The next four columns show the xlylene emission limits for each authorization level - Level 1 (180 day post construction registration), Level 1 (90 day post construction registration), Level 2 (preconstruction registration), and Standard Permit (preconstruction registration). If total site-wide xylene emissions are less than 1.7 lb/hr, then xylene emissions fall within the limit of PBR Level 1 (180 day post construction registration). If total site-wide xylene emissions are equal to or greater than 1.7 lb/hr and less than 3 lb/hr, then xylene emissions fall within the limits of PBR Level 1 (90 day post construction registration). If total site-wide xylene emissions are equal to or greater than 3 lb/hr and less than 4 lb/hr, then xylene emissions fall within the limit of PBR Level 2 (preconstruction registration). If total site-wide xylene emissions are equal to or greater than 4 lb/hr and less than 19 lb/hr, then xylene emissions fall within the limit of the Standard Permit (preconstruction registration). Note 2 : The site is required to use the highest level of authorization applicable based on the levels the pollutant emissions fall into. For example, if xylene emissions are 1.5 lb/hr, which is below the limits of PBR Level 1 (180 day post construction registration), but NO x emissions are 30 lb/hr, which is greater than the limits of PBR Level 1 (180 day post construction registration), but below the limits of PBR Level 2 (preconstruction registration), then the site must be authorized under PBR Level 2 (preconstruction registration), assuming none of the other pollutant emissions exceed the limits of this level.
