Monday October 30, 2017 7 STATE TIMES NEWS JAMMU: National Mazdoor Conference (NMC) urged upon the Finance Minister, Dr Hasseb Darbu to allocate provision of funds for implementation of Seventh Pay Commission recom- mendations in the State in the ensuing annual budget for year 2018-19 fulfilling the promise to extend the benefits to State Government employees and pensioners made on the floor of the House while presenting last year Budget proposal on 11th of January 2017. Addressing NMC workers here, President NMC, Subash Shastri pointed out that without the provision of budgetary allocation for year 2018-19 budget, the extension of the benefits will not be possible to implement the decision already announced. "As a proactive action, the Finance Minister was requested to apportion a separate budget, so that the benefits of the Seventh Pay Commission start reaching to the salaried class and pensioners form April 1, 2018 without any hick-up, this will help the government to solve the long pending demands of salaried class smoothly," he said. While pleading the cause of 61,000 daily rated work- ers working in the various departments of the State Government, Shastri expressed satisfaction over the recent decision by the State Cabinet for prepar- ing a road map for the reg- ularisation of these daily rated workers to display sincerity to the State Government headed by Mehbooba Mufti. "Finance Department is requested to start and expedite the process to meet the aspirations of the suffering class of these daily rated workers so as to start the regularisation policy from January1, 2018 as a new year gift to working class," he added. Reiterating his demand of enhancing Medical Allowance from Rs 300 to Rs 2,000 per month, Shastri urged the Finance Minister to take an early decision in this regards so the employees and pension- ers would get a sigh of relief. STATE TIMES NEWS JAMMU: The newly appointed employees under SRO 202 of various depart- ments staged protest against the government here on Sunday. The newly recruited employees assembled near Dogra Chowk and demanded abrogation of SRO 202 in the larger interest of educat- ed youth. The SRO 202 of 2015 states that an employee appointed in services will get only basic salary for first five years, which is considered as probation period, which means the appointees have to survive on just Rs 7000- 8000 per month, even with- out any sort of increment.They criticized the State Government for giving step motherly treatment to the educated youth of J and K State. "The person appointed under this rules shall be enti- tled to annual increment all allowances (HRA, DA & CCA) after successful com- pletion of their five years service on consolidated salary but, considering the rising prices of essential com- modities it is appalling that government has framed such a policy which is sheer injus- tice to the qualified youth of the State. Multiple appeals have been made for the revo- cation of new recruitment policy but to no avail,” they resented. They appealed to the government to look into the matter and revoke SRO- 202 at the earliest. Employees demand abrogation of SRO 202 Employees raising slogans during a protest at Jammu. STATE TIMES NEWS JAMMU: Jammu Kashmir Teachers Forum (JKTF) discussed various issues being faced by the teaching community including adjustment of leftover mas- ters promoted in 2014. In the meeting held here on Sunday, Ganesh Khajuria, State General Secretary said about 580 teachers of Jammu Province who were promot- ed as Masters in DPC held in February 2014 were not adjusted as Masters on the pretext of B.Ed Degrees acquired through Distance Mode. He raised the issue of the laboratory assistants who have completed their six years service and have been promised repeatedly to be promoted as teachers. In the past the Laboratory Assistants of three years service were promoted, this delay in DPC is causing frustration among these cadres, he added. He asserted that the teachers / masters of other districts of Jammu Province and even of Kashmir province are adjusted in District Jammu by violating all the norms of recruitment and transfer in School Education Department. These Teachers / Masters who are recruited and pro- moted in their native dis- tricts but adjusted in District Jammu should be sent back to their home dis- tricts. “These teachers have occupied the posts of Jammu District causing dislocation and harm to the Jammu Teachers / Masters,” he said. Khajuria stressed upon the education authorities to resolve these issues on fast track by taking immediate and corrective steps in this regard. He sought immedi- ate adjustment of these left-out masters. The forum warned that if these demands are not conceded upto November 10, 2017, the forum will be compelled to resort to struggle and government will be respon- sible for this confrontation. The Minister said that these projects when completed will automatical- ly improve the image of the State on world tourism map. MLC Chranjeet Singh Khalsa was also present on the occasion. On the occasion, the Minister said that under massive and liberal central funding Urban Development sector of J&K State has been allocated Rs. 2312 crore with which Smart Cities will be devel- oped and Swachh Bharat missions and infrastructure in towns of Jammu and Kashmir will be completed. They also demanded grant of autonomous status to Baramulla Degree College, given its high rating by the UGC. The deputation also demanded set- ting up of an exclusive college for Earth Sciences at Uri or a college for metallurgy at Kupwara. A deputation of residents of old town, Baramulla sought setting up of a housing colony for the residents, round the clock opera- tionalization of health centre at Bagh i Islam besides construc- tion of community halls in the main town. They also sought improvement of power cables in the town, drug de addiction and cleaning of flood nallahs in old town. Several deputations from Rafiabad demanded setting up of a health centre and playfield at Achabal besides widening of roads in the area. They also sought an ambulance for the Dangiwachi medical block and establishment of a cold store at Behrampora. Augmentation of grid stations at Watergam, Hadipora, Achabal and Nowpora besides projection of Kiterdajji and Bosian on the tourist map of the State were also demanded. A deputation of girl students from Sopore sought upgrada- tion of local library, extension of scooty scheme to the area, sports facility and coaching camps for competitive examina- tions for the youth of the town. Appreciating the demands, the Chief Minister instantly direct- ed release of Rs. 10 lakh for buying books for the Sopore library. Mehbooba Mufti directed identification of land for con- struction of sports stadium, announced two buses for the boys and girls colleges and development of public park at the available space. STATE TIMES NEWSJAMMU: The newlyappointed employees underSRO 202 of various depart-ments staged protest againstthe government here onSunday.

