwork” into one program at HRA.

The Fifth Annual Big Apple Awards, which recognize outstanding educators and teachers who enrich their school communities, will again be celebrated by the Department of Education (DOE) and The Fund for Public Schools.

The awards are open to nominations by students, families, educators, and community members. Nominees must be current, full-time public school teachers in a district school, charter school, or early childhood education center who demonstrate exceptional success in impacting student learning, in their instructional practices, and in their professional contributions to their school community.

The nomination period is starting a month earlier this year.

The open, citywide call for nominations is open now and will continue through December 9, 2016. Students, families, educators, and community members can nominate an excellent teacher by visiting the Big Apple Awards website at http://on.nyc.gov/12ShVh8.

He’s been called a “bad apple” and a “slumlord.”

But the managing agent of 78-86 Thayer Street is insisting he is not driving rent-regulated tenants out of the Inwood building by allowing conditions to deteriorate, as some elected offi cials have suggested.

At a press conference outside of the 63-unit building on October 18, City Councilmember Ydanis Rodríguez, State Senator Adriano Espaillat and Democratic nominee for State Assembly Carmen De La Rosa stood with residents to criticize landlord Joseph Noormand.

The offi cials accused Noormand of leaving the building in disrepair to scare off low-income residents and then “warehousing” empty apartments.

Espaillat alleged that the landlord is hoping to sell empty units as luxury apartments.

“These are the forces of gentrifi cation lurking around,” said Espaillat. “Let’s call it for

what it is. They’re seeing how they can capture rent-stabilized apartments and take them into market rate.”

But in an interview with The Manhattan Times, Noormand said that most of the building’s units are already co-op, and questioned why elected offi cials would portray him as hoarding rental units for low-income dwellers.

“They picked the wrong building to use as an example,” he remarked. “It’s a co-op building. Only 13 of the apartments are rent-stabilized or rent-controlled.”

Noormand insisted that he has not driven out any rent-controlled or rent-regulated tenants in nearly 20 years of serving as a landlord in the building.

“We didn’t buy out anyone; we didn’t evict anyone,” he stated.

Rodríguez said that 31 of the building’s apartments currently sit empty, and have been vacant for months or even years.

While Noormand disputed that there were as many as 31 vacant units in the building, he failed to provide a count of how many empty units there are.

According to Rodríguez, the city’s Department of Housing Preservation and Development (HPD) was slated to visit 78-86 Thayer soon to perform a full inspection of the vacant units.

However, at press time, the agency was

unable to provide a count of vacant apartments in the building.

At the October 18 press conference, elected offi cials and a few residents described the Thayer Street property as crumbling and plagued by rats.

John Feliciano, who lived in the building for 16 years, said that he is moving out soon because building conditions are poor.

“It’s been falling apart,” said Feliciano. “The service quality is no good.”

He also said that the landlord once attempted to raise his rent from $800 to $1450.

But Noormand disputed allegations that he

had allowed the building to stay in a state of disrepair.

“It’s not falling apart. The building has a brand-new boiler and a brand-new roof within the past few years,” he stated.

A review of online records from the city’s Department of Buildings (DOB) revealed permits for a boiler replacement from 2010.

However, documentation for the roof work that Noormand referenced could not be verifi ed.

It was frightful fun.

Local seniors got their ghoulish groove on as they danced and partied at a Halloween bash sponsored by New York Presbyterian’s Allen Hospital.

Dozens of attendees showed their Halloween spirit by donning costumes and spooky accessories for the October 14 party.

Inwood resident Ana Cancel was dressed as a hospital patient, a fi tting attire since she was still sporting a cast after recent wrist surgery.

“I asked my nurse if I could take home a hospital gown, and I kept my hospital

wristband,” she said. “I didn’t want to miss the party.”

The Halloween revelers were all members of New York-Presbyterian’s Health Outreach program, which provides free activities and health-oriented services at Allen Hospital to seniors age 60 and up.

