6.0 Bidders are requested to examine all instructions, forms, termsand specifications in the bid. Failure to furnish all information required as per the bid orsubmission of offers not substantially responsive to the bid in every respect will be at thebidders risk and may result in the rejection of its offer without seeking any clarifications.

7.0 The Integrity Pact is applicable against this tender. OIL shall be entering into anIntegrity Pact with the bidders as per format enclosed vide Annexure XII of the tenderdocument. This Integrity Pact proforma has been duly signed digitally by OIL’scompetent signatory. The proforma has to be returned by the bidder (along with thetechnical bid) duly signed (digitally) by the same signatory who signed the bid, i.e., whois duly authorized to sign the bid. Any bid not accompanied by Integrity Pact Proformaduly signed (digitally) by the bidder shall be rejected straightway. Uploading the IntegrityPact with digital signature will be construed that all pages of the Integrity Pact has beensigned by the bidder’s authorized signatory who sign the Bid.

Annexure ASpecification

Diesel engine coupled with National Torque Converter C-300-64FH or equivalent torqueconverter with similar torque characteristic against replacement of Cat D398 dieselengine coupled with National torque converter C-300-64FH of 110M(A). The unit will beused to cater required Draw Works load of MECHANICAL LAND DRILLING RIG .

1.0 Scope of supply :

i) Compatible to power and torque trend (varying loading pattern), responsive toinstantaneous load and torque changes. The engine is to be suitable for varying loadincluding no load

ii) Easily serviceable both at site and at workshop.

iii) Of heavy-duty construction designed for Land Mechanical drilling rig applications.

iv) Shall be able to withstand the shock and vibration associated with the frequentrelocation of drilling rigs, as also to withstand severe environmental conditions includingheat and high humidity.

v) Technical specifications of Engine is detailed below:

2.0 ENGINE

The engine should be a four stroke , direct injection , turbo charged, with separate aftercooler circuit, low emissions, having counter clockwise rotation as viewed from theflywheel end diesel engine, rated for continuous power and capable of developing a netminimum BHP of 1250 at 1200 rpm at the site conditions given below and suitable forcontinuous duty. The engine with torque converter will be used to cater the loadrequirement of draw works of Land Mechanical rig .

2.1. The bidder should specify the following information along with relevant performancerating curves & conditions:

• Gross horse power developed at rated RPM.• Deduction for altitude, temperature etc.• Deduction for fan & ancillary equipment.• Net HP available at rated RPM & site conditions.

2.2. The engine with the torque converter will be used as prime mover of the drawworks.

2.3 The engine offered should be complete in all respect with the following componentsmounted on it.

3.0) COMPONENTS TO BE OFFERED WITH THE ENGINE ARE :

i) Residential spark arresting type muffler capable of removing 55% of all particles 10microns or above with piping connection. Details of muffler to be provided by the bidderalong with the quotation.

ii) Heavy duty radiator for industrial use, mounted on the base rail with the engine andwith blower fan and fan guard for ambient temperature having capacity at least 20% inexcess of total heat rejection of the engine. Heat load calculations are to be providedalong with the offer for OIL's scrutiny.

iii) Engine should have inspection ports in the engine cylinder block for easy inspection,accessibility, serviceability of piston rods, big-end bearings, main bearings, coolingnozzles etc. and also for cleaning oil sump of the engine.

4.0 Torque Converter:-

National C-300-64FH Hydraulic torque converter or equivalent torque converter withsimilar torque characteristic including shock mounted oil temperature and pressuregauge, integral circulating pump, cooling connection, heavy duty output shaft andbearings and with type "FH" arrangements for direct mounting on SAE# 00 EngineFlywheel Housing complete with spline drive and support plate and fresh water heatexchanger cooling system.

The torque converter is to be unitised with the offered diesel engine on one side on theexisting skid .The other side of the torque converter will be unitised with existingcompound transmission that transfers power to the draw works. The compoundtransmission is also connected to a Caterpillar engine Model DITA 3512 coupled with aNational Torque Converter model C-300-64FH and accordingly load sharing of theoffered engine should be taken into account.The existing engine is coupled with thecompound transmission by National air clutch model 28CB525

5.0 TOOL KIT FOR ENGINE

The bidder has to quote the price of the special tools mentioned below separately, andthe same will be considered for evaluation.

a) Blow-by measurement tool:- 1 nos

b) Injector setting tool;-1 nos

c) Air restriction measurement tool :-1 nos

d) Tachometer (0 -9900 RPM)-2 nos

6.0 GENERAL NOTES

a.) The engine should conform to either ISO 3046/BS 5514 /IS 10002 specifications andshould be rated for continuous power with an over load power rating of 110% of thecontinuous power corresponding to engine application for a period 1 hr. within a periodof 12 hrs. of operation.

b)Bidders must submit filled in data sheet and technical check list enclosed with theenquiry and deviations if any should be separately indicated.

c)Bidders must undertake that the equipment to be supplied are not going to be obsoletefor next 10 years and provision for supplying spares of the equipment shall be continued.

