DATE OF FIRST PUBLICATION: April 25, 2014 April 25, May 2, 9, 16 507761 USDA - Forest Service Gifford Pinchot National Forest Notice of 45-day Objection on Draft Decision Notice Imaging Magma Under St. Helens Project and Special Use Permit Objection Period: The Gifford Pinchot Na- tional Forest plans to issue a new Special Use Permit to Rice University and Oregon State University to conduct a series of geo- physical experiments across the Forest us- ing active-source seismic technology as well as the passive, magnetotelluric method within Wilderness areas. Analysis has been completed and the draft decision and final environmental assessment (EA) is now subject to pre-decisional administrative re- view pursuant to 36 CFR 218 subparts A and B. The active-source seismic experiment em- ploys the use of man-made seismic energy to create an image of the rocks below the Earth’s surface. To accomplish this, a net- work of seismometers called geophones are placed across the ground surface and underground explosives called shots are subsequently detonated. By recording the travel time of seismic waves from the shot to each recorder, reflective rock surfaces can be imaged, giving the researchers a subsurface view of the geologic structure beneath the volcano. The experiment utiliz- es linear-profile arrays through the volcano in northwest-southeast and northeast- southwest directions and 3 areal arrays centered around the volcano at various ra- dial distances. A separate magnetelluric (MT) experiment is a passive geophysical method that in- volves recording the naturally occurring changes in the Earth’s electric and magnet- ic fields at each of a set of measurement stations. Compact battery powered MT in- strumentation of 2 types would be used: long-period systems and wide-band sys- tems. The long-period instruments would be recording data in 11 locations in the Ta- tooth, Goat Roaks, William O. Douglas, In- dian Heaven, and Mt Adams wildernesses. The magnetelluric component of the project also extends to the region encompassing the other nearby Cascade volcanoes be- cause of the potential interconnections be- tween the magmatic systems underlying these volcanoes and Mt. St Helen’s, as in- ferred from previous geophysical studies. Only individuals or organizations that sub- mitted specific written comments during a designated opportunity for public participa- tion (scoping or the 30-day public com- ment period) may object (36 CFR 218.5). Project and Special Use Permit Objection Period: The Gifford Pinchot Na-tional Forest plans to issue a new Special Use Permit to Rice University and Oregon State University to conduct a series of geo-physical experiments across the Forest us-ing active-source seismic technology as well as the passive, magnetotelluric method within Wilderness areas. Analysis has been completed and the draft decision and fi nal environmental assessment (EA) is now subject to pre-decisional administrative re-view pursuant to 36 CFR 218 subparts A and B. The active-source seismic experiment em-ploys the use of man-made seismic energy to create an image of the rocks below the Earth’s surface. To accomplish this, a net-work of seismometers called geophones are placed across the ground surface and underground explosives called shots are subsequently detonated. By recording the travel time of seismic waves from the shot to each recorder, refl ective rock surfaces can be imaged, giving the researchers a subsurface view of the geologic structure beneath the volcano. The experiment utiliz-es linear-profi le arrays through the volcano in northwest-southeast and northeast-southwest directions and 3 areal arrays centered around the volcano at various ra-dial distances. A separate magnetelluric (MT) experiment is a passive geophysical method that in-volves recording the naturally occurring changes in the Earth’s electric and magnet-ic fi elds at each of a set of measurement stations. Compact battery powered MT in-strumentation of 2 types would be used: long-period systems and wide-band sys-tems. The long-period instruments would be recording data in 11 locations in the Ta-tooth, Goat Roaks, William O. Douglas, In-dian Heaven, and Mt Adams wildernesses. The magnetelluric component of the project also extends to the region encompassing the other nearby Cascade volcanoes be-cause of the potential interconnections be-tween the magmatic systems underlying these volcanoes and Mt. St Helen’s, as in-ferred from previous geophysical studies.
