Section 5 – Championship Operations

Section 5–1 Awards The following awards will be presented at the WAC Men’s and Women’s Cross Country Championships: Team Championship tro-phy, First Team All-Conference plaques (finishers 1-7), Second Team All-Conference certificates (finishers 8-14), Athlete of the Year, Freshman of the Year and Coach of the Year.

The Athlete of the Year and Coach of the Year awards will be voted on by the coaches. Each coach is responsible for submitting his/her ballot to the conference office representative immediately following the competition. A coach shall not vote for himself/herself or his/her team members. The votes will be tallied by the conference office representative and the person with the major-ity of the votes will receive the award. In the event of a tie, the tie will stand. The Freshman of the Year award will be given to the first freshman to finish the race.

All coaches are required to cast a complete ballot for the above awards. Athletes and coaches from institutions whose coaches do not vote or do not complete the entire ballot will not be considered for the awards.

Section 5–2 Banquet The awards banquet will be held at the Connolly Complex - North Court on Friday October 28, at 6:00 p.m. A full meal will be served. Only those listed on the Official Travel Party Form will be provided a meal. Family and friends may attend the banquet to view the presentation of awards only. The banquet is expected to last an hour. Attendance is required by all teams and dress for the awards banquet is business casual.

Section 5–3 Banners Signs or banners promoting the participating institutions are permissible under the following circumstances:

(1) They are hung only in areas designated by the host institution, (2) the championship manager approves them in regard to appearance and content, and (3) the banners must be delivered before 4 p.m. PT on Friday to Jefferson Park Golf Course.

Commercial identification on banners cannot be visible.

Section 5–4 Coaches’ Conference Call A championship conference call with the coaches and institutional representatives will be held on Monday, October 24 at 10 a.m. PT/11 a.m. MT/12 p.m. CT to review championship procedures, rules, and policies. The WAC will facilitate the call. Participation by all head coaches is mandatory.

Section 5–5 Coaches’ Meeting A championship meeting with the coaches and institutional representatives will be held on Friday, October 28, at 3 p.m. PT to declare runners, and to review championship procedures, rules and policies. The meeting will be held at the clubhouse located at Jefferson Park Golf Course. Attendance by each head coach is mandatory.

Section 5–6 Competitive Numbers The conference office will provide each team with a competitive number for each athlete listed on the team’s entry list. Compet-itive numbers shall be worn on the front of each runner’s uniform. The tag on the bottom of each finisher’s competitive number will be pulled off at the finish line by the chute officials for scoring purposes.

Section 5–7 Course The WAC Men’s and Women’s Cross Country Championships will be held at Jefferson Park Golf Course, 3801 Beacon Ave S, Seattle, Wash., 98108

Section 5–8 Directions to Jefferson Park

From Seattle-Tacoma International Airport:1. Head north on I-5 to Seattle. 2. Take exit 161 on right for Swift Ave., toward Albro Place. 3. Turn left onto Swift Ave. S, then take the first right onto S Graham Street. 4. Turn left onto Beacon Ave S, and after 1.4 miles, the course’s pro shop will be on the left, but the race course itself will be on the right.

Section 5–10 Entries Entries for the 2016 WAC Men’s and Women’s Cross Country Championships will be managed through Direct Athletics at their website http://directathletics.com. All coaches should have a username and password for Direct Athletics. If for any reason you cannot log in to Direct Athletics, please contact Dennis Goheen ([email protected]) or (806) 470-0545) or Matt Pucak ([email protected] or (303) 962-4214).

Entries shall be listed in Direct Athletics no later than Monday, October 24 at 11:59 p.m. MT. All athletes, including alternates, must be listed alphabetically in Direct Athletics by the entry deadline. Any athlete not listed on the website will not be allowed to compete. Competitors’ numbers will be assigned from this list. Only nine athletes per team will be eligible to run, but up to 20 athletes per team can be listed. From the entry list, coaches will declare nine (9) runners per team at the coaches’ meeting the day before the championships.

