INTRODUCTION Lebanon is currently facing one of the deepest economic crisis of its history. Since 2011, when the Syrian crisis began, the Lebanese economy started to decline. Unfortunately, the Lebanese authorities did not put in place any structural strategy to deal with the alarming situation. Worst, the political conflicts among parties represented in the government paralyzed the state and slowed down the economic activity, until 2019, where the crisis exploded.

In this critical situation, the Career and Placement Office (CPO) has taken up the task to improve its strategy in order to help students getting a job that fits their ambitions and skills.

SECTION 1 - GENERAL OVERVIEW

In 2019 Lebanon, was in a state of economic recession. The GDP growth was negative (-2.0 %) due the economic crisis and to the protests that started in October 17th 2019. It goes without saying that in 2020, the situation is obviously challenging, since the GDP is expected to decrease by 9 or 10 %.

Tourism, trading, industry and banking were the main sectors to suffer from this recession, as well as construction and engineering. Other sectors, such as education or health have suffered less from this crisis. The IT sector also witnessed less decrease since several companies work offshore.

B- The labor market

In 2019, the labor market was affected by this difficult situation. According to the study conducted by WLO1 and CAS2, a survey titled “Labour Force and Household Living Conditions Survey 2018-2019 - Lebanon” revealed that the unemployment rate has increased significantly between 2011 and 2018 (Figure 2).

Figure 3 shows that both general and youth unemployment rates rise as the level of educational attainment increases. For youth, though, unemployment rates rise more steeply, from 18 % for those with elementary education to 35.7 % for those with a university-level education.

Young university graduates are those who suffer the most from unemployment (35, 7 %). The

reason is most probably that whereas Lebanese youth seeks university studies, the Lebanese

economy does not create enough jobs that require a university degree.

When the survey was conducted, the main crisis had not started yet. Obviously, after a first

lockdown due to the protests in October/November 2019, followed by a second lockdown due to

the Covid-19 in March 2020, several companies went out of business and thousands of people

lost their jobs. There is no doubt that the unemployment rate has increased in a dramatic way in

2019/2020.

C- Employment rate for USJ students

Amid this difficult situation, USJ students seem to perform much better than other universities, according to the survey conducted by the Career and Placement Office.

The survey was sent to 2620 students who have graduated in the academic year 2017/2018. 480 of them filled up the survey. The response rate, 18.3 %, is considered reliable.

The survey showed that 49 from these former students were still searching for a job 12 months after graduation, which corresponds to an employment rate of 12.25 %.

7 % were still unemployed when the survey was achieved, which means 16 months after graduation. Despite these encouraging rates, USJ still considers itself responsible of helping them finding a job.

Compared to the academic year 2016/2017, the unemployment rate increased significantly. The rates were 8 % for students searching for a job 12 months after graduation and 3 % after 16 months. But compared to the national unemployment rate for university graduates (35,7 %) and taking into consideration the economic situation in Lebanon, a 12 % rate can be considered as very good.

Quite significantly, the survey showed that USJ reputation is an important asset to find a job, as well as the academic and personal skills that students acquire during their studies. They seem to consider that these skills are in line with the expectations to perform well in their job.

In addition, French remains very popular in many Lebanese organizations, especially some French companies operating in Lebanon (AXA, Société Générale, Banque Libano-Française, etc.). 60 % of schools teach French as a main language, in addition to Arabic and recruit their teachers from the main French speaking university in Lebanon, USJ. The Lebanese diaspora in French-speaking countries hire from USJ.

All these reasons may explain the difference between the employment rate of USJ students and the national rate.

SECTION 2 - CPO ACHIEVEMENTS

The CPO strategy is based on three pillars:

- Enhancing students’ personal skills. - Developing contacts with recruiters. - Encouraging entrepreneurship to enrich students’ professional experience. -

A- Workshops

In 2018/2019, the CPO provided several free workshops. All these workshops were provided by professionals, most of them from our Alumni. The topics were: Job Search Interviewing skills Communication skills Presentation skills Leadership skills Self-awareness/Career decision making Start your own business How to create and manage a public “persona” on social media Create your own blog

566 students attended these workshops. They were around 300 the year before, in 2017/2018.


