BACKGROUND

Background

To request proposals from suitably qualified and experienced Bidders who

has presence in Gauteng to assist the RAF in identifying office space for the

Road Accident Fund.

The intention is to appoint Bidders who manages commercial properties or own

commercial properties for leasing. Bidders must propose buildings that will

suit the RAF requirements.

Parameters

Lease: Office space.

Compliance

• Compulsory Documents (Valid & Original Tax Clearance Certificate)

• Page 5-Checklist of documents to be submitted

• Please ensure that the bid document is signed where required

• Completed bid and response to evaluation must be submitted

Evaluation CriteriaMandatory Requirements

The following specific requirements must be met by the bidders and it

will be expected of bidders to supply proof or confirm their commitment

where applicable.

• The bidder must confirm that they have read and understood the terms and conditions set out in the attached Special Conditions of Contract and mandatory clauses to be incorporated into the lease agreement (Annexure J) which terms and conditions the bidder accepts, in the event that the RAF awards the contract to the bidder pursuant to this bid. The bidder must submit with the bid:

A. A proposed Lease Agreement; and

B. A proposed Pricing Schedule

C. Special Conditions of Contract

• The Bidder must provide proof of mandate if acting on behalf of the owner/landlord or company. Please provide for each company identified. The RAF does not pay commission agent fees.

• The Bidder’s must have been established, experienced, and operational for a period of three (3) years or more. Provide Company Profile.

• The Bidder confirms that they have read the attached Special Conditions of Contract attached hereto as Annexure J and the bidder confirms that they understand that they shall form part of the agreement to be concluded between the Parties.

NB:FAILURE TO COMPLY WITH ALL OF THE MANDATORY EQUIREMENTS WILL LEAD TO DISQUALIFICATION

 

Technical / Functional Requirements

Technical criterion will be evaluated against the following detailed

requirements:

The bidder will be evaluated and scored on seven elements with a total

of 100 points,

Threshold: all bidders who score 56 or more out of 75 points will be

considered for site visits

Site visit: is out of 25 points

Threshold: All bidders who score 70 or more out of 100 points will be

shortlisted for Price and BEE.

Evaluation

90/10 principle will be used.
