Dear biathlon friends,

On 26 January 2016 the IBU Youth and Junior Championships will open in Cheile Gradis-

tei, Romania.We are expecting athletes from all over the world who are capable of par-

ticipating in the peak event for young biathletes, and who want to demonstrate their

performance and their future potential in biathlon.The venue itself is a young, new

biathlon venue, and although Romania has been an IBU member for many decades,

having world-class events taking place in Romania is something new.The premiere IBU

event at this new venue was held in the last week of August 2015 – the IBU SWCHs-

Biathlon 2015. There, the venue, uniquely set in the Carpathian Mountains proved that

it has all the athletes need in the 9 days between 25 January and 2 February 2016, in

walking distance from the actual venue.Each season the YJWCHs are an important land-

mark in the competition schedule and give an outlook on the future of our sport, and

insights into the work of our national member federations and general developments.

Nearly all biathlon stars have gone through this stage, and discerning viewers will be

able to tell which young talents we are soon likely to see on the World Cup podiums.

Within this starter field we will monitor how many nations are able to gain medals, as

this give us an indication on the development ofour sport.The same applies at the World

Cup where, at this early stage, the starter fields are also becoming more and more com-

petitive, and the nations moving closer to each other in quality, season by season.Besides

the competitions, the thing that makes the IBU Youth/Junior World Championships

Biathlon special is the international atmosphere and the ability of international sport to

overcome boundaries, tosee similarities and to create friendship between nationalities.

I wish everyone an outstanding time in Cheile Gradistei, exciting and breathtaking events,

and a peaceful, joyous time in an international and fair atmosphere.

My dear friends of biathlon,

I'm sure all those who were present at the World Championships last summer organized

Cheile Gradistei will return with joy in Romania. And I say this because I received your

messages from which I realized that our effort to organize the 2015 edition of the World

Championships Biathlon for seniors and juniors was appreciated, considered the most

successful edition in the history of the competition, as the IBU officials present at Cheile

Gradistei also said.

Meanwhile we worked on details, and the received support from IBU representatives

will be of great use for flawlessly organizing, early next year, the Junior Biathlon World

Championships.

I am glad to see that Romania is rapidlyeneting the good wolrd of biathlon, not only for

the place on the large map of major competitions organizers, but also for the results of

our athletes. Maybe that is why we are motivated to give special attention to the Ro-

manian Ski and Biathlon Federation supporting the federation's efforts to raise the stan-

dards of this discipline in our country and also in the region.

Given that Cheile Gradistei don't need any other presentation, I can only wish that you

enjoy the wonderful places during winter when the white of the snow will increase the

mystery and charm of this blessed places.

A.1. Venue

Regional Winter Sport Center Arena Biathlon Cheile Gradistei, Brasov, Romania.

Regional Winter Sport Center “Arena Biathlon Cheile Gradistei” has been functioning

since March 2010:

The center is located 36 kilometers from the city of Brasov on the height of 1290

meters above sea level. The highest point of the course is at an altitude of 1290 m, the

lowest 1255 m. Height difference between the upper and lower points of the track in

"Arena Biathlon Cheile Gradistei" is 35 meters. In 2013 it was awarded "B" license by

the IBU.

Team Cabins

Teams receive their team cabin keys in the Competition Office after the have finalized

the accreditation/registration on site. The distribution of team cabin keys is done in the

Competition Office, with a deposit of 50 †.

A.8. Liability/Insurance

The Organizer bears no responsibility for the possible human and material damage.

All participants should have medical insurance and be insured against accident, ill-

ness or liability in tort. With the entry by names the National Federation confirms the

existence of the required insurance for all persons entered.

A.9. Import/export of rifles, ammunition, Radios and medicines

Rifles and ammunition procedure

The legislation governing the "introduction, possession, carrying and use of lethal

weapons in Romania”, provides that foreigners traveling to Romania in order to par-

ticipate in official sports competitions, under the law, based on a short stay visa or

those who are exempt from the visa requirement by law, may introduce in the coun-

try, posses, hold and, where appropriate, carry and use firearms, only if weapons

and the ammunition are stated in border crossing documents.

1. At the customs offices at the border crossing is mandatory to declare the following

items: walkie-talkie radio, rifles (number, caliber and model) and ammunition.

2. Only coaches may possess the ammunition, declare it and submit it to customs

control.

