Diwa C. Guinigundo rose from the ranks of the Bangko Sentral ng Pilipinas (BSP) and
is now Deputy Governor for the Monetary Stability Sector, BSP. He has been serving the BSP
for 39 years. He was assistant governor for monetary policy and international operations
prior to his appointment as deputy governor in 2005.
In 2001-2003, he was Alternate Executive Director at the International Monetary
Fund in Washington, DC. Earlier he was Head of Research at The SEACEN (Southeast Asian
Central Banks) Centre in Kuala Lumpur in 1992-1994.
Since 2000, Deputy Governor Guinigundo has co-chaired with Bank Negara Malaysia
the SEACEN Experts Group on Capital Flows and in 2010-2013, the ASEAN Senior Level
Committee on Financial Integration and will serve as co-chair for the second time in 2016-
2018. He also chairs the SEACEN Task Force on SEACEN membership.
For the period 2009-2012, he chaired the Executive Meeting of East Asia and the
Pacific (EMEAP) Monetary and Financial Stability Committee of EMEAP central bank
deputies that is tasked to conduct regional and global surveillance.
Deputy Governor Guinigundo graduated, cum laude, at the top of his AB Economics
Class at the University of the Philippines (UP) School of Economics. He earned the M.Sc.
degree in Economics at the London School of Economics (LSE) as a scholar of the Central
Bank of the Philippines.

Mr. Roberto B. Tan was re-appointed Treasurer of the Philippines in January 2015. From January 2015 to March 2016, Mr. Tan concurrently served as the Officer-in-Charge of the International Finance Group of the Department of Finance.
Mr. Tan was first appointed as Treasurer of the Philippines in July 2008 and became World Bank Executive Director in November 2012. Mr. Tan has an extensive experience in public finance having assumed several key positions in the Department of Finance, including Undersecretary from 2005 to 2008, Assistant Secretary from 1999 to 2005, and Director in the early 1990s for the International Finance Group. Mr. Tan also assumed the post of Advisor to the Executive Director of the Asian Development Bank Board. His professional background includes treasury management, international finance, consumer credit, and management consulting.
Mr. Tan holds a Master's degree in Economics from the Fordham University, New York, where he also pursued doctoral studies. He obtained his MBA from the Ateneo de Manila University where he likewise received his Bachelor's degree in Economics.

Executive Summary
As the National Treasurer, Mr. Tan directs the formulation of policies and execution of the strategy on borrowing, funds investment and bond market development. He leads the improvement and implementation of guidelines on Treasury operations. Mr. Tan oversees the maintenance of books of accounts of NC cash transactions, cash resources, and advances. He manages the control and servicing of HG public debt, both foreign and domestic, as well as the issuance and redemption of government securities and the administration of the Bond Sinking Fund and the Securities Stabilization Fund. He likewise oversees the custody of financial assets of Government and the bonding of all accountable public officials and employees. He heads the implementation of special laws that vest in the Bureau of the Treasury roles relating to fiscal and financial administration of the government.
Mr. Tan led several landmark international and local bond transactions for Financing and Liability Management which reduced funding costs extended maturity profiles, deepened liquidity, and retired expensive/illiquid bonds. During his stint as Undersecretary/OIC of the International Finance Group, Mr. Tan headed the strategy formulation and funds mobilization activities involving multilateral and bilateral institutions. He also led the formulation and representation of departmental positions on international finance policy and negotiations.
