Stewartville’s elementary school is filling fast, prompt- ing actions to alleviate swelling classrooms. At its meeting Monday, May 14, the Stewartville School Board decided to implement student enrollment caps for Bonner Elementary School for the 2012-2013 year. “Bonner is extremely full, so we are trying to cap our num- bers there so that we have room for our students,” said Stewart- ville Public Schools Superinten- dent David Thompson. Kindergarten and first grade enrollment will each be capped at 156 students and second grade will be capped at 188 stu- dents for the 2012-2013 school year. During the 2011-2012 school year, Kindergarten was capped at 156 and first grade was capped at 188 students. The board also approved moving two sections of Kin- dergarten to Stewartville’s Cen- tral Intermediate School for the 2012-2013 school year. Thompson suggested mov- ing the crowded Kindergarten classrooms at Bonner in favor of utilizing the larger rooms at Central. He said a similar pro- cess was implemented in 1997 and 1998. “My own children went to Kindergarten at Central,” Thompson said. “We do have a real need to remove some of the pressure that we have here (at Bonner Elementary).” Thompson said the move would also help to decrease congestion during the morn- ing and afternoon hours when parents drop off and pick up children at the school. “Probably the biggest chal- lenge is going to be to decide who goes over to that building,” said Bonner Elementary Princi- pal Dave Nystuen. Some families have offered to have their children go to Cen- tral for Kindergarten because of its additional facilities, accord- ing to Nystuen. But others expressed they preferred not to participate in the move because they would have to drive their Two pressing deadlines and too many snags led the Pine Island City Council, at its May 15 meeting, to scuttle plans for a business park on the north side of town. Progres- sive Commercial Park was to have provided a high and dry site where a pair of flood-damaged businesses, Pine Island Lumber and Olson Motor Repair, could reestablish themselves. The city had intended to use Minnesota Department of Natural Resources funds to buy out the lum- ber company, which would then spend the money toward building a new facility in the commercial park. At its April meeting the council had approved a purchase plan. But after the council authorized the agreement, Pine Island Lumber asked for changes. Those changes weren’t unreasonable, Mayor Paul Perry said, but would stall the pro- cess past its Minnesota-mandated deadlines. “We have worked an aggres- sive schedule the last eight or nine weeks to get this done,” he said, “but because we and the [lumber yard] owners have not seen the final plan, we can’t vote on it. And they can’t start building by July 1, so we won’t have time.” The DNR added another death- blow by deciding to defer funding. The City of Pine Island would get paid at some unspecified time, but in the meantime would have to cover the cost of the buyout – $312,000, which is not in the city’s budget. “We hadn’t contemplated finding the money to front the DNR buyout,” Perry said. Agreeing unanimously that the city couldn’t afford the unantici- pated expense, council members voted to remove all 11 purchase plan- and commercial park-related Beth Rentz of Roches- ter knows that attitude is the most important thing in life. Individuals concerned about water quality and soil erosion in Olmsted County should con-sider filing by June 5 to run for the position of Supervisor of the Olmsted Soil and Water Con-servation District (SWCD). “Supervisors play an impor-tant role in how our commu-nity deals with a wide variety of resource management issues, including wetlands, water quality, soil erosion,” noted Floyd Whitaker, staff with the Olmsted SWCD. “Serving as a supervisor is a terrific opportunity for people who want a voice in how we manage our environment,” he said. SWCDs are special purpose units of government that man-age and direct conservation pro-grams, such as the state Cost-Share Program. An elected board of Supervisors governs each of Minnesota’s 90 SWCDs. This year, the SWCD has three Supervisor positions up for election. SWCD candi-dates appear on the ballot for the general election which will take place November 6, 2012.

Candidates are elected county wide, but must reside in one of the nomination districts up for election. These include District 4: Rock Dell, High Forest, Pleasant Grove, Orion, Salem Township and District 5: New Haven, Oronoco, Kal-mar, Farmington Township. SWCD Supervisors serve four year terms. Supervisors meet monthly to discuss the business of the SWCD, including state grant allocations to landowners, dis-trict conservation priorities, coordination with other local units of government and state agencies, and legislative priori-ties. Supervisors do not receive a salary, although they do receive compensation for attending meetings and are reimbursed for expenses. Those interested in running for Supervisor should file at the County Auditor’s office from May 22 through June 5, 2012. Additional information about the SWCD can be found online at www.olmstedswcd.org or by calling the office at 507-280-2850.

