Dougherty convened the meeting at 10:00 a.m. Callanan made a motion, with Urdahl second- ing, to approve the July 28, 2015 and regular session minutes and today’s agenda. Motion passed unanimously. Callanan made a motion, with Urdahl sec- onding, to approve the claims. Motion passed unanimously. Urdahl made a motion, with Callanan second- ing, to approve the payroll warrant register for the week ending July 25, 2015. Motion passed unanimously. Callanan made a motion, with Urdahl second- ing, to adopt Resolution 2015-88, A Resolution Adopting the Proposed Plan for Revitalization. WHEREAS, pursuant to the provisions of Chap- ter 404, Code of Iowa, 2013, as amended (the “Act”) before designating any area a revitaliza- tion area, the County must prepare a proposed plan for such revitalization area; and, Whereas, pursuant to the provisions of the Act, the County has prepared a proposed plan for the Cerro Gor- do County-Portland Urban Revitalization Area, held the public hearing thereon, as required by the Act, such public hearing having been held at the Cerro Gordo County Courthouse on the 30th day of June, 2015; and, Whereas, the County has not received within thirty days after the holding of the first public hearing, referred to above, a valid petition requesting a second pub- lic hearing containing the signatures and current addresses of property owners that represent at least ten percent of the privately owned property within the Cerro Gordo County-Portland Urban Revitalization Area, or the signatures and ad- dresses of tenants that represent at least ten percent of the residential units within the Cerro Gordo County-Portland Urban Revitalization Area; Now, Therefore Be It Resolved, by the Board of Supervisors of Cerro Gordo County, Iowa, as follows: Section 1. That no objections were received at the public hearing on the pro- posed Cerro Gordo County-Portland Urban Re- vitalization Plan. Section 2. That the proposed plan for the Cerro Gordo County-Portland Urban Revitalization Area is hereby adopted. Section 3. That all resolutions or parts of resolutions passed prior to or that are in conflict herewith be and the same are hereby repealed. Motion passed unanimously. Callanan made a motion, with Urdahl second- ing, to approve the first consideration and vote of Proposed Ordinance 57- Designating certain areas of Cerro Gordo County, Iowa as Urban Revitalization Areas and waive the second and third consideration. Urdahl made a motion, with Callanan second- ing, to approve reports from the Zoning Direc- tor and Environmental Health Service Manager concerning the Manure Management Plan filed by Jeff Moellers, Mike Kuhlemeier (West Site) and EJ Pork (Roots Site) and forward them to the DNR. Inflation and Your Retirement Income Strategy You might not think much about infl ation. After all, it’s been quite low for the past several years. Still, you may want to take it into account when you’re planning your retirement income strategy. Of course, no one can really predict the fu-ture course of infl ation. But it’s a pretty safe bet it won’t disappear altogether — and even a mild infl ation rate, over time, can strongly erode your purchasing power. Consider this: If you were to purchase an item today for $100, that same item, in 25 years, would cost you $209, assuming an annual infl ation rate of 3%. That’s a pretty big difference. During your working years, you can hope that your income will at least rise enough to match infl ation. But what about when you re-tire? How can you minimize the impact of infl a-tion on your retirement income? One thing you can certainly do is include an infl ation assumption in your calculations of how much annual income you’ll need. The number you choose as an infl ation factor could possi-bly be based on recent infl ation levels, but you might want to err on the conservative side and use a slightly higher fi gure. Since you may be retired for two or three decades, you might have to periodically adjust the infl ation factor to cor-respond to the actual infl ation rate. Another important step is maintaining an investment portfolio that can potentially pro-vide returns well above the infl ation rate. His-torically, stocks have been the only investment category — as opposed to investments such as Treasury bills and long-term government bonds — whose returns have signifi cantly outpaced infl ation. So you may want to consider owning

an appropriate percentage of stocks and stock-based investments in your portfolio, even dur-ing your retirement years. Now, you might be concerned at the mention of the words “stocks” and “retirement years” in the same sentence. After all, stocks will fl uctu-ate in value, sometimes dramatically, and even though you may be retired for a long time, you won’t want to wait for years to “bounce back” from a bad year in the market. But not all invest-ments move in the same direction at the same time; spreading your dollars among a range of asset classes — large stocks, small and mid-cap stocks, bonds, , certifi cates of deposit (CDs), foreign investments and so on — may help you reduce the impact of volatility on your portfolio. And you don’t even have to rely solely on stocks to help combat infl ation. You could also consider Treasury Infl ation-Protected Securi-ties, or TIPS. When you pur-chase a TIPS, your principal increases with infl ation and de-creases with defl ation, as mea-sured by the Consumer Price Index. Your TIPS pay interest twice a year, at a fi xed rate; this rate is applied to the adjusted principal, so your interest pay-ments will rise with infl ation and fall with defl ation. When your TIPS matures, you will receive adjusted principal or original principal, whichever is greater. As is the case with other bonds, though, you could choose to sell your TIPS before it matures.*

