Best Practices for Preventing Out-of-Sequence Activities and Minimizing ImpactsThis session will summarize the findings of Construction Industry Institute Research Team 334 (CII RT 334) that successfully investigated out-of-sequence (OOS) work in construction. Despite the seriousness of the challenges that OOS work imposes on the construction industry, the existing body of literature lacks direct solutions of how to handle it. Research recently performed by CII RT 334 was the first of its kind as it deeply investigated the causes, warning signs, and impacts of OOS work, and provided proven concepts for preventing and minimizing its negative impacts. Through these findings, this session will highlight the highest risk causes, the OOS warning signs that can be used to anticipate it, as well as the cumulative impacts of OOS on project performance. Managing Risk through Contractor Selection: A Case StudyThe Tarrant Regional Water District has completed the procurement of $637 million in construction, including $37 million in owner-furnished equipment, through 35 different procurement packages. Risk management analysis indicated contractor selection to be a significant risk factor given the small number of qualified contractors for specialized construction. The procurement process incorporated lessons learned from a model project, and a prequalification and competitive sealed proposal process that allowed selection of contractors and suppliers on a best value basis. The process evolved over the three-year procurement period to incorporate lessons learned and advantages of a changing market while maintaining the interest of a relatively small pool of qualified contractors and suppliers, all resulting in significant savings and reduced risk to the District.S P E A K E R S :

This project includes twelve buildings connected by an integrated four-level concourse, 1.21 million square feet of medical space, one renovated and two new clinic buildings, a new diagnostic and treatment center, two new inpatient buildings housing 148 inpatient beds, a new energy center, a new research building and new parking structures with more than 2,000 parking spaces. The U.S. Army Corps of Engineers is currently serving as the construction agent for this project via a Fixed Price Incentive contractual agreement awarded on October 30, 2015 to Kiewit Turner.

Constructibility Review: Adding Value at all Phases of Project DevelopmentConstructibility review within a value engineering (VE) study during conceptual and preliminary design supports the identification of construction challenges and risks early, allowing the design to be revised to improve the construction risk profile before commitments are made to stakeholders.
