MESSAGE FROM THE PRESIDENT – David Sherry
OILA's Priorities Survey Results: The results are in. Members' ideas resulted in a list of 42
possible priorities for Okaloosa Island. Members were then asked to pick their top 5 from the
list and rank them 1 (favorite) through 5 (5th place favorite). Each first place vote received 5
points, 4 points for second place, 3 for third, 2 for fourth, and 1 for fifth place.
Here are the results:
1. Get East Pass Sand for Okaloosa Island – 186 points
2. Preserve Okaloosa Island Dunes – 130 points
3. Get better sand source for Okaloosa Island if it ever needs beach restoration – 120 points
4. Improve storm drainage – 70 points
5. Hold off doing anything to Santa Rosa Blvd until new bridge finalized – 53 points
6. TIE – Coastal or offshore structures to preserve Okaloosa Island beach – 51 points
7. TIE – Move power lines underground for faster hurricane recovery – 51 points
OILA's Architectural Committee (ARC): Thank you to those who reached out to me or to other board
members when they received a letter from the ARC with instructions and a fee schedule. This letter was issued
without OILA's knowledge or consent. We know of no provision in the Covenants or in OILA's By-Laws that
gives the ARC the authority to charge fees, and the ARC did not respond to our request that they show us any
such provision.
Subsequently, the OILA Board removed all members from the ARC and replaced them with John Donovan, Ed
Henderson, and David Sherry, with Jack Pous as alternate. As has historically been the case, OILA's ARC does
not charge fees to review or comment on any leaseholders' plans or projects.
The ARC will meet the first and third Thursdays at 9:00 AM by Zoom, and in person by appointment should
anyone need an in-person meeting. You can reach the ARC at [email protected] or by calling any of its
members. Our phone numbers are listed in the OIL Lantern.
Webmaster: After many years of dedicated service Bob Seitz has decided to retire. We thank Bob for his
service and all his hard work. Cynthia Henderson has generously agreed to oversee OILA's Facebook page, and I
will be managing OILA's website.
Christmas Decorations: I hope everyone had a happy Thanksgiving and wish you all a blessed Christmas and
holiday season. I'd like to thank Nancy Hunt and the volunteers who helped put up OILA's Christmas
decorations again this year.

DRAFT MINUTES – OKALOOSA ISLAND LEASEHOLDERS ASSOCIATION – NOV 9, 2020
CALL TO ORDER: Meeting called to order at 7:00 PM by President David Sherry via Zoom due to Covid-19. I. PLEDGE OF ALLEGIANCE: Pledge of Allegiance led by President David Sherry.
II. ROLL: Board Members Present: David Sherry (President), Rick Deckert (Vice President), John Donovan (Secretary), Brick Bradford (joined meeting after roll call), Ed Henderson, Jesse Hunt, Jack Pous. III. MINUTES: Secretary John Donovan made a motion, seconded by Director Ed Henderson, to approve the draft September 14, 2020 minutes (passed 11-3, Brick Bradford, Dave Hancock, and Jesse Hunt opposed). Secretary John Donovan made a motion, seconded by Rebecca Sherry, to approve the draft October 12, 2020 minutes as amended to include under VI. UNFINISHED AND NEW BUSINESS 4., “Dave Hancock said that OILA was not entitled to the $30,000” (passed 14-1, Jesse Hunt opposed). IV. TREASURER'S REPORT: Presented by President David Sherry on behalf of Treasurer Jim Simpson (See Attachment 1 next page). A motion to approve the October 2020 Treasurer's report and to pay reimbursements was made by Director Jack Pous, seconded by Secretary John Donovan (passed 18-0). V. COMMITTEE REPORTS: Standing Committees
Architectural Report: President David Sherry stated the ARC report is in the OIL Lantern. Website: President David Sherry stated after a decade of service Bob Seitz has retired, thanked Bob for his service, and said we will be looking to fill that position. VI. UNFINISHED AND NEW BUSINESS:
1. President David Sherry led a discussion of the survey sent to members to rank member priorities. The survey was included in the November OIL Lantern, and will be re-sent by e-mail. Results will be published in the December OIL Lantern.
2. President David Sherry requested a motion to move $500 from OILA's Discretionary Fund to OILA's Christmas decorating fund. Vice President Rick Deckert made a motion, seconded by Secretary John Donovan (passed 13-2, Lee Labruyere and Chip Woods opposed).
VII. ANNOUNCEMENTS:
1. President David Sherry announced two recent public notices recently sent to the members. 2. The Air Force has issued a Draft Environmental Assessment and Draft FONSI for the Bridge-to-bridge bike
path. To provide comments to the Air Force, members are asked to use the contact information provided in the e-mail to the members. He noted this Notice is for comments regarding the Environmental Assessment, with comments due by November 18.

VII. ANNOUNCEMENTS (continued)
3. President David Sherry announced the Army Corps of Engineers (“Corps”) has provided public notice they are reviewing Okaloosa County's boat basin project within the Northside Accessway #2. The Notice contains contact information to be used for questions, comments, or to request a Public Hearing. The project description is for the boat basin itself, and does not include the upland amenities or upland parking lot. According to Holly Millsap of the Corps, the Corps does not have jurisdiction in uplands, therefore, the work in uplands would not be considered a regulated activity. Only those activities as described in the notice are subject to Corps approval. He added that nothing stops anyone from commenting on those upland items to the Corps. Although what, if any, impact that would have is uncertain, he said he didn't see how it could hurt. He added that regarding a public hearing, it is his understanding the Corps has discretion whether to grant one if requested. President David Sherry will convey to the Corps the OILA resolution opposing Northside Accessway development passed by the membership in March 2020. President Sherry suggested to Director Brick Bradford that Brick might like to provide talking points to the members through Jim Simpson, for any members who want to send comments to the Corps. Public comments are due to the Corps by November 24.
VIII. ADJOURNMENT: The meeting was adjourned at 7:57 PM (motion by Vice President Rick Deckert, seconded by Secretary John Donovan and passed 13-0.