Work with your fi nancial advisor to help de-cide what moves are right for you to help pro-tect your retirement income from infl ation. It may be a “hidden” threat, but you don’t want to ignore it. Yield to maturity cannot be predetermined, due to uncertain future infl ation adjustments. If TIPS are sold prior to maturity, you may re-ceive less than your initial investment amount. If bonds are not held in a tax-advantaged ac-count, investors will be required to pay federal taxes on the accredited value annually, although they will not receive any principal payment un-til maturity. When the infl ation rate is high and the principal value is rising signifi cantly, the taxes paid on TIPS may exceed interest income received. Therefore, TIPS may not be suitable for investors who depend on their investments for living expenses.

Area fishing report for north central Iowa

The Iowa Department of Natural Resources’ weekly fishing report is compiled from information gathered from local bait shops, angler creel surveys, and county and state parks staff. For current information, con-tact the Clear Lake Fish and Wildlife office at (641) 357-3517. Upper Pine Lake: Bluegill, good. Bluegills are being caught on crawlers from both lakes. Large-mouth bass, good. Largemouth bass are being caught from Upper Pine with deep diving crankbait. Clear Lake: walleye, slow. Fish the rock reefs or the weed edges. Muskellunge, good. Anglers have had good success fishing docks and weed lines. Yellow bass, good. Anglers are catching yellows in a variety of loca-tions. Some are being caught on the state artificial reef on the main lake, the Baptist camp area, or in the little lake in 8 feet of water. Use a small jig tipped with a piece of worm. Largemouth bass, fair. Anglers have been catching a few large-mouths with plastic worms near the edges of vegetation in the little lake. Channel catfish, good. Anglers

have had good success fishing with jigs and worms near the state arti-ficial reef on the main lake. Some cats have been caught off MacIntosh point. Little Wall Lake: channel cat-fish, slow. A few catfish are being caught in the early morning and evenings using stink bait or chicken liver. Bluebill Lake: largemouth bass, good. Successful anglers are catch-ing largemouth bass on top water baits. Channel catfish, good. Catfish are biting on live bait fished on the bottom. Iowa River (Iowa Falls to Mar-shalltown): smallmouth bass, good. The Iowa River at Steamboat Rock is producing a few very nice small-mouth bass. Channel catfish, good. Catfish are biting on livers. Shel l Rock R iver (above Greene): smallmouth bass, good. River levels are good, smallmouth should be biting well. Winnebago River: smallmouth bass, good. River levels are good, smallmouth should be biting well.

Locals on UI graduate list

Three local students were among 5,100 graduates at the University of Iowa this spring. Erin Drew, Hampton, received a BS-Radiation Sciences; CER-Diag-nostic Medical Sonography degree. Josh Hicks, Hampton, received a BA-English degree. Alex Brayton, Sheffield, received a MA-Leisure Studies degree.

BE ADVISED: The Board of Directors of the West Fork Community School District will hold a public hearing on the 24th day of August, 2015, at 5:00 p.m. at the Board room at the West Fork Community School District school building, Shef eld, Iowa on its recently adopted resolu-tion to consider continued participation in the instructional support program. Edwin F. WaszakEdwin F. Waszak, 83, of Dougherty, died peacefully surrounded

by his loving family on Saturday, Aug. 8, 2015 at the Mercy Medical Center North Iowa, Mason City.

Celebration of Edwin’s life started with a visitation from 4-6 p.m., Tuesday, Aug. 11, with a 4th Degree Knights of Columbus Rosary at 6 p.m. followed by memorial ser-vice and then military honors provided by American Legion Post #354, at the S.T.P.A.T.S. Buri-al will be held in Mary, Queen of Heaven Cemetery, Hillside, Illinois at a later date. Family suggests memorials to Edwin F. Waszak memorial fund. Hogan-Bremer-Moore Colonial Chapel, Mason City is helping the family with the arrangements.

Edwin was born Sept. 27, 1931 in Cicero, Illinois the son of John and Irene (Maziarka) Waszak. He attended Our Lady of Charity Catholic School, Cicero, Illinois.

Edwin enlisted in the Unit-ed States Army and served as a squadron leader during the Kore-an War and was involved in the Battle of Bloody Ridge where he received a purple heart.

Edwin married Joanne Brej-cha Oct. 9, 1954 in Cicero, Illinois. They lived in Cicero, Illinois then Berwyn, Illinois, where he was a meat cutter. After he retired they moved to Las Vegas, Nevada. In 2009 he moved to Dougherty, to be closer to his family.