As these workshops have proven to have a positive impact on recruitment, CPO will most definitely pursue them. Some of these workshops might be recorded and put online so other USJ students can benefit from them.

B- Students’ Employment

During the academic year 2018/2019, the CPO managed around 900 job and internship vacancies and 4600 applications from students and Alumni. These numbers show an important growth compared to the previous years.

The CPO developed its contacts with employers in order to get more job and internship opportunities. Since the beginning of the crisis, a specific attention was paid to offshore job vacancies.

For this purpose, the CPO developed its relationships with the Gulf area. The CPO took part of the HR Summit organized at Dubai, in November 2018. It was a good opportunity to reach hundreds of employers. Many of them shared job vacancies in the United Arab Emirates and, broadly to the Gulf area. In addition, the CPO developed its contacts with USJ Alumni Associations in the Gulf area and particularly with the French speaking companies operating in the Gulf countries, since USJ is a French speaking university.

These efforts were countered by the political issues that made the visas difficult to obtain. Many of our students succeeded in getting jobs abroad despite the difficulties encountered by Lebanese to get a working visa in several countries

C- USJ Job Fair: USJ CONNECT

In April 2019, the CPO organized the annual Job Fair of USJ, called USJ CONNECT. The decision was taken to have a job fair in 4 campuses so recruiters can reach as many students as possible.

This choice led to a growth of the number or exhibitors. Around 80 firms took part to this event. Most of the fields were covered: Engineering, Industry, NGO, Banks, Insurance companies, Startups, Law firms, IT, health, etc.

More than 6.000 students visited the stands, senior students holding a bachelor or master degree, or junior students looking for internships.

Many other events were organized in the framework of this Job Fair, such as: - A round table about the economic situation in Lebanon. The speakers were Dr. Nassib Ghobril,

economist at Byblos Bank, Mr. Alain Bifani, General Director of the Ministry of Finance, Mr. Nabil de Freige, former minister of state of Administrative Reform.

- A Roadshow with top panelists organized by the CPO and An-Nahar, under the topic “Jobs of the Future and Key Trends in Lebanon”.


- A round table with other Lebanese universities. The key speaker was Mr. Ashwin Fernandes, from QS, in addition to representatives of USJ, AUB and NDU.

- 8 workshops and presentations provided by exhibitors. Each presentation was open to a maximum of 30 students.

- “Meet the professionals” is an activity that aims to set up one-on-one meetings between students and recruiters. This activity gives the opportunity for students to get relevant information about the career and for recruiters to detect the best candidates among students 6 sessions were achieved for Cinema and Advertising, Banking, NGO’s, IT Engineers, Civil and Mechanical Engineers, Industrials. During one hour, 20 professionals and 20 students hold a 15 minute meeting. After 15 minutes, students switch to another professional, then, after 15 minutes, to a third one. So in one hour, 60 meetings are held. After a short 15 minutes break, students go out and are replaced by 20 other students. The final result came up as follows:

Advertising: 3 hours = 180 meetings

NGO’s: 3 hours: 180 meetings

IT Engineering: 2 hours = 120 meetings

Banking: 2 hours = 120 meetings

Civil and Mechanical Engineers: 2 hours = 120 meetings

Industrials: 1 hour = 60 meetings As a total, 780 meetings were held between students and recruiters.

Due to the coronavirus epidemic, the CPO recommends to switch to a virtual job fair. Several professional platforms are available for this purpose. The “Meet the professionals” could be organized at any time, during the academic year, not only during the job fair.

SECTION 3 - RELATIONS WITH PROFESSIONAL NETWORK

A- Internships

In most of the faculties at USJ, students are committed to achieve one internship at least during their studies whether during their bachelor degree or master degree. These internships are mandatory. They are credited as being part of the cursus. The internship can be found by the student, by the faculty or by the CPO.

