WelcomeThe Ludington Offshore Classic is one of the premier Great Lakes sport fishing tournaments. Ludington is considered one of, if not the best, port on the Great Lakes for trout and salmon fishing, with tremendous facilities and a downtown within blocks of our marinas. The 2014 tournament will be held July 17-20. This is the height of our tourist season in Ludington with more than 25,000 visitors taking advantage of miles of pristine beaches, the small town atmosphere and premier events (including one of the largest Gus Macker basketball tournaments in the U.S. and this, the largest freshwater salmon tournament in the U.S.). It also happens at peak time for fishing on Lake Michigan. Over $52,500 in cash and prizes was awarded in the 2013 tournament (this is based on the number of entrants). The Ludington Offshore Classic consistently attracts over 900 participants. The 2013 breakdown was: • The Ladies Pro/Am and Youth tournaments were cancelled due to weather conditions• 59 boats participated in the Ruboy Shoot-Out held on Thursday• 64 boats in the Amateur Division on Saturday & Sunday• 40 boats in the Pro Division on Saturday and SundayParticipants come from over 100 cities in Michigan, as well as from Ohio, Indiana, Illinois, Florida, Wisconsin, and Ontario.

Got meat?Top anglers swear by herring, ballyhoo strips when salmon fishing gets tough

Back in the early days of Lake Michigan salmon fishing, the Michigan Department of Natural Resources produced pamphlets to help anglers figure out how to catch the silvery gamefish imported from the Pacific Ocean. One of the suggestions on that pamphlet was to make a “cut plug” out of a whole baitfish, cutting off the

head and threading hooks through the body. A cut plug could be trolled along and salmon would bite it.Fast forward 40 years

and what’s old is popular again.“Meat,” the generic term

for baitfish fillets used as bait for salmon, has been around on Lake Michigan for the last five years or so. Last year, with bigger

fish, meat caught fire among fishermen. If you wanted big kings, you

were fishing meat rigs.Meat rigs aren’t

complicated, but they are an additional expense, both in hardware and the actual meat strips themselves. But the top anglers swear by it and with forecasts for fewer salmon, it might be time to add it to your arsenal.

PRESENTING MEAT

Just as the “hoochie” and tinsel fly took over salmon fishing 15 years ago, meat rigs have taken

over at least some of the lines on top tournament and charter boats. There are many companies making both the rotators that people run in front of meat rigs and the rigs themselves.Most people start out

with meat rigs either on their diver rods or downriggers. To rig with meat, you’ll want a large SpinDoctor, Paddle or rotating flasher of some

the front of the attractor to your line and then attach the back of it to the 50-inch meat rig. A meat rig is generally comprised of a swivel, a length of fishing line, two to four attractors that look like miniature tinsel flies and a plastic “head” that allows a meat strip to be slid inside and pegged in place. The whole thing spins

behind the rotator and makes for an enticing offering that adds the element of scent.

THOUGHTS ON MEATCharter captains George

Freeman and Craig Coleman are among the biggest proponents of fishing meat in the area. Coleman may have been

one of the first because his family’s business, Capt. Chuck’s Great Outdoors, had ties to suppliers in New York, giving him a chance to fish it earlier than other anglers.“It catches fish,” Coleman

said.Freeman said he tried

it at first when things slowed down. He used to start the day each August with plugs and rotators in the water, but as it got lighter out, he switched to a couple meat rigs.“When I started out,

I just used it for slow periods during the day,” Freeman said. “I used to

use herring, but herring isn’t as durable as ballyhoo.”Ballyhoo is often

marketed as “premium meat strips.” As Freeman noted, while an ordinary herring strip might hold up for one or two fish, a strip of ballyhoo will stand up to three or four fish biting it.Meat is sold in pre-

packaged strips that come frozen. Alternatively, you can buy whole herring and take your own fillets off of them to save a few bucks. Coleman’s store sells both, but the strips outsell the whole fish by a significant margin.It’s not for everyone.