The newly recruitedemployees assembled nearDogra Chowk and demandedabrogation of SRO 202 inthe larger interest of educat-ed youth.

The SRO 202 of 2015states that an employeeappointed in services will getonly basic salary for first fiveyears, which is considered asprobation period, whichmeans the appointees have tosurvive on just Rs 7000-8000 per month, even with-

out any sort ofincrement.They criticized theState Government for givingstep motherly treatment tothe educated youth of J andK State.

"The person appointedunder this rules shall be enti-tled to annual increment all

allowances (HRA, DA &CCA) after successful com-pletion of their five yearsservice on consolidatedsalary but, considering therising prices of essential com-modities it is appalling thatgovernment has framed sucha policy which is sheer injus-

tice to the qualified youth ofthe State. Multiple appealshave been made for the revo-cation of new recruitmentpolicy but to no avail,” theyresented. They appealed tothe government to look intothe matter and revoke SRO-202 at the earliest.

STATE TIMES NEWS JAMMU: Jammu KashmirTeachers Forum (JKTF)discussed various issuesbeing faced by the teachingcommunity includingadjustment of leftover mas-ters promoted in 2014.

In the meeting held hereon Sunday, GaneshKhajuria, State GeneralSecretary said about 580teachers of JammuProvince who were promot-ed as Masters in DPC heldin February 2014 were notadjusted as Masters on thepretext of B.Ed Degreesacquired through DistanceMode.

He raised the issue of thelaboratory assistants whohave completed their sixyears service and have beenpromised repeatedly to bepromoted as teachers. Inthe past the LaboratoryAssistants of three yearsservice were promoted, this

delay in DPC is causingfrustration among thesecadres, he added. Heasserted that the teachers /masters of other districts ofJammu Province and evenof Kashmir province areadjusted in DistrictJammu by violating all thenorms of recruitment andtransfer in SchoolEducation Department.These Teachers / Masterswho are recruited and pro-moted in their native dis-tricts but adjusted inDistrict Jammu should besent back to their home dis-tricts. “These teachershave occupied the posts ofJammu District causingdislocation and harm to theJammu Teachers /Masters,” he said.

Khajuria stressed uponthe education authorities toresolve these issues on fasttrack by taking immediateand corrective steps in this

regard. He sought immedi-ate adjustment of theseleft-out masters. Theforum warned that if thesedemands are not concededupto November 10, 2017,the forum will be compelledto resort to struggle andgovernment will be respon-sible for this confrontation.
