WE KILL OCEANS AND HOPE TO LIVE!PAGE 5
The nation feels gratitude towards the Defence
Minister A K Antony on his discovery that the
firing across the LoC by the Pakistanis has the
hand of Pak army. It is a discovery worth a
Nobel peace prize. It is great discovery at par
with Einstein's theory of relativity or Newton's
laws of motion. Thank you Mr. Defence
Minister that after a long period we have a man
of your caliber, who can make important dis-
coveries. What he said about the Pak firing in a
press conference is worth noting, especially for
historians and specialists of strategic studies.
They could incorporate it in their dissertations.
Here is his quote--
Ceasefire violations: Antony directly blames
Pak army "We are watching all these new devel-
opments. Instead of preventing infiltration or
trying to minimize the infiltration attempts, still
there attempts are going on increasing. Thatmeans, these are going on with the support of
elements across the border. But I am sure noth-
ing has happened without the support and
knowledge and tacit support of Pakistan army. It
is a matter of concern to us." People say Antony
is honest, maybe he is and for that he deserves
applause, but to say he is an inspiring defence
minister will not cut much ice. On the killing
of five soldiers by Pakistani army, he gave dif-
ferent versions of the incident on the floor of
Parliament. First he tried not to mention Pak
army's involvement and when conclusive
proofs were presented, he gave another ver-
sion. Wonder how the nation shall rally
against the Pakistani perfidy, when our top
ministers make discoveries about things which
are already known. It is nothing but day
dreaming. Today without malice to anybody,
the country needs young, dynamic, learned
and assertive leadership. Now there is no
scope for political dead wood. Let them rest and enjoy for the benefit of the nation.

Yes, it is now festival time for Jammu. All the ingredients of a festi-val will be on display. Less thanadministrative one, it is more a polit-ical happening. From November 5,Jammu will be different. Special crea-tures called ministers, MLAs MLCsand the Secretariat staff are to taketheir Jammu residence with aplomb.First there will a guard of honour fol-lowed by the customary show. Poor
public has no right to go near theSecretariat. He is a risk factor whohas to wait for five to six hours inqueue under a narrow tin roofed gul-ley. He will be frisked, minus combs,
pens even mobiles, and then aloneallowed to go into the hallowed
precincts of the high seat of govern-ment.Do not disturb, we are still openingfiles. Scores of sac full of files are ina huddle. Allow us some breathingtime; this is the common refrain of
the staff, if a poor citizen approachesthem for official work after theDarbar opens. It would hence be con-venient for the government to hang anotice board outside the Secretariatwith words---Do not disturb, files
being retriev ed from trunks, visitafter one month, written on it. Butalas that much of candidness is notforthcoming. The government willnever have so much of honesty toadmit that precious time is wasted when Darbar move employees moveto Jammu. It takes them at least twoweeks to get the Darbar species intogrove as well get acclamatised toJammu’s airs.Coming back to the festival part of the Darbar move, Jammu will beovertaken by thousands of officialvehicles. They have first right on theroads. After all ministers and bureau-crats are two notches ahead of com-mon man. So roads first belong tothem, let there be no doubt about that.Imagine the status and tone of the
official drivers with Sahibs sitting behind and the w hite ambassador car making its presence felt with a big red
flasher light. This is enough to makethe driver intoxicated. Now on theroad, he is the master while pedestri-ans and other vehicles are little livingthings worth to be shown what theyare. Thus speed, siren and whiteambassador will soon force the citi-zens to run for their lives. What tospeak of those who are very special, the so called VVIPS or VIPs. Their air of command is seen to be
believed. One ambassador is not their cup of tea. First a pilot jeep withsirens blowing and shooing the peo-
ple away to make way for the po wer-ful Darbaris, and the poor creaturesrun helter- skelter for their lives, thena fleet of SUVs or ambassador carsdepending upon the status of the min-ister whiz past little caring for t he ordi-nary men. It is here that the real importof word ordinary is made truly publicthat too on the face of the commoner there and then. What a better way of showing the real taste of democracy.Poor folks will still wait for long hours
to vote for these special species called very strangely representatives of peo-
ple.
From 5th November the Jammuite willhave with eyes wide open the Darshanof these Darbar specials when he willconfront them on every road, crossingsand parking places. These invaluablemigratory birds though not endan-gered have special privileges whichonly the extra ordinary men have. Before their arrival the poor citizen of Jammu city was made to use motheaten and pock marked roads, but notthat now. The Darbar specials will notget a slight bump even. First they rush
past in sleek, high end SUVs and sec-ondly the roads which they are expect-ed to use are being spruced up. Happydays for Jammu citizens at least theytoo can feel some tangy taste of prop-er governance. They will have to pre-
pare for psychological bullying on theroads, the moment these VIPs pass and also prepare for waiting long hours toget audience of the Secretariat bosses. It is great democracy with attendant
paraphernalia at best, minus good governance. In Jammu and Kashmir
things change very slowly even if some are as old as 1882 A D. LongLive Darbar move!!

JAMMU, OCT 30: Prof.Bhim Singh, Chief Patron of

"The National Conferencehas been working for theimplementation of the outra-geous and communal DixonPlan right from day one in1951 while acting as a tool of the Anglo-American Bloc todestabilize India viaKashmir. Dixon Plan was
flouted by a Jewish Judge of the Australian High Courtwho was appointed by theAnglo-American Bloc on
behalf of the Securit yCouncil to bail out Pakistanfrom its obligation to imple-ment UN Resolution dated 13th August, 1948 askingPakistan to vacate all occu-
pied terri tories of J&K including the so-called 'Azad Kashmir' (4,500 sq. miles) aswell as entire Gilgit-Baltistanregion (28,000 sq. miles) and hand over the occupied terri-tories to the Indian Army.Pakistan had defied the UNResolution on severalaccounts. The Anglo-American Bloc intended toinvent a new strategy to bailout Pakistan from this obliga-tion. The Jewish Judge of theAustralian High Court, OwenDixon had proposed a com-
munal division of the State. The Dixon Plan reflected thesubstance of the communaldivision of Ireland in 1922.Ireland was split into two; asovereign state of SouthIreland having Catholicmajority was established as aCatholic State in 1982.

between the Churches whichhave adverse effects on the
politics of Great Brita in.The other day the Chief Minister of J&K made a wild statement suggesting thatIrish Plan should be applied to the State of J&K. Thisstatement deserved total con-demnation by every national-ist party and thinker. Besidesthe Chief 8Contd p2

Omar advo ...Minister has committed agrave criminal offence in vio-lating the ethics and provi-sions of the oath of officewhich he has made to uphold unity, integrity and sover-eignty of India. The Chief Minister, Omar Abdullahshould be brought to justicewithout any leniency for challenging the integrity of
India by preaching secession. He has taken up the board which his grandfather had relinquished in 1975 by sign-ing an Agreement withMrs.Gandhi's government toaccept the Accession uncon-ditional. The Chief Minister had challenged the Accessionwhich is now a part of thehistory and any challenge toit amounts to sedition. The Chief Minister of J&K should mind that Ireland in1922 was a separate countryand not part of United Kingdom. It was partitioned to please the Protestants,Christians and Catholics togive Catholics a separateIreland with Dublin as itscapital. Northern Ireland theProtestants majority chosefor United Kingdom aProtestant-Christian State. He should also know the his-tory of J&K that J&K was
part of India since ages. J&K acceded to the Union of Indiain 1947 and merged as itsConstituent like other 556
states. Calling for Irish for-mula to divide J&K is an Actof treason and Omar Abdullah cannot escape thecriminal liability for theoffence he has committed."Prof.Bhim Singh said thatGovt. of J&K has been rulingwith authoritarian and highlyundemocratic style. TheChief Minister has started
browbeating the Centre byexploiting the innocent peo-
ple of J&K by challengingthe Accession, pleading for communal partition of theState which the people of J&K had rejected in 1947 bysaying no to Jinnah. Heaccused the State Congressleaders for working asguinea-pigs under the unreli-able Chief Minister only toshare loot of the StateExchequer and at the cost of the peace and progress in thestate. He said that the StateCongress shall be digging itsgrave with the NationalConference in case they don'tanswer to the call of the gen-eral will of the people of J&K.
Third front ...the 2014 Lok Sabha elec-tions.SP chief Mulayam SinghYadav, whose party is in
power in Uttar Pr adesh, said Muzaffarnagar riots werefomented by communalforces."At least we got together (onthe same platform). If weunite, communal forces willnot able to raise their head ...We have crushed communalforces and we will continueto crush communal forceswhenever they rear therehead again," he said.Yadav's colleague RamGopal Yadav said onWednesday's meeting was a"beginning" for the shape of things to come in the future.
NCP leader Praful Pa tel jus-tified the party's participationin the convention, saying "inthe era of coalition politics,we have to keep our optionsopen of working with other
parties."

