2.0 PURPOSE OF THE SCHEME2.1 Keyobjectsofthecompany(containedwithintheArticlesofAssociation)

3.0 SCHEME AIMS 3.1 CSCScardsprovideameanstoverifythatpeoplewhowanttoworkonconstructionsiteshavethe

necessarytrainingandqualificationsforthetypeofworktheycarryout.Theschemekeepsa databaseofthoseworkinginconstructionthathave,orarecommittedtoachieving,arecognised constructionrelatedqualification.

3.2 Forindividuals,holdingaCSCScardverifiesidentityandshowsemployersthatyouhavethe requiredqualifications,trainingandexperiencetocarryoutyourworkonaconstructionsite.

4.0 SCOPE4.1 TheSchemedoesnotseektoduplicateothercertificationcardschemesforspecificoccupations.

Instead,CSCSworkscloselywithanumberofpartnercardschemesthatdisplaytheCSCSlogo.

4.2 PartnercardschemesarebasedonthesamestandardasCSCSrequiringtheholdertogainaNVQ/SVQandpasstheHealthandSafetytest.

7.0 HEALTH AND SAFETY REQUIREMENTS7.1 Allapplicantsfornewcardsandrenewalsmusttakeandpassanindependentassessmentof

retainedhealthandsafetyknowledge.Theassessmentisdesignedtoexaminetheknowledgeof theindividualacrossawiderangeofhealthandsafetytopics.

7.2 CurrentlytheonlyhealthandsafetyassessmentwhichmeetsCSCS’HealthandSafetyPolicyistheCITBHealth,SafetyandEnvironment(H,S&E)rangeoftests.

7.3 TheCITBH,S&ETestisavailableatthreelevels;operative,supervisoryandmanagerial&professional(MAP).Therearealsospecialisttestsdesignedforthoseworkinginspecific occupationalareas,suchasworkingatheights,liftandescalatorindustryandhighways.

7.4 CSCScardapplicantsfornewandrenewedcardsmustpasstherelevantCITBH,S&ETestwithin2yearsoftheirapplication.

7.5 ExemptionstotakingaCITBH,S&Etestapplyif:

Provisional CardFor people who are working through probationary periods whilst employers assess their suitability for employment

ApplicantsforProvisionalCardsmusthavepassedtheCITBOperativesH,S&Ewithinthepast2years.

Thiscardisvalidfor6monthsandisnotrenewable.BeforeitexpiresProvisionalcardholdersmustachieveorberegisteredforarecognisedconstructionrelatedqualificationandapplyfortheappropriateCSCScardfortheirjob.

Trainee CardThiscardisavailableifyouareatraineeandareregisteredforaqualificationthatleadstoaskilled CSCScard(inthemajorityofcasesaNVQ/SVQ).Pleasenote:SSSTS,SMSTSandNEBOSHGeneral willnotbeacceptedasroutestoaTraineecard.

Thecardisvalidforfiveyearsandcannotberenewed.

*PriortoapplyingfortheTraineecardapplicantsmusthavecompletedtheappropriateCITBHealth,SafetyandEnvironmentTest.

Oncompletionofyourqualification,youareexpectedtomoveontotheappropriateskilledCSCScardforyouroccupation.TheCSCScardfinderwilltellyouwhichcardtoapplyfor.

Applicantsmustbeabletoprovideproofofregistrationontotheirqualification.Asaminimum, youarerequiredtoprovideevidenceofregistrationfromyourtrainingprovider’sawardingbodyincluding:

8.3 Technical and Management (TSM) Card (Closed 31st July 2016)This card was fornewentrantstotheindustrywhocouldprovideevidenceofcurrentregistrationwithafurther highereducationcollege/universityforanationallyrecognisedconstructionrelatedqualificationat Level3andabove.

Thiscardwasvalidfor3yearsandcouldberenewedforafurther3yearsonapplication.

CSCS stopped issuing this card from 31st July 2016.

8.4 ApprenticeCardAvailabletopeoplewhohavecommencedonarecognisedapprenticeshipframework.TheApprenticecardisvalidfor4years6monthsandisnon-renewable.

Youcanconfirmthatyouareregisteredforanapprenticeshipusingoneofthefollowing:

• AletterfromtheManagingAgencyofyourapprenticeship,confirmingthatyouareregisteredwiththemandforwhichqualifications(withfulltitlesandpathways).

• Aletterfromyourapprenticeshiptrainingproviderconfirmingthatyouareregisteredwiththemandforwhichqualifications(withfulltitlesandpathways).

• YourApprenticeshipAgreement,providedthatitshowstheoccupationandqualification(includingpathways)youareregisteredfor.

ApplicantsforApprenticecardsdonotneedtotaketheCITBH,S&EtestiftheyhavecompletedthehealthandsafetyrequirementsrelevanttotheirApprenticeshipManagingAgencypriortoapplyingforthecard.