He enjoyed reading, fishing, golfing, bird watching, wildlife and tinkering in his shop. He was an avid sports fan especially watching boxing and participating in martial arts where he received two black belts. He also participated in Harness Horse Races as a driver and trainer. But his greatest joy in life was his family. He always put them first.

He was a former member of St. Patrick Catholic Church until it closed and was most recently a member of St. Mary Catholic Church, Greene, and a member of American Legion Post #354 Dougherty.

Edwin is survived by his two children, Laura (Dennis) Campbell, Dougherty, and Edwin A. (Kathleen) Waszak, Park Ridge, Illinois; five grandchildren, Katie and Karli Waszak, Park Ridge, Illinois, Angela (Sean) Abid, Henderson, Nevada, April (Dan Christiansen) Camp-bell, North Liberty, and Andy (Danielle) Campbell, Waukee; three great-grandchildren, Sasha, Reed and Brooks Abid, Henderson, Neva-da; one sister, Mary Lou (Charles) Bright, Cicero, Illinois; sister-in-law, Lucy Brejcha, Glendora, California; many nieces and nephews and his beloved dog Bailey.

He was preceded in death by his parents; wife; five sisters; three brothers and a brother-in-law Al Brejcha Jr.

The Thornton City Council met on the above date and time with Mayor Brian Crowell calling the meeting to order. Council members present: Michael Younge, Randall Bohman and Barry Groh. Absent: Betty Jensen and Shelby Steen-hard. Also present: Attorney Mike Moeller, Tom Madden, engineer with SEH, Chris Diggins – NIACOG, Kelly McGowan – Pioneer Enterprise, and Greg & Renee Blomstrom.Groh made a motion to approve the agenda.

Bohman seconded, motion carried.Dennis Black present at 7:05 p.m.Younge made a motion to approve the minutes

of the previous meeting. Bohman seconded, mo-tion carried.Bohman made a motion to approve payment of

the bills. Younge seconded, motion carried.Tom Madden updated the Council on the lagoon

relining project. A lengthy discussion was had on possibly another change order for additional “pumping” costs, an amount that could exceed $50,000. Younge mentioned that the City owns a trash pump with suction hose. After looking at the pump, Madden told the Council that the City’s pump could be a possibility and he would notify the Contractor of the pump. Madden will report back to the City.Madden presented partial payment request No.

3 in the amount of $95,737.20 for contract work completed on the lagoon relining project as of July 18, 2015. Younge made a motion to approve payment. Groh seconded, motion carried.Madden left the meeting at 7:40 p.m.Chris Diggins was present to assist the City in

moving forward with the Urban Revitalization Plan. Mayor Crowell read the “Finding of Need” Resolution. Groh made a motion to adopt the Resolution. Bohman seconded. Roll call vote: Younge aye, Bohman aye, Groh aye, therefore Resolution #15-04 adopted.Diggins handed out a rough draft of a plan for

the City of Thornton’s Urban Revitalization Area with the Council; additions were made to the plan. Once the plan is drafted, it will be followed by a 30 day Publication Notice of a Public hear-ing. A second Public Hearing may be necessary prior to adopting the plan, followed by creating an Ordinance.Diggins left the meeting at 8:10 p.m.A revised Personal Protective Equipment Policy

was presented to the Council. Groh made a mo-tion to accept the policy. Younge seconded, mo-tion carried. A Resolution will be presented at the September meeting to adopt all fi ve new policies.Proposals were received from North Iowa Sand

& Gravel and Heartland Asphalt for asphalt patch work and manhole leveling. Younge made a mo-tion to accept North Iowa Sand & Gravel’s pro-posal of $7,590.25. Bohman seconded, motion carried.

The Clerk reported Murphy’s Plumbing & Heat-ing rerouted the water line in City Hall to the City shed. The odor in the water is absent for the time being.Renee Blomstrom asked if the City’s siren could

only be sounded for testing. The siren currently is programmed to go off at noon, 1 pm and 6 pm – Monday – Saturday. She also expressed the noise level. Mayor Crowell and Younge ex-plained the siren needs to reach all corners of town, therefore the need for the sound level, but the City will look into other testing schedule op-tions.The Blomstroms left the meeting at 8:25 p.m.The Clerk presented the Annual City Street