De-escalate ...cross-border firing bringsmiseries to the people living
on the either side of thedivide." he said.
Responding to a question onemergence of a third front inthe state, the NC chief said itwould have no bearing on his
party's prospects in the com-
ing elections."We do not feel any threat(by the formation of the third front). Many such fronts havecome up in the past and willcontinue to come up in futureas well," he said.
Grant RBA ...Subash Bhagat AshishSareen, Vijay Sharma,Ashwani Sharma, MukeshPadha, Govind Ram Kandley,Kuldeep Kumar, Raj Singh,Pritam Lal and Sandal Singh.Jugal Kishore Sharma, in hisaddress to the party workersand the public said that NC-Congress coalition govern-ment has been unconcerned and unmindful of the plightof the resident of border areasas it has been in respect of refugees. He said that theunlucky border people getoften caught up in the cross
border firing and suffer inevery respect, that is body,
property and economic loss. They also are forced to aban-don their homes and hearthsand become temporaryrefugees. In the past also theyhave suffered losses onaccount of not harvestingcrops due to firings and alsokilling of live stock and bod-ily injuries. Their routine dayto day living is uncertain and is subject to the pleasure of the Pakistani authorities as towhen they would resort tounprovoked firing. Thoughthe government cannot domuch in preventing this firing
but it could mitigate the hard-ship and suffering of the bor-
der people if it had samedegree of concern for these people as it has exhibited for militants who make the pre-tensions of settling down tonormal life. The BJPdemands that the border peo-
ple be paid co mpensation for the losses that they have suf-fered. It shall raise the issueof border people in parlia-ment as well as state assem-
bly and demands that each border resident be given f ivemarla plot at a safer place for residential purposes and alsothese residents be accorded RBA status for the purposesgovernment jobs reservationetc.Dr. Jitendra Singh said that
people living in this border area are victims of dual hard-ship. On the one hand theyare victims of Pakistan firing,on the other hand they arevictims of apathy of the gov-ernment of India and the stategovernment . He said this isunique example in the historyof the world that there is asection of refugee population
which has not been granted its citizenship right for thelast 66 years. Singh said thatthe discrimination againstWest Pak Refugees and PoK refugees by the state govern-ment is the result of vote
bank politics of Kashmir cen-tric ruling parties.Chander Prakash Ganga said that Samba district has
become a dist rict of refugeesand homeless border peopleforced to leave their homesdue to Pak firing. Samba dis-trict requires special econom-ic package to enable it towithstand the ingress of theseunfortunate people. The areaswere these luckless peopleare living require specialschemes for drinking water, road connectivity, health-careand education facilities for their children. He added thatthe BJP will demand specialeconomic package for Sambadistrict.Thakur Ranjit Singh, whileaddressing party workers atHiranagar, said that BJP has
been consistently and regu-larly highlighting the step-motherly treatment beingmeted out to the people of theJammu region, be it refugees,
border people and general public. The state g overnmenthas valley centric mindsetand no concern for the suffer-ing of the people of other regions. He added that thereare number of issues relatingto the refugees and border
people that need to beaddressed by the govern-ment. BJP is of the consid-ered opinion that without vig-orous and mass based publicoutpourings, these problemswill not be sorted out and hence appeals to the general
public to participate in theBJP's various programmesmeant to highlight their prob-lems.Rajiv Jasrotia said that theBJP has always been on frontfoot to highlight the problemsof border people and refugeesand our national leadershiphas been raising these issuescontinuously in the parlia-
ment and the state leader inthe assembly but it seems that
both the governm ents aresleeping while helpless peo-
ple are crying for help .

bearing an Andhra Pradeshnumber plate. When contacted CH Pratap, deputy transport commis-sioner (Anantapur district)told PTI that the bus was reg-istered in the name of Diwakar Road Lines inOctober 2010.Subsequently, based on therequest of the owners thedepartment issued a NoObjection Certificate to RTOBangalore- II (West)."The bus has 'all-india per-mit'. We (Andhra Pradesh
Government) received road tax up to December 31,2013," Pratap said.According to RTA officials inHyderabad, the bus whichhas sitting capacity of 43+2has been leased with Jabbar Travels of Bangalore. The officials said the fitnesscertificate of the bus (issued
by Karnataka RTA)is valid till October 6, 2014 while the
permit validit y is till November 2, 2016.A team of doctors fromGandhi Hospital and Osmania General Hospitaland forensic experts fromHyderabad rushed to the spotand had began post-mortemexaminations.The SP said the identificationof the deceased will take twoto three days as the DNA testresult has to match with thatof blood samples collected from the relatives.'Passengers were sleeping'"It seems the bus was travel-ling at a high speed when itsfuel tank hit the roadside cul-
vert and caught fire and burst. Th e pass engers in t he bus were burnt beyond recog-nition. The entire bus has
been gutted ," Wanaparth yDSP Srinivas Reddy said.Police said they had collected the list of passengers fromthe private bus operator and found that the online bookinglist had names of 33 bus-pas-sengers and other travellers
boarded the bus later."According to preliminaryinvestigation, some more
passengers boarded the bus
enroute at Hindupur and Anantapur. We have to exam-ine the bus-driver for moreinformation as he is responsi-
ble for the driving. A caseunder relevant sections of Motor Vehicle Act and IPCwere booked in connectionwith the incident against the
private travel operator," the police officer said.A bus passenger, who sur-vived the accident, and isundergoing treatment at ahospital, said, "All passen-gers were sleeping when the
bus caught fire. Some of ustried to break open the win-dow glass. However, wewere unable to do so. I imme-diately moved towards theemergency (exit) windowand broke it and managed to
jump out."According to the cleaner of the bus, most of the passen-gers were sleeping when theaccident took place. Thecleaner, who has been admit-ted to a hospital inHyderabad, said he was
pulled out of t he burning bus by the driver of a car passingthrough the area.An eye-witness said he sawthe bus going up in flames ataround 5.15am and within 30minutes it was reduced toashes.Anxious family members and relatives (from Hyderabad and Bangalore) of the victimsrushed to Palem in order toknow the fate of their loved ones even as several othersqueued up at the office of the
bus operator in Lakdi-Ka-Pul
area in Hyderabad to collectinformation."When we enquired, nodetails were given. We areworried. There is no clarityhere. They are still collectingthe list from their Bangaloreoffice," was the refrain of some of the relatives.
Declare 26th ...Political Affairs Committeeand Virender Raina, NationalSpokesperson demanded thatthe Day should be observed with great fanfare across thestate so as to acknowledgethe sacrifices made by the
brave Indian forces. There isalso a need to send a messageabout the facts of the historyto the younger generations byobservance of this day in anappropriate manner. They expresses its deep satis-faction over the recent cele-
bration s of the Accessi onDay across Jammu region. The manner in which thisoccasion was observed thisyear by various political,
social and cultural groupsshows the increased aware-ness generated regarding theimportance of this day. PanunKashmir has been in the fore-front of the awareness cam-
paign in this regard for thelast more than two decades atthe state and national level. Itwas on 26-27 October 1947that the state was saved fromthe marauders, raiders and Pakistan army regulars by thevaliant forces of the Indianarmy led by Brig. Rajinder Singh.
Panun Kashmir makes a fer-vent appeal to all concerned to provide details regardingany encroachment, annexa-tion or usurpation of templeand shrines properties and lands in Kashmir to the lead-ers of the Joint Forum of KPorganizations. Hike diesel ...world's fourth-largest oilimporter, needs to rein in
spending to help stabilize itsfinances and support therupee, which hit a record lowearlier this year. The 5 rupee diesel price hikecould cut the annual subsidy
bill by Rs 400 billion, said Kirit Parikh, the head of thegovernment panel that sub-mitted the report.Diesel accounts for over 40
per cent of India's refined fuel use. With state elections loomingfrom November and a gener-al election due by May 2014,
however, the governmentmay find it difficult to raisedomestic fuel prices sharplyat a time that inflation is stillhigh."We recognize it may not be
possible right now to increase prices by the same quantumas suggested in the report,"Parikh said.Annual inflation accelerated
to a seven-month high of 6.4 per cent in September, driven by higher food prices and fuel inflation, which is run-ning at about 10 per cent.Diesel demand in India is notvery sensitive to price,
because it is mainly used totransport goods by road and to run generators in a country
plagued b y power shortages.Demand runs at over 1 mil-lion barrels per day.Fuel retailers Indian OilCorp, Hindustan PetroleumCorp and Bharat Petroleum
Corp sell diesel, keroseneand cooking gas at rates thatare subsidized to protect the
poor and tame infla tion. The government compen-
sates the retailers in part withcash subsidies, and they alsoget discounted crude oil and refined products from oilexplorers and gas utilityGAIL.In January, governmentallowed fuel retailers to raisethe price of subsidized diesel
by 1 cent a litre every m onthand asked bulk buyers to paymarket rates, but prices arestill below global market lev-els.

copters those are used for training pilots.Four choppers belong-ing to the HakimpetHelicopter TrainingAcademy made brief halts at the airstrip located in the out-skirts of the town on Tuesday to refuel the engines. The move has raised hopes among the locals who expect moredevelopment activities at the airstrip which was laid in early
1930s during the Nizam era. The aerodrome was built appar-
ently to be used as a refuelling point for the fighter aircraftsheading to battle fronts. Spread over 350 acres, the aerodromehas an airstrip running to about 1,000 metres. After Independence, the airstrip came under the control of the
IAF and it was used as a refuelling point until late 1970s after which it fell into disuse. In order to prevent the possibleencroachments, the IAF secured the premises by erectingfence around the aerodrome in 1996. The IAF has started using the airfield since the past 10 days or so.