The expense and the need to keep it cold keep some people from trying it.“It’s stinky, it’s messy,

it’s time consuming,” Coleman said. “But there are days it will out-produce everything else out there. It catches big fish.”Freeman said he

understands the hesitation some small-boat anglers might have to running meat strips.“They don’t have to be

frozen,” Freeman said. “You can put them in a ziploc bag and keep them in your lunch cooler.”Freeman said you don’t

want to just throw them in your fish cooler where they’ll get wet and warm, keep them in a small cooler where they’ll stay cold. If they’re not frozen that’s fine as long as they’re cold.

from pre-dawn to after dusk and they run it on more lines every day.“Fishing was tougher last

year,” Freeman said. “I would start out with it in the morning and I think that really helped my catch.” Said Coleman: “I run it

on everything. Usually I’ll start out with seven, all of our riggers and divers. If they’re really picking it, I’ll run it on coppers and cores.”Of course, just as

everyone has a favorite spoon, everyone has a favorite kind of meat or trick they use to set theirs apart. Last summer, Coleman tried various dyes for his meat strips to try to set them apart.“Dreamweaver came out

with some ballyhoo that’s fresher,” Freeman said.

are also naturally spotted, making them different than what else is out there.And while both captains

used to wait until August to run meat, they run it from now through the end of the season.“In May and June here,

meat has been really taking its share of fish on wire divers,” Freeman said.Coleman had a 27-fish

trip in late May and he

attributed it to meat rigs.He said the top colors are

similar to the top rotator colors — glow rotator with a glow rig (a black-and-glow spotted one called moo moo is very popular), or a white rotator and green rig or a blue rotator with a blue rig. They all work at different times.Coleman runs his rotators

8-10 feet behind divers or 25 feet behind downrigget balls. He uses the 10-inch or 11-inch rotators.

TRY MEATFreeman said he

understands the concerns people have about meat. He doesn’t particularly like the extra expense of meat

each trip, but it pays for itself in putting fish in the boat.“If you have slow

periods, it’s definitely worth trying,” Freeman said.He said he gets it that

people are on a budget and may want to buy it.

“We would just as soon not have that extra expense,” Freeman said. “But we are spending that extra money because it’s putting fish in the boat.”

Summer means salmon and there’s not many ways more fun to chase salmon than in a small boat.Sure, you have to watch

the weather and pick your spots, but a 16-20 foot boat can be loads of fun on Lake Michigan.Any boat will do, it’s just

a matter of how you solve the problem that anglers have been dealing with since the late 1960s — how to get your bait in front of the fish.What follows is a primer

on how to get lures down 60-200 feet.

DOWNRIGGERSThe most popular way to

fish deep is downriggers. There are other methods that are more productive at times, but it’s a rare midsummer day when boats on Lake Michigan aren’t fishing with downriggers.Downriggers are simply a

spool of wire with an arm attached to them. The nicer ones have electric motors, the less expensive ones have crank handles on them and owners with Popeye arms.A downrigger has a

weight, often a keeled weight, where a release is attached. A release is simply a mechanism that attaches fishing line to the weight. When a fish hits, it releases the line and lets the angler fight the fish on

just fishing line with no extra weight.The old reliable release

continues to be a rubber band for the vast majority of anglers. A fish hits, breaking a rubber band, the line goes free and the angler watches the fish pull 140 feet of line off the spool.That’s the fun of salmon

fishing.Other releases may have

line pinched in a fancy alligator clip with pads on it or twisted around a knob. Tournament anglers often use adjustable releases. They cost more than rubber bands, but anglers who use them, swear by them.Downriggers have

become somewhat less popular in the last two decades, though, as anglers who once

automatically put down five downrigger lines now put down just two or three. The clearer water of Lake Michigan is thought to have something to do with this.Two downriggers is a

great way to start salmon fishing. I recommend a rivermouth lake or harbor mouth in late August or

early September. Half of learning to salmon fish is learning to manage the lines you have out and successfully land fish without losing equipment. Two downriggers and

a couple of J-plugs will provide some action in late August and early September more often than not. Just keep your speed under 3 mph, don’t run over the other boats’ lines and try not to let them run over yours.