“We have lectures once a month that deal with health issues, and exercise programming almost every day,” said Program Coordinator Rosemary Cortez.

Seniors can partake in yoga, tai chi, balance training, Zumba, knitting, art classes, even belly dancing.

“Three times a year, we also have health fairs where we do health screenings and fl u

shots,” added Cortez, who said the Health Outreach program keeps elderly participants in better physical shape, and less isolated because they can socialize.

“They want to feel young, and they want to do things in a group,” she said. “They love this.”

Anita Janzen did not stop dancing for the duration of the Halloween party.

program’s inception 18 years ago, and walks to the hospital from her Inwood apartment.

“I like socializing and dancing, and getting to see other people,” said Janzen, who stated that her favorite activity is belly dancing. “We all know each other, because we’ve been coming for years.”

Alicia González, 75, also danced up a storm wearing a spooky bride outfi t.

“I like the exercise; it keeps me feeling young,” she remarked.

González, who was also celebrating her birthday that day, won a prize at the event for best costume, along with attendee Ana Suarez.

Ana Cancel, residente de Inwood, estaba vestida como paciente del hospital, un atuendo que le iba muy bien ya que tenía un yeso de una reciente cirugía en su muñeca.

“Le pregunté a mi enfermera que si me podía llevar a mi casa una bata del hospital, y me quedé con la pulsera plástica del hospital”, dijo ella. “No me quería perder la fi esta”.

Todos los juerguistas del Día de las Brujas eran miembro del programa de Alcance de Salud del New York Presbyterian, el cual provee actividades gratuitas y servicios orientados hacia la salud en el Hospital Allen a personas mayores de 60 años o más.

They see nothing, hear nothing, and know nothing.

Public housing residents are insisting that Mayor Bill de Blasio is keeping them silenced and in the dark regarding his plans for private development on land owned by New York City Housing Authority (NYCHA).

Dozens of NYCHA tenants, many of them wearing gags and blindfolds, rallied at City Hall on October 20 to demand that de Blasio release the names of all sites identifi ed for development under his NextGeneration NYCHA plan.

The program would “infi ll” empty spaces on NYCHA properties with a combination of market rate and affordable housing, to help generate funds for essential fi xes to public housing buildings.

Thus far, the city has only announced two development sites — Wyckoff Gardens in Brooklyn and Holmes Towers on the Upper East Side.

The City Hall rally drew protestors from all fi ve boroughs, primarily members of advocacy group Community Voices Heard (CVH) and New York Communities for Change (NYCC), who insisted that de Blasio reveal a list of all 40 sites earmarked for infi ll development.

“In keeping his list a secret, the mayor is

trying to shove his plan down our throats,” remarked Carmen Quiñones, Tenant Association President of the Frederick Douglass Houses in Northern Manhattan. “If this plan is so good for the community, why not release the list to the public?”

Mia Bell, a resident of Jackson Houses in the Bronx, said that the city’s

focus should be on improving conditions in existing public housing buildings before pursuing new construction.

“Our buildings are falling apart, and they’re not safe,” Bell said.

De Blasio has insisted that the only way for the city to pay for the housing NYCHA’s $17 billion logjam of badly needed repairs is with the proceeds of such infi ll development.

However, residents suggested that they’re not being given enough information.

“This mayor is supposed to be a progressive mayor,” added Quiñones. “He promised we would have transparency. That’s not what we have.”

“He is holding me, and us all of us, hostages,” remarked Giancarlo Alicea, a CVH activist who resides in Harlem’s Carver Houses.

The Commission is on a mission.

The New York State LGBT Memorial Commission has begun its search for the artists who will design and execute an LGBT memorial that honors victims of hate, intolerance, violence and New York’s fi ght for equal rights. The monument and the establishment of the commission was announced by Gov. Andrew Cuomo in the wake of the shootings in Orlando, Florida at the Pulse night club earlier this year.