NEW DELHI: Virat Kohlistruck a valiant 66-ball-115after a brisk 178-run openingstand between Shikhar Dhawan (100) and RohitSharma (79) to help Indiasuccessfully chase down351-run target and win thesixth ODI against Australia
by six wickets a nd level theseries 2-2.Kohli' stayed unbeaten after slamming his 17th ODI ton.His brilliant knock included 18 boundaries and a six.Earlier, Shane Watson and George Bailey hit centuryeach to power Australia to ahuge 350/6.Big and burly Watson struck 13 fours and three sixes inmaking 102 off 94 ballswhile the in-form Bailey wasequally impressive in scoringa career-best 156, his second ODI ton, in 115 balls. His
brilli ant inning s containe d half a dozen sixes and 13fours.These two batsmen also com-
piled the second-highest third wicket stand of 168 in ODIsagainst India to help the visi-tors record their fourth 300-
plus total in the series inwhich the sixth ODI atCuttack was totally washed
out.The home team, which needsto win this game to stay alive
in the series in which theytrail 1-2, started off well bysending back openers PhilHughes (13) and Aaron Finch(20) before the score had crossed 50 but were pushed into the backseat as Watsonand Bailey launched a superbcounter-attack.The duo simply tore apart theclueless Indian bowlingattack that fielded three front-line spinners for the first timein the seven-match seriesafter the hosts decided to goin with Amit Mishra to part-
ner R Ashwin and RavindraJadeja.Later, after the dismissal of
Watson and Glen Maxwell(9), Adam Voges (44 not out)helped his captain add anoth-er 120 runs in only 80 ballsfor the fifth wicket to com-
plete India's misery on a good batting track. While the 32-year-old Watson was all power,Bailey, who has been theteam's most consistent bats-man in the series, once againdominated the home teamattack to notch up his fourth50-plus score in five innings.India had the visitors under
check in the first 20 overs byrestricting Australia to 83/2
but the middle overs were
totally dominated by Watsonand Bailey who compiled thesecond-best-ever third wicketstand for their countryagainst the hosts. The 168-run partnership, thatcame off just 142 balls, wasonly the second-highest after Ricky Ponting and DamienMartyn's unfinished 234 inthe 2003 World Cup final atJohannesburg and the eighth150-plus stand for all wicketsagainst India.Watson, who compiled hismaiden hundred against India
and ninth in ODIs overallfrom 170 games, looked assured in his footwork
against the trio of home teamspinners, who bowled themiddle overs.Bailey was as solid as he has
been in the series so far and showed his supreme touchquite early by hitting Mohd Shami for three successive
boundaries in the bowler'sopening spell.India, who started well after Mahendra Singh Dhoni had asked the visitors to take firststrike on winning the toss, were pushed on the backfoot
by th e aggression shown bythis duo of batsmen. All the bowlers were pun-ished mercilessly withAshwin emerging as the mostsuccessful with a haul of twofor 64 in his 10-over quotaalong with Jadeja, who took two wickets in the innings'last over after conceding 68runs. Mishra, who was treat-ed with absolute disdain after a watchful start by Watsonand Bailey, conceded 78 runsrespectively. Jadeja grabbed two wickets in his and theinnings' last over.Mohd Shami, who made animpressive beginning whenhe was given a chance in therained-out Ranchi ODI, wasvery expensive and finished
with 1 for 66 whileBhuvaneshwar Kumar, back in the squad after missing out
the Ranchi ODI, had finalfigures of one for 42, themost economical among all
bowlers.Watson was lucky to have
been caught off a no-ballfrom Jadeja as he mistimed aheave to leg but otherwiselooked totally in control and in terrific form.He was harsh on the threespinners and lofted Mishrawho began impressively
before being carted around for two leg side sixes out of the three he hit along with 13fours in his punitive innings.Watson reached his hundred in great style by hitting theexpensive Shami for threesuccessive fours before the
bowler got his revenge off the fourth by clean bowlinghim through the gate.Australia lost Glen Maxwellimmediately afterwardswhen Ashwin, who was againguilty of bowling a number of hittable balls, had himcaught just inside the bound-ary line by Bhuvaneshwar Kumar for his second wicket. But none could stop Baileyfrom marching on to scorethe second hundred of his 34-match ODI career after miss-ing out the landmark earlier
in the series. Australia added 137 runs in the last 15 overs, including 54 in the last five.

LAHLI: Sachin Tendulkar'sfarewell game in domesticcricket ended in a manner
befitting his iconic stat ure, asthe retiring legend single-handedly guided Mumbai toa four-wicket win over Haryana in one of the mostkeenly followed match in thehistory of Ranji Trophy onWednesday.Requiring 39 more runs towin with four wickets inhand on the fourth and finalday, Tendulkar went on tomake a calculated 175-ballunbeaten 79, building hisinnings in the manner thathas been the hallmark of hislater years. The stay in the middle also
ensured Tendulkar warmed up for next month's Testseries against the WestIndies, which will culminatewith the second and his land-mark 200th Test in Mumbai, where he will bring the cur-tain down on his glorious 24-year tryst with internationalcricket. After a series of shifts inmomentum over the pastthree days, it was Mumbaiwho had the last laugh, thanks largely to the relent-less perseverance showed by
Tendulkar.Starting the day at 201 for
six, Tendulkar, overnight on55, guided Dhawal Kulkarni(16 not out) to the last runthat came when the young
pacer hit Mohit Sharma for a boundar y, much to thedelight of his Mumbai team-mates who had planned togift the veteran a win in hislast game for the state side. The hordes of home specta-tors who had trooped into theBansi Lal Cricket Stadium, didn't mind either as it wasTendulkar who was at theforefront of this successful
chase.Living their own Tendulkar
moment, the heads totting thesmall stands ferventlycheered his every run, and got an adrenaline rush theonly time the ball reached thefence today from the master'swillow. The standing ovationas he walked out to bat wasfollowed by another round of guard of honour, with someof the Haryana players evensaluting the champion bats-man while he walked on to
bat for one last time indomestic cricket. The routine being repeated
after the match seemed appropriate. Tendulkar beinglifted on the shoulder of histeammates was also to beexpected.Though he hit just one
boundary today, it was worthit. As Harshal Patel ran in,Tendulkar positioned himself
perfectly before punching thefast bowler through back-ward point. All in all hestruck six boundaries in theinnings. The innings was in stark con-trast to the one he played against the same side some22 years ago, in the final of the Ranji Trophy at theWankhede Stadium where hesmashed Kapil Dev and co to
all corners of the ground.Today's knock was moreabout grafting. The defencewas tight, the big stride for-ward gave the picture of aman in total control of the sit-uation, and then there werethe trademark backfoot
punches through cover off fast bowlers. He also scored quite a fewruns through tucks to thesquare leg region, nudgestowards midwicket besidessprinting singles to mid-onand mid-off.

Adulteration drives in f estive season Dear Editor,Jammu Municipal Corporation has embarked on yet another anti-adulteration drive but such half hearted and unsustainable drivescannot stamp out the deep rooted malaise of adulterated foodsentering the markets. Random surprise inspections, which usual-ly pick up pace during festive se ason are not going to yield resultsespecially when the price of deterrence, with a paltry sum of finecharged for adulterated goods, is not too high. There has to be aregular mechanism to monitor the quality of food being supply in
various stores and shops or by vendors with proper testing labo-ratories and a complaint cell that functions for a change.Unfortunately, the JMC has no mechanism for encouraging com-
plainants to get the s amples of a llegedly adulterated food itemsthey purchase. Secondly, adulteration cannot be wished awaysimply by targeting vendors or halwai shops. Complaints of stalefood are received even from the better off restaurants and shops.

