INTRODUCTION

Oil India has consistently contributed to the nation’s energy requirements and has succeeded in maintaining a high level of profitability. Calcutta (now Kolkata), the gateway to the North-East, and to our main areas of production in Upper Assam has always played a crucial role in the productivity and growth of the company. Calcutta, with its numerous small and medium industrial units in and around the city, provides a large part of the much needed crucial materials and equipment required to keep our installations in the field-areas running. Material that is not available locally is brought in from other parts of the country using the rail and road network. The airport and the sea-port provide gateways for bringing in materials from other parts of the world. Calcutta being a centre of trade and commerce also provide opportunities for investment of funds and other related activities of Oil India. The infrastructure available in the city helps to make it a centre for review meetings/conferences of Oil India. Team Kolkata consists of a core team of dedicated and experienced professionals with skills that include commercial, administrative, finance, and engineering, supported by a larger extended team of support staff. The team is led by the team leader who makes available the resources and guides the team. The members all come together, aligned as a cohesive unit, to support the larger team of Oil India. The ‘Core-Purpose Statement’ and the co-created vision of ‘Team Kolkata’ provide a sense of direction to the team.

We, at Oil India’s Calcutta Branch office, make all efforts to provide the maximum possible support from this part of the country to our brave oilmen and women working in the Field Areas. We want to become ‘the fastest growing energy company with the highest profitability’ and for this purpose Oil India is venturing across the globe looking for producing-properties, discover new areas to explore, and in the process boost our production along with our confidence in ourselves! Calcutta Office contributes in its own way to realize this ambitious dream. Sincere hard work, with feet firmly rooted in current reality, the ability to work together and a true desire to grow will help Oil India to produce results that are very different from what we are achieving now.

SECTION-WISE INITIATIVES & ACHIEVEMENTS OF CALCUTTA BRANCH OFFICE: The achievements and the progress made by Calcutta Branch Office during the year 2009-10 has been due to the initiatives and activities of the different sections working in coordination with each other. We would like to briefly highlight the main activities of the different sections:

2.0 PURCHASE SECTION

During the year 2009-10, Purchase Section was engaged in procurement of both stock and direct-charge materials from the right source, at the right price, against indents received from Duliajan/Guwahati. The total value of orders placed in the year 2009-10 is the highest ever. Salient Features

• A total of 811 indents were received during the year, while there were 82 outstanding indents, making it a total of 893 indents. Out of these, 777 indents were processes into orders; this means that overall, 87% indents were covered by orders.

• The total order value during the year was Rs. 25.27 crores, which is the highest ever purchase value in the history of Calcutta Purchase Section.

• There has been an improvement in the lead time during the year to 128 days, from 133 days in the previous year, despite reduction in strength of executives. This has become possible only because of untiring dedicated efforts put on by the existing strength of executives. All efforts are still on to bring this further down.

• All efforts were made during the year to update / improve GI specifications of items by suggesting improvements and follow up with Planning Section of Materials Department at Duliajan. The descriptions of many items have been modified.

• Urgent requirements of Duliajan were given due priority for immediate procurement to avoid shut down of equipment and operations. As a result, urgent project jobs have not suffered.

• There were practically no critical items during the year which was a result of vigorous order follow-up with suppliers and other departments.

• In order to ensure that transparency is maintained in the tender opening system, staff members opening the tenders were rotated from time to time. All offers were opened in presence of the bidders’ representative for greater transparency.

• Tenders having value of greater than Rs. 5.0 Lakhs were published in OIL’s website as per statutory requirements.

• All possible help was extended to Head-Materials, on liason with M/s MSTC for disposal of scrap at Duliajan

3.0 SHIPPING SECTION In order to ensure smooth operations in the Field areas, OIL requires a regular supply of equipment, spares, chemicals, tubulars and consumables that have to be procured and brought in over long distances from within the country and abroad. The Shipping Section of Calcutta Branch Office plays a crucial role here and is responsible for clearing of consignments that arrive by air or sea from other countries, transportation of goods from Kolkata to Fields/other spheres and payment to foreign suppliers through L/C for any items procured/imported for use by OIL.

3.1 MAJOR HIGHLIGHTS OF SHIPPING SECTION DURING 2008-09

1.0 Remarkable achievement was made in clearance & dispatch of different tubulars, chemicals and spares after de-stuffing a record high of 234 (two hundred & thirty four) nos of Full Container load (FCL) cargos (highest since 1991) in spite of many hurdles like delay in receipt of Essentiality Certificates, abnormally high port congestion due to trade imbalance, reduction of rent free period and sometimes deplorable road conditions (between West Bengal & other states) etc. 2.0 Due to the extreme urgency of the requirement against P.O.No:7201352/SDG/P1, measures had to be taken on a war footing for clearance & dispatch 5.1/2” casings (25.38 KM) after a very tedious process of de-stuffing from 31(thirty one) nos of Full Container load (FCL) cargos within a record minimum time of only 3 (three) days from Kolkata Port Trust (KoPT) without paying any rent in spite of lot of hurdles like delay in receipt of Essentiality Certificates, Port congestion, Reduction of rent free period etc. It is worthwhile to mention that de-stuffing & clearance of FCL cargos are much more tedious & time consuming compared to break-bulk cargos for the protracted customs & port formalities. 3.0 Out of 9 (Nine) Break Bulk cargos, the most challenging one was to take ‘hook point’ delivery of around 25 KM of 2.7/8” tubing pipes (out of a total of 130 KM against Order numbers: 7201351/SDG & 7201438/SDG) from the vessel to meet a critical requirement at Duliajan within a very short notice of only 2 (two) days. It is worthwhile to mention that for ‘hook point’ delivery,

