Commissioners for the Oakland Army Base Redevelopment Project in Accordance with General Order 96-B, Section 8.2.3 and General Order 128, Section 15.1

Purpose Pacific Gas and Electric Company (PG&E) hereby submits, in accordance with General Order 96-B, Section 8.2.31 and General Order 128, Section 15.12, an Agreement among PG&E, the City of Oakland (The City) and The City of Oakland, a Municipal Corporation, acting by and through its Board of Port Commissioners (the Port). The Port and the City have begun a joint project to redevelop the former Oakland Army Base (Redevelopment Project). The Port and the City have requested that PG&E waive its requirements that (a) the Port not place anything on top of two electric pull boxes recently installed on Port property; and (b) the Port use only PG&E approved lids (covers) for the pull boxes built for and to be deeded to PG&E. PG&E has agreed to accommodate the Port’s request subject to the terms and conditions set forth in the attached Agreement (Attachment 1).

Advice 4931-E - 2 - October 7, 2016 Safety To ensure continued safe operation of PG&E electric facilities, the Agreement memorializes PG&E’s access and rights to its facilities in an emergency situation. Background As part of the Redevelopment Project, two electric pull boxes3 were recently installed on Port property. PG&E wanted to install bollards to protect PG&E’s access to the two pull boxes. The Port objected to PG&E installing the bollards because the Port wanted to potentially use the area to stack shipping containers on top of the two pull boxes and the Port believed that the bollards would impair the Port’s operations. Under the Agreement, the Port agrees to provide PG&E with unfettered access to the pull boxes upon 24 hours’ notice and, during emergencies, the Port would provide PG&E with unfettered access to the pull boxes as soon as possible not to exceed 4 hours after notice. If the Port fails to comply, the parties will meet and confer to discuss. If the Port fails to comply on a second occasion, PG&E will have the right to install bollards around the two pull boxes and prevent the Port or anyone else from placing shipping containers or other items on top of the boxes. In addition to the unfettered access issue, the Port installed non-standard boxes with 135 KIP rated lids that did not conform to PG&E’s specifications. Rather than delay the project or force the Port to replace the boxes, PG&E has agreed to allow the use of these boxes. However, under the Agreement, if, in PG&E’s opinion, the pull box or lid is damaged by someone other than PG&E such that it cannot be used properly, the Port upon written notice shall either (1) pay PG&E for the cost to (a) replace the existing non-standard box and lid with a standard box and lid and (b) install bollards to protect the new box or (2) reimburse PG&E or pay a contractor of PG&E’s choice to install a replacement box and lid of equal or greater strength to the existing box and lid. To avoid delaying the Redevelopment Project, PG&E energized the subject facilities shortly after the Agreement was signed, as permitted by General Order 96-B, Section 8.2.3. Tariff Revisions Upon CPUC approval, the List of Contracts and Deviations will be revised to reflect the approved Agreement. The filing would not increase any current rate or change, cause the withdrawal of service, or conflict with any rate schedule or rule.

Effective Date PG&E requests that this Tier 2 advice filing become effective pending disposition in accordance with General Order 96-B, Sections 3.6 and 8.2.3.