Stop politicizing transfers DEAR EDITOR,It is not understandable why administrative reshuffle continues to
be the only focus of all cabinet meetings in Jammu and Kashmir. The tendency of politicising the bureaucracy and the administra-tion by way of transfers, according plum postings to favourites
only hampers the working culture which is already too weak.Every cabinet meeting turns out to be a hair-splitting event over the transfers, which do not follow any norms and rules. Instead of devising a transparent mechanism, like the Centre, where trans-fers and promotions are exercised by a governing body in a rou-
tine manner, in Jammu and Kashmir, the political beings contin-ue to interfere and dabble with official work through the easyroad of transfers, which are often deemed as awards or punish-ments, rather than means of governance. This w ould not make theadministration any responsive or improve governance. For aclean administration, there has to be first a transparent and work-ing system of transfers and promotions. The cabinet could surelyhave better, more important things to discuss and decide.

CAT IS OUT OF THE BAG
So, why did Bihar regime ignore Centre’s alert? With Union Minister for Home Affairs Sushil Kumar Shindecategorically saying that his Ministry had alerted the Bihar
Government on a possible terrorist attack during Mr Narendra Modi's Sunday rally in Patna, the bottom fallsfrom State Chief Minister Nitish Kumar's claim that hisregime had received no warning and that there had beenno security lapse. The Chief Minister has been on anoverdrive since the serial blasts that snuffed out half adozen lives, to deflect attention from his Government'sfailure on the security front. After Mr Shinde's statement,Mr Nitish Kumar has some explaining to do. It is clear from what has been emerging since the tragic incidentthat security measures were absolutely lax at and aroundGandhi Maidan in Patna where Mr Modi addressed amassive gathering. Let alone have a high level of securitypreparedness, even basic measures at the ground and itsvicinity had not been implemented. It almost appears thatthe State Government took the event callously, because itmust have thought that it would be seen in ‘poor light' hadit to give Mr Modi's rally much attention. Clearly, politicstrumped over the safety of innocent citizens, not to speakof the security of senior leaders of the BJP who had gath-ered for the rally. Mr Nitish Kumar must tell the countrywhat steps his Government took on the Home Ministry'salert. This he may find difficult to do, because he did pret-ty little. The best he can do is to remain in the denialmode. He may well continue in that state or at the mosttake refuge by saying that the alert was ‘general and notspecific' in nature. Even assuming for argument's sake
that the Home Ministry alert was general, wasn't that goodenough for the State administration to put in place a com-prehensive security mechanism, given that several lakhsof people had gathered at the venue, and even the small-est incident could have resulted in a tragedy of massiveproportion? Little can be expected of a Chief Minister whohas such a visceral dislike for Mr Modi that he is willing toput national interest at stake in a bid to appease theminorities. People have not forgotten that his Governmenthad refused to take the custody of wanted terrorist YasinBhatkal after the latter had been arrested a few weeksago in the State. This, despite the fact that Bhatkal wasconnected with various modules of the Indian Mujahideenoperating in Bihar. The Chief Minister later offered lameexcuses for the shocking inaction even as the NationalInvestigation Agency took the alleged terrorist in itscharge. Mr Nitish Kumar has also been ominously silenton the flourishing activities of the IM in Bihar, despitematerial emerging that the outfit was responsible for theBodh Gaya blasts too. He believes, erroneously, that theminority voters will be upset if his Government took aproactive stand on the terror outfit. That is the principalreason why he downplayed the role of the Islamist terror group and his people shamelessly sought to point fingersat the BJP for the tragedy. The Chief Minister must under-stand that the minority community is as disgusted as anycitizen of the country by the activities of these terror organisations. The community is looking for firm actionagainst and not protection to anti-national elements.
NOT THE DECORATIVE PIECE Advertisements project emergence of women The firstthing that strikes you about the latest commercial fromone of the country's top jeweller brands is that the modelonscreen is several tones darker than the average womanseen in Indian advertisements —and yet she is not por-trayed as sad or depressed (dark women only becomehappy after using a beauty product that lightens their skintone). Instead, the model is a glowing bride decked inresplendent wedding finery. But even as you begin tomake a mental note about how some Indian brands arefinally willing to carry out what many would consider arisky advertisement strategy —after all, advertisementsare meant to be aspirational and a relatively dark-skinnedmodel in a country that obsesses over fair skin defies allconventional marketing wisdom —you realise that thereis more. Not only is she a dusky bride, she is also onewith a daughter, a vivacious little girl who then does thepheras in the groom's arms! By then you cannot help butagree that this is indeed “A wedding to remember”, as thetagline says. Expectedly, the advertisement has already
gained rave reviews for breaking the mould and pushingprogressive social values, and rightly so. Jeweller brandsare notorious for being gender insensitive —can youthink of a diamond commercial, for instance, where thewoman does not need a man to buy her that big, shinyrock? —but this advertisement reflects upon the chang-ing times. Better still, it is not the only one. Another adver-tisement from the same brand, pitching its line for office-wear, highlights how professional women do not have tode-womanise themselves to be respected in the workplace. Similarly redefining traditional representations of a woman is the new commercial produced by a healthdrink mix that shows a mother, who is a runner, trainingher son as well — instead of just preparing the drinkfor him in the kitchen. In fact, this year, there has beena slew of commercials that has broken not just gender but class, income and age barriers too. Take, for instance, the latest campaign of the country's largestmobile service provider that highlights cheap Internetaccess —in one slot, it shows a young liftman addinga yuppie building-resident as his friend on Facebook, inanother an upper class professional with a malfunction-ing phone is bailed out by a less-trendy, possibly stay-at-home mother. Effectively, the campaign shows howtechnology has helped democraticise Indian society byblurring the lines between white-collar and the blue-col-
lar, the haves and the have-nots. Similarly, another large mobile services company has sought to reach outto the elderly, an oft-ignored consumer group, with itsown fast speed internet plans. And so you have a com-mercial featuring an old man (username: Schumacher1)who has beaten his young friend thrice on a racinggame online and shares backstroke videos in the poolwith his swimming buddy. Heartening, indeed!

Jacques Cousteau (and no matter how
you pronounce it, the name still sounds
cool!) had said, “The sea, once it casts
its spell, holds one in its net of wonder forever”. A French undersea explorer
and a visionary, he spent years out at sea
exploring and capturing images and
making films about the marine world.
The visuals he captured gave many their
first glimpse at what lies beneath our
oceans, and the diversity and drama
seemed endless.
Cousteau, in fact, designed and invented
what were probably the worlds first div-
ing and scuba devices which he used to
explore the unexplored. In 1968 his tel-
evision series, The Undersea World of
Jacques Cousteau, had reached millions,
leaving them spellbound, but it was dur-
ing this time that Cousteau himself had
begun to realise a nd saw first hand how
human activity was in fact rapidly
destroying the oceans. There was proba-
bly once a tim e not too far back when
the ocean did seem endless and limitless
in the bounty it held, but that bubble has
burst much sooner than what many may
have expected. The ocean did have a
breaking point and today we’ve shat-
tered this mega-earth system and
cracked the very foundation of life onour planet.

