America needs "government with a heart", Senator Hubert H. Humphrey declared

last night in a television broadcast formally opening his campaign for re-election.

In outlining his philosophy on domestic issues, Senator Humphrey said:

"A free society, ba sed on principles of individual liberty and social justice, require s respect for human rights as well as property rig]lts ••• Capital and labor are not enemies; they are and must be partners.. Busi­ness is entitled to a fair and reasonable profit . Labor deserves a fair arrl decent wage . Farmers are entitled to equality of opportunity with other segments of our economy.

"Americans ALL want and deserve an ever-better standard of living, that comes with a full economy.

"But America t.s government, in my op1.m.on, must be concerned about more than cash registers and bank accounts and economic reports -- it must be a government with a heart, concerned about its senior citizens, its children, its handicapped, and its veteranse 11

On foreign policy Senator Humphrey said:

"Our objective must be peace -- peace with honor, justice and freedom. To attain that obj ective, we must be dedicated in our belief a nd pr ac­tice of democracy , at home and abroad. r;e must build a s hield of strength for our defense against the evil and aggressive force of Communism. But the only vvar we seek , as freedom-loving people , is ·war agai nst inequality, disease , poverty, and fear . The se are the breeding grounds of world strife and Communism; they represent the world-wide challenge to American leadership -- and to freedom-loving people everyvvhere."

Senator Humphrey told his t elevision audience that in the days ahead he wanted

to "discuss frankly 1. ith you my serious concern about some of the trends in our

country today, and my reasons for bein g concerned. I want to report fully to you

)n my record, and the record of the present Administration."

In outlining the kind of a campaign he intends to conduct Senator Humphrey said1

"With that background, I think it is understanable why I feel Minnesota's best interests will be served by a clean, hard-hitting campaign that re­flects the spirit of fair play. 1.1e here in I1ti.nnesota can and should set an example of politics at its best -- competitive but decent. We want and should v1elcome a serious discussion of the issues. For the good of our country, we need an informed people to soberly pass judgment on those issues.

"All campaigns should be based on truth, not smear. By our campaign let us reflect our belief in the democratic processes, and maintain the same high level of ethics during our campaigning that v1e seek to encourage in public life.

"So let's all of us work together in conducting a campaign that strengthens democracy by appealing to reason and judgment, not a campaign that weakens democracy by exploiting hysteria, emotions and fear.

"I give you my pledge that such shall be my goal," Senator Humphrey said.

Senator Humphrey declared that "government, in a democracy, is everybody's

business ••• whether you are a housmvife, a businessman, a farmer, an industrial

vrorker, or a professional man or woman, it is your business to be conceDned about

the kirrl of berica we have.

"You make that choice a t the ballot box.

"That's why I like to think of my campaign in the coming election as 'Operaticn

In order to get a smooth-running show, we must stick to the times alloted.

As far as possible, speeches should be lll(3morized in advance, or at least practiced often enough so that the content can be presented in the time allowed.

The show is essentially set up in a series of somewhat formal~~ed con­versations. Consequently, it has been necessary to dovetail each speech with the ones preceding and following it. Minor variations in phrasing will probably not disrupt the sequence or throw the other speakers off, but any major changes in content or wording» either in your introduction or comments should be discussed as soon as pos5~ble with Don Smith at 246 Emerald Street, s. I don 1t think the people in my district are satisfied

with the Republican tax bill, which gave the greatest

relief to the 10% of our population which needs it

least, Congressman ~Wier, does your experience support

mine?

WIER:

It certainly does, Gene. And Iid like to add my

own belief that the public is r eady for some real

action on improving our unemployment compensation

laws.

EARSHALL:

I can second thatr Roye P~d just as important is

the record of the Republican administ;ration in

agriculture. Campaign promises have been thrown

to the vti.nd. The Republican farm program has

sent farm prices down while food costs have

continued to rise. Every month, farmers in

~unnesota are earning 2-1/2 million dollars

less than they did a year agoo

The ordinary consumer does not benefit from this

situation, because he has to pay more for his food

than he did a year agoo And businessmen and

factory workers are feeling the pinch, as farmers

have less and less money with which to buy the

things they need.,

Robert C ~ Olson comes from Otisco ~ up in the First

Districto Hess 48 years old, and he owns and

All surveys show that small business rren have been

losing out in our economyc The Republican Party has

brought mo~e and more Representatives of Big Business

into the Administration, with the result that the

little fellow, the independent, is having more and

more trouble making a living, I think the voters

of Minnesota want t he independent business man,

th~ independent farmer, and the consumer to get

just representation in our Governmento

know that you stand for reorganizing

the government along the lines J.aid out

by the Little Hoover Commission~ They

know that that step alone would save

the t~ayers 4 and a half million

dollars a yearo

They are looking for an administ~ation

that vdll be soundly businesslike and

honest, and they know that they can find

that kind of administration only in the

D·F-L Party.

HANSEN:

The people are concerned about the

farm problem" Our farmers know that

the state administration has forgotten

them -- ~ doesn St care what happens

to them. They have seen the farm

situation grow steadily worse. and

no sign of any program from the state
