The Executive Engineer, RWS&S Division, Angul :at: Talcher, At.- Baghuabole, P.O.-Hatatota, Talcher, Dist: Angul, Odisha, on behalf of Governor of Odisha invites On-linepercentage rate basis tender in double/ single cover system through e-procurementmethod of bidding for the works mentioned in the table below. Bids should be submitted bythe eligible class of contractors as mentioned below, registered with the State Governmentsand contractors of equivalent gradelclass registered with Central Government/ M.E.S.iRailways through On-line in the Government web-site www.tendersodisha.sov.in. Thebidders should have necessary portal enrolment (with own digital signature certificate). Theregistered bidders outside of Odisha State can also participate in this on-line tender processafter necessary portal enrolment but shall have to subsequently undergo registration withappropriate authority of the Odisha State Government within a month of acceptance of bid.The bidders registered outside the Odisha State are required to submit an undertaking in theform of an affidavit that they are not registered under the GST Act in the State of Odisha asthey have not started any business in the State and they have no liabilities under the Act.Such bidders have to produce VAT clearance certificate in the form VAT-612 alongwithGSTIN before siqninq of the .g

2. Contractors registered elsewhere but not registered with Government of Odisha canalso participate in the e-procurement after necessary enrolment in the portal but haveto subsequently register themselves with the appropriate registering authority of theState Government before award to work/ signing of the agreement as per prevalentregigtration norms of the State failing which the bid security shall be forfeited the bidstands cancelled.

3. Bid shall be received only "on-line" on or before Dt.06.07.2019 up to 17.00 hours. Thebidders desirous to participate in bidding must posses compatible Digital SignatureCertificate of Class-ll or Class-lll and should follow the changesi modifications/addendum to DTCN if any.

4. A pre bid meeting shall be held on Dt. 25.06.2019 at 11.00 hours at the office ofExecutive Engineer, RWS&S Division, AnguF:at: Talcher to clarify the issues and toanswer question on any matter that may be raised at that stage as stated in Clause9.2 if the bidding document i.e. 'lnstruction to Bidders'.

5. Bid must be accompanied with electronic receipt through payment gateway ofdesignated banks such as SBI/ lGlcl/ HDFC bank for bid security and cost ofbid documents as specified for the work in the table along with bid documentsduring on Iine submission vide Office Memorandum No. 17254 dated 05,12.2017of Works Department, Govt. of Odisha.

Minimum Eligibility Griteria : (i) The Firms/ Companies/ Registered Contractorsshould have successfully Completed & Commissioned Works of similar typevaluing not less (30% of the estimated cost) in any one year during the last 5(five) years. However, such similar type of work must cover at least oneconventional water treatment plant or lntake well or Elevated Service Reservoiror Ground Water Reservoir of any capacity or laying of pipe line works or RCCChimney/ silos or RCC Water Retaining Structures, such as Barrage Wair

Check Dam. The firm shall have to submit the performance certificate of the worksconstructed by them for satisfactory performance from appropriate authority i.e. notbelow the rank of Executive Engineer/ equivalent. Weightage @10Yo per year shall begiven on the value of the completed work in the preceding years.(ii) For Sl. No.1 similar natur of work experience (Water treatment plant) is necessary.(iii) The Firms/ Companies/ Registered Contractors should have annual financialturnover of not less than (40% of the estimate cost) in any one year in constructionworkq during last 5 (five) years and the turn over need to be certified by CharteredAccountant. Weightage @10o/o par completed financial year (on compound basis)shall be given on the annual turnover of the preceding years. Bidder shall furnishcomplete audited annual financial year statements for last five years including auditreport, balance sheets, profit & loss accounts statement all other schedules etc. insupport of meeting the financial criteria as mentioned above.(iv) lf the bid has been invited in a common notice for different works or tenderinvited for different works in consecutive notice in a shorter time period, thebidder must demonstrate having experience and resources sufficient to meetthe aggregate of the qualifying criteria for the individual contracts.ln such cases, the order of opening of the bids shall be that in which theyappear in the 'lnvitation for Bids'. Fulfilment of One's bid capacity and othereligibility criteria in any one or more bids (in seriatim) will make him ineligiblefor subsequent bids.

The contractors those who are not signing agreement after repeated reminders maynot be consider further works.

The bid for the work shall remain valid for a period of 90 days from the date of receiptof the bid. lf any bidder/ tenderer withdraws his bid/ tender before the said period ormakes any modification in the terms and conditions of the bid, Earnest Money Deposit(E.M.D) deposit at the time of submission of tender shall stand forfeited.

13. Engineering Contractors desirous for availing exemption of E.M.D, are required tosubmit affidavit along with their bids to the effect that, hei she has not yet availed thefacility for more than two works during the current financial year failing which his/hertender will not be considered. Further they have to produce original Contractor'sRegistration Certificate at the time of opening of tender for verification.

14. S.C/S.T contractors desirous for any preference/ concession/ exemption are advisedto furnish affidavit and copy of relevant documents along with their tender documents.

18. As Goods and Service Tax has come into force with effect from 01 .07.2017. GSTapplicable will be paid extra gross bill amount prepared vide section-15 and Section-142 (11-C) of Odisha Goods & Service Tax Act 2017.