3. It is forbidden to put the ammunition in the personal luggage. The ammunition

should be put in metal boxes. On the ammunition boxes should be written "ammu-

nition". The ammunition box weight must not exceed 5 kg.

4. In order to obtain the permission to import rifles, please fill in ANNEX F1 and sent

it to the NF ROU before 24.11.2015, at the following e-mail: [email protected] .

5. At the Romanian border crossing point, the participants will present the following

documents:

a) the official documents proving the right to own firearms for entry into Romania,

issued by the state authorities in which the person resides;

b) the official invitation to attend the event sent by the Organizing Committee.

6. Based on these documents, the guest will receive a notification issued by the Bor-

der Police, for introducing the rifles and ammunition in Romania.

7. The rifles must be transported in special boxes or covers/pouches for biathlon ri-

fles.

8. According to Romanian legislation, the total quantity of ammunition that can be

introduced in Romania is a maximum of 500 cartridges / rifle.

9. Special national regulations for rifles. Precise information’s will be given after ar-

rival of teams at the venue.

10. The Organizing Committee will issue a special document for the remaining am-

munition which will be given to the coach responsible for rifles and ammunition.

This document must be presented at the border.

Storage of rifles and ammunition

Throughout the duration of the competition, ammunitions and rifles will be stored

in a dedicated storage room. The room is located at the stadium, in the new build-

ing VIP / Media downstairs.

Ammunitions and rifles may be taken out of this storage area only for training and

competition.

The coach responsible for the ammunition will have to specify the required quan-

tity for the next day and sign in the special registry.

After training or competition, the remaining ammunition (if any) will be returned in

ammunition store. After that, the coach responsible for ammunition must an-

nounce the quantity of ammunition required for next training or competition ses-

sion.

Temporary import and export and use of radio equipment

In order to obtain the permission to import the radio stations and to use radio fre-

quencies, please, fill in ANNEX F2 to the NF ROU before 24.11.2015, at the follow-

ing e-mail: [email protected] .

In order to use the radio equipment in Romania each National Federation must

register an application and must pay a fee.

The radio stations must be declared at the customs offices at the border crossing.

Import of medicines

The team doctor should keep all medicines throughout the period of staying in Ro-

mania.

The team doctor must have an official list of all medicines. This list must be pre-

sented at customs inspection.

A.10. Visa regulations

The following nations require a visa to enter Romania.

Armenia, Belarus, China 1, Georgia, Kazahstan, Kîrgîzstan, Russia, Turkey, Ukraine,

Uzbekistan1

Please contact the Romania Embassy in your own country to obtain a visa. If you

need assistance in obtaining your visa or if you have questions please contact the

NF ROU.

B. Logistics

B.1. Transportation

The Organizing Committee can arrange transport from Bucharest and back.

The transportation fee should be paid by the teams and depends on numbers of

passengers.

(32 Persons) = 495 Euro

(20 Persons) = 350 Euro

(16 Persons) = 325 Euro

(8 Persons) = 290 Euro

(4 Persons) = 180 Euro

The distance from Bucharest Airport to Cheile Gradistei is 200 km.

Transport during the Championships

The OC will arrange daily transportation shuttles from Hotels Resort Cheile Gradis-

tei-Moieciu to the Stadium and return.

For the transport requests please fill out the transport application form (ANNEX F4)

no later than 10.01.2016 and send it at the following e-mail:

B.2. Accommodation

The request for hotel reservations must be sent to the Organizing Committee by

24.11. 2015 by using Annex F5.

The prices are according the IBU requirements. Lodging expenses are to be paid di-

rectly by the teams to the hotel keepers. National teams, who have reserved more

rooms than they actually use, must pay for these empty rooms.

All participants and officials will be accommodated in the Resort Cheile Gradistei .

For accommodation of the participants OC offers hotels of the Category “B”:

Resort Cheile Gradistei Moieciu:

Single room: 80 € per person.

Double room: 60 € per person.

Distance between Resort Cheile Gradistei Moieciu from Stadium is 5 km.

Resort Cheile Gradistei Fundata:

Single room: 90 € per person.

Double room: 70 € per person.

The price includes access to the SPA (swimming pool, dry sauna, wet sauna,

Jacuzzi) gym, sports facilities.

Payment procedures:

Please note that payment must be made by wire transfer prior to arrival. It will not

be possible to pay directly at the hotels. The OC will send you an invoice by e-mail

based on your registration by names and it will be issued before the YJWCH. The

money transaction must be made before arrival at the hotels