“I invite all experienced New York artists from Buffalo to Montauk to submit their vision and help us create a monument that will serve as an enduring symbol of the sacrifi ce New Yorkers have played in building a fairer, more just world,” said Cuomo in a statement.

Experienced artists are invited to submit a response to the request for proposal. Submissions must be completed and submitted online by Monday, November 21, 2016 before 11:59 p.m. EST.

Department of Consumer Affairs (DCA) is creating a new waiting list for those who want to apply for general vendor licenses, which is required to sell, lease, or offer to sell or lease goods or services in a public place that is not a store.

Applications will be accepted until 5:00 p.m. on November 15, 2016.

Once the application period closes, DCA will assign each accepted application a non-transferable priority number (i.e., position) based on a computer-generated random number selection program. The order in which applications are submitted will not affect an applicant’s position on the waiting list. DCA will notify applicants in writing of their waiting list number and then contact them in order, as licenses become available, to submit a license application. The law, as established by the City Council, limits the number of non-veteran general vendor licenses to 853.

“There is now, for the fi rst time in many

years, the opportunity to get on the list to apply for a license to be a general vendor in New York City,” said DCA Commissioner Lorelei Salas.

Anyone can apply for free, and there is no limit on how many applications will be accepted for the waiting list. Each person may only apply once. Applications are available in person (at the DCA Licensing Center in Manhattan or the NYC Small Business Support Center in Jamaica, Queens), online at nyc.gov/dca, or by contacting 311 and asking for the General Vendor Waiting List.

Completed applications can be submitted in person, online, or by mail (postmarked no later than November 15). DCA’s Licensing Center is located in the lobby at 42 Broadway

of the apartments,” stated Noormand. “They were only in the basement.”

Reporters who attended the press conference toured a few vacant apartments at 78-86 Thayer that were in a clear state of disrepair, but Noormand responded that he was not hoarding those units and that they would be repaired.

“Every unit that needs basic remodeling, like painting or minor fi xing, we’re going to do that,” Noormand said. “If a unit needs more extensive renovations, we are planning to fi x them and sell them under the co-op.”

Currently, the building has 29 open HPD violations, according to the agency’s online records, not an unusual total for a building of that size.

Noormand said that he is cooperating with city agencies.

“I told management to pay the $350 fee for the city to come in and inspect again,” he said.

A spokesperson for HPD said that owners of 78-86 Thayer owe the city’s Department

of Finance $475,000 in back taxes, interest and other fees, as well as $12,000 in arrears to the Department of Environmental Protection.

Noormand said that the property owed more $1.1 million in back taxes a year and a half ago, and that $700,000 of it was already paid off after an assessment was issued for the co-op units in the building.

Elected offi cials called on Noormand to enroll in a preservation program with HPD to

keep the building’s vacant units affordable for uptown families.

According to HPD, the building owner can enter a regulatory agreement that would restrict rents, as well as other provisions. In exchange for these provisions in the regulatory agreement, the building would receive fi nancing for repairs.

“HPD is in the initial stages of conversation with this owner to discuss possible preservation opportunities,” the spokesperson said.

Though Rodríguez and Espaillat have stated that landlords like Noormand are keeping New Yorkers from obtaining affordable housing at a time when it’s desperately needed, Noormand replied he was being portrayed unfairly.

He said he was disappointed that the elected offi cials did not invite him to their press conference, or talk to him beforehand about building concerns.

“I’m not saying that there’s isn’t a housing issue in New York City,” Noormand remarked. “Nobody can deny that there is. But I’m not doing anything wrong. I’m not the problem.”

Banks told reporters of his agency’s efforts to become more user-friendly toward New Yorkers seeking benefi ts and services.

offi ces in person to fi ll out paperwork, Banks noted that many forms can now be accessed online.

“And you can now submit documents on a smartphone,” said Banks. “It’s a very different HRA approach.”

