Imee Marcos in Laoag City on Friday in time for the launch of the “Kailian March,” a four-day trek from Ilocos Norte to Metro Manila days before the anticipated ruling of the Supreme Court for the hero’s burial for former President Ferdinand Marcos. Duterte and Marcos met at the Laoag International Airport after the President’s visit to typhoon-hit Batanes on the same day. In an inter- view with the governor, Duterte reiterated his earli- er pronouncements that the former president deserved to be buried at the Libingan ng mga Bayani (Heroes’ Cemetery). “Batas ‘yan... It is very clear to me na ang (that my) decision ko, tama (is right). As a lawyer, I could only stick to what is the law,” Duterte said. MANILA: The Philippines faces what could be “the most damaging” storm this year as Typhoon Sarika headed for the archipelago’s heavily-populated main island, officials said Saturday. Sarika, packing maximum winds of 180 kilometres (112 miles) per hour, has already knocked out all power and telephone lines on the eastern island of Catanduanes, the civil defence office said. While the storm is not the most powerful to hit the country this year, it could cause the most damage as it will cross heavily-populated areas just north of Manila, said government weather forecaster Benison Estareja. “We can see from the radar that the storm is very destructive. It can destroy wooden hous- es, it can topple trees. It can possibly rip off roofs,” he told AFP. “This could so far, be the most damaging typhoon this year,” Estareja said. Sarika is forecast to hit the province of Aurora on the east coast of the main island of Luzon before dawn Sunday, he said. It is expected to cross central Luzon before heading out to sea by Sunday evening, he added. “This one will have an impact because most of the people are in (that part of ) Luzon. Even Metropolitan Manila will be affected,” he warned. These areas will experience strong winds and heavy rains, with coastal areas at risk of storm surges of upt to two metres (more than six feet), the forecaster said. Low-lying areas will be at risk of flooding while mountainous areas could suffer landslides. Although the storm did not hit the eastern region of Bicol, that area experienced heavy rains as it passed nearby on Saturday, said civil defence spokeswoman Rachel Miranda. It left the more than 246,000 residents of Catanduanes island without electricity and telephone lines, she told AFP. More than 400 people were evacuated from their homes and sea and air travel in these areas has been suspended as a safety precaution, officials said. The Philippine islands are often the first major landmass to be hit by storms that gen- erate over the Pacific Ocean. Philippines seem to con- done such killings,” Fatou Bensouda said in a state- ment issued in The Hague. Bensouda added she was also concerned that high officials “seem to encourage State forces and civilians alike to continue targeting these individuals with lethal force.” Since July Philippines President Rodrigo Duterte has overseen a brutal crackdown on illegal drugs that has left more than 3,300 people dead, both at the hands of police as well as in unexplained circumstances, accord- ing to official data. The United Nations, the European Union, the United States and international human rights groups have all raised concerns over alleged extrajudi- cial killings. The acid-tongued Duterte has rejected theallegations and called the campaign an internalaffair of the Philippines. He has also branded USPresident Barack Obama a “son of a whore” andUN chief Ban Ki-moon a “fool” over their criticism.

‘The court has jurisdiction’Duterte last month challenged Ban and inter-

national human rights experts to visit the coun-try, both to investigate the allegations and toface him in a public debate.

On Wednesday Manila formally issued an invi-tation to UN Special Rapporteur AgnesCallamard to investigate the killings.

The government had initially rebuffedCallamard when she announced plans to take upDuterte’s challenge.

Callamard has since told AFP she would dis-cuss with Manila the date and scope of a fact-finding mission, state guarantees for her free-dom of movement and inquiry, and assurances

about the safety of mission members and theirinterview subjects.

Duterte has insisted that he and his policeforces have done nothing illegal, and that lawenforcers have been forced to shoot and kill aftersuspects put up a fight.

The Philippines has been an ICC memberstate since November 2011 “and as such, theCourt has jurisdiction over genocide, war crimesand crimes against humanity committed on theterritory or by nationals of the Philippines,”Bensouda said.

She added that her office “will be closely fol-lowing developments in the Philippines in theweeks to come and record any instance of incite-ment or resort to violence with a view to assess-ing whether a preliminary examination into thePhilipines needs to be opened.” The ICC’s prose-cutor has to the power to ask the Hague-basedcourt’s judges to authorise a preliminary probe, which gathers evidence to see whether a full-blown investigation — which could lead to aneventual trial — should be opened.—AFP

A Canadian man who was arrested in the same policeoperation was jailed by a different judge for life, with

authorities hailing his prosecution as a sign that the cam-paign is achieving swift results.

The crackdown has led to more than 3,300 deaths sinceDuterte took office on June 30, leading to fears police arecarrying out extrajudicial killings and breaking the law inother ways to follow the president’s orders of eliminatingillegal drugs in society.

The Australian, Damian Berg, was charged with drug traf-f ick ing after police alleged he was caught alongsideCanadian Jeremy Eaton trying to sell ecstasy tablets on aManila street in June. Berg insisted police had dragged himout of his hotel room, then brought him to the street wherethe tablets were placed on him and he was paraded beforewaiting journalists. —AFP
