regulations.
• CDE will advocate for changes with the
Legislature, but dos not have the authority to
change Education Code.

CCDF Update

– California submitted its corrective action plan for
section 5.1.6b to the ACF.
September 30, 2016
– The Final Federal Regulations were published in the
federal Register.
Future
– Amendments will be made to the State Plan as they
are approved and implemented.

Legislative Update
To date, the Governor has signed the following bills:
• AB 1712 (Obernolte) Extends the authorization to use digital signatures to
agencies contracting with the Department.
– Guidance to AB 271 provided via Management Bulletin 16-01 and 16-02.
• AB 2036 (Lopez) Requires an online child care job posting website to include a
statement regarding the trustline registry. Would also require posting a written
description of the background check process used to vet providers listed on the
site.
• AB 2368 (Gordon) Would authorize the County of Santa Clara to develop an
individualized county child care subsidy plan.
All of the other 2016 early care and education bills failed to make it through the
process.