Prior to becoming HRA Commissioner, Banks spent 33 years at the Legal Aid Society. He joked that his experience suing the city to force it to house homeless individuals gave him a unique perspective on the dire need for accommodations for the city’s homeless population.

Banks suggested that if not for the city’s recent efforts, the homeless population — which had reached over 59,000 as of late September — might have topped 67,000 individuals by now.

While acknowledging the strides his agency has made, Banks conceded that there is still much work to be done.

“We didn’t get into this situation overnight, and we’re not going to get out of it overnight,” he stated.

Tenants also voiced concerns that infi ll development would increase gentrifi cation, block out sunlight near NYCHA facilities and eliminate recreational space.

“This would take away our light, our air and playgrounds,” said CVH member Glendora Israel.

“We’re not getting the communication needed to get understanding,” said Claudia Pérez, a resident of Washington Houses in East Harlem.

Quinones and Pérez said that CVH had sent three letters to the mayor’s offi ce in the past few months requesting that de Blasio

release more infi ll details, but received no response. The letters were co-signed by City Councilmembers Ritchie Torres, Ben Kallos and Rafael Salamanca, said Quiñones.

“We want to be included in a democratic process by supporting the mayor, but by excluding residents, by withholding the privatization and development plan, the mayor is not allowing that process to happen,” said Perez.

“Look, we understand that change is needed, but if we know about the plans, we can prepare the residents,” she said.

Quiñones was set to deliver another letter to City Hall following the rally.

“Mr. Mayor, I’m a voter. I voted for you,” Quinones shouted as she brandished an envelope containing the letter. “I’m not going away. We want you to make good on the promise of ‘a tale of two cities.’”

When contacted for comment, the mayor’s offi ce referred inquiries regarding infi ll development to NYCHA.

For its part, NYCHA insisted that it had involved residents in the NextGeneration planning.

“We have made a commitment to engage with residents fi rst as we work with them and all levels of government to preserve this vital housing resource,” said a NYCHA spokesperson.

The agency indicated that it had formed stakeholder committees to ensure that residents of the Holmes and Wyckoff housing developments were part of the process.

And though residents have worried that control of NYCHA facilities could end up going to private companies, the agency spokesperson refuted those concerns.

“We will not privatize public housing or displace residents,” the spokesperson added. “For decades, NYCHA residents have lived with the effects of disinvestment in public housing. NextGenNYCHA presents a practical plan to preserve this housing for

Marisol Alcántara, Democratic nominee for State Senate, called on the administration should include residents in any future development plans.

“We need a seat at the table,” Alcántara stated. “Treat NYCHA residents

like they are important.” And she argued that the issue revealed

don’t we take care of the mold that is in people’s apartments fi rst?”

El Departamento de Asuntos del Consumidor (DCA por sus siglas en inglés) está creando una nueva lista de espera para aquellos que quieran solicitar licencias de proveedores generales, la cual se requiere para vender, arrendar u ofrecer la venta o arrendamiento de bienes o servicios en un lugar público que no es una tienda .

Las solicitudes serán aceptadas hasta las 5:00 p.m. del 15 de noviembre de 2016.

Una vez que el período de solicitud cierre, el DCA asignará a cada solicitud aceptada un número de prioridad no transferible (es decir, posición), con base en un programa de selección de números aleatorios generados por computadora. El orden de presentación de las solicitudes no afectará la posición de un solicitante en la lista de espera. El DCA notifi cará a los solicitantes por escrito su número de la lista de espera y luego los contactará en ese orden, en la medida en que las licencias estén disponibles, para presentar una solicitud de licencia. La ley, según lo establecido por el Ayuntamiento, limita el número de licencias de proveedores generales no veteranos a 853.

“Existe ahora, por primera vez en muchos años, la oportunidad de entrar en la lista para solicitar una licencia de proveedor general en la ciudad de Nueva York”, dijo la comisionado del DCA, Lorelei Salas.
