    BHUBANESWAR: As flood water began to recede in Mahanadi, the Governments attention was shifted to Baitarani

    where a fresh spell of flood was reported following heavy rains in its catchment.

    With persistent rainfall in Champua, Keonjhar, Sompatna, Jashipur and Jhumupra, Baitarani had crossed the danger

    level at Akhuapada while flowing close to the danger mark at Anandpur. The Government put Jajpur and other districts

    on alert. In Jajpur, at least 5 lakh people have been hit by the floods.

    The Government also switched to rehabilitation and restoration mode in the 19 districts where over 27 lakh people

    have been badly hit by the floods. With over 55,000 dwelling units damaged in 13 districts, house building was a major

    task before the Government which has asked the Collectors to submit a detailed reports after the water receded in the

    affected districts. Kendrapara has been the worst hit with at least 27,000 housing units bearing the brunt.

    So far, at least 4121 villages have been affected by the floods in 95 blocks and 16 urban local bodies. As water level

    dropped in the river and flood showed signs of improvement, the Government estimated that close to 25 percent ofthe total affected villages continue to be marooned. The 1,278 cut-off villages had very little access to food and relief

    even though the Government tried to speed up relief work.

    Distribution of polythene sheets to those living on embankments was a major thrust since rains continued to lash

    intermittently. At least 99,663 rolls were distributed by Friday while the Government said it had a stock of over 2.74

    lakh rolls. Although people have started returning to their homes, we have enough stock of polythene and districts

    have been asked to place order, an officer said.

    Damage to standing crops was another issue the Government was worried about. While crop loss assessment will be

    made after water receded, the districts were asked to begin the process. As per the preliminary estimate, over 2.15

    lakh hectare crop area was affected.

    Agriculture Department sources said, the major worry was pest attack in the aftermath of the floods and all the districtagriculture officers had been instructed to report any attack immediately. Nischintakoili block of Cuttack had already

    reported the first such attack.

    We are focussing on alternative crop in view of the damage to the standing crops. Order for seeds will soon be placed

    with the Orissa Seeds Corporation since groundnut will be the thrust area for farmers in the coming days , a senior

    officer said.

    BANKI: As the water recedes from Charigharia village, Sisir Parida struggles to come to terms with the trail of

    devastation that the high floods in Mahanadi have left behind. The stretch of land that was lush green and brimming

    with vegetable produce only a week back has been rendered brown, layered with feet high mud and sand silt. Only the

    dry stalks of dead plants remain bearing testimony to the ravages of the floods this year. And Parida has been left ruing

    his fate.

    All the standing auberjine and local beans crop over 1.5 acre of land have been washed away along with paddy over

    another two acre. I had got Rs. 25,000 loan for the crops. The vegetable produce would have got me Rs. 2 lakh this

    season but now everything is lost, he says.

    A few kilometres away at Nishitpur, Purna Jena embodies the same predicament. He had grown ladys finger, beans,bitter gourd (kalara) and pear gourd (potal) over two acres, all of which has been swept away in the ravaging floods.

    Across Banki, similar tales of loss abound. As almost the bulk of the over 1500 population of Karabara still shelter under

    polythene tents on the embankment, Abhaduta casts a forlorn look at a patch of land that is emerging from the

    shallows of the receding Mahanadi. He had grown cauliflower on one acre. The crop would have been ready during

    the holy Kartik month in November. The produce would have brought me good returns, most of the people in the State

    turn vegetarian during the time, he laments.

    The block, which is regarded as the vegetable garden of the district, has sustained severe setback in terms of vegetable

    produce this season. The vegetable areas are primarily located at the fertile land adjacent on in close vicinity of the

    Mahanadi river. The flood fury, resultantly, has hit this very aspect first.

    According to official estimates, more than 1000 hectares of vegetable cultivated land have been damaged in the floods

    in Banki. The loss in terms of produce could run into several crores of rupees as a joint verification by the Agriculture

    and other allied departments like Horticulture has gone underway in the worst affected pocket of the district.

    The impact of the floods on agriculture across the State is being already felt in the market. As vegetable prices have hit

    the roof, worse is on the way, the market experts have warned.

    More than 30 percent of the vegetables sold at Chhatra Bazaar, the largest vegetable mandi of the State, come fromBanki region. With supply cut-off due to flood damage, a scarcity situation would arise pushing the prices of

    vegetables further upwards, secretary of Chhatra Bazaar Debendra Sahoo said.

    c. Scrap Sindol project, says House panelExpress News Service

    BHUBANESWAR: The Naveen Patnaik Government on Friday suffered yet another jolt with a House Committee

    resolving that the Sindol project should be scrapped even as the Opposition members of the panel boycotted its first

    meeting.

    The committee will place its recommendation in the next session of the Assembly. While announcing the formation of

    the committee in the Assembly during the monsoon session last month, Sp eaker Pradip Amat had asked the State

    Government not to proceed with project-related work till the panel submitted its report.

    With the Opposition members boycotting the meeting, only five members, including the Speaker and four from the

    BJD, attended it. Former minister Padmanabha Behera, BJD MLA from Birmaharajpur constituency, told this paper that

    the committee felt there is no necessity for the project. We visited our constituencies during the flood and felt that

    there is no need for such a project, he said.