customs & port authorities should be well informed with a minimum lead time of 7(seven) days. However, for this particular case, a special permission was taken within a day from customs and port authorities as a one time measure for OIL INDIA LTD. 4.0 In case of air cargo clearance & dispatch the cases that should be highlighted are: (A) First time air cargo clearance & dispatch of explosives from Mumbai & Delhi Airports to Duliajan due to the withdrawal of cargo hold carrier by Lufthansa Airlines touching NSCB Airport, Kolkata.

Explosives against P.O.Nos:7201036, 7201368 & 7600316 : Cleared and dispatched from Mumbai Airport. Since Shipper being the same for these 3 orders, cargo consolidations had to be made to avoid repeated clearances and cost saving of freight charges. Explosives against P.O.Nos:7201066: Cleared and dispatched from Delhi Airport. In both the cases, due to high security reasons (of explosive transportation) and optimization of transportation costs, shipments & transportations were made at the same time after coordinating the same with shipper and freight forwarder. (B) Due to urgency of requirement, a bulky air cargo (weighing 5000 KG) containing refurbished turbine parts were air freighted from the overseas shipper which was cleared and dispatched within the rent free period. It

may be highlighted that clearance of such unusual very bulky cargo was carried out for the first time since 1991.

3.2 PORT RENT ANALYSIS DURING 2009-10

Due to the several major constraints (given as under), it was presumed that the port rent for the period 2009-10 would increase to at least 3 (three) times compared to the period 2008-09. However, with all possible pro-active & planned logistical approach, the port rent during the period could be maintained in the range of 2.42 times compared to 2008-09.

a) Inordinate delay in receipt of Essentiality Certificates (EC) due to the protracted formalities in the operational headquarters in Duliajan as well as the newly implemented on – line application of EC and also thereafter the requirement of supporting relevant documents (from Materials Dept., Duliajan) by DGH. It is worthwhile to mention here that out of total port rent of Rs. 4.91 Lakhs, port rent incurred due to late receipt of EC was Rs. 2.91 Lakhs (which is beyond the control of Shipping Department).

b) Implementation of new “SCALE OF RATES” by Kolkata Port Trust

(KoPT) from March, 2007 which has drastically brought down the span of Rent-Free Period i.e. “0” days from the date of de-stuffing for LCL cargo, 3 days for FCL cargo and 6 days for Break Bulk Cargo (for sea consignments) & 3 days (for air consignments) from October, 2007 by IAAI.

c) Due to heavy traffic congestion (arising out of trade imbalance), the clearance of goods from KoPT has been affected severely almost through out the year.

d) Due to abnormal high volume of import during the year, Kolkata Port

Trust could not withstand the load and they had to divert number of LCL as well as FCL cargos to CWC and Balmer Lawrie CFS yard. As a result, there was delay in clearance resulting unavoidable payment of consequential charges.

Note: The remaining outstanding claims are very old. The records with Customs Authority are found to be untraceable. In the meantime we have relinquished the services of Shri G.C. Laha as Consultant for pursuing the claims. The matter has been clarified to PWC, the Internal Audit to their satisfaction. Hence the issues of outstanding customs claims stand closed. F. During the year, the Investment Cell of Accounts Department invested about Rs. 712.38 crores in various Oil India Superannuation Trust

G. Rationalisation of Rate & System in Credit facility to Hospitals : As a result of extra initiative taken by F & A Section in rationalizing the System and Rate under Credit Facility to the Nursing Homes/Hospitals, the net payment outgo from the Company was reduced by Rs. 14.82 lakhs during 2009-2010.

Following additional points may be highlighted:

a) CAG Audit has once again given “NIL Remarks” in the Accounts for

the FY 2008-2009 due to the sincere effort put up by the F & A Section and providing necessary logistic supports and replies in time.

b) This year too, F&A section worked in harmony with Shipping &

Purchase sections and helped to improve their performance, in a spirit of service and cooperation.

c) All data and support related to finalization of Accounts for the year

2009-2010 had been provided in time.