Francisco a decade back. He recounted
how in 2003 on his trip he had caught a
fish a day and always had the company
of seabirds, dolphins, sharks, turtles or
whales. This year he made the trip again
and the ocean seemed unrecognisable.
On the 28 days it took to get till the mid-
point of th e trip in Japan he had caught
only two fish, and it was not only the
fish that were missing, so were the birds.
He felt a drastic change at the edge of
the Great Barrier Reef which he felt
were now barren and “unquestionably
overfished”. On route a boat from a
trawler came to them with bags full of
fish as a ‘gift’. There must have been a
100 fish in those bags and when he said that there were only two of them
onboard and this was far too much fish
for them to eat, the fishermen just told
them to throw them over the side,
because that’s what they would do in
any case. This was the bycatch; they were trawl-
ing the ocean and anything except tuna
was trash for them and was returned to
the sea. Of course, all the fish caught in
these giant nest are dead by that time.
Long lines, gill nets, purse seines and
bottom trawlers are continuously and
tirelessly practically running a fine sieve
through and catching what they and
where they can.
No wonder there were no fish, the reefs
which are the nurseries of the ocean
were being emptied. There was also
another thing he noticed: Over the
23,000 miles Ivan covered in his voy-
age, 7,000 of those were through float-
ing debris and garbage. Oil slicks, bro-
ken chairs, toys, plastic and even wood-
en power poles were strewn across the
pacific in such d ensity that in a l ot of
places he couldn’t even start th e motor
for fear of entangling the propeller in the pieces of r ope and cable. Reality has
struck home because there is nowhere to
hide now and a remote island of alba-
trosses is caught in its midst. Midway, a
film that has gone viral over the Internet
shows the horror that has gripped this
island and the albatrosses that breed on
it.
The birds are dying in great numbers
because they are ingest ing plasti c.
Carcasses stuffed with bits of plastic that
are frighteningly familiar fill their bod-
ies and are littered all over the island.
Bottle caps, lighters, little ends of toys,
pens all find t heir way into what i s now
known as the ‘Pacific Garbage Patch’.
The fact that we now have a name for it
is far from comforting and just about
shows the tip of the iceberg. At least 267marine species have now been docu-
mented eating plastic, including barna-
cles, that are found in the region.
Microfragments of plastic have been
found inside the barnacles, but at even
this microstage of its life, the plastic
passes through their digestive system
and is once again in the water.
Eventually, pieces of plastic that have
been at sea long enough wi ll break into
even smaller microscopic particles
invisible to our eye but as present as
they were from the day they were creat-
ed.
The solutions offered as always are ide-
alistic and run of the mill with marine
reserves and controlled and sustainable
methods being flapped around as the
‘only way’. It seems we are in denial
and continue to prolong and engage our-
selves in conversations that lead to a bit
of a green wash and nothing more. Do
we need any more reports or research or
expert opinions on the health of the
ocean? What we need today is a braver
world that is ready to accept that we
messed up.
Perhaps the only way to fix it is byremoving ourselves from the equation.
If we truly want the change and turn
things around, why can’t we end whal-
ing, trawling and commercial fishing
overnight? Kilometres of rainforests are
slashed everyday to grow plantations for
palm oil. Why can’t we ban all the expe-
ditions currently out in the Arctic to drill
for oil? The industry we have become so
dependent on has become a behemoth
and the argument of the livelihood of
millions at stake sounds old and jaded,
when what we really should be talking
about is multiple billions of lifeforms
directly affected by what we do.
Too few have looked for alternatives and
we’ve lacked the courage to commit to
something for the better good even if it
was ‘inconvenient’. The impact of thechanging climate is clear and present;
the earth and her oceans have taken all
they could and given all they can. The
motive behind the production and enor-
mous consumption is not hard to see. So
what will it finally take for all of us to
accept what’s happening, personally,
and get up, take a stand and say,
‘Enough’? The Pacific and the Arctic
might seem quite distant from where
you are, but it’s easy to forget our plan-
et has but one ocean. It’s only we who
gave it different names.
VOICE THAT PIERCES
DEEP INTO THE HEART
The debate over the greatest ever Hindi playback singer has
generally revolved around Rafi and Kishore Kumar. Sadly,
Mukesh gets shut out The demise of the legendary Manna
Dey has revived the furious debate on the greatest maleplayback singer Hindi films has produced. Manna Dey had
ruled himself out of reckoning, saying that Mohammed Rafi
and Kishore Kumar were superior to him. He had a particu-
larly soft spot for Kishore Kumar, whomhe rated as the best.
His premise was that while Rafi had a god-gifted and a
trained voice, Kishore Kumar's was entirely god-gifted and
without training —and that made him special. This is cause
for heated denunciation among the legions of committed
Rafi admirers (I am one of them). However, what gets lost in
all this is that we have had an equally great singer who has
outdone both Rafi and Kishore Kumar at his best. Mukesh.
While radio stations pay glorious tributes to both Kishore
Kumar and Rafi on their birth and death anniversaries and
in the run-up to those dates, few care to remember
Mukesh's anniversaries; he was born in July 1923 and died
in August 1976 at an early age of 53 years. Sure, there are
the odd remembrances, but they do no justice to the deep-
throated singer, whose voice goes right into your soul and
triggers the tear glands. If anyone came closest to the leg-
endary Kundan Lal Saigal, it was Mukesh. His Dil jalta hai to
jalne de (Pehli Nazar, 1948), was so strikingly similar to
Saigal's voice that the latter is said to have remarked after
hearing it that he did not remember singing the song! Many
have tried to copy Mukesh, believing that if they can use his
technique, they will sound like him. They soon realised that,
while they could imitate the nasal tone, they simply could not
create the depth and pathos Mukesh mustered. Perhaps it
had to do with the goodness within the man. It's possible
that Mukesh would have reached even greater heights had
he a range of actors to sing for and a longer life. Rafi had
that advantage: He had lend his voice to actors ranging from
Pradeep Kumar to Dilip Kumar to Bharat Bhushan to
Shammi Kapoor to Joy Mukherjee to Sunil Dutt to Rajendra
Kumar to Rishi Kapoor, and many more. He managed that
because he was patronised by an equally large number of
music directors, fromNaushad to Roshan to SD Burman to
Madan Mohan to OP Nayyar to Laxmikant-Pyarelal, and
others. By contrast, Mukesh worked consistently with only a
few music directors, the most prominent among them being
Shankar-Jaikishan and Kalyanji-Anandji. There were also a
few others such as Salil Chaudhary, SD Burman, Roshan
and Khayyam, who used Mukesh intermittently. Mukesh had
lost out in some ways also because many music directors
simply did not have confidence in their ability to handle his
voice. It is said that SD Burman, who did not think very high-
ly of Mukesh, had been taken aback by the sheer brilliance
of the singer in O janewale ho sakey to laut ke aana, a song
put to tune by Burman for the film, Bandini. In fact, Mukesh's
song raced ahead of Ore Maajhi…Mere saajan hain us paar —a song sung by the music director himself, in the popular-
ity charts. The gems he has left for the l isteners are unbeat-
able. O janewale ho sakey to laut ke aana; Jaane kahan
gaye woh din; Kabhi kabhi mere dil mein khayal aata hain;
Woh subha kabhi to aayegi; Ram kare aisa ho jaye; Main
toh ek khwab hoon; Yeh mera deewanapan hai; Humsafar
ab yeh safar kat jayega; Kai baar yun hi socha hai…the l ist
is indeed endless. Some greats do not get their due. The
legendary Mukesh was one of them. He was on par with
Rafi, and certainly with Kishore Kumar.

AHMEDABAD, OCT 30: A
Gandhinagar court on
Wednesday rejected self-
styled godman Asaram’s bail
application in the sexual
assault case lodged against
him by one of the two Surat-
based sisters.
Sessions judge D.T. Soni
rejected Asaram’s bail plea
on the grounds that the inves-
tigation in the case lodged
against him is at a “crucial
juncture” and the allegati ons
against him are of “serious
nature.”
Recently, the Surat police
registered two complaints --
one against Asaram and
another against his son
Narayan Sai -- for rape, sexu-
al assault, illegal confine-
ment and other charges, as
alleged by the two sisters.
In her complaint, the elder of
the two sisters accused
Asaram of repeated sexual
assault between 1997 and
2006 during the time she
lived in his ashram on the
outskirts of Ahmedabad city.
The 72-year-old Asaram was
brought to the city earlier this
month on a transit remand
from a Jodhpur court, where
he was lodged in a jail since
August, in another sexual
assault case.
He was grilled by Special
Investigation Team (SIT) set
up by city police commis-sioner to probe the complaint
against him. Last week, he
was taken back to Jodhpur.
His son, Narayan Sai, against
whom the younger of the two
sisters has registered a com-
plaint of sexual assault, is
absconding and Surat police
are searching for him across
the country.
Meanwhile, one Jaswantika
Chaudhary, a security woman
stationed at Asaram’s ashram
here, was granted anticipato-
ry bail by Soni in connection
with the case on the grounds
that her role in the incident
was minimal. She was also
named as an accused in the
complaint lodged against
Asaram.
GUJARAT COURT REJECTS ASARAM’S BAIL PLEA
NEW DELHI, OCT 30:
Firing yet another salvo at the
BJP’s prime ministerial candi-
date, Bihar Chief Minister
Nitish Kumar on Wednesday
said Narendra Modi was so
“obsessed” with his “desper-
ate dream” to become the prime minister that he was
erecting replicas of Red Fort at
his rallies.
“Some people are dreaming to
become Prime Minister and
they are dreaming so much so
that they are making fake Red
Fort at their daises, whether or
not they reach the Red Fort,”
Mr. Kumar said at a function
organised by the JD(U) to
induct Matia Mahal MLA
Shoaib Iqbal into the party.
Mr. Kumar also ridiculed pre-
election surveys, which pre-
dicted that JD(U) was losing
ground in Bihar following its
split with the BJP, saying they
lacked logic and were meant
to entertain people.
“They ask 100 or 50 people
some questions and claim that
it shows the mood of the pub-
lic... We are not a two party
country. Our country has lot of
diversity. Different parties
have their regions of influence
and it is not possible to gauge
the general mood by asking a
few questions from some peo-
ple,” he said.
He referred to the Samajwadi
Party’s surprisingly impres-
sive victory in Uttar Pradesh
Assembly polls and said he
was told by pollsters that
many people who told them
that they would vote for a par-
ticular party ended up voting
for SP.
JD(U) president Sharad Yadav
also targeted the BJP prime
ministerial candidate claiming
that corporate sector was
spending a lot of money on
him.
“All this impression being cre-
ated in his favour is an eye-
wash. People with deep pock-
ets are behind him. They
should know that time will
change,” Mr. Yadav said.
Mr. Kumar also expressed his
shock at the living standards in
the interiors of Delhi, saying
people in far-flung areas of
Bihar were enjoying a better
life than those, most of whom
are migrants, living in these
parts of the national capital.

