What do we mean by early literacy?• Goal of this initiative: To have an approach/system statewide

that ensures that schools and districts have:– The ability to offer high-quality instruction in literacy (ELA) and

numeracy to ALL students

– The ability and tools to diagnose when students are falling behind, particularly in foundational areas of early literacy

– The ability and tools to intervene with those students

To support early literacy development, we need:• A multi-tiered system of support that can:

– Provide high-quality instruction to all students,

– Diagnose when students fall behind AND

– Provide research-based interventions to help get them back on track

High-quality instruction for all students

To do this, we need:

1) Rigorous standards – Michigan has high-quality standards for both early childhood

and K-12.

– We need to continue to implement the standards and keep them aligned between early childhood and K-12

2) Support for educators– Provide ongoing, research-based innovative professional

learning to ensure educators have these tools

– Assess new educators on their ability to teach the foundational areas of literacy

Multi-tiered system of supports• The state can help by providing a structure and a

system that helps measure where students are at

• Two types of measurements:– Diagnostic measurements: These are shorter, more regular

instruments meant to figure out where students are succeeding and where they need additional supports.

– Data on student performance before third grade

– Currently third grade is the first time we measure student proficiency in reading at a statewide level

– We need to understand:

– A student’s readiness to access those content standards in kindergarten

– A student’s performance in English language arts in first and second grades.

– These measures help us remediate the problem before third grade.

Why professional learning is needed?• Ongoing professional learning on how to teach early literacy

– To ensure that all Michigan teachers have knowledge, skills and ongoing exposure to best practices and developments in the field of reading

– From assessment data to measure progress

– What do the data tell you as a teacher, and what decisions can it support?

– Over $14.5 million in participation funds

– Over $5.0 million in SPOT bids for device purchasing

– Over $1.5 million to support participation in Classroom Readiness Activity

• Savings Realized:– Over $10 million Device Purchasing discounts and professional

development offerings provided by vendors

– Over $2.5 million for the equivalent of a three-credit course for 1673 teachers taking the T3 Classroom Readiness course

– Over $1.5 million as a result of E-Rate Activity and districts were able to increase bandwidth by 240%

What’s Working with MiEXCEL• Over the past five years 330 schools have

been identified in the lowest 5% on the Top to Bottom List.

• Districts closed 66 of these schools for academic and other reasons, allowing students to select higher quality schools in their systems or externally.

• Of the 92 schools first identified on the 2010 PLA (persistently lowest achieving) list, only 21 remained in the bottom 5% by 2014. Of the 41 added from the 2011 PLA list, only 6 remain in the bottom 5%.

• Of the schools identified in 2010-13, 105 (about 1/3) were never identified for a second time in subsequent years’ PLA/Priority lists.

What’s Working with MiEXCEL• 14 of these schools subsequently made the Reward

school list in later years for making some of the greatest progress in the state.

• Personnel in 43 of Michigan’s 56 ISDs have been trained to support Priority and/or Focus school districts in implementing deep diagnostic analyses of data and implementation strategies. This statewide capacity has also supported non-Priority schools in implementing data-based decision-making and multi-tiered systems of support (MTSS) to support learning.