DIVERSA diver or “Dipsy Diver”

is a keeled diving disc that attaches to fishing line. The disc can be dialed so the weight is off to one side of the keel or another, causing the diver to pull to the left or the right.Divers allow anglers

to get their lures down deeper and also to get their lures off to the side of the boat.The drawback of divers

is that with today’s clear water, anglers often put long leaders between the diver and their lure, meaning that fish that hit those lures have to be pulled in hand over hand, rather than reeled in for the last several feet.

WEIGHTED LINEA third option for anglers

looking to get their lures down deeper is a weighted line of some sort. Lead core line and copper line both serve to

take lures much deeper than monofilament alone, but the drawbacks are the weight of the line. If you’ve ever reeled in 600 feet of leadcore line or copper line, you know

the pain of this type of fishing. First, the lines are time-consuming to set and reel in and second, they can be pure drudgery even without a fish on.When there is a fish on,

the line often deadens the feel of the fight.Still, there are times when

nothing else will work. The depth that weighted

lines run is speed dependent, so check with your local tackle shop before heading out with these lines.

WEIGHTSOnce called drop weights,

weights are now generally clipped onto the line and retrieved rather than dropped to the bottom of the Lake when a fish strikes. There are fancy

weights shaped like torpedos and other diving shapes, but they’re all fundamentally a hunk of lead or other heavy metal that you need to reel in and pop off of the line before a fish can be landed. Some of them are shaped to dive deeper and that’s a good thing, but each one has its own characteristics and depth curve that varies by speed.They’re a good option for

boats with a wide beam — the measure from one side of the boat to the other. Small boats generally stick with riggers, divers and lead core or copper line.

LURESIf you’re just getting

started in salmon fishing, you’ll want spoons for spring, plugs for fall and a little bit of everything in between. Rotators and flies or rotators and meat rigs are popular all season, with the possible exception of early spring. The most popular colors continue to be chromes, blues, greens and yellows, with glow more important as fish set up on Big Point Sable and into August and September.

LUDINGTON OFFSHORE CLASSIC GENERAL RULES

IMPORTANT!!! See specific rules page for each tournament. General Rules apply unless otherwise stated for each specific tournament. If you elect to fish this tournament, you agree by your participation that you have read, understand and accept all rules & regulations pertaining to this event, and to abide by the decisions of the Tournament Committee. Failure to be familiar with rules may result in disqualification. All rules are subject to change and will be finalized at each tournaments captain’s meeting.

CAPTAINS’ MEETING - Amendments or changes to rules may be done at Captains Meeting prior to each tournament. For these reasons we would suggest entire team attend. Captains’ meetings are held at Ludington Waterfront Park Pavilion. Rules will be finalized at the Captain’s meeting.

FINAL PAYOUTS – Will be posted after the Captains meeting, based upon number of teams registered, and posting will supersede ALL previously posted payout projections. Once final payouts are posted there can be no refunds of registration fees.

BAD WEATHER - In case of bad weather, 4 hours of fishing constitutes a completed tournament. If we cannot start fishing on the 1st day of a 2-day tournament by 11:00 a.m. due to weather conditions, tournament will be cancelled for the day, and fishing will be allowed for tournament boats for the rest of the day. On day two, if we start at 11:00 a.m., fishing will end at 3:00 p.m. After fishing minimum of 4 hours the 1st day of any 2-day event, no fishing will be allowed for the remainder of that day. It is your responsibility to monitor Channel 9 for safety and emergency tournament information. If tournament is called off before a minimum of 4 hours is fished, the whole day will be cancelled and no fish will be weighed. If, due to unforeseen circumstances, any tournament is cancelled in its entirety, a refund check will be mailed within 14 days. However, a portion of the registration fee may be retained to cover administrative costs.A weather boat committee will be selected and announced at the Pro/Am Captains’ meeting. This committee, in conjunction with Tournament Control, will make all weather-based decisions once the fishing period has commenced. If the tournament must be called early due to poor weather conditions, ALL events and divisions will be cancelled for the day. All boats will be notified on Channel 9 and be asked to switch to Channel 68 for a weather-related announcement. Tournament Control will inform all boats of the new deadline to return to the harbor. The deadline will be 1.5 hours from the time of the announcement. For example, if Tournament Control announces that the tournament will be called due to bad weather at 10:00 am, all boats must return to the harbor by 11:30 am. Fishing will be permitted during that hour and a half, as long as the boat returns to the pier heads by 11:30 am. All boats that are late in returning to the pier heads will be penalized 10 points per minute late. No exceptions!

