Canada Music Fund

Canada Music Fund • $27.6 Million per year to the industry

• Currently renews every 5 years

• Funded by the Department of Canadian Heritage. In 2011 - 2012, FACTOR received $8.4 million in support.

• Also funded by Canada’s Private Radio Broadcasters. In 2011 – 2012, FACTOR received $10 million in Canadian Content Development support. ****(We’ll come back to this)****

• Delivers funding in the form of grants and loans to the industry, including artists.

Regional Funding

• Provincial and Municipal Government (Ex: Ontario Ministry of Tourism Culture & Sport)

• Provincial/Regional Funding Bodies Provide funding for artists/industry within their region (Ex: Ontario Arts Council, Ontario Media Development Corp (OMDC), Manitoba Film & Music, Toronto Arts Council, London Arts Council, etc.

• Many programs similar to FACTOR & CC, IE: tour support, business development, recording, etc.

Ontario Music Fund

• New fund announced by the Ministry of Tourism, Culture, & Sport

• To provide $45 Million over 3 years to the industry in Ontario

• Newly appointed: currently developing the fund in terms of structure, administration, eligibility, etc

• Formerly CIRPA, Canadian Independent Record Production Association.

• National trade association which has represented the English language, Canadian-owned sector of the music industry for 47 years.

• Membership-based; members are small- to medium-sized businesses (labels, management, distributors, etc).

• Traditionally, artists have not been members

• Main activities include – Advocacy & Government Relations – Export & International Business Development – Promoting Canadian Music – Education & Support within the sector

• Trade missions to international markets and conferences, including SXSW, MIDEM, Great Escape, as well as CMW and other domestic events

Advocacy

• Speaking with one voice on behalf of the independent music sector

• Issues that affect all participants within the sector, such as copyright reform, funding policy, CANCON, and Canadian Content Development (CCD)

Canadian Content Development

• All private commercial radio stations must make a financial contribution toward the development of Canadian content, as per the Broadcasting act.

• Administered by the CRTC

• Contribution levels: a) Licensees with revenues <$625,000 = $500

b) Licensees with revenues between $625,000 - $1,250,000 = $1,000

c) Licensees with revenues > $1,250,000 = $1,000 plus 0.5% of those revenues that exceed $1,250,000.

Canadian Content Development

• Of CCD money – 60% to FACTOR, remainder to another CCD initiative,

if a) or b)

– 45% to FACTOR, 15% to Community Radio Fund, remainder to another CCD initiative, if c)

• Tangible Benefits: – Upon purchase/acquisition of another radio station,

6% of transaction must go to CCD. 1.5% of this must go to FACTOR, 3% to Radio Starmaker, 1% to other eligible CCD initiative, and 0.5% to Community Radio Fund