Whenapplyingforthiscard,youmaybeexemptfromtheCITBHealth,Safety&Environmenttestifyouhave:

• AletteroremailfromtheManagingAgencyofyourapprenticeship(whichmustbeclearlyidentifiedthattheyareaManagingAgency)confirmingthatyouhavemettheManagingAgency’sHealthandSafetyrequirements

• AcertificateforaonedayHealthandSafetyAwarenesscourse• AHealthandSafetyunitincludedinyourinductionorinitialqualification.

IfyouhavenoneoftheabovethenyouwillneedtotaketheCITBHealth,Safety&EnvironmenttestbeforeapplyingfortheApprenticecard.

8.5 Experienced Worker Card Availabletoworkerswithonthejobexperience(normallyatleastoneyearinthelast3)whilstaconstructionrelatedNVQorSVQ(atLevel2orabove)isbeingachieved.SomeequivalentQCF qualificationswillalsobeaccepted.

Thecardisvalidforoneyearandisnon-renewableandcannotbereplacedbyaLabourer, ProvisionaloraBasicSkillsGreenCard.Itisexpectedtobereplacedbyaskilled5yearcard(usuallyblueSkilledWorker)onachievementofaqualification.

ApplicantsforExperiencedWorkercardsmusthavepassedtherelevantleveloftheCITBHealth, Safety,Environmenttestwithinthelast2years.

8.6 Experienced Technical, Supervisory and Management Card AvailabletoSupervisorsandManagerswithonthejobexperience(normallyatleastoneyearin thelast3)whodonotholdaConstructionrelatedNVQorSVQatLevel3oraboveandarenotamemberofanapprovedProfessionalInstituteorBody.

Thiscardisvalidfor3yearsandisnon-renewable.Itisexpectedtobereplacedbyaskilled5yearcard(goldorblack)onachievementofNVQorSVQLevel3orhigher.AnequivalentQCF qualification,providingithasNVQinitstitle,willalsobeaccepted.

ApplicantsforthiscardmustberegisteredonacourseandmusthavepassedeithertheSupervisororManagerialandProfessionalH,S&Etest(whicheverisrelevanttothequalificationbeing undertaken)withinthelast2years.


9.0 BASIC SKILLS GREEN CARDCSCS stopped issuing this card from 3rd December 2018.

ThedecisiontowithdrawtheBasicSkillscardisseenasapracticalsteptowardsachievingthe ConstructionLeadershipCouncil’s(CLC)requirementofensuringnationallyrecognised qualificationsareinplaceforallconstructionrelatedoccupations.Thetrainingqualificationsthat havepreviouslybeenacceptedfortheBasicSkillscarddonotmeettheCLC’srequirements.

10.0 LABOURER GREEN CARDAvailabletothoseemployedinlabouringoccupationswho:

• haveachievedtheLevelOneAward‘HealthandSafetyinaConstructionEnvironment(orarecognisedequivalent);or

• holdavalidCITBSiteSafetyPlusHealthandSafetyAwarenessCoursecertificate.• holdaValidIOSHWorkingSafelyCertificate• havecompletedanapprovedalternativecourse.(Forthefulllistofapprovedcourses,pleasego

Thiscardisvalidfor5yearsandcanberenewedsubjecttotheaboveconditionsbeingmet.

11.0 BLUE CARD - Skilled Worker (Level 2)Forthosewhohaveachieved:

• AconstructionrelatedNVQorSVQatLevel2;or• AnapprenticeshipwhichincludedtheachievementofaCityandGuildsCraftCertificate*;or• WhereafullconstructionrelatedNVQorSVQdoesnotexistbutatradespecificunithas beenpassed.

Thiscardisvalidfor5yearsandcanberenewed.

ApplicantsfornewbluecardsandrenewalsmusthavepassedtherelevantCITBOperativesH,S&ETestwithinthelast2years.

* CSCS will require a copy of the City and Guilds (or SCOTVEC (SQA)) certificate and evidence of apprenticeship completion with theoriginal employer. This can be in the form of a letter on headed note paper from the original employer, copy of an endorsed deed orother formal documentation. This documentation must include the occupation the apprenticeship was completed in and the datecompleted.

12.0 GOLDCARD-AdvancedCraft(Level3/4orQCFequivalent)Forthosewhohaveachieved:

ApplicantsfornewgoldcardsandrenewalsmusthavepassedeithertheSupervisororManagerialandProfessionalH,S&Etest(whicheverisrelevanttothetypeofworkundertaken)withinthelast 2years.

ApplicantsfornewblackcardsandrenewalsmusthavepassedtheManagerialandProfessionalH,S&Etestwithinthelast2years.

15.0 WHITE/YELLOW CARDS15.1 ProfessionallyQualifiedPerson(PQP)Card

• haveuptodateContinuingProfessionalDevelopment(CPD)recordsforthelast2yearsrelevanttotheareaofworkcurrentlypracticed.

