A Parish Plan is two things:

• Itisastatementofissuesandconcernsacrossthewholecommunity• Itisanactionplanforhowthoseissuescanbeaddressed

Itshouldaimtopreservevaluedandlocalfeaturesandtomapoutthefacilitiesandserviceswhichthecommunityneedstosafeguarditsfuture.

ThisreportsummarisesmanyhoursofanalysisbytheParishPlanCommittee.Usingtheinformationprovided,theCommitteehavetriedtoidentifytheissueswhichneedfurtherattention.ConsiderationmustnowbegivenastohowthisworkcanbetakenforwardtocompletethetasksidentifiedintheActionPlan,Section5,whichispracticalandwillifimplementedachievetheobjectivesset.TheactionsidentifiedrequireconsiderablymoreinputandresourcethantheCommitteealonecanprovide.TofurtherthisinitiativetheinvolvementofmoreParishionersisnecessary.

WehopeanumberofParishionerswillvolunteertoassistinthewayforward.

We wanted to achieve the following outcomes:

• IdentifywhatcouldbedonetomakeOldbury-on-SevernParishabetterplaceinwhichtolive.Theplanwouldneedtohavealongertermoutlook–overa10yearperiodbutshouldalsofocusonthingsthatcouldbedoneintheshortandmediumterm.

• Theplanshouldbealivingdocumentandbeanintegralpartofthewidercommunityplanningprocess.Itmustbesomethingthatcanbeupdatedonaregularbasisandbeavailabletoparishioners.

Parish Profile

2.1.TheoldestpartsofOldbury(thenamemeans‘theoldsettlement’)are,tothesouth,thechurchhilland,tothenorth,thehillfortknownlocallyastheToot,whereironagepotteryhasbeenfound.Romancoinsandpotteryhavebeenfoundinbothplaces,andalsoevidenceofarelativelyhigh-statusRomansettlementnearthepresentpowerstation.

TheSevernprovidedfish,wildfowlandonthearealiabletofloodrichalluvialdepositsforfarming.TheRomansbegantheflooddefences,vitaltothisday,bothagainstthephenomenalhightidesintheriverandagainstfreshwaterfloodingfrominland.InthemiddleagesOldburyanditssurroundingareaformedtheMarshtithing(thenameissignificant)ofThornburymanor.Amill

wasconstructedonthesiteofthepresentAnchorpub.Thehightidethen,anduntilrecently,camerightupintothevillage,andwasheldbacktobeusedasrequiredtoworkthemill.

Fishingwith‘fixedengines’(rowsoftrumpet-shapedbasketsmadeofhazelandwillow),orwithlavenets,wasuntilrecentlyausefulsourceoffoodandincome,endedbyacombinationofincreasingbureaucracy(includingever-risinglicencefees)andtheshiftingmudandsandoftheriverbed.

Oldburyhasitsownsaint,StArilda,wholivedanddiedatthewellbearinghernameatKington.Thechurchhasmagnificentviewsfromitscircularchurchyard,itselfevidenceofapre-Normanconquestfoundation.

AsurveywassenttoallthebusinessesoperatingintheParishtoestablishtheirprimeactivitiesandneeds,toremainoperatingintheParish.TheprimaryEconomicactivitiesintheParisharefarmingandthePowerStation,althoughthereareanumberofsmallbusinessescoveringmechanical&electricalengineering,tyres,

Wealsoinvolvedthelocalschoolchildrenwhohighlightedmanyoftheissuesraisedbyyourselves,inparticular ;nonewpowerstation,arequirementforspeedcameras,theneedforafootballclubinthevillage,morebridlepaths,aswimmingpoolattheschoolandmoredens!!

gardenmachineryandbuilder’smerchants.Theirmainrequirementsweretobeabletohavebettersignage,fasterbroadbandandspeedrestrictionsonthesurroundingroads.

Demographics2.3.Therecentcensushasindicatedthereare294dwellingsintheOldbury-on-SevernParishcoveringapopulationof714people.Wesentout300ParishPlanQuestionnairesandreceived154(52%)back.

TheoverwhelmingfeelingsfromthesurveyregardingOldburyVillageandits’surroundings,wassummedupbyacommentfromoneofthechildrenatthevillageschool,‘theworstthingaboutthevillageisthatIdon’tlivehere’!!!

� Memorial Hall/Pavilion: AlthoughthechartshowsthatthemajorityoftheParishionersfeelthefacilitiesatboththeMemorialHall&Pavilionaregoodoradequate,thesedidreceivealargenumberofcommentsindicatingotherwise.ItcomesasnosurprisethatpeoplefeelthattheMemorialHallisinneedofrefurbishmentlikewisethefacilitiesatthePavilioncomeunderscrutiny.BoththeseParishassetsarethesubjectofimprovementworkirrespectiveoftheParishPlanwhichinmanywaysunderpinstheimprovementplansalreadyinexistence.HoweversomefundamentalquestionshavebeenposedbytheresponsestotheQuestionnaire.ThemajoroneisthepossibleintegrationofbothfacilitiesandthiswillbeinvestigatedasindicatedinSection1,ParishFacilities,oftheActionPlan.