Coming, privatisation of railway passenger segmentNEW DELHI, OCT 30:Kharge launches High Speed Rail Corporation stressingneed for safe, reliable and affordable transportThe Railways on Tuesday setthe ball rolling for privatisingits passenger segment on itsexisting infrastructure with thelaunch of the High Speed RailCorporation (HSRC).
Railway Minister MallikarjunKharge launched the HSRC asa fully-owned subsidiary of Rail Vikas Nigam Limited, which his predecessor NitishKumar had set up with theobjective of raising extra
budgetary resources — fromthe market and privateinvestors.Mr. Kharge, however, issued aword of caution against adopt-ing new technology.“You should not buy horsesmerely because horse shoesare freely available,” was Mr.Kharge’s caution. He stressed how technology could bemade available for even free.“At times they tell us howcheap it is. The question iswhether it suits us or not, notwhether it is cheap or free.”He launched the corporation atan “International Conferenceon High Speed Rail Travel — Low Cost Solutions.”Mr. Kharge, however, under-lined the need for high speed rail while focusing on provid-ing a mass mode of safe, reli-able and affordable transport.
Railway Board ChairmanArunendra Kumar said theCorporation, as the imple-menting agency, would con-tribute in the joint venture to
be formed under the PublicPrivate Partnership mode. Theother stakeholders could bethe State governments and pri-vate investors, explained cor-
poration chairman SatishAgnihotri.SEVEN ROUTES TheRailways have identified seven routes — all commer-cially viable — on which themini high speed trains with aspeed of 160 km per hour to200 km per hour would beoperated under the PPP mode.Officials maintained a stoicsilence when asked if the rail-ways were giving away themost viable routes to the pri-vate sector. Some of the routesidentified are Ahmedabad-Mumbai, Amritsar-Ludhiana-Chandigarh-Delhi, Agra-Lucknow-Varanasi-Patna,Chennai-Thiruvananthapuramand Bangalore-Chennai.
PATNA, OCT 30: They were

an, site of the serial blasts on
Sunday
Five more live bombs were
recovered from Patna’s
Gandhi maidan on Tuesday,
two days after serial explo-
sions rocked the venue during
Gujarat Chief Minister
Narendra Modi’s rally, raising
serious concerns about the
capability of the security
machinery in Bihar.
The Communist Party of
India (Marxist-Leninist) rally,
scheduled for Wednesday, has
now been shifted from the
Gandhi maidan to Miller High
School. The first bomb was
found on Tuesday morning
inside the maidan on the side
of the SK memorial hall. It
was deactivated soon after by
the bomb squad of the Bihar
police. The next two bombs
were found towards late after-
noon and early evening. They
were defused by late evening.
“The bombs were found dur-
ing our search and sanitisation
operations,” Manu Maharaj,
Senior Superintendent of
Police, Patna, told The-Hindu.
He appealed to the people to
look out for suspicious
objects.
Police expect to recover more
bombs during their ongoing
combing process. The recov-
ery belied their earlier claim
that the maidan had been sani-
tised and made ready for
Wednesday’s rally.
Meanwhile, Union Home
Secretary Anil Goswami
arrived in Patna on Tuesday,
along with Director General,
National Intelligence Agency
Sharad Kumar and Additional
Director, Intelligence Bureau,
S.C. Jha. Mr. Goswami held a
meeting with the top brass of
the Bihar police and officials
in the government.
“We are contemplating what
further measures we need to
undertake in the wake of the
blasts and are reviewing the
law and order situation. The
Bihar government has assured
us that they would take care of
the treatment of the injured,”
Mr. Goswami told reporters.
He was noncommittal when
asked about IB alerts to Bihar
ahead of Mr. Modi’s rally.
Bihar Chief Minister Nitish
Kumar has maintained that
there were no specific inputs.
“ON THE RIGHT TRACK”
Mr. Goswami said the blast
probe was on the right track
and the leads provided by the
arrested accused Imtiaz
Ansari and Ainul alias Tariq
would help the police get to
the bottom of the case. He
assured the Centre’s full coop-
eration to Bihar. He issued
directions for conducting
training for anti-terrorism
squad in the State.
The key suspect Imtiaz,
arrested at the Patna station,
was produced before a court
and sent to judicial custody on
Tuesday. The city police will
be taking his custody, Mr.
Maharaj said.

reforms favours LPG cylin-

Diesel prices should be
immediately hiked by Rs 5
per litre, the Kirit Parikh
Committee has recommend-
ed while favouring reduction
of the quota of subsidised
LPG to 6 cylinders per
household in a year from 9 at
present.
The panel has recommended
Rs 4 per litre increase in
kerosene and Rs 250 per
cylinder hike in LPG rates,
Mr Parikh told reporters after
presenting the report to Oil
Minister Veerappa Moily.
The panel also recommended fixed subsidy of Rs 6 per litre
on diesel while favouring
deregulation of diesel price in
a year’s time. The expert
group was tasked to suggest a
methodology for pricing of
diesel and cooking fuel.

including Pakistan, China, North Korea and Syria as“illicit nuclear trade suppliersof concern.”
Normally, Indian diplomatsdo not react to such reports.
They made an exception because recirculati on of suchcharges could hurt India’s bid for membership in four nuclear export control
regimes.India is working extremelyhard to convince members of these organisations because ithas not signed a prerequisitefor membership — the

NEW DELHI, OCT 30: It
already has a lot of functional
autonomy, says Centre
The Centre on Tuesday strong-
ly opposed in the Supreme
Court the CBI’s request for
granting its Director ex-officio
powers of Secretary,
Government of India, saying it
would have serious repercus-
sions on other authorities in the
country. Making this submis-
sion before a three-judge
Bench of Justices R.M. Lodha,
Madan B. Lokur and Kurian
Joseph, Solicitor-General
Mohan Parasaran said the gov-
ernment was not agreeable to
this. The CBI had already been
conferred a lot of functional
autonomy and vesting
Secretary-level powers would go against the spirit of Vineet
Narain judgment. He also said
the present arrangement had
various checks and balances.
Moreover it would set a wrong
precedent as there would be
similar requests from RAW,
Border Security Force and
CRPF. Senior counsel
Amrendra Sharan, appearing
for the CBI, said, “All [Central]
governments, be it NDA or the
UPA, wanted to control the
CBI. The effort is to keep the
control and stronghold over the
CBI. The Secretary-level pow-
ers will only help us to bypass
the red-tapism and attain func-
tional efficacy. We are account-
able to the court and the gov-
ernment.” “Hurdles at every
stage” Justifying the demand,
he said there had been occa-
sions when well-thought-out
proposals given by the CBI
were returned by desk officers.
He gave an example of the
request seeking the appoint-
ment of 22 public prosecutorswhich was yet to be cleared.
“Functional efficacy is of
utmost importance. What is
requested is that the Director be
permitted to report to the
Minister and not through the
bureaucracy.” He told the court
that the agency faced hurdles at
every stage in its administrative
functioning and it needed free-
dom from government control.
The government had already
rejected most of CBI’s
demands for making it an
autonomous agency, contend-
ing that “authority without
accountability will be dracon-
ian,” particularly for the inves-
tigation agency which, like the
police, had the power to arrest,
seize and raid, besides keeping
the accused in confinement. It
said: “In fact, there have been
instances in the past where
allegations of extortion and
bribery leading to coloured
investigation have emerged
against some CBI officials.
The government had alsorejected the CBI’s proposals
for a three-year assured tenure
for its Director, instead of two
years, and an independent
authority for according sanc-
tion to investigate and prose-
cute accused officials.

