A pre-departure conference with the delegates and division journalism coordinators shall be held during the regional training and coaching of the NSPC qualifiers at a date and venue to be announced later. The Division Journalism Coordinators are directed to accomplish the Division's Schedule of Arrival and Departure and Means of Transportation to Reach the

4. Non-contestants, parents, and other DepEd officials and personnel who are not part of the official regional delegation are advised to secure their own accommodation and contact the host region for assistance.

3. Contestants are expected to bring their school ID, a 2 x 2 ID picture for the NSPC ID (in full color), school uniform (except radio and lV broadcasting contestants), parents' permit, medical certificate issued by a government physician, a copy of the current issue of the school paper, and their own equipment and materials needed in their respective contests as required in the latest NSPC guidelines.

2. The activity aims to realize the following objectives: a. demonstrate understanding of the importance of journalism by expressing it

through different journalism endeavors and approaches; b. sustain advocacy on social consciousness and environmental awareness; c. provide a venue for an enriching learning experience for students interested in

journalism as a career or those who intend to use the skill sets learned through campus journalism to give them a better edge in their chosen careers;

d. promote responsible journalism through fair and ethical use of social media; and e. enhance journalistic competence through healthy and friendly competitions.

Board and lodging of the delegates shall be provided by the Host Region as stipulate , in DepEd Memorandum 176, s. 2019 while travel and other incidental expenses of th participants shall be charged against their respective local funds, school MOOE, Specia Education Fund, School Campus Journalism Fund and other applicable sources, subject t existing accounting and auditing rules and regulations.

9. The Schools Division Superintendents are directed to facilitate the preparation of th Travel Order of all the division participants based on the attached enclosures.

7. DepEd teachers and personnel who travel or render services on days that fall o weekends or holidays as part of their participation to the NSPC can avail of service credits o CTO equivalent to eight (8) hours of service per day, whichever is applicable, as allowed unde DepEd Order 67, s. 1988 and CSC Circular Memorandum No. 09, s. 1988 while students wh are in the NSPC as contestants should be given recognition by their schools in accordanc' with the applicable DepEd policy on awards and assessment and should be give~ consideration to make up for the full points of the projects, assignments, quizzes, and othe requirements that they miss.

6. To better prepare the NSPC qualifiers, the Schools Division Superintendents (SDSs should ensure that their respective contestants undergo coaching to be facilitated by th Division Journalism Coordinators. In addition, the SDSs should also see to it that classes le· by the teachers/coaches during the division coaching, regional training, and actual conduct o the NSPC are handled by substitute teachers/department heads/school heads o merged/distributed to other classes in order to ensure that student's contact time for learnin is not sacrificed.