7.0 INSTALLATION & COMMISSIONING

i) The bidder shall assemble and install the offered engine coupled with offeredNational Oilwell C-300-64FH in our existing skid. .

ii) After installation , the bidder have to commission the same in the drilling rig and loadsharing should be checked and rectify and imbalance in load sharing with the existingengine.

iii) The complete set will be tested at OIL's fields, Duliajan, India (drilling well wherecontrol panel is available) under following Conditions :

a) At no load for 8 hours b)Test run at full load for 7 days

c) Endurance test for 6 months

iv) Installation and Commissioning of the offered diesel engine coupled with the NationalOil well C-300-64FH torque converter shall be carried out by the bidder in the presenceof OIL representatives at its fields at Duliajan, Assam (India). Services of qualified andcompetent personnel from equipment manufacturer are essential during installation andcommissioning of the same.

Installation / commissioning charges should be quoted separately which shall beconsidered for evaluation of the offers. These charges should included amongst othersto and from fares, boarding/ lodging and other expenses of the commissioning engineersduring their stay at Duliajan, Assam (India). All Personal, Income and Service Tax etc.towards the services provided by the supplier shall be borne by the supplier and will bededucted at source. Bidders should also confirm about installation/commissioning in theTechnical Bid.

v) Bidder/ supplier shall arrange for tools, materials and any other requirement forcommissioning jobs.

Note :

I. Once commissioned at designated sites the engine with torque converter will besubjected to a trial run on available load for a minimum period of 72 hrs continuously andon satisfactory performance shall be subsequently handed over to OIL.

II. Any offer not quoting the installation/ commissioning and Inspection/ testing chargesshall be loaded with a maximum charges for the same received against the tender forthe evaluation purposes. Moreover bidders should categorically confirm about theService/ Income Taxes for evaluation purpose.

8.0 SPARE PARTS:

a) List of spares along with their part numbers that shall be required for normal operationand maintenance of the engine with torque converter and accessories for a period of twoyears ( considering 3000hrs/year ) should be submitted along with the offer. However,cost of the spares will not be considered for evaluation.

In addition, commissioning spares for the engine with torque converter shall beoffered along with the main offer. Cost of these shall be considered for evaluationof the tender. The items shall be handed over to OIL after commissioning, if unused.

b) The supplier should provide Parts Catalogue, Operation/Instruction Manual &Drawing, Technical Information & Bulletinc) The supplier should provide part list and operation manual , covering parts list of allthe items of each engine, Torque converter , & its accessories each in hard form andsoft form along with the delivery of the material. Technical details of the engine, are to beprovided along with the offer.

9.0 INSPECTION:

1)The Engine will be inspected under no load and full load condition to be tested atsuppliers' premises prior to dispatch. OIL engineers at supplier's factory shall witness thetests. The supplier shall give inspection call well in advance (min. 3 months).

2) Engine will be inspected in stages by OIL's representatives during manufacture.Bidder/ manufacturer shall submit the inspection schedule along with the quotation.

3) Bidder shall quote Pre Despatch charges if any. However, all to & fro fares, boarding/lodging charges etc. of OIL’s personnel shall be OIL’s account.

10.0 TEST CERTIFICATE:

i) The Engines are to be load tested at manufacturer work & test certificate have to beprovided along with the delivery of material. The nature of after sales services, whichcan be provided by the successful bidder during initial commissioning as also insubsequent operation, should be clearly indicated.

ii) Supplier's categorical confirmation regarding compliance with the inspection / testprocedure and other terms and conditions detailed above is very essential. Offers willbe liable for rejection in the absence of such confirmation.

iii) Deviation in respect of any specification as detailed above should be highlightedwith technical calculation / catalogue / literature etc.

12.0 PACKING:

The packing shall be sufficiently robust to withstand rough handling/ transit damage.Boxes/ packing cases containing electrical equipment shall be water proof lined. Controlpanels and electrical items in particular should be packed with sufficient care (withshock/ vibration proof lining) to prevent transit damage. Loose components shall bepacked separately.

13.0 AFTER SALES SERVICE:

The nature of after sales service, which the supplier can provide during initialcommissioning and also subsequently should be clearly stated. Confirmation that allspares related to the equipment supplied shall be available for a period of at least 10years after delivery should be provided. Bidders should also indicate their nearestauthorized service centre.