� Playing Fields: TheParishhasagoodrangeofsportingfacilities,tennis,sailing,cricket,andskateboardingbutanotableabsenceisafootballpitch.

Theconsensusofopinionwasthattheplayingfieldsrequireimprovement,particularlyplaygroundfacilitieswithmorerecreationalequipmentforupto11yearolds.

� Parish facilities all age groups: Overallthefacilitiesaregoodbutthereisarequirementtoprovidebetterfacilitiesforprimaryagegroups,withanotableabsencebeingafootballpitch.

� Footpaths Tracks and Bridleways:Footpathsandbridlewaysneedimprovementspecificallytoremoveobstructionsandclearrubbish.Footpaths/cyclepathstoThornburywereconsideredessentialwithanumberofpeoplesayingthatfootpathsinthevillageneededtobeextended.

AfeasibilitystudytodecidetheviabilityofthiswilltakeplaceasindicatedinSection6,Roads&Transport,oftheActionPlan.

� Healthcare: Overallthefacilitiesaregoodalthoughsomepeoplehadconcernsregardinggettingprescriptions.ThereisadeliveryservicefromPharmaciesinThornburyandcanbearrangedwiththem.

� Village Shop: 72%ofhouseholdswhorespondedsaidthattheywantedaVillageShopsellinglocalproduce.Specificallyaround16%ofresponderssaidtheywouldusetheshopdaily,51%saidtheywoulduseitweeklyand6%monthly.Therewasagoodresponsefrompeoplewillingtohelprunit.

Howeverthereissomeconcernthatthereisinsufficientpopulationtosupportsuchafacility

� The4WardoverwhelminglyisseenasthemainmeansofcommunicationwithintheParish,howeverwellinexcessof80%saidtheyhadorintendedtohaveinternetaccessandmanyfeltthattherewereopportunitiestousee-mail/websiteasameansofcommunicating.4Wardisnowon-lineandcanbeseenat:

TheParishCouncilarealsotryingtoimprovetwowaycommunicationsandseetheopportunitiespresentedbytheinternetaskeytosuccess.Workhasalreadycommencedaimedataddressingsomeofthecommunicationsissues.ThesubjectiscoveredinSection2,Communication,oftheActionPlan.

� Thissectionofthequestionnairetriedtoestablishapictureofwhatissuesparishionershaveregardingthingswhichhaveadirectbearingondaytodayliving.TherewasahighresponseratefromtheolderelementoftheParishPopulationmanyofwhomwereretired.Ofthosestillworkingmostworkedwithin30milesofOldbury.VirtuallyallrespondentssaidthattheysupportedlocalbusinessandasimilaramountfeltthatlocaleventswereimportanttolifeintheParish.Itwashearteningtoseethatasignificantnumberofpeoplewerepreparedtogetinvolvedincommunityactivities.

� Thissectionofthequestionnairewastryingtounderstandwhatpeoplefeltwouldimprovetheenvironment.ManyoftherespondentswantedtoseetheParish&it’sfacilitiesmaintained&ingoodworkingorder.Theywantedgreenspaces,publicfootpaths/bridlewaysandwalls&hedgesmaintained&preserved.ThesewillbeincorporatedintheactionsforaCommunityActionGroupwhichwillbesetup,seeSection3,Community,oftheActionPlan.

Thereweremanycommentsexpressingconcernaboutfloodingrisksregardingtidalflooding&theadequacyoftheSeverndefencesandfluvialflooding&theadequacyoftheinternaldrainagenetworktocontendwithincreasinglevelsoffloodwater.

� ThesesectionsofthequestionnairesoughttoestablishtheviewsoftheParishionersrelatingtotransportingeneralandtheParishroadinfrastructure.

Theresponsestothequestionnaireindicatethatover90%ofrespondentshaveatleastonecarintheirhouseholdreflectingthefactthatitisverydifficulttoliveintheParishwithoutone.

58%ofyouindicatedthatyouwouldusepublictransportifavailablebutnotonafrequentbasis.

Whenaskedaboutanewnuclearpowerstation43%ofrespondentssaidtheysupportednuclearpowerbutwhenaskedspecificallyabouttheproposalsforthenewfacilityatShepperdinesupportreducedto29%.WenowknowthatthesiteremainsonthelistofsuitablesiteswhichappearintheNationalPolicyStatement.WhetherornotthesiteshouldbeonthelistisnotsomethingtheParishPlancaninfluence.Theapplicationprocessisintheveryearlystagesandthe

objectivefortheParishwillbetominimisenegativeimpactsofthisproposalandmaximisethebeneficialaspectsforthegoodofthelocalandwidercommunityshouldtheapplicationproceed.OtherissueswhichemergedweretheopportunityforaBulkOilpurchasingschemeintheParishandtheopportunitytohavemoreoverheadcabling‘underground’.