16.0 CONSTRUCTION RELATED OCCUPATION (CRO) CARDThiscardwasavailabletopeopleworkinginconstructionrelatedoccupationsnotcoveredbyotherCSCScards. CSCS stopped issuing this card 1st April 2017.

CROcardswillnotberenewed.PleaseusecardfinderontheCSCSwebsite (www.cscs.uk.com/cardfinder)tofindtheappropriatecardforyouroccupation.

Pleasenote:allCROcardsremainvaliduntiltheirexpirydate.

CSCSisawarethereareexistingconstructionrelatedoccupationswithoutnationallyrecognisedqualifications.Whereappropriateworkisalreadyunderwaytodevelopnewnationallyrecognisedqualificationsfortheseoccupations.

17.0 YELLOW CARDS - CONSTRUCTION SITE VISITOR

Scheme Requirements

All Construction Site Visitor cards issued from 3rd September 2018 will expire on 31st August 2020 and are non-renewable. CSCS will stop issuing the card from 28th February 2020.

For the avoidance of doubt, all Construction Site Visitor cards issued before 3rd September 2018 will remain valid until their expiry date.

Visitor card holders who do not take the necessary steps to replace their cards will find they will be unable to obtain another CSCS card.

Yellow card holders should be inducted and escorted where appropriate in accordance with site policies on non-construction workers as they do not hold any form of construction related qualification. The person legally responsible for a construction site must ensure the health, safety and welfare of people of people visiting their site.

18.0 PROFILED ROUTE (Closed 31st March 2016)

TheCSCSProfiledRoutewasanindependentlyauditedrouteapplicabletoexperienced:

• ConstructionSiteSupervisors(ContractingorResidential)leadingtoagoldSupervisorscard.

• SiteSupervisorsandManagerswithnoconstructionrelatedqualifications.

• CardholderswhopreviouslyobtainedtheircardthroughtheProfiledRouteprovidedtheyrenewtheircardwithin6monthsofexpiryinlinewiththeCSCScardrequirements.

19.0 INDUSTRY ACCREDITATION Also known as Grandfather Rights, Industry Accreditation allowed workers to obtain CSCS cards on the strength of an employers’ recommendation rather than the achievement of a qualification.

CSCS closed IA to new applicants in 2010 but those holding a card were able to renew on the same basis. To meet the needs of the industry all cards issued by CSCS must demonstrate the achievement of a nationally recognised construction related qualification.

From 1st January 2020, all cards renewed under Industry Accreditation will expire on 31st December 2024 (never to be renewed) and CSCS will stop issuing the card from 30th June 2024.

Cardholders without qualifications will be required to register for the appropriate qualification before their cards expire in 2024.

20.0 CARD RENEWALS 20.1 RenewalLetters

Renewallettersaresenttothecardholder’shomeaddress6monthsbeforetheexpirydateprintedontheircard.

CardholdersmustadvisetheCSCSContactCentreiftheychangeaddressoroccupation.

20.2 Card Renewal Period

CSCScardscanberenewedbythecardholder6monthspriorandupto6monthsaftertheexpiry dateprintedontheirexistingcard.Theexpirydateprintedontheirnewcardwillbe5yearsfrom theexpirydateprintedonthepreviouscard.

CSCScardswillnotbeissuedtoapplicantsiftheyfailtoapplywithinthisperiod.Anew applicationwillhavetobemadetoobtainanotherCSCScard.

Cardsobtainedviaindustryaccreditation,whicharenotrenewedwithintheperiodoutlinedabove, willnotbeabletoreapplyforanewcardviaindustryaccreditation.Applicantswillberequiredto obtaintherelevantqualificationforthetypeofworktheyundertakeonsite.

21.1 Applying by PhoneOncetheapplicanthaspassedthecorrectCITBH,S&EtesttheyshouldcalltheCSCSContactCentreon03449944777.Applicantswillneedtohave:

• acreditordebitcardtopay£36forthecard(inclusiveofVATat20%)• scannedcopiesofanysupportingdocumentationthatmayberequiredbyCSCSsuchascopiesofqualifications.

CSCSCardsareusuallydispatchedonthenextworkingday.

21.2 EmployerApplications

Employers who wish to apply for CSCS cards must now create an Employer account via CSCS online. You can do this by selecting the ‘Employer’ checkbox when registering your account.

Employers, Partners and Third parties can now process single applications as well as multiple applications, subject to the following conditions:

• Bulk applications are only available online – not via the telephone

• Payment must be made by payment card – payment on account is coming soon

• The individual employees email addresses need to be provided(note this is a key requirement for all applicants)

Before you begin an application

Make sure that you have the following for each worker:

• A passport style photo of their head and shoulders against a white background.

• A scanned copy of their qualification certificate, or proof they are registered to complete arecognised qualification relevant to their occupation.

• A verifiable email address for each applicant

• A scanned copy of their pass certificate for the appropriate level of CITB Health, safety andenvironment (HSE) test, and dated to within the last 2 years.

• A credit or debit card to pay the £36 application fee (per card).
