The Committee on Education, Public Library and Women's Affairs convened a public hearing on November 25,, 2013 at 2:00 pm in I Liheslatura 's Public Hearing Room. Among the items on the agenda was the consideration of the appointment of Dr. Suzanne B. Mc Manus to serve as a General Public Member of the Guam Academy Charter Schools Cow1cil for a term of three (3) years and whose appointment history is as follows:
• Appointed by the Governor of Guam on November 15, 2013, for a term of three (3) years;
•Appointment packet forwarded to I Liheslatura on November 15, 2013: • Appointment packet forwarded to the Committee for public consideration on November 18, 2013.
Public Notice Requirements
All legal requirements for public notices were met, with requests for publication sent to all media and all Senators on November 18, 2013, (5-Day Notice) and November 22 and 23 2013 (48-Hour Notice) via email. Copies of the hearing notices are appended to the committee report.

II. SUMMARY OF TESTIMONY AND DISCUSSION
- Speaker Won Pat, Ed.D. asked Dr. Suzanne B. McManus to testify before the Committee.
- Dr. Suzanne B. McManus written testimony is appended to the Committee report.
-Speaker Won Pat, Ed.O. asked Dr. McManus if she read the charter school law.
- Or. McManus replied yes.
- Speaker Won Pat, Ed.O asked Dr. McManus with her education and background what can she bring to
the table.
·Or. McManus replied that she can bring diverse perspective to families the opportunities for choices
and that is what charter school offers choices. She spoke about her children's experiences with charter
schools in Eugene, Oregon which the community supported and demonstrated accountability and
product outcome .
• Speaker Won Pat, Ed.O. expressed it is a bonus that Dr. McManus' children attended charter school
and she knows what to expect from them.
- Vice Chairperson Yamashita, Ed.O. thanked McManus for her service, returning home, teaching at the
College of Education and serving in the council.
- Or. McManus replied that it is part of the G initiative by Dr. Underwood. She stated that you have to
teaching, research and service.
- Vice Chairperson Yamashita, Ph.D. recognized Dr. McManus' mother who is the audience and thanked
her for raising fine children.
-Vice Chairperson Yamashita, Ph.D. asked Or. McManus if she attended a council meeting.
- Or. McManus replied no
- Vice Chairperson Yamashita, Ph.D. stated that Or. McManus will find that the members of council are
concern and committed. Vice Chairperson asked Or. McManus that she develop strategies to help the
charter schools and the council. The Vice Chairperson thanked her willingness to serve.
- Senator Llmtiaco thanked Or. McManus for her willingness to serve and she has the Senator's full
support.
- Speaker Won Pat Ed,O. asked to explain the citizen review board noted on her appointment packet.
- Or. McManus replied it is part of the judiciary. She stated that the board reviews the status of cases
involving children in the child welfare or juvenile justice system.
- Speaker Won Pat, Ed.D. thanked Dr. McManus and that she supports her nomination.

Good afternoon, Speaker/Chairperson Dr. \VonPat SenatoriVice Chairperson Dr. Yamashita
and honorable members of the Committee on Education, Public Library, and \Vomen's Affairs.
Thank you for the opportunity to speak briet1y before you today.
\fly name is Dr. Suzanne Bells-iv1c.\1anus and I am honored to be nominated by Governor Eddie
Calvo to serve as a member of the Guam Academy Charter Schools Council. As a daughter of
the beautiful island ofGuahan with Palauan heritage, I spent my early childhood years both
here and in the Republic of Belau. I am a proud alumna of Guam's public educational system,
including Tamuning Elementary, Agueda Johnston Junior High, G\VSH, and the Lniversity of
Guam's School of Education. \Vhile attending Guam's schools and surrounded by the cultures
of our island, my mother spoke Palauan at home to ensure the preservation of my native language and culture.
As a nominee, my experiences demonstrate diverse perspectives in teaching. service. and
research. I taught 3''1 grade and GATE at Tamuning Elementary before relocating to Oregon in
2000. In pursuit of my PhD at the University of Oregon, I became a Citizen Review Board
(CRB) member that involved reviewing case plans of children and youth in substitute case to
ensure that their placements and services are appropriate and timely. As a Head Start Fellow of
Early Head Start and Head Start programs, I consulted and participated in 3 federal reviews in
the areas of child development, disabilities, and mental health.
I happily returned home a year ago as an assistant professor of the University of Guam where I
teach and supervise student teachers in the field of special education and early childhood
education. I am committed to teaching, research, and service in a culturally and linguistically
diverse community. I hope to bring my perspectives to the Council and contribute in a positive
way towards educational choices for all students and their families.
I humbly ask your suppott to serve as a General Public member on the Guam Academy Cha11er