NUMBER OF RODS - Maximum number of lines fishing is 9.

Fishing means “in the water.” 10 or more lines in the water at any one time disqualify the team. One slider per rod will be allowed, however, sliders may not exceed 72 inches. Maximum 2 baits per rod.

RADIO - Marine radio required. Monitor Channel 9 for tournament traffic alert. Tournament Control will monitor Channel 9 throughout the day in case of an emergency or situation that requires immediate attention. All traffic will be sent to Channel 68. All tournaments will start and end on Channel 68. See specific rules page for Pro/Am and Ladies Classic.

MICHIGAN LAWS - All State of Michigan fishing laws must be observed. A written DNR violation on tournament days disqualifies team with no refund.

LIMITS & SCORING - See specific tournament info for catch limit, length specifications and scoring methods. GAFFING FISH - Gaffing fish is not allowed. Foreign substances, including ice packed into the fish’s mouth or bodycavities, will disqualify the entire team.

CAPTAIN & CREW - A Captain for each team must be designated and identified on registration form. Short-handed crews are allowed, however, sufficient legal fishermen are required to comply with maximum 9 lines. Same fishermen do not have to fish both days. DNR REGULATIONS ALLOW 3 RODS PER PERSON ON LAKE MICHIGAN RESULTING IN A 3 MAN CREW TO LEGALLY USE THE MAXIMUM 9 ROD LIMIT FOR TOURNAMENT FISHING.

IDENTIFICATION - All tournament boats must clearly display the provided identification flag at all times during the tournament.

DISABLED BOATS - Boats must return through the pier heads under their own power. No boat may come in direct physical contact with another boat unless authorized by Tournament control. Physical contact will result in disqualification for both teams. Obviously boats in distress, dangerous or life threatening situations must be dealt with accordingly. Disabled boats that arrive late will not be able to weigh in for that day only. Once Tournament begins you cannot change boats for any reason.

CHEATING - Cheating will not be tolerated.

PROTESTS - Any protest must be submitted to Tournament Control within 1 hour after posted tournament fishing time ends each day. Tournament Control will submit the protest to the protest committee chairman. The protest committee will consist of 6 members appointed by the full tournament committee and shall consist of 3 Pro captains, and 3 Amateur captains. The Chamber CEO will also serve on the protest committee as the committee chairperson.When a protest is received and it is against a Pro boat Tournament Control shall remove a Pro member and continue with 5 members and the chairperson. When a protest is received and it is against an Amateur boat Tournament Control shall remove an Amateur member and continue with 5 members and the chairperson.Their decision will be final and binding. Appeal process shall consist of a committee of members from the Lake Michigan Fishing Tournament Alliance and their recommendation shall be submitted to the local tournament committee involved.

PRO TEAMS DEFINED - For the purposes of this tournament, a “Pro Team” is defined as any of the following: 1) Any licensed charter boat, or 2) Any crewmember that is, or has been within past 2 years, a licensed Great Lakes charter captain, or 3) Any crewmember that is the owner/operator of a business that manufactures a Great Lakes related fishing product For the purposes of this tournament, the following will NOT be considered a “Pro Team”: 1) Any crewmember that is a licensed “river-only” guide/captain, 2) Any crewmember that is an employee of a tackle manufacturer or retailer, 3) Field testers, and 4) Retailers. Amateur teams who win the Ludington Offshore Classic two (2) years in a row will be required to fish in the Pro Division the following year. OBSERVERS - You are a guest! Swearing, drinking, sleeping is not acceptable behavior. You have a very important job to do. Carry out your duties as unobtrusively as possible. You will have 1 hour only after fishing time ends to file your protest to Tournament Control.