After an entry session, coaches should print their directathletics.com entry page. This is your receipt and entry verification. Only the most recent receipt is valid. No late entries will be accepted.

Section 5–11 Finish Line A videotape of the finish line shall be made from an elevated view to determine order of finish only in case of a protest. The finish chute shall be constructed of rope, banners and stakes. Finish-line substitutes (10-15 people) shall be used in the chute for inca-pacitated runners.

Section 5–12 Games Committee The games committee shall consist of Matt Pucak from the WAC, Eric Guerra from Seattle U and Dennis Goheen from the South Plains Area Track Officials.

Section 5–13 Hospitality A hospitality area containing fruit, granola bars or other similar snacks will be available for student-athletes near the team tents. An additional hospitality area will be available for officials, coaches, administration and staff near the finish line. A continental breakfast will be served in this hospitality area prior to the races on October 29.

Section 5–14 Lightning Policy In the event of severe weather when threatening lightning conditions are probable, at least one of the following two indicators of lightning location will be used as the recognized method of determining dangerous lightning situations:

1. SkyScan Lightning Detector2. Smartphone App with “real/live” time location accuracy (WeatherBug, Weather Channel, RadarCast etc)

If lightning conditions are detected within 8-10 miles of the practice or event site, all activity will be suspended and all individuals will be moved to a safe shelter. Competition or activity will not resume until 30 minutes following that last indication of lightning conditions within the 8-10 mile range.

During practices and/or competitions, the athletic trainer will inform the coaching staff of threatening lightning conditions. If an athletic trainer is not on-site, the head coach or designated official will assume the responsibility of monitoring threatening lightning conditions and instructing athletes and officials to proceed to closest, safe shelter.

All individuals have the right to leave an athletic site or activity, without fear or repercussion or penalty, in order to seek safe structure or location if they feel they are in danger of impending lightning activity.

Section 5–15 Media Chris Thompson from the WAC and staff from Seattle U will provide media relations and sports information services near the start and finish line of the course. The media area will be under the near the timing tent. Results will be made available to coaches upon confirmation of results and shortly following the completion of each race. WAC staff will be conducting post-meet video interviews with the winning team’s coach and student-athletes.

Section 5–16 Medical Procedures Emergency Personnel:Certified athletic trainer (ATC) and student athletic trainer(s) will be on site for the entirety of the championship. Students will be spread around the venue so that there will be one at every event site for immediate response. SU team physicians will be on call during the practice sessions and will be on site during the entirety of the competition. EMTs will be on-site and Matt Bussman and Andrew Schultz will be on-site during the championships.

Emergency Communication: Athletic training staff will be in communication with each other during the championships via radio and cell phone. EMS will be activated by the athletic training staff if needed.

Emergency Equipment: Supplies (AED, trauma kit, splint kit, spine board, oxygen) will be maintained in the athletic training tent near the finish line. A golf cart with emergency personal and medical supplies/ capabilities will be present at all times during the competition.

All incidents must immediately be reported to the athletic training staff and will be addressed by the athletic trainer and team physician. In the event of an incident requiring emergency transport the medical staff will control the scene until appropriate advanced medical personnel arrive and care will be transferred at that time.

Section 5–18 National Anthem The National Anthem will be played prior to the start of the first race of the day.

Section 5–19 Officials The Meet Referees for the 2016 WAC Cross Country Championships will be Geof Newing and Andy Newing. It is the responsibility of the Meet Referees to make a final ruling on all protests. There will be no Jury of Appeals.

Section 5–20 Parking Free parking will be available at the park. Designated team parking will be assigned close to the starting line.

Section 5–21 Participant Gifts Championship gifts will be provided to the individuals listed on each team’s Official Travel Party list. The championship gifts will be distributed to head coaches at the practice session/coaches’ meeting on October 28.

