ESEA Reauthorized in ESSA (replacing NCLB)

The Elementary and Secondary Education Act (ESEA), a law that funds elementary and secondary education, was passed in 1965.

It’s reauthorization in 2001 was known as the No Child Left Behind (NCLB) Act. NCLB was due for reauthorization in 2007 but was not pursued, so in 2011, President Obama released the details of the Administration's ESEA flexibility package, which responded to calls from state education leaders to move beyond current NCLB requirements and support state efforts to prepare every child for college and career. ◦ 40 states, the District of Columbia, and Puerto Rico have received approval of their flexibility

renewal requests this year. Not Washington, so we are still under NCLB.

The Every Student Succeeds Act, just signed into law Dec 2, 2015, is the new reauthorization of ESEA, and replaces NCLB.

Every Student Succeeds Act - ESSA

The Every Student Succeeds Act: •Maintains annual assessments and authorizes innovative

assessment pilots

•Gives states increased flexibility to design school accountability systems, school interventions, and student supports

•Gives states flexibility to work with local stakeholders to develop educator evaluation and support systems

• Increases state and local flexibility in the use of federal funds

Assessment

ESSA maintains a requirement that every state must have annual assessments:

• Reading or English language arts – in grades 3-8 and once in high school

• Math – in grades 3-8 and once in high school

• Science – at least once in each grade span 3-5, 6-9, and 10-12

Authorizes funds for states and local educational agencies to audit their state and local assessment system with the goal of eliminating unnecessary assessments and streamlining assessment systems.

Accountability

The agreement replaces ESEA’s current adequate yearly progress system with a State-defined index system with certain federally-required components.

Under this system, States must establish “ambitious State-designed long term goals” with measurements of interim progress for all students and subgroups of students on:

• Improved academic achievement on State assessments.

• Graduation rates.

• Progress in achieving English language proficiency for English learners (EL).

Accountability

Each statewide system will “meaningfully differentiate” schools using: • Academic proficiency on state assessments• Graduation rates for high school• English language proficiency • Growth or another statewide academic indicator for K-8 schools• Not less than 1 other state-set indicator of school quality or student success • 95% assessment participation rate

“Substantial weight” is required to be given the Academic Indicators (first 4 described above) and these 4 indicators must, in the aggregate be given “much greater weight” in the differentiation process than any Measures of School Quality or Student Success

School Improvement

Comprehensive Support and Improvement: ◦ Lowest-performing 5% of Title I schools on state accountability index; ◦ High schools with <67% graduation rates, and ◦ Schools with underperforming subgroups that do not improve after a

state-determined number of years.Targeted Support and Improvement:◦ Schools with consistently underperforming subgroups, as defined by

the state.SIG models no longer required; improvement strategies must be “evidence based.”

Teacher Evaluation and Support

ESSA does not require specific educator evaluation measures or methods;

States must, however, ensure students have equal access to effective teachers. Our “Ensuring Equitable Access to Excellent Educator State Equity Plan” is aligned to this requirement.

Transition

The U.S. Department of Education will issue regulations in 2016;

Certain ESSA provisions go into effect upon enactment;

July 2016 effective date for new formula programs;

October 2016 effective date for new competitive grants;

Accountability systems under the new law go into effect for school year 2017-18.

USED letter with initial transition information

Report cards – must continue to publish report cards, including report cards for the 2015–2016 school year and beyond, and must continue to include information that shows how a district’s student achievement on the State assessments compares to students and subgroups of students in the State as a whole.

Peer review – timeline moved to April and June (no January submission window)

AMAOs – USED will not require States to hold districts accountable for their performance against AMAOs for English language learners

AMOs – flexibility states do not need to submit new goals in January and do not need to report against new targets

What is the opportunity for state leaders?

The new law provides many new opportunities for states.

States have time to reflect on what has worked well in our current system and what we would like to refine.

States are encouraged to work with stakeholders to consider what our theory of action is and what we are hoping to achieve as a starting point.

OSPI will be establishing a large stakeholders’ group and soliciting input through a variety of means.

SGPs and the 2014 Smarter Balanced field test

Students who field tested in 2014:

• One-third of students took the Smarter Balanced field test and did not receive test scores for the 2014 school year.

• SGPs require at least two consecutive years of valid scores. Therefore, SGPs for the 2015 school year cannot be calculated for students who took the field test.

Students who took MSP in 2014:

• Interpretation nuances!

• For 2014, we calculated “Baseline” SGPs (2014 scores applied to the coefficient matrix from a previous year).

• MSP and Smarter Balanced have different scales, so we needed to calculate “cohort” SGPs for 2015.

Spring Test Administration News Classroom Activities (CAs) are not required. CAs continue to be available, if teachers choose to use them, for either or both interim and summative assessments.

The high school online test administration window has changed from the last seven weeks to the last 12 weeks of the district’s school year. The tests are available from March 7 through June 10.

Smarter Balanced ELA should be administered to 10th graders as it is the State’s exit exam requirement. If a student does not receive a College and Career Ready (CCR) score level of 3 or 4, s/he must take the test again in the 11th grade for accountability.