It reads follows:“A Man dies. In heaven hesees a large wall full of clocks. He asks angel: What
are these for? Angel answers:These are lie clocks, every person has lie clock, whenev-er you lie on earth, clock
moves.“The Man points towards aclock and asks: Whose clock

NEW DELHI, OCT 30: TheJoint Parliamentary
Committee (JPC) report onallocation and pricing of tele-
com licences and 2G spectrumhas criticised the Comptroller
and Auditor General (CAG)’s“presumptive loss” theory and
said all indicators and calcula-tions used by it to reach the
loss figures ranging between
Rs.57,666 crore and Rs.1.76-
lakh crore were “untenable”and “unrealistic.” The CAG
had indicted the governmentfor causing a massive loss to
the exchequer by granting 122licences in 2008 at a price dis-
covered in 2001.
Referring to the CAG’s calcu-
lation of loss based on FDIattracted by the new entrants in
the telecom market, the JPCreport says the Department of
Telecom (DoT) was of the
view that the investment
brought in by strategic foreign partners were to be utilised for
rolling out the services in thelicensed service areas and that
issuing additional equity for bringing in foreign investment
was a normal practice in thecorporate world.
The CBI has confirmed thatinvestigations did not reveal
evidence of criminality in the
infusion of additional equity
by foreign companies into thetwo new licensees or contra-
vention of the FDI investment policy applicable in the tele-
com sector. Therefore, “losscalculation and determination
of value of licences and spec-
trum on the basis of legitimate
infusion of FDI by means of fresh equity by the telecom
companies are untenable,” thereport said.
Similarly, the JPC report dis-
missed the CAG’s loss calcula-
tions by comparing value based on prices discovered for
3G spectrum. The report says“the Telecom Regulatory
Authority of India (TRAI) rec-ommendations were cherry-
picked by the CAG and werenot considered in entirety
while referring to them by theaudit for trying to establish that
2G and 3G prices are compara-
ble and calculating presump-
tive loss for spectrum on the basis of revenue realised
through 3G auction. “The 3Gspectrum was auctioned for the
first time in the country inearly 2010. How could the rev-
enue realised in 2010 for 3G be
used for calculating the loss on
account of 2G spectrum allo-cated as far back as in 2008
where the demand-supply position was also very differ-
ent is something that needs
proper justification.”

“It is unlikely that the gov-

WASHINGTON, OCT 30: Nations spying on eachother’s leaders is a two-waystreet and a long-time prac-tice in the intelligence world, according to the U.S. intelli-gence chief. But a surveil-lance sweep on phonerecords overseas that has
prompted an anti-American backlash was carried out byEuropean governments, notthe U.S., another intelligenceofficial said.
National Intell igence
Director James Clapper spoke to lawmakers in aCongress divided over howto revise National SecurityAgency surveillance pro-grams that have fuelled bitter criticism at home and abroad.Though most of the programswere enacted as a result of the Sept. 11, 2001, terroristattacks, U.S. officials arenearly unanimous in sayingthey’re ready for a review tosee if the scope of spyingremains necessary.
At a House IntelligenceCommittee hearing onTuesday, Mr. Clapper defended the secret surveil-lance that sweeps up phonerecords and emails of mil-lions of Americans as vital to
protecting against terrorists. He played down Europeanallies’ complaints about spy-ing on their leaders, saying
they do it, too.“That’s a hardy perennial,”Mr. Clapper told lawmakers.Mr. Clapper said that duringhis 50 years working in intel-ligence it was “a basic tenet”to collect, whether by spyingon communications or through other sources, confi-dential information aboutforeign leaders that reveals“if what they’re saying gelswith what’s actually goingon.”The committee chairman,Republican Rep. MikeRogers, asked whether U.S.allies had conducted the sametype of espionage against
American leaders.“Absolutely,” Mr. Clapper responded.Asked about collection of
phone record s in France,Spain and elsewhere, the
NSA’s director, Gen. KeithAlexander, testified that theU.S. did not collect Europeanrecords, as was reported over the past week to anger across
Europe.Alexander said the U.S. wasgiven data by NATO partnersas part of a program to pro-tect military interests. He dis-
puted that the program target-ed European citizens, but hedid not offer specifics. Hecalled the reports “complete-ly false.” As for efforts athome, the intelligence lead-ers defended sweeping uprecords of U.S. phone calls asnecessary to combat terror-ism. The Obama administra-tion vigorously opposesefforts to curtail the internalspying programs that haveangered some Americans.

TOKYO, OCT 30: Beijing police said the vehicle that blew up at the Square onMonday contained gasoline, machetes, iron rods and "flags with extreme religiouscontent."Chinese authorities have said Monday’s car crash atTiananmen Square was a ter-rorist attack that was "care-fully planned" by a groupfrom the far western Xinjiangregion, adding that five peo-
ple had been detained in con-
nection with the incident.Providing new details onwhat was initially described as a car crash on Monday,Beijing police authoritiessaid the vehicle contained gasoline, machetes, iron rodsand “flags with extreme reli-gious content.”The driver had set gasolineinside the car on fire after crashing the vehicle, in anapparent attempt to blow upthe car in front of theTiananmen gate, a crowded
tourist attraction that receivesthousands of visitors everyday. Two tourists were killed and at least 40 others wereinjured.Police authorities identified the driver of the car asUsmen Hasan. His name suggests he is from
the Uighur minority group – an ethnic Turkic Muslimgroup native to China’s west-ern Xinjiang region.Police said the two other pas-sengers in the car were hismother Kuwanhan Reyimand his wife Gulkiz Gini. Allthree died as the car crashed into a guard rail and burstinto flames, police officialssaid. The government said five others had been “cap-tured” on Wednesday. Theywere identified as HusanjanWuxur, Gulnar Tuhtiniyaz,Yusup Umarniyaz, BujanatAbdukadir and Yusup Ahmat- all Uighurs from Xinjiang.
The suspects had played arole in planning the attacks, the official Xinhua newsagency reported, adding that“jihad flags and macheteswere found in their tempo-rary residences” in Beijing.China has blamed terroristand separatist groups in
Xinjiang for fomentingrecent acts of violence. InJune, two dozen people werekilled in Shanshan county inXinjiang after a group armed with knives stormed a policestation and government
building. At least 30 peoplewere killed in knife and
bomb attacks in Kashgar and Hotan, also in Xinjiang, in2011. Ethnic tensions
between Uighurs and majori-ty Han Chinese migrantshave also led to violence inrecent years, most notably in2009 when at least 197 peo-
ple were killed in riots in theregional capital Urumqi

