the Houser particularly on our side cf the aisle assumed

the responsibility for which they were elected, that is to

vote for appropriation measures based upon the substance of

legislation before us, and not to engage in partisan

bickering over thtngs tbat are of little of any substance.

The Minority Leader drifted off the floor and a couple of

his Members broke from tbe pack and did the right thing.

And they helped up to reconsider a vote and pass a

Constitutional Offfcers Appropriation. Apparently the

Gentleman came back the floor and onee again has

everybody back in two. I'm really sorry to see that and

want to commend the ccuple of Members on the other side of

the alsle for doing what I....what nost of us view to be

the right thing and the responsible thing. really

sorry to see that the Gentleman in effect still wants to

pick up his marbles and go home and not play. It's

irresponsible, it started ever since the Session began back

in January: and say tonight as I said in the past, that

the Members, the individual Members of this House, the

Nembers on the other side of the aisle particularly, you

should bear in mind that you are the people who are going

to have to go back to your districts and rise and fall in a

new district, a single Member district and your leader will

be back in Chicago taking care of matters up there. Think

of your own responsibillty, do what you believe to be is

rigbt. I really can't believe that the llajority of Members

in this House, botb sides of the aisle but the other side

particularly want to turn their backs on their own

constituencies.''