14. SPECIAL NOTES

i) Detailed dimensional of the including foot-print, shaft height (with accessories) shallbe submitted by the bidder along with the quotation.

ii) Packing should be adequate to avoid transit damage and water/ moisture ingress.

iii) Operation and Maintenance manuals each both in hard form and soft form for theEngine and torque converter shall be submitted along with the supply of Engine.

iv)The engine with the torque converter will be used in parallel with the existing engine with torque converter that drives the draw works through a compound transmission.

v)Quotations shall be accompanied by detailed technical specifications, manufacturer'sprinted specification sheets, literature, detailed dimensional drawings including foot-print,shaft height (with accessories) etc , layout drawings & catalogues .

vi) Any deviation(s) from the tender specification should be clearly highlighted specifyingjustification in support of deviation.

General Notes for Bidders :

1. Payment : Payment shall be released as follows :

i) 80 % of the of the order value shall be paid against proof of despatch/shipment ofthe goods. ii) Remaining 20 % of the order value along with commissioning charges, shall be paidafter successful commissioning and acceptance of the unit by OIL. iii) OIL may also consider making 100 % payment towards supply of the units againstproof of despatch provided bidders agree to pay interest for 20 % of the order value andalso submit Bank Guarantee for the amount equivalent to 20 % of the order value plusamount of interest. The BG shall be valid till the date of successful commissioning andacceptance of the unit by OIL. This is in addition to the 10 % of the order value towardsPerformance Security as per the NIT requirement.iv) Payment towards Installation/Commissioning shall be released on successfulcompletion of the Installation/Commissioning programme.

Any offer not complying with the above shall be loaded at one percent above theprevailing Bank Rate(CC rate) of State Bank of India for evaluation purpose.

2. To ascertain the substantial responsiveness of the bid OIL reserves the right to ask thebidder for clarification in respect of clauses covered under BRC also and suchclarifications fulfilling the BRC clauses in toto must be received on or before thedeadline given by the company, failing which the offer will be summarily rejected.

3. Oil India Purchase Order No. must be engraved on the body of the item. Bidder must confirm the same categorically in their quotation.

4. The items covered by this enquiry shall be used by Oil India Limited in the PEL/MLareas which are issued/renewed after 01/04/99 and hence Nil Customs Duty duringimport will be applicable. Indigenous bidder shall be eligible for Deemed Export Benefitagainst this purchase. Details of Deemed Export are furnished vide Addendum toMM/GLOBAL/E-01/2005 enclosed.

Annexure-B

BID REJECTION CRITERIA (BRC) / BID EVALUATION CRITERIA (BEC)

(I) BID REJECTION CRITERIA (BRC)

The bids must conform to the specifications and terms and conditions given inthe tender. Bids shall be rejected in case the item(s) offered do not conform tothe required minimum/maximum parameters stipulated in the technicalspecifications and to the respective international / national standards whereverstipulated. Notwithstanding the general conformity of the bids to the stipulatedspecifications and terms and conditions, the following requirements shall have tobe particularly met by the bidders, without which the offer will be considered asnon-responsive and rejected :

(A) TECHNICAL :

1.0 ENGINE :

1.01. The engine shall be turbocharged, after cooled, direct injection ,pneumaticallyactuated, four stroke, diesel engine, counter clockwise rotation (viewed from the flywheelend), capable of developing a net minimum BHP of 1250 at 1200 RPM . The Engineshould be suitable for continuous duty.

1.02 The crank shaft centre line height of the offered engine, from the bottom of C-channel (Base carrier) should be nearest to 586 mm with tolerance of positive 0 mm andnegative 5mm , including the height of the C-channel 250 mm , to have interchangeability with the existing Caterpillar D 398 Engines of Drilling Rigs.

1.03 Bidder should be an OEM or authorized dealer of engine manufacturer. In thisregard documentary evidence should be provided along with the offer.

1.04 Bidders must have authorized service centre in India providing service for last 5(Five) years in order to provide necessary back up service for their offered engines onRig application. In this regard the bidder must provide OEM's certificate, State Govt.registration certificate with credential along with their offer

COMMERCIAL :

1.0 Bids are invited under Single Stage Two Bid System. Bidders shall quoteaccordingly under Single Stage Two Bid System. Please note that no pricedetails should be furnished in the Technical (i.e. Techno Commercial) bid.The “Techno Commercial bid” shall contain all techno-commercial details exceptthe prices which shall be kept blank. The “Priced Bid” must contain the price

schedule and the bidder’s commercial terms and conditions. Bidder not complyingwith above submission procedure will be rejected.

2.0 Bid security of USD 11,200.00 or Rs. 5,00,000.00 shall be furnished as a part of the TECHNICAL BID. Any bid not accompanied by a proper bid security in ORIGINAL will be rejected without any further consideration. 3.0 Validity of the bid shall be minimum 180 days. Bids with lesser validity will berejected.