Section 5–22 Practice The course will be open for team practice the afternoon of Friday, October 28, from 12-5 p.m. PT. A Seattle U trainer will be at the course for the practice session. Water, ice and towels will be available at the medical tent located near the starting line of the course. Course maps, packet pickup and championship gifts will be available for the coaches.

Section 5–23 Protests [1] Protests shall be consistent with NCAA rules. Protests relating to matters that develop during the conduct of the race should be made at once and not later than 15 minutes after the results have been announced or posted. Any protest must be made in writing by the head coach using the official protest form and submitted to the protest table near the timing tent. All implicated coaches must be notified of a tendered protest.

[2] Any such protest may be immediate and oral by a competitor or the competitor’s coach to protect and preserve evidence used in the determination of a written protest filed in the appropriate manner. A protest shall include any communication by the athlete that requests preservation of the evidence.

[3] The protest shall be reviewed by the referee, who shall render a decision after determining and considering evidence. Evi-dence specifically excluded is all visual material, except that produced in conjunction with officiating an event, official photo-tim-ing and official video designated by the games committee before the meet.

[4] Results of the protest shall be posted and announced. The meet referee shall render a decision immediately and inform the coaches of the competitors affected by the referee’s decision shall be notified. There will be NO jury of appeal. The final decision will rest with the referee.

Section 5–24 Scoring Point values shall be equal to the place finish by each individual. A team shall consist of a maximum of nine participants, but only the first five finishers for each team shall be counted for scoring purposes. The sixth and seventh runners for each team shall be used to displace. The team with the lowest total after adding the scores of the first five finishers of the team, shall be declared the conference champion. In a case of a team tie, the NCAA rules for tiebreaker will be enforced.

Section 5–25 Sportsmanship All phases of intercollegiate athletic contests shall be conducted in a sportsmanlike manner. Each member institution shall endeavor to instill and maintain principles of good sportsmanship for the guidance of all persons participating in or witnessing contests. Conduct by student-athletes, coaches and other institutional athletics personnel which is patently unsportsmanlike in nature is subject to sanction. An institution’s representatives shall refrain from making negative comments regarding another institution’s student-athletes, teams, coaches, staff or the institution itself.

Each institution is responsible for maintaining such measures as necessary to assure orderly conduct of contests, including con-trol of spectators who interfere with conduct of contests, and for maintaining standards of spectator behavior.

Section 5–26 Squad Size Squad size shall be limited to a maximum of nine (9) men and nine women per team for the Conference championship, but only the top five finishers per team shall be counted for scoring purposes. A minimum of five student-athletes per team must partici-pate in each race.

Section 5–27 Start Times The women’s race will start at 9 a.m. PT with the men’s race following at 10 a.m. PT. Competitors are asked to report to the start line 15 minutes prior to the start of the race.

Section 5–29 Team Tents Each team will be provided a tent near the start to utilize throughout the championships.

Section 5–30 Travel Party Form/Team Information Form The official travel party for cross country is 12 individuals. Individuals listed on the Official Travel Party Form must be employees of the institution, student-athletes or other individuals (student managers, team doctors, athletic trainers, etc.) who will perform the same team-related duties during the championship that they have performed during the season. Only those individuals list-ed on the Official Travel Party Form shall be provided a meal at the awards banquet and a championship participation gift from the conference office.

Each institution is required to complete an Official Travel Party/Banquet form, along with a Team Information Form. Coaches should access these forms at http://wac.org/forms.html. In the Cross Country section of the table, click Travel Party/Banquet Form or Team Information Form to fill out the respective form.

Both forms need to be submitted to Matt Pucak ([email protected]) by Monday, October 24th.

Section 5–31 Uniforms During competition and the awards presentation, competitors must wear the proper uniform (warm-ups included) of the institu-tion they represent in the championships.

Section 5–32 WAC Digital Network InterviewsCoaches and requested student-athletes must be made available for WAC Digital Network interviews post practice and winning coaches/student athletes must be made available for post race interviews at either the course prior to cool-down time, at the awards presentation and/or at the awards banquet.
