PUBLIC NOTICESubject: Information for political parties and prospective candidates for the upcoming elections.1. Candidates are advised to acquaint themselves with the provisions of the Model Code of Conduct and therequirements to be fulfilled at the time, of filing nomination papers, by logging, on to www.eci.nic.in2. Regarding advertisements in print media seeking to solicit votes for any candidate, the consent of the saidcandidate shall be assumed and expenditure as calculated by the Expenditure Monitoring team shall be credit-ed to his/her account unless a complaint is filed in the office of the Returning Officer by the candidate denyingconsent for the said advertisement immediately after its publication. 3. Advertisements in electronic media can only be telecast after due certification from the Designated Officer i·e.the concerned Returning Officer for which the required application form has been uploaded on the district's elec-tion website (www.kathua.nic/elections2014.html) and due Intimation to the Media Certification and MonitoringCommittee in the District Election Cell. 4. A. single window system has been functioning In the Returning Officer's election cell for grant of permissionsfor conduct of public meetings and rallies and use of loudspeakers therein and the applicants are directed tostrictly adhere to the conditions mentioned in the permission order.5. No posters, banners or hoardings shall be pasted on any public property and with consent of the owner incase of private property under intimation to this office regarding their number and size for expenditure monitor-ing. 5. A copy of the complete set of forms required to be filled for norninatton including Form 2A (Nomination byproposer(s)), Form 2D (Affidavit), Oath, are available at the 'Facilitation Desk for Candidates' functioning in thecell of the Returning Officer, Kathua - 65. Besides, the candidates can also collect a copy of the reserved sym-bols for the recognlsed national and state parties and a list of the stations In the constituency from the desk. 7. At the time of filing nomination papers, a maximum of 3 vehicles are allowed within a radius of 100m from theoffice of the Returning Officer and a maximum of 5 persons including the candidate may be present in the officeof the Returning Officer. 8. Candidates are required to deposit a security amount of Rs. 10000 (Rs. 5000 for SC/ST candidates) in cashwith the Returning Officer or by depositing in the Reserve Bank of India or a Government Treasury (throughchallans). 9. A copy of free symbols available has been pasted on the notice board of the election cell and also uploadedon the district's election website. 10. It is important to note that Kathua assembly constituency has been declared as expenditure sensitive andthe candidates are advised to strictly adhere to the guidelines set forth by ECI which include: An upper limit of Rs. 28 lakh for election expenditure per constituency. Maintenance of expenditure register anddaily updation with respect to expenditure Incurred according to ECI notified rate list between the date of pub-lication of the notification calling the election and the date of declaration of result, both dates inclusive. Opening of a separate bank account and sharing the same with the office of the undersigned for easy monitor-ing of erection expenditure. 11. An additional facility for e-filing of abstract statement' of the election expenditure by candidates has beenintroduced by the Election Commission of India and the relevant guidelines and lnstructlons have beenuploaded at www.kathua.nic/elections2014.html for ready reference.