10th Graders & Math Smarter BalancedOSPI has recently received confirmation from Smarter Balanced that states may allow 10th graders access to the Smarter Balanced math and ELA tests. Since Washington already provides 10th graders access to the Smarter Balanced ELA test for assessment graduation purposes, many districts have requested that 10th graders also be allowed to take the Smarter Balanced math test.

Beginning in spring 2016, districts may offer the math test to 10th graders but this is not required.

OSPI recommends that only 10th graders who have completed, or are completing, Algebra 2 take the test. Students who have not taken Algebra 2 are less likely to be successful on the comprehensive assessment.

If a student earns a Level 3 or Level 4 as a 10th grader, they will not need to take the test as an 11th grader but will count as a participant, and as proficient, for their 11th grade school’s accountability. Students who do not earn a Level 3 or 4 will need to retake the test as an 11th grader for school and district accountability. Students who earn a score of 2595 or higher in math or 2548 in ELA will have fulfilled their assessment graduation requirement (these scores represent the lower threshold scores needed for graduation).

Chrome OS Secure Browser 2.8 AvailableLink to Google Store on WCAP Portal at http://wa.portal.airast.org

Note that this requires a new download of the Chrome OS Secure Browser, and districts will need to delete old Chrome OS Secure Browser and install this version to run in Kiosk mode.

Although the old Chrome OS Secure Browser still works at this time for Smarter Balanced practice tests, it will NOT work for the operational ELPA21 Assessment, so districts should upgrade to Chrome OS Secure Browser 2.8 before the end of January, 2016.

Chrome OS Secure Browser 2.8 WILL work with the Smarter Balanced Assessments this spring as well, no additional update will be needed.

Chromebooks & Rolling OS ReleasesIf it is feasible for your district’s Chromebook implementation, OSPI recommends turning off “Automatic Update” for Chrome OS during operational testing periods, and waiting until AIR has confirmed full compatibility with their Secure Browser and the new OS (may take a number of weeks).

If your Chromebooks update to a new OS before AIR has confirmed full compatibility, students will receive a warning ("there is a possibility that some features may not function correctly“) that although it is not confirmed as compatible, the user may still continue to access the tests.

Google recommends that districts have up to 10% of their Chromebooks on the beta release channel. OSPI strongly recommends that these NOT include Chromebooks that will be used by students for online assessments, as AIR will NOT be supporting beta Chrome OS releases.

Friday, January 8, 2016 – The Test Delivery System (TDS) Smarter Balanced Practice and Training Tests and the Science Training Test will be unavailable the entire day to prepare for the deployment of the ELPA21 Training Test on Monday, January 11, 2016. The Smarter Balanced Interim Assessments will still be available during this downtime, it only affects the practice and training tests.

Friday, January 22, 2016-Monday, January 25, 2016 - The January monthly scheduled maintenance of all AIR systems is planned beginning Friday, January 22 at 8 pm PT and will result in downtime for TIDE, TDS, ORS, and THSS. All systems, except for ORS, will be back online by Sunday, January 24 at 7:00 pm PT. ORS will continue to have a downtime through Monday, January 25. This ORS downtime will also be used to prepare deployment of the HSPE ORS score release, Fall Off Grade Science ORS score release, and the Smarter Balanced Interim Assessments enhanced item level reporting in ORS. ORS will be available again beginning on Tuesday, January 26.

Friday, February 19, 2016 - The February monthly scheduled maintenance of all AIR systems is planned beginning Friday, February 19 at 8 pm PT and will result in downtime for TIDE, TDS, ORS, and THSS. All systems will be back online by Sunday, February 21at 7:00 pm PT.

Listening Subtest During the Listening subtest, students will hear the prompts through their headsets and then respond by clicking on a multiple-choice answer or by dragging and dropping a graphic or a piece of text. At the beginning of the Listening subtest, all students are prompted to check the sound in their headsets; if the sound needs adjusting or is not working, they are asked to raise their hand.

Reading Subtest During the Reading subtest, students will read different types of text including short correspondence, procedural, literary, and informational passages. They will demonstrate comprehension by answering multiple-choice as well as drag-and-drop questions.

Writing SubtestDuring the computerized portion of the Writing subtest, students in the lower grades (K and 1) demonstrate knowledge of writing by dragging letters to form words and by dragging words to complete or form sentences. At the higher grades, students also respond to Writing prompts by typing. For students in grades K and 1, a paper-and-pencil Writing form will also be administered. Administrators will consult the Directions for Administration for paper-and-pencil Writing, which will be included along with the materials provided to schools.

Speaking Subtest During the Speaking subtest, students will hear the prompts through their headsets and then record their answers. To record an answer, the student clicks on the icon, speaks into the microphone, and then clicks on the STOP icon.The student can then listen to his or her recorded response by clicking on the LISTEN icon. If the student is not satisfied, he or she can re-record a response by clicking on the RECORD icon again.