3 DIVISIONS – Pro, Am, Big Fish - See entry form for details. All entries must fish from minimum 18 foot boat outside Ludington Harbor entrance.

RULES - When you submit your registration fee, you are required to read and understand completely all rules pertaining to this tournament. Ignorance is no excuse! Questions, call Capt. Shane at (231) 794-1342. Captains’ Meeting is held specifically to ensure all participants are clear on rules and their interpretation.

OBSERVERS - Observers are mandatory in Pro Division only. Each Pro team must supply an observer over 17 years old each day. Captains, please plan ahead and find responsible and knowledgeable observers. The Tournament Committee will not provide any observers for Pro teams. The Committee will supply observers for the Top 5 Amateur teams on Day Two of the Tournament. Strict rules will apply to observers and their responsibilities. Observers must attend Captains’ Meeting. Observers will be required to be aboard assigned boats at 5:15 AM on tournament days. Failure to do so may result in the disqualification of the OBSERVER’S TEAM for that day. There will be no exceptions and no refunds for disqualified teams. Observers will be required to log each legal fish caught. Observers will ensure compliance of all tournament rules. You may send a different observer each day, but all observers need to be at the Captains’ Meeting. We will assign, as close as possible, observers on similar sized boats; however, observers may or may not be aboard the same boat both days. Some leeway must be allowed. Observers must have a watch synchronized to Tournament Controltime. Observers will be required to log START and RETURN times (inside pier heads) for team assigned. Observers are responsible for logging every fish brought on board (caught) and must verify the exact length of all undersized fish returned to the lake. Returning fish without measuring is cheating and you will be disqualified with no refund. Once a fish is kept, it cannot be released at a later time.Observers note that every effort must be made to net and land each fish. Any intentional act such as, but not limited to, shaking off, breaking off, or burning off, etc. a fish will subject team to disqualification. At the discretion of the Tournament Committee, observers may be placed on Amateur Division boats at any time during tournament hours. Protests must be submitted to Tournament Control by no later than 1 hour after tournament ends for that day to be considered.

TOURNAMENT TIME – 6 a.m. to 2 p.m. each day. Boats will leave from just outside the Ludington pier heads at 6 a.m. and be inside the pier heads by 2 p.m. each day. Observers on Pro Team boats will be required to log exact times. No fishing after 2 p.m. on Saturday, July 19th unless tournament has been cancelled for the day before minimum 4 hours of fishing. Spotters will be in place on the pier heads to check for boats returning late. Any late boats will

be penalized 10 points for each minute late. When directed, listen to Channel 68 for exact countdown to 2 p.m. each day.

COMMUNICATION - There are no radio restrictions for Pro or Amateur divisions.

LOCATION – Captains’ Meeting and Weigh-in at Ludington Waterfront Park Pavilion.

In the event there are four (4) or more licensed fisherman on a boat the tournament limit shall be a maximum of 20 fish each day in the proportions defined by the tournament rules.The boat limit of 20 cannot contain more than 17 salmon or 9 others of one species (lake trout, brown trout, or steelhead). Any salmon taken in excess of 17 must be released. The maximum number of others in possession as part of the maximum of 20 shall be 9. Any “others” taken in excess of 9 of the same species must be released.When the 20th allowed legal fish is landed, the boat limit is reached, fishing must cease and the boat must return to port. Observer must list the exact time on the observer log sheet and the Captain and Observer must sign the sheet. All legal fish must be retained until the stated tournament limits are reached. For example, the maximum of 20 might consist of 17 salmon and 3 others; or 11 salmon and 9 others or some combination of not more than 17 salmon and not more than 9 others (9 of each species) but in no case more than a total of 20 fish maximum. (At the weigh-in, no more than 9 of 12 fish can be of the same species.)Fish must be released if DNR size limit of 10 inches for salmon, brown trout, and steelhead or 20 inches for lake trout is not met. BIG FISH LIMITS - Tournament boats fishing the Big Fish Division only are limited to 5 fish per person/No Cull up to a maximum of 20 fish per boat and adhering to Michigan DNR possession limits. Weigh one fish (heaviest fish) per day.

