@HACThousing

HACT’s mission

HACT works with the housing sector, government, civil society and communities to develop and share innovative approaches to meeting changing housing need.

HACT believes housing provides a foundation for changing people’s lives for the better. We seek to influence housing practice and policy to transform lives and strengthen the resilience of communities.

Separation of housing from care and support • Should the provision of housing be separated from the

provision of care and support?

• Supporting People programme in the UK

• Benefits: – tenure neutral, greater choice, portability, commissioning

collaboration

• Problems: – Capital investment, strained business model, disinvestment, loss of

cross-subsidy

• May work for some and not for others