BANK, OCT 30: Israel freed 26 Palestinian prisoners earlyon Wednesday, the second of four batches to be released as
part of a deal that set inmotion the current Israeli-Palestinian peace talks. The decision to release the 26has triggered anguish and anger in Israel, where manyview the men as terroristswho have committed grislycrimes against Israelis. But
jubilant celebrations erupted in the West Bank and theGaza Strip, where the prison-ers are seen as heroes whofought for independence, and were received by their fami-lies and Palestinian leaders.Wednesday’s release was partof an agreement brokered byU.S. Secretary of State JohnKerry that brought Israel and the Palestinians back to thetable for peace talks that had
been paralyzed since 2008. Inall, 104 convicts are to bereleased in four rounds over the coming months. In the West Bank and Gaza, the mood was boisterous ashundreds of relatives and well-wishers welcomed the
prisoners home, after manyhad spent more than 20 years
behind bars. Throngs of peo- ple rushed toward the five prisoners released to Gaza, hoisting them on their shoul-ders, waving Palestinianflags and bopping to blaringmusic. DAMASCUS, OCT 30:Arab League-U.N. envoyLakhdar Brahimi held talkswith Syrian PresidentBashar Assad on
Wednesday as part of hisefforts to drum up supportfor a long-delayed interna-tional peace conferenceaimed at ending the coun-try’s intractable civil war, agovernment official said.Mr. Brahimi has been visit-ing countries across theMiddle East in recent daysas he tries to lay thegroundwork for the pro- posed peace talks inGeneva that are tentatively planned for next month. But the prospects for thegathering appear dim as theSyrian Opposition remainsdeeply divided over attend-ing the talks, while the gov-ernment refuses to sit downwith the armed Opposition. The meeting between Mr.Brahimi and Mr. Assad took place early onWednesday in Damascus,
the Syrian government offi-cial said on condition of anonymity because he wasnot authorised to brief themedia. It was the first direct
contact between the twomen in 10 months. After his last trip to Syria inDecember 2012, Mr.Brahimi angered Syrianauthorities when he said that 40 years of rule by thefamily of President Bashar Assad was “too long.”Syrian officials thenaccused him of being biased. The United States and Russia have been trying for months to convene the con-ference to negotiate a polit-ical solution to Syria’s civilwar. The conflict has killed more than 100,000 peopleand forced some 2 millionmore to flee since it beganin March 2011.The civil war pits a prima-rily Sunni Muslim rebelmovement against a gov-ernment whose security
forces are stacked withmembers of Assad’sAlawite sect, an offshoot of Shiite Islam. The Britain-based Syrian
Observatory for HumanRights activist group said rebels killed at least 17 people in an attack on a predominantly Alawite vil-lage in the central provinceof Homs early onWednesday.Observatory directoryRami Abdurrahman said the Opposition fighterskilled six governmenttroops at a checkpoint inShallouh before sweepinginto the village itself, where they killed 11 resi-dents.The SANA state newsagency blamed the attack on a “terrorist group,” and said 13 locals were killed. The report did not mentionany slain soldiers. NEW DELHI, OCT 30: The govern-ment Wednesday asked RelianceIndustries to give up 81 percent of itsKG-D6 gas block, including five dis-coveries, as the time allocated for pro-ducing from them had expired.
"I think the notice (for relinquish-ment) has gone. If it hasn't yet gone, itwill go today. We plan to send them thenotice today," Oil Minister M VeerappaMoily said here.
The Oil Ministry wants RIL and its partners BP plc of UK and Canada's
Niko Resources to give up 6,198.88square kilometres out of a total 7,645sq km area in KG-D6 block, by retain-
ing only the portions where regulator DGH-recognised discoveries have
been made. The area sought is more than 5,367
sq km area that RIL had offered torelinquish and includes five discover-ies - D4, D7, D8, D16 and D23 for which the Directorate General of Hydrocarbon (DGH) had opined thatRIL missed deadlines for submissionof investment plans.
"We discussed the issue threadbareand after analysing it have reached to
this conclusion that they (RIL) need torelinquish certain area as per theProduction Sharing Contract (PSC),"
he said. "We have followed a transpar-ent process where we gave them dueopportunity to present their case."
The five discoveries hold 0.805trillion cubic feet of reserves, or aboutone-fourth of the restated reserves inthe currently producing Dhirubhai-1and 3 (D1&D3) fields in KG-D6 block, and are worth USD 10 billion at currentimported cost of gas.
Also, the Oil Ministry will be mov-ing Cabinet soon to deny the new USD8.4 per million British thermal unit
price for gas from D1&D3. This would be done on the grounds that fall in out- put to 10 million standard cubic metres per day from 54 mmscmd achieved inMarch 2010, instead of rising to pro-
jected 80 mmscmd, was due to RIL'sfailure to drill the requisite number of wells.
"The gas pricing note to theCabinet will go shortly," he said.
RIL will be allowed the new priceonly if its arguments of geologicalcomplexities being responsible for thefall in production are proved. This is thesecond penalty that is being sought to
be imposed on RIL. The ministry hasalready moved to deny USD 1.8 billionof its cost for the same reasons. TheMinistry has, however, not indicated
how it will compensate RIL for the period when it is forced to sell gas atUSD 4.2 rate if it is proved at alater date that the company had not deliber-ately suppressed the output.
Officials said the 1,4462.12 sq kmarea that the Ministry is allowing RILto retain includes the currently produc-ing D1&D3 gas fields and D26 (MA)oil and gas field.
Besides, a cluster of four satellitefields (D2, D6, D19 and D22) and twoother significant discoveries (D42 and D34) for which investment plans havealready been approved, are also beingallowed to be retained by RIL. Thearea allowed to be retained alsoincludes three yet-to-be-confirmed discoveries of D29, D30 and D31 with0.345 Tcf of reserves, as Moily feltDGH had been unfair in denying their existance. Moily agreed with RIL'scontention that the company should
be allowed to conduct tests to confirmthe three finds. RIL as per the contrac-tual requirement of retaining only thearea where discoveries have beenmade, had offered to give up or relin-quish 5,367 sq km out of the total7,645 sq km area in the Bay of BengalKG-D6 block. However, the DGHwanted another 1,130 sq km of area,

WASHINGTON, OCT 30:Doing business in Indiaappears to have got tougher with the country slipping to134th place on this front in aglobal list compiled by World Bank, which ranks neigh-
bours like China, Pakistan, Nepal and Bangladesh at bet-ter positions and is topped bySingapore.
The annual DoingBusiness report, released today by World Bank and International FinanceCorporation (IFC), comes ata time when economic sce-nario is subdued and regula-tory frameworks in India arealready facing criticism from
domestic industry leadersand international investors.
In the ranking of 189economies, India's positionhas dropped to 134, belowneighbouring China (96),
Nepal (105), Pakistan (110)and and Bangladesh (130).India is also ranked lowestamong the BRICS nations(Brazil, Russia, India, China
and South Africa).has slipped from its last
year's 131st position while asmany as 114 other countrieshave stepped up their pace of improving business regula-tions in the past one year.
" I n ? 2 0 1 2 / 1 3 ,114?economies implement-
ed?238?regulatory reformsmaking it easier to do busi-ness ? 18 percent morereforms than in the previousyear," the report titled 'DoingBusiness 2014:Understanding Regulationsfor Small and Medium-SizeEnterprises'.
The latest report has doc-umented 238 business regu-latory reforms worldwide lastyear although there are nospecific details about Indiaon this front.
India's business environ-ment has come for criticismon various issues in the pastincluding in Vodafone taxdispute and recently in thecase of industrialist Kumar Mangalam Birla. After a FIR was filed by CBI againstBirla in a matter related to
coal blocks allocation, sever-al industrial leaders and evensome ministers spoke aboutthe need to improve businesssentiment and investor confi-dence. Last year, the govern-ment had set up an expert
panel, headed by former Sebichief M Damodaran, to sug-
gest ways to improve ease of doing business in India. Thecommittee submitted itsreport last month and has rec-ommended a major overhaulof regulatory and administra-tive framework.
Encouragingly, the World Bank report said that India ismaking progress in terms of achieving highest perform-ance. The country's distanceto frontier (DTF) scoreimproved to 62.74 percent-age from 61.67 registered lastyear. The DTF measureshows the distance of eacheconomy to the "frontier,"which represents the highest
perfor mance observe d oneach of the topics included inDoing Business. An econo-my's distance to frontier isindicated on a scale from 0 to
100, where 0 represents thelowest performance and 100the frontier. As per the reporttitled 'Doing Business 2014:Understanding Regulationsfor Small and Medium-SizeEnterprises', China is wayahead of India in the rankingat 96th position.

On Tuesday, the ReserveBank of India (RBI) released its quarterly monetary policyreview for the second quarter of fiscal 2013-14 and the pol-icy came in as per the expec-
tations of analyst community.Experts seem to be in una-nimity with regard to the pos-sibility of more rate hikes inthe coming months if infla-tion remains above the com-fort zone of RBI.
While the RBI raised repo rate by 25 basis points
(bps) to 7.75 percent, it haskept cash reserve ratio (CRR)unchanged at 4.0 percent.Furthermore, RBI hasreduced the marginal stand-ing facility (MSF) rate by 25
bps to 8.75 percent. However, the positive
surprise was that liquiditywas enhanced through termrepos of 7-day and 14-daytenor from 0.25 percent of net demand and time liability(NDTL) of the banking sys-tem to 0.5 percent with
immediate effect. Owing tothis move, banking shareswere in demand and the Bank
Nifty (NSE banking sharesindex) rose by 4.35 percent.Consequently, Nifty jumped
by 1.96 percent and closed atlevels of 6221 because of theliquidity enhancing meas-ures. Commenting on themonetary policy, BrindaJagirdar, consulting econo-mist (former chief economistat SBI) said, “This (repo rate)increase is in line with theglobal environment and macro-economic data.”Talking about the liquidityenhancing measures, Jagirdar said, “As CAD has narrowed down and rupee has stabi-lized hence RBI has broughtdown the MSF rate. Liquiditywill further increase through
term repos of 7-day and 14-day tenor and this will helpthe market to discover the
proper yield curve. It willallow banks to borrow moreunder these terms.” Referringto the possibility where onecan witness more repo ratehikes in the future, Madan
Sabnavis, chief economist atCARE Ratings averred, “Thefact is that policy makers areseriously trying to controlinflation. It appears that theywant to target the inflationrate. However, if inflationinches up in the comingmonths then RBI canincrease the rate further.”Likewise, DK Joshi, chief economist at Crisil opined,“Going forward, as long asinflation remains above thecomfort zone, RBI willmaintain its hawkish stance. We have already seen theupward risk play out whichwas due to currency weaken-ing. Raghuram Rajan’s mon-etary policy is a prudent oneas to bring inflation under control is the need of hour.Eventually, bringing infla-
tion down is also positive for the growth in the mediumterm.” Rejecting the hypoth-esis that RBI has put thegrowth on the backburner,Jagirdar said, “RaghuramRajan is prioritizing thethings and not puttinggrowth on the back burner.
MORE RATE HIKES LIKELY BY RBI!