TOURNAMENT COOLERS – Please drain excess water from coolers. Observer (when required) and one team member will accompany tournament cooler to weigh station and ensure weigh-in corresponds with Observer’s (when required) catch report data. No more than your division’s weighable catch may be in tournament cooler at the weigh station. Extra fish or undersized fish will be disallowed, PLUS a penalty of your big fish in that day’s catch will be deducted from your catch for each extra or under size fish you have in your cooler at the weigh-in Station. Questionable sized fish will be measured at weigh station. Weigh Station measurement will supersede team measurement. Observers (when required) are required to measure marginally sized fish. Stretching fish, squashing fish, breaking their neck or any manipulation to alter the length of the fish will disqualify team. Observer (when required) must record exact length of fish that need to be measured during tournament hours. Captain, observer (when required) and weigh-master, will sign weigh-slips. Once weigh-slip is signed by all, there can be no change. Re-weighing is not allowed after weigh slip has been signed. Drop fish at weigh station immediately upon return.TOURNAMENT COOLER – BIG FISH Division – Please drain excess water from cooler. Weigh your heaviest fish only - Blocked or bagged ice. Bring immediately to weigh station.

TOURNAMENT SCORES – PRO & AM - 1 Point per pound, 10 Points per fish using our certified tournament scales. Our scales weigh in increments of 5/100’s of a pound. For Big Fish contest, exact weight of fish will be used.

TIE BREAKERS - When points and pounds are used, total weight will break ties. If still tied, biggest fish will be used if that weight is available for all boats involved. If not, prize will be split. BIG FISH ONLY prizes will be split. Place prizes will be added together (ex 2nd & 3rd) and then split

Ludington Offshore Classic General Rules are also enforced for this Tournament.

• This is a Pro/Am tournament, with a Pro Division and an Amateur Division. Teams compete with boats in their division only. Pro boats are defined in the general rules and it is your responsibility to review them. Pro boats are generally defined as charter boats as well as those persons who represent or are sponsored by major fishing products. Amateurs may fish in the Pro Division but Pros may not fish in the Amateur Division.• Tournament time - 6 a.m. – 2 p.m. Shotgun start at 6 a.m. at the Ludington Harbor.• All boats must be back inside the Ludington pier heads by 2 p.m. If returning late, the team’s score will be penalized 10 points per minute that your boat is late. Boat numbers must be displayed to identify participants.• Any number of crewmembers can be on a team; just don’t overload the boats. A maximum of 9 rods can be used if you have at least 3 crewmembers. At least 2 crewmembers must be women. Observers are not required.• When the fish bites the women must remove the rods from the

holder, set the hook and NET the fish. The crew can help set lines and drive. If necessary the crew may remove diver rods from holder, release from riggers and boards.

• All boats must be at least 18’ long and be equipped with a marine radio.

• No radio restrictions for this tournament.

• Five (5) best fish (State of Michigan DNR rules with at least aminimum legal length) will be brought to the weigh station. Extra or undersized fish will be disqualified and penalties applied. Remember, no more than 3 of any one species can be weighed in. For example, the maximum of 5 could be 3 salmon and 2 steelhead or 3 lake trout, 1 salmon, and 1 steelhead.

Weigh-in will take place from noon to 3:00 p.m. on Friday, July 18 . Tournament coolers with no more than one legal limit must be at weigh-in by 3:00 p.m. Please drain cooler before weigh-in; excess water or loose ice may result in 5 lb deduction from total weight.

• TOURNAMENT SCORES – 1 point per pound and 10 points per fish, using our certified tournament scales.

• Tie Breakers – When points and pounds are used, total weight will break ties. If still tied, biggest fish will be used if that weight is available for all boats involved. If not, prize will be split. BIG FISH ONLY prizes will be split. Place prizes will be added together and then split. (for example, 2nd & 3rd places totalled, then split)

A cash prize will be awarded for the largest fish in each division. A trophy will be awarded to the first place boat in each division and a plaque awarded for the biggest fish in each division.

If the tournament cannot begin by 11:00 a.m., it will be cancelled. A four-hour minimum fishing time is required to complete this tournament.