Finance Report for fi scal year ending June 30, 2015. Groh made a motion to approve and adopt the report by Resolution. Bohman seconded. Roll call vote: Younge aye, Bohman aye, Groh aye, therefore Resolution #15-05 adopted.The Clerk presented year end transfers for fi scal

year ending June 30, 2015. Younge made a mo-tion to authorize the Clerk to make the transfers to the appropriate funds for fi scal year ending June 30, 2015. Groh seconded. Roll call vote: Bohman aye, Younge aye, Groh aye, therefore Resolution #15-06 adopted.Younge presented the Council price quotes to

replace the City’s current pickup truck. He found two vehicles that he felt would be a good fi t for the City. A 2005 ¾ ton pickup with 58,000 miles and a 2007 ¾ ton pickup with 98,000 miles, both

vehicles were priced between $15,000 - $16,000. No decisions were made.The Clerk reported that Alliant Energy reported

the pole at the lift station is in poor shape and in need of replacement. The City is responsible for all costs. Estimated electrical and pole replace-ment costs will be available at the September meeting.The Clerk reported that she has received mul-

tiple telephone and in-offi ce complaints regard-ing the condition of the property at 300 Main Street. A fence constructed from pallets & lattice has been erected without completing the proper permit application. Concerns of property setback requirements were discussed. Attorney Moeller will send correspondence notifying the property owner of the City’s requirements.Due to the Labor Day Holiday, the September

meeting was set for Wednesday, September 9, 2015 at 7:00 p.m.A building permit application at 308 Elm Street

was approved by the Clerk prior to the meeting. Another permit application was reviewed by the Council on the property located at 505 N 5th Street; a more detailed application will be com-pleted for a future meeting.Younge made a motion to adjourn. Bohman

Mayor Sheldon called to order the regular meeting of the Rockwell City Council at 7:00 p.m. on Wednesday, August 5, 2015 in the Council Chambers. All Council members were present. Also present were Karen Menken, Ni-cole Meyer, Kelly McGowan, Collin Sido, Jay Siefken and Chief Whitney.Mayor Sheldon stated that the agenda stands

as presented.Worley moved to approve the minutes of the

previous meeting. Motion seconded by Wentz, carried unanimously.Karen Menken and Nicole Meyer were present

to bring to the Councils attention the traffi c is-sues on Elm Street. Meyer stated that vehicles travel way to fast on Elm Street. Chief Whitney also noted he has received complaints on this and has been there. Chief Whitney stated that he has contacted the County to use the traffi c radar trailer along Elm Street, and will write tickets. Menken asked about stop signs, noting the new development and more traffi c. Chief Whitney stated we cannot control speed with stop signs. Brown asked about putting up the “keep kids alive drive 25” signs. Mayor Sheldon noted that we have the issue in other areas also. Council was in agreement to put up the signs and have the radar trailer and see if this helps. with fl ooding during the heavy rains a few weeks ago where the water ponded. Council dis-cussed issues with the fl ow of water being im-peded and the storm sewers and fl ow of ground water. Siefken stated that we may need to have an engineer involved to help with storm sewer improvements for the entire town. Mayor Sheldon presented a tree removal re-

quest. Following discussion, Flatness moved to not allow the tree to be taken down, as it ap-pears to be a nice, healthy tree. Motion sec-onded by Worley, carried unanimously.Siefken presented bids from Heartland As-

phalt for street work, with all of the patches and streets the bid came to $66,370. Council re-viewed the areas in the bid and felt they should stay within the budget for street work. Following discussion, Flatness moved to allow for street work with Heartland Asphalt, for this budget year to not exceed $45,000. Motion seconded by Brown, carried unanimously. Siefken noted that we have had a resident re-

quest a street light on East Main Street. Council asked for more information on putting up a light, and tabled this request.Mayor Sheldon told the Council we have appli-

cations and an ad ready to go into the paper for the Public Works/Maintenance position. Mayor Sheldon stated that applications can be picked up at the City Hall and returned to City Hall by August 25th. Council agreed to have Mayor Sheldon and Siefken review the applications pri-or to presenting to the Council. Mayor Sheldon also requested to pay Weier for an extra eight hours a month for added duties during this time. Wentz moved to allow the extra eight hours of pay per month for Weier. Motion seconded by

Worley, carried unanimously.Wentz noted an email from Adam Wedmore

following up on the ambulance upgrade. Wed-more noted that they would appreciate the City helping fund with local option funding.Siefken told the Council we could use a com-

mercial grade weed eater, and had a price from Floyd and Leonard for a Stihl commercial grade weed eater for $327.00. Bills moved to approve purchasing said weed eater. Motion seconded by Worley, carried unanimously. Siefken told the Council he has picked up a lot

of trash on Elm Street coming into town, and asked to have signs posted to fi ne for littering. Council was in agreement to post signs.Chief Whitney reported that his radio handset is

getting bad and found that it will be about $1,000 to replace, in several years there will need to be upgrades, and would like to look for grant fund-ing prior to that. Flatness moved to purchase the radio handset, not to exceed $1,500. Motion seconded by Wentz, carried unanimously.Flatness also noted there has been a lot of dis-

cussion on body cameras for offi cers, and felt this was something to think about.With no further business to discuss, Wentz