Oldburyisservedbyaverylimitedbusroute613andthereistheSchoolBuswhichisavailabletothepubliconschooldaysintermtimeonly.ThereisalsoanotherbusoperatedbyValeLinkonaWednesdayonly,whichanyonecanusebutyoumustringthedaybeforetobook.

Realistically,giventhelownumbersofpeopleinvolvedandnoguaranteeofthenumbersusingPublicTransportregularly,itisunlikelythatanycompanywhichneedstomakeaprofitwillbewillingtoprovideanyadditionaltransportservices.

There is Community Transport available as follows:

ValeLinkisoperatedbyFourTownsandValeLinkCommunityTransport.Thisserviceisavailabletothosewhoareeither :Over60,haveSpecialNeeds,areonbenefitsorhaveaccessproblems.Examplesofuseinclude:medicalappointments,socialvisits,education,shoppingtripsandspecialoutings.Theyalsoorganisetripstoplacesofinterestfortheelderly.Theremaybeachargeforthisserviceaccordingtoneed.

Thisisa‘ringandride’serviceandthosewishingtouseithavetoregister.Thiscanbedoneby:

� Condition of Roads:ThemajorityofrespondentswerehappywiththestandardoftheroadsintheParish.The2maincomplaintsbeingthecontinuingproblemofthesunkendrainagecoversonthe‘PowerStationRoad’andfollowingtheseverityoflastwintertheincreaseinthenumberofpot-holes.

� Safety of Roads:

The main issues highlighted were:

• parkingproblemswithinthevillageinparticulartheAnchorBridgeandtheSchool.• thelackofpavementsparticularlyfromtheBusSheltertotheAnchorandfromthe

AnchortotheSchool.• arequirementfora‘BikeRoute’toThornburyalthoughwedidnotaskhowoftenthey

wouldmakeuseofit.ItwasalsopointedoutthatKingtonLanealreadymadeasuitablealternative.

� Traffic Calming: Thissectionofthequestionnairegeneratedsomeinterestingcomments.68%ofrespondentsfeltthatsomeformoftrafficcalmingmeasureswerenecessary.ThecommentsrelatedtoareasthroughouttheParish.EgtheroutefromTheSheepwashthroughthevillageoverthehillandintoKingtonLane,MumbleysHill,ChapelRoadatHopeFarm,WestmarshLaneandthejunctionwithChurchHill,andtheNaitecrossroads.

QuiteclearlythereisanissuetobeaddressedandthisiscoveredinSection6,Roads&Transport,oftheActionPlan.

� WiththeNationalPlanningPolicyFramework,SouthGloucestershireCoreStrategyandtheLocalismActcomingintooperationthemessageisloudandclearthatCommunitiesneedtohaveaclearvisiononhowtheywanttheircommunitiestodevelopintheyearstocome.Failuretodothiswillleavecommunitiesvulnerabletounwelcomedevelopment;wehaveachancetoinfluencethesortofdevelopmentwhichwillbepermittedandtoensurethatdecisionsaretakenatalocallevel.

TheLocalismActisdesignedtomaketheplanningsystemclearer,moredemocratic,andmoreeffective.TheFrameworkworkswiththeLocalismBilltoputintopracticetheDutytoco-operate,NeighbourhoodPlanningandotherchanges.

Thequestionnairerequestedthatpeopledescribetheirattitudetodevelopmentandwhattheysawastheneeds/prioritiesofthecommunitybothnowandinthefuture.Asummaryoftheresponsesisshowninthechartabove

55%ofrespondentsexpressedaviewthattheywantednofurthergrowthinthevillage&thattheylikeditasitwas.Howeverwhentheyconsideredthelongertermandthesustainabilityofthecommunitythisfigurereducedquitesignificantly,circa80%feltthatgrowthtosustainexistingfacilitieswasrequired.Therewassignificantsupportforsomedevelopmentbothinthevillagedevelopmentareaandoutsideinthehamlets.Thetypeofdevelopmentwaskeytothiswithhomesforfirsttimebuyers(affordable)andhomesfortheelderlywhomaywishtodownsizefromtheirexistingpropertiesbutremaininthelocalityastwoofthepriorities.76%feltthatthecurrentdevelopmentboundarieswerenotlogicalandwereinneedofreview.TherewasalsoconcernthatthereisatrendtowardsOldburybecomingadormitorycommunity.

CommunityDevelopmentisakeyissuewhichrequirescarefulconsideration,nonethelessaplanisrequiredtoensurethatthenatureandsettingoftheParishisnotundulycompromised.Anumberofareaswereidentifiedasnotbeinginkeepingwiththe‘village’,ofthesetheOldStoresSiteinChapelRoadwassingledoutformostcriticism.ThisasmanywillknowisalongstandingproblemwhichsofartheParishCouncilhavenotbeenabletoresolve.EffortscontinuewiththeLocalAuthoritytotrytoachieveagoodoutcometothismatter.

TheActionPlansforaddressingthedevelopmentissuesandformulatinganacceptableandworkableplanaremappedoutinSection7,Planning&Development,oftheActionPlan.