5.0 INSPECTION SECTION The Inspection Cell of Calcutta Branch Office is responsible for pre-despatch technical inspection of mostly stock items and some direct-charge items at the suppliers’ works or godowns. Thus, Inspection Cell helped to reduce rejections at the user end, thereby ensuring lower equipment down-time and smoother operations in the Fields to achieve organizational targets. This section also carries out technical scrutiny of offers received against enquiries for various stock items to ascertain technical suitability of the offers. During the year 168 inspection calls were received, as compared to 184 received the previous year. Seven calls were pending at the end of the period April’09 - March ’10. The table below indicates the number of inspection calls received and attended to during the year. Limitations in GI descriptions were studied and modified, wherever required, by working closely with Purchase Section and Planning Section of Materials Department of Duliajan. Better specifications of the materials / consumables, led to improvement in inspection of materials. No major discrepancy was reported against inspected items, by the user departments. 5.1 PERFORMANCE FIGURES AT A GLANCE:

6.0 IT SECTION After implementation of SAP (ERP), Calcutta Office is functioning as client to SAP server at H.O., Duliajan. Investment package is also installed on Local Server for optimum utilization of Investment module. Both Main & Shipping offices are connected through 2 Mbps MPLS line to SAP servers at Duliajan. BSNL Internet service is provided to selective nodes on access control basis.

The Servers (3 nos.) and network uptime is more than 95 %. Maintenance and configuration of Servers, Nodes, Routers, Modems, Switches and other equipments are done efficiently with almost no downtime. Localized software is developed depending on user’s requirement. Planning of IT requirements and budgeting are done in time. IT infrastructure is revamped currently with replacement of all P-III PCs with P-IV PCs. Additional PCs and printers have also been installed in different sections to carry out office jobs more efficiently. Besides the above,

i) All scheduled activities of Calcutta office are performed through SAP

ii) All Accounts closing jobs – quarterly, half yearly & Annual and all MIS information as and when required

iii) Assistance to all Official meetings held at Calcutta.

7.0 SECTION OF RAJBHASHA (HINDI) IMPLEMENTATION In keeping with the guidelines issued by the Government of India to encourage the use of Hindi in day to day work of PSUs and also to build awareness among executives and work-persons, the department of Hindi Implementation took up a number of activities. 7.1 HIGHLIGHTS: 1. Implemented the Official Language Act, Rules & Policy of Govt. of India. 2. All items under Section 3/3 of Official Language Act. 1963 were issued bilingually. 3. Meetings of Official Language Implementation Committee were held

periodically. 4. Hindi Workshops were conducted time to time to popularize Hindi

amongst employees. 5. Employees were encouraged to attend Hindi Classes and Hindi

Computer Typing Training Programme. 6. Implemented the Annual Programme (which was issued by Department

of Official Language, Ministry of Home Affairs, Govt. of India) of Rajbhasha Hindi.

7. Prepared the various types of reports and returns of Official Language

Hindi. 8. Hindi Fortnight celebration was observed in a befitting manner from 1st

to 14th September, 2009 at Kolkata. During the period, different type of literary competition i.e. Hindi Essay writing, Hindi Noting & Drafting, Hindi letter writing competition, Hindi Dictation competition and Hindi Computer typing competition were held.

9. Arranged and co-ordinate the visit of First Committee of the Sub-

Committee of Parliament on Official Language on 27th March, 2010 at Calcutta. The visit proved to be a fruitful one.

10. Calcutta Office has been awarded the 2nd Rajbhasha Shield by Oil

Fields Head Quarter, Duliajan for better implementation of Official Language for the year 2008 – 09.

8.0 ADMINISTRATION SECTION

Administration Department of Calcutta Branch is one of the core departments of Calcutta Branch and is uniquely multidisciplinary in nature. It deals in employees’ matters ranging from activities such as compensation, medical benefit, loans, and welfare to handling matters like passage movement, infrastructure development, coordinating with various Administrative bodies/ other organizations to ensure that the Calcutta Branch office functions smoothly. Illustrated below are performance highlights in respect to Administration Department of Kolkata Office for the year 2009 – 2010. 8.1 PERFORMANCE HIGHLIGHTS

a) Guest House occupancy rate at both Diroi Guest House (3181

room days) and Lee Road Guest House (286 room days) were maintained to almost full occupancy throughout the year.

b) As far as Travel Management in concerned, about 259 Nos. of

Domestic, 43 Nos. of International Air Tickets and 65 Railway Tickets were booked by Kolkata Office at the combined cost of Rs. 48,74,850.00 (Rupees forty eight lakhs seventy four thousand eight hundred fifty only).

c) An amount of approximately Rs. 74,65,390.00 was spent for

extending medical and related facilities to our employees and dependents during the financial year.

d) Medical Expenditure incurred for extending medical benefits to our retired employees and their spouses was in the tune of Rs.1,42,10,958.00 .

e) Relations with the Union had been cordial and no major

strike/agitation took place during the financial year. All Industrial Relation matters were sorted out amicably. One MOU was signed between OICEU and Oil Management regarding carrying out of Manpower assessment at Calcutta Branch to ascertain Manpower requirement.

f) Various prestigious events such as Executive Council Meeting,

Trustee Meetings, Technical Conferences, Pre-Bid Conferences FOL follow up sessions for Employees’, Vigilance Awareness Programme, and Audit Committee meetings were successfully organized at Kolkata.