    BJD member from Kantamal Bhagaban Kanhar said when people do not want the project, why should the Government

    go ahead with it. We recommended that there should be no such project, he said. Two ministers __ Prasanna

    Acharya and Niranjan Pujhari __ also strongly opposed the project. While Acharya represents the Rairakhol

    constituency, Pujhari is elected from Sonepur constituency.

    The committee was constituted after the Opposition protested against the ` 2,600 cr project under which three

    barrages were planned to be set up in Sambalpur, Sonepur and Boudh districts of western region.

    The MoU was recently signed between the state-owned OHPC and NHPC for developing the proposed 320 MW Sindol

    project. Locals opposed the project accusing the State Government of keeping them in the dark as it signed the MoU

    without informing the villagers or holding public hearing.

    Since we are opposed to the project, there is no point in attending the meeting, BJP member Jaynarayan Mishra said,

    adding the Government should immediately announce cancellation of the project as it would submerge a large number

    of villages, besides fertile agricultural fields.

    Stating that there was no need for the House Committee, Mishra said it was formed to visit the spot and take peoples

    opinion. But the members resolved to scrap the project without even visiting the project sites, he said and alleged thatthe Government did not give a detailed project report (DPR) on it.

    d. Survey crop damage in time-bound manner: CMThe Pioneer, Friday, 16 September 2011 23:45

    With the flood waters receding further in the affected areas, Chief Minister Naveen Patnaik on Friday asked the

    Agriculture Department to undertake assessment of crop damage in a time-bound manner to help the farmers get

    compensation and related assistance so that they could take up the next cropping.

    Patnaik instructed the department to ensure display of the crop damage report along with the land involved in details

    in each village for information of the farmers.

    The Chief Minister, who took up a review at the State secretariat on crop loss and the on-going relief operation, asked

    the Agriculture Department to undertake assessment of the crop damage and sand casting of crop land immediately by

    a joint survey in co-ordination with senior officials of the Revenue and Statistics Department to maintain transparency

    and fairness.

    He said that while undertaking survey of the crop loss, all possible care should be taken to save the interest of the smalland marginal farmers and real land owners.

    The Chief Minister also categorically told the department that the survey must include loss to the crops under

    agriculture, horticulture, sericulture and also loss to plantation.

    He also advised the assistance towards the crop loss to be paid to the beneficiary through A/C payee cheques.

    An estimated 2.15 lakh hectares of crop areas have been affected due to the floods, according to official sources.

    e. Vexed Sindhol project to be nipped in budThe Pioneer, Friday, 16 September 2011 23:44

    The Odisha House Committee headed by the Speaker PK Amat is all set to ask the State Government to bury the vexed

    Sindhol hydro-power project for all time to come.

    Amat who on Friday held the first meeting of the House Panel which was boycotted by the Opposition Congress and

    BJP members, clarified that the final report would be prepared on the fate of Sindol project as per the unanimous

    opinion. The report would be submitted in the next session of the Assembly, he said.

    If the proceedings of the first meeting of the House Committee is any indication, the proposed Sindol Hydel project

    would be nipped in the bud much to the shock and solace as well for the BJD Government.

    While the members of the committee belonging to the Opposition, leader of Opposition Bhupinder Singh, Santosh

    Singh Saluja of Congress and Jayanarayan Mishra of the BJP opted out of the meeting protesting against the House

    Committee itself, ruling BJD members, Health and Family Welfare Minister , Prasanna Acharya, Food Supply andConsumer Welfare Minister Niranjan Pujari, Padmanav Behera and Bhaban Kaanhar who attended the meeting

    strongly made their point against the Sindol project.

    All the members of the panel belong to western Odisha, the people of which cutting across party lines were up in the

    arms against the State Governments decision to set up the barrage based hydro power project in three stages.

    I have reflected the opinion of the people on the Sindol project and it is for House to decide, sa id Health Minister

    Prasanna Acharya.

    In a similar vein, Food Supplies Minster Pujari said, I have made my point very clear. Being the peoples representative

    of the area, I have voiced against the project. The project should be stopped forthwith. Since the people of the project

    area are opposing and agitating , there is no need of a House Committee to take up public hearing.

    Former Minister and the present Sonepur MLA Padmanav Behera said the views of the people are very clear. No

    attempts should be made to go ahead with the project. The Government should understand the feeling of the people,

    who were aggrieved .

    Earlier, during the monsoon session of the Assembly, the Sindol issue had rocked house with both the Treasury and

    Opposition members vehemently opposed the project and urged the Government to drop the decision. As the

    members sought the intervention of the Speaker on the issue, Amat had directed the Government to form a House

    Committee to undertake public hearing and take decision on the fate of the project.

    The Speaker had asked the Government not to go ahead with project till the report of the House committee there by

    putting the project in suspended animation.

    However, as the Government announced the formation of the committee, the Opposition members announced that

    they would not be part of the panel. The Government should announce its decision to stop the project in the housetaking the views of the members and the Opposition in western Odisha.

    District Magistrate of Kendrapada Pradipta Kumar Patnaik on Friday suspended Assistant Teacher of Surendra

    Bidyapitha at Rankala Nabaghan Behera, for his negligence in duty in flood relief operation.

    Similarly, the district Collector asked the Industries Department to suspend Industrial Promotion Officer (IPO) of

    Marshaghai block Braja Kishore Mishra for his non-cooperation in relief work .The district administration had earlier

    entrusted Mishra the responsibility as zone officer for relief operation in Mehendipur gram panchayat, said official

    sources.