4.0 Bidders must confirm that Goods, materials or plant(s) to be supplied shall benew of recent make and of the best quality and workmanship and shall beguaranteed for a period of eighteen months from the date of shipment/dispatch ortwelve months from the date of commissioning whichever is earlier against anydefects arising from faulty materials, workmanship or design. Defectivegoods/materials or parts rejected by OIL shall be replaced immediately by thesupplier at the supplier’s expenses at no extra cost to OIL.

5.0 Successful bidder will be required to furnish a Performance Bank Guarantee@10% of the order value. The Performance Bank Guarantee must be valid forone year from the date of receipt/acceptance of goods or 18 months from thedate of shipment whichever is earlier. Bidder must confirm the same in theirTechnical Bid. Offers not complying with this clause will be rejected.

6.0 Bids received after the bid closing date and time will be rejected. Similarly,modifications to bids received after the bid closing date & time will not beconsidered.

7.0 No offers should be sent by Telex, Cable, E-mail or Fax. Such offers will not beaccepted.

8.0 Bids containing incorrect statement will be rejected.

NOTE :

1. The material covered under this enquiry will be used by OIL in thePEL/ML areas issued/renewed after 01/04/99, applicable Customs Dutyfor import of goods shall be ZERO. Indigenous bidders shall be eligiblefor Deemed Export and should quote Deemed Export prices. Excise Dutyunder Deemed Export exempted.

2. Installation/Commissioning & Training charges must be quoted separatelyon lumpsum basis which shall be considered for evaluation of the offers.These charges should include amongst others to and fro fares,boarding/lodging, local transport at Duliajan and other expenses ofsupplier’s commissioning/training personnel during their stay at Duliajan,Assam(India). All Income, Service, Corporate Taxes etc. towards theservices provided under installation / commissioning shall be borne bythe supplier and will be deducted at source at the time of releasing thepayment. Bidder should also confirm about providing all these services inthe Technical Bid.

4. Pre-despatch/Shipment Inspection charges, if any, must be quotedseparately on lumpsum basis which shall be considered for evaluation ofthe offers. The to and fro fares, boarding/lodging and other enrouteexpenses of OIL’s Engineers shall be borne by OIL.

(II) BID EVALUATION CRITERIA (BEC) :

The bids conforming to the specifications, terms and conditions stipulated in theenquiry and considered to be responsive after subjecting to the Bid RejectionCriteria will be considered for further evaluation as per the Bid Evaluation Criteriagiven below :

1.0 The evaluation of bids will be done as per the Price Schedule (SUMMARY)detailed vide Para 9.0 of BRC (Commercial).

2.0 If there is any discrepancy between the unit price and the total price, the unit pricewill prevail and the total price shall be corrected. Similarly, if there is anydiscrepancy between words and figure, the amounts in words shall prevail and willbe adopted for evaluation.

3.0 For conversion of foreign currency into Indian currency, B.C. selling (Market) ratedeclared by State Bank of India, one day prior to the date of price bid opening shallbe considered. However, if the time lag between the opening of the bids and finaldecision exceed 3(three) months, then B.C. Selling(Market) rate of exchangedeclared by SBI on the date prior to the date of final decision shall be adopted forconversion and evaluation.

4.0 Offers not complying with the payment terms indicated in the enquiry shall beloaded with one percent above the prevailing Bank rate (CC rate) of State Bank ofIndia for evaluation purpose.

5.0 To ascertain the inter-se-ranking, the comparison of the responsive bids will bemade as under, subject to corrections / adjustments given herein.

5.3 When both Foreign and Domestic bids are involved :

The Total Value of domestic bidder (inclusive of customs duty on imported rawmaterial and components etc, and applicable terminal excise duty on the finishedproducts and Sales Tax) excluding inland transportation to destination andInsurance charges worked out as per Para 5.2 above and Total Value of theforeign bidder worked out as per Para 5.1 above excluding inland transportationto destination will be compared. No price preference will be allowed toindigenous bidders except that for capital goods, the domestic manufacturerswould be accorded a price preference to offset CST to the extent of 4 % oractuals, which ever is less subject to 30 % local content norms as stipulated forWorld Bank Funded project to the satisfaction of OIL. When more than onedomestic bidders fall within price preference range, inter-se-ranking will be doneon Total Value basis.

6.0 Other terms and conditions of the enquiry shall be as per General Terms andConditions for Global Tender. However, if any of the Clauses of the Bid RejectionCriteria / Bid Evaluation Criteria (BEC / BRC) mentioned here contradict theClauses in the General Terms & Conditions of Global Tender of the tender and/orelsewhere, those mentioned in this BEC / BRC shall prevail.
