EXECUTIVE SUMMARY

Kimley-Horn and Associates, Inc. has performed a golf cart assessment to assess the roadways within

Old Homosassa for the suitability for golf cart use in terms of the speed, volume, and character of motor

vehicle traffic using the roadways. The study was initiated by the County in response to a resident

petition to the Board of County Commissioners to allow golf carts to operate concurrently on the paved

traveled way of specific dedicated Citrus County maintained roadways.

The study identified roadways determined to be appropriate for golf cart travel, as illustrated on Figure

1. At locations where golf cart traffic is allowed, the posted speed limit should be reduced to 25 mph.

The existing speed limit should be maintained for roadways with an existing posted speed limit less

than 25 mph. This report provides sign installation and replacement recommendations to be

implemented if golf cart traffic is approved within the boundary illustrated. The estimated cost for

fabrication and hardware of the new signs is $1,218.08 and the estimated cost of installation is $74.52

per hour based on information provided by Citrus County.

INTRODUCTION

Citrus County retained Kimley-Horn and Associates, Inc. to perform a golf cart assessment of the Old

Homosassa area. The purpose of the study is to assess the roadways within Old Homosassa for the

suitability for golf cart use in terms of the speed, volume, and character of motor vehicle traffic using

the roadways. The study was initiated by the County in response to a resident petition to the Board of

County Commissioners to allow golf carts to operate concurrently on the paved traveled way of specific

dedicated Citrus County maintained roadways. Florida State Statute 316.212, which addresses

operation of golf carts on certain roadways, was used as a guideline for this study.

FIELD VISIT

Field visits to the Old Homosassa area were performed on Saturday, August 22, 2015 and Friday

October 2, 2015. Each roadway within the study area was driven and assessed for the appropriateness

of golf cart travel. The posted speed limit of each roadway was documented. All of the roads within the

community are considered low-volume, local streets. Many of the roadways do not have a posted speed

limit, meaning that the speed limit by Florida Statute is 30 mph.

Some roadways have existing posted speed limits ranging from 20 mph to 35 mph. Mason Creek Road

and Hancock road both have a posted speed limit of 35 mph.

It is typical for such local residential roadways to have pedestrians and/or bicyclists sharing the road

with automobiles. During the weekend field visit, golf carts were observed to be travelling on the

roadways within the study area. Golf cart activity was predominant when boat ramp activity was at its

peak. Golf cart operation was not observed within the study area during the weekday field visit.

GOLF CART BOUNDARY RECOMMENDATION

The study area is a mostly residential neighborhood that consists of rural local roadways. There are

also many private paved and unpaved roadways within the study area, which were not included in the

evaluation. There are two public and one private boat ramps and one school located within the study

area. There are also local retail and restaurant uses within the study area.

The Old Homosassa area can only be accessed from Yulee Drive and W Fishbowl Drive, and to reach

the interior roads vehicles utilize Yulee Drive and Mason Creek Road. The roadway character and

intersection characteristics of the intersection of Yulee Drive and W Fishbowl Drive make these

roadways inappropriate for golf cart travel north and east of the intersection. It is recommended that

golf carts be restricted to south of the intersection of Yulee Drive and W Fishbowl Drive. Golf carts

should not be permitted to enter the intersection of Yulee Drive and W Fishbowl Drive. Figure 1

illustrates the boundary for golf cart traffic.

Golf cart travel on all other public roads internal to the study area is appropriate, if a maximum 25 mph

speed limit is implemented. Per Florida Statute 316.183, a county or municipality may set a maximum

speed limit of 20 or 25 mph on local streets and highways after an investigation determines that such

a limit is reasonable. The local residential streets within the golf cart boundary provided are appropriate

for a 25 mph speed limit. All roadways that currently have a posted speed limit less than 25 mph should

maintain the existing speed limit.

Yulee Drive within the study area has a posted speed limit of 30 mph, with a total of five speed limit

signs. Mason Creek Road has a posted speed limit of 35 mph, with a total of five speed limit signs.