USJ has a wide range of partnerships with employers, often non-written.

As an example, in the Faculty of law, around 60 students graduate every year and chose to be lawyers. Being a lawyer requires 3 year training in a law office. All of them are recruited for the training while there is no written partnership with law offices. As the Faculty of Law of USJ is known to be the best one in Lebanon, it is enough of a reason to secure internships for its graduates despite the fact that very few partnerships are signed.


The list of partnerships that the CPO could gather is available in appendix to this document. Some of them refer to a link, when relevant documents were signed, others don’t.

The situation is similar for Medicine, Midwifery, Nursing, Marketing, Engineering, Humanities, etc.

The CPO recommends that faculties always conclude written agreements with companies for internships.

B- Presence on campus

USJ has many top companies who take contact with faculties to organize meetings with students for a recruitment purpose. For example: - Murex: Faculty of Engineering - Ernst & Young: Faculty of Business - Deloitte: Faculty of Engineering, Faculty of Business - BLOM Bank: Faculty of Economic Sciences - Strategy &: Faculty of Economic Sciences

And many others.

The list of activities that involved recruiters and students is available in appendix to this document. Some of them refer to a link, when relevant photos were taken, others don’t.

Given the difficult economic situation in Lebanon, the CPO recommends that faculties conclude written partnerships for recruitment with their partners, especially their Alumni. This would be helpful to secure jobs for USJ students.

The CPO will also promote FOCUS-JOBS, which is a partnership program with recruiters that aims to enhance the recruitment of our graduates.

SECTION 4 - ENTREPRENEURSHIP CENTER

Since 2015, the CPO initiated workshops and training sessions for students about entrepreneurship.

Later on, this program grew and became more relevant. In May 2017, May 2018 and May 2019, the CPO organized an entrepreneurial competition dedicated to USJ students, sponsored by partners such as BLF Bank, Fransabank, Deloitte, RGH Group, Audi Bank, etc. SGBL, Byblos Bank, etc. For each of these competitions, a 10.000 US dollar reward was granted to the winners.


USJ students also took part to other external competitions, such as:

IAAF Awards (2018 and 2019): 10.000 US dollar award.

AUF (French speaking universities Agency): one USJ team was selected in 2018 and another one in 2019 to spend one month in a PEPITE Center, in France, which is an entrepreneurial university network, at the expense of AUF.

Hult Prize Competition: USJ took part to the competition in 2019 and 2020.

In July 2019, 20 USJ staff members benefited from an entrepreneurial training delivered by the by the School of Entrepreneurs of Quebec, in the framework of an agreement between USJ and University of Montreal. This important step decided USJ to create the Competencies and Entrepreneurship Center (EC2). The CPO was entrusted to manage the Center, under the academic umbrella of the Faculty of Business, in partnership with Berytech and the Federation of Alumni Associations. The CPO started working on the project in September 2019.

EC2 was supposed to be launched in February 2020, but the official launching was postponed till May 2020, due to the coronavirus lockdown.

Of course, this is not the first step initiated by USJ. Berytch was created in 2000 by USJ. It was the first incubator in Lebanon and although other incubators followed, Berytech remains the most important one in Lebanon. Berytech does not target students, but professionals who have sustainable projects.

The strategy of the CPO is to provide relevant trainings for senior students and young graduates in innovation and design thinking, entrepreneurial skills and marketing so students can initiate their own business, eventually with the support of Berytech.

CONCLUSION

The current economic situation is very challenging for our Office and for students. The CPO will, in the near future, propose a new strategy regarding employment to the USJ Council based on its experience and knowledge of the market. The MOU signed between USJ and EDC3 will help shaping this strategy.

Entrepreneurship should also be enhanced to become a real option to our students.

3 USJ signed a MOU with Education Development Center in order to provide training for USJ staff for the enhancement of the Career Office, the implementation of courses dedicated to employment and others dedicated to entrepreneurship. This program is supported by USAID and the University of Florida.