Hancock Road has a posted speed limit of 35 mph, with a total of three speed limit signs. Central Street

has a posted speed limit of 30 mph, with a total of two speed limit signs. Elm Avenue has a posted

speed limit of 30 mph, with a total of two speed limit signs that share a sign post with crime watch

neighborhood plaques. The other roadways within the neighborhood are either posted with a speed

limit of 25 mph or less, or are not posted which by Florida Statute means they have a 30 mph speed

limit by default.

IMPLEMENTATION

To allow golf cart travel within the identified area, all existing speed limit signs greater than 25 mph

should be replaced with 25 mph speed limit signs.

In addition, new 25 mph signs (MUTCD sign R2-1) should be installed on Yulee Drive and South Court

Avenue, near the intersection of Yulee Drive and W Fishbowl Drive. A “COMMUNITY” plaque (modified

MUTCD sign R2-5aP) should be installed above and a “UNLESS OTHERWISE POSTED” plaque

(MUTCD R2-5P) should be installed underneath the new 25 mph speed limit signs on Yulee Drive and

South Court Avenue. These plaques will notify motorists that all roads in the residential community

have a 25 mph speed limit, unless otherwise posted. The 25 mph speed limit is appropriate for the local

residential roadways and will allow for golf carts to safely travel within the same speed range as other

vehicles on the roadway. All roadways that currently have a posted speed limit less than 25 mph should

maintain the existing speed limit.

New “SHARE THE ROAD” warning signs (MUTCD W11-11 with W16-1P) are recommended for

installation on Yulee Drive, Mason Creek Road, and Hancock Road to notify motorists on these main

residential roadways that golf carts share the travel lane.

The new signs could be fabricated and installed by Citrus County Public Works. Unit costs for sign

fabrication and hardware were provided by the Citrus County Public Works Department for each

recommended sign. A total of 12 signs are recommended for installation and 17 existing speed limit

signs are recommended for replacement with new 25 mph signs. The estimated cost for fabrication and

hardware of the new signs is $1,218.08 based on costs provided by Citrus County. The estimated labor

and equipment cost for installation is $74.52 per hour based on costs provided by Citrus County.

Figure 1 illustrates the recommended sign locations. Details for each sign, the associated fabrication

and hardware cost, and installation labor and equipment cost as provided by Citrus County are provided

within the Appendix.

SUMMARY

Per Florida Statute 316.212, golf carts may be operated on county roads that have been designated by

a county for use by golf carts. The determination must be made considering the speed, volume, and

character of motor vehicle traffic using the road. Upon determination that golf carts may be safely

operated on a designated road, signs shall be posted to indicate that such operation is allowed.

The roadways within the Old Homosassa area, as provided by Citrus County Public Works, were

evaluated to determine the appropriateness of allowing golf carts to operate concurrently on the paved

traveled way. The roadways shown within the boundary illustrated on Figure 1 are low-speed local

residential roadways, and have been determined to be appropriate for golf cart travel. Golf carts should

not be permitted to enter the intersection of Yulee Drive and W Fishbowl Drive.

Golf cart operation, if allowed within the boundary lines shown on Figure 1, should follow the

requirements of Florida Statute 316.212. If allowed, golf carts should be operated only during the hours

of sunrise to sunset, per Florida Statute.

Where golf cart traffic is allowed, the posted speed limit should be reduced to 25 mph. The existing

speed limit should be maintained for roadways with an existing posted speed limit less than 25 mph.

Approving golf cart travel within the identified boundary and reducing the speed limit for roadways with

a current speed limit posting greater than 25 mph is likely to shift traffic citations from residents using

golf carts on the roadway to the general motoring public who are accustomed to traveling at higher

speeds along those roadways.

If golf cart travel is allowed within the boundary identified, a total of 12 signs are recommended for

installation and 17 existing speed limit signs are recommended for replacement with new 25 mph signs.

The estimated cost for fabrication and hardware of the new signs is $1,218.08 and the estimated cost