Early in June, Wisconsin is having a recall election in which the Governor and a fair number of the state Legislature is up for recall. The governor and legisla-ture last year passed some laws that severally restricted a prac-tice that the unions had been doing for many years. They required that all teachers had to buy their insur-ance from the union-owned insurance company. The union insurance company had the highest premium rates of any company in the state. The unions would take the excess money and donate it to the Democratic Party. Gover-nor Scott changed the law so that teachers and other public employees no longer had to buy their insurance from the union insurance company. They could buy from any company. The net result was that the slush fund that was used for political purposes disappeared. The public employees now are getting the full amount of their salary demands and the school boards are able to save in some cases as much as $1,500,000—enough so

that they could now afford to meet the salary demands of the teachers union. Many union members are begin-ning to question the amount of money that is taken out of their checks for union dues, political contributions, and now their health insurance costs. I’ve talked to contrac-tors who say that they have to pay over $60 an hour for labor costs and the workers receive less than $40. Deductions take a pretty hefty bite out of the paycheck. When I served in the legisla-ture, I proposed that the com-munity colleges and vocational schools should be organized to make it easier to transfer from one to the other. Several union elected Representatives asked me to talk to Dave Roe or Neil Sherburn, the union lob-byists about my plan because they said they “couldn’t vote for it without their approval.” Today the unions are fighting against letting a private com-pany transport the students in the Robbinsdale school dis-trict. The school could save over $1,400,000 a year by hir-ing a private contractor. Union members are taxpayers as well as anyone else but at times, their priorities differ from the average citizens’ position. Karen Reisner in a recent

Unions, big oil, and printing more money?column in the Olmsted County Journal talked about the sub-sidy that oil companies were receiving. In 1973, the foreign oil companies formed an oil cartel to limit production and raise the price of oil. Oil com-panies are big business, but the largest oil company in the U.S.A. only ranks as number 14 on the world scale. The sub-sidy is not large but it did get production up in this country. Now the Royalties are paid to the U.S. government. The workers pay their taxes to the U.S. and oil production has increased. Normally the price of oil would be going down, but Obama and his Demo-cratic colleagues decided that they weren’t going to connect the pipeline to the refineries. Now all of us are paying more than twice as much per gal-lon than we did when they were elected. –and who gets the money? Our friends in the cartel. Who pays? Every single person in the U.S. pays in their gas bills, their heating bills, their grocery bills etc. I really don’t worry about the pay that the head of the company is receiving as long as he can keep the price of gas at an affordable level. On April 16, 2012, the Roches-ter Post Bulletin had an editorial “Now is the time to own your future,” a well-written article on the problems of aging. How to save enough to take care of yourself in the last years of life. The writer points out the many factors involved and suggested that both the state and Federal

Al Schumann

governments consider new ways to “incentivize” people to take greater responsibility for their own long-term care—and to regulate an insurance industry that as premiums soar, is under increasing scrutiny. Might I suggest that we “incentivize” the Federal and State governments to live with-in their means. Uncle Pete, 60 years ago had a wife who lay bedridden for almost seven years. He went down to get a loan and explained to the banker that he had earned the

money that he saved when he was earning $1 a day. That $1 doesn’t buy much anymore. Printing more money will not solve the problem.

Two new murals recently found homes on opposite walls of

the library/media center at the school. School board members and onlookers alike were treated to the sight of the giant, red dog

Clifford painted on the wall high above their heads at the meeting held at Bonner. Students submitted their ideas for characters in the murals and Rochester artist Greg Wimmer made them come to life, funded through a Minnesota Legacy Act Arts and Cultural grant. “We took (the students’) ideas and we went through and tal-lied the most frequent ones and were able to pick out a number of those to incorporate on that wall,” said Renita Irvin, media specialist. Characters depicted in one of the murals included Dr. Seuss’ sprightly cat in the pepper-mint stick-striped hat, Fly Guy, Pigeon, Diary of a Wimpy Kid favorites, and the little pup Bis-cuit. Painted on the opposite wall, children fly through a blue sky above a forest, riding on the pages of a book. The mural symbolizes the power of books to expand the children’s world and imagination. Irvin said, “The forest is the growth that reading allows you.” The next board meeting will be held Tuesday, May 29 at 7 p.m. in the board room.Renita Irvin, media specialist, introduces two new additions to

items from the agenda. “We tried to do a six- or seven- or eight-month project in a few weeks,” a disappointed Perry said after the meeting. “It was a valiant effort on everybody’s part, but things got more and more complex and we weren’t going to be able to get it done. We couldn’t overcome the delays.” The lumber company’s plans at this time are not known, but Olson Motor Repair is negotiating a deal on its own to buy another site.Swimming pool modifications

PINE ISLANDContinued from Page 1

The municipal swimming pool can continue to operate this sum-mer, but not after that unless the city makes extensive alterations, a representative of the Public Works Department told the council. Meeting American Disabilities Act (ADA) standards will call for tear-ing down walls and knocking holes in the floors – “a multitude of revi-sions that need to be done.” When complying with ADA’s demands costs too much, commu-nity pools close and that deprives all children, Councilman Rod Steele said. “Common sense does not run rampant in the federal government.”

“It’s absurd,” said City Adminis-trator Abraham Algadi. “If cities would only get together and push back to let the [federal] government know how ridiculous this is,” Councilman Dean Weis said. If the pool closes, the kids will still swim, Steele said, “in retention

decorating, setting tables, and even lists of supplies needed for large groups. “People can use it as a guide or a tool,” said Rentz. “So when they go into the store, they know the actual amount they need.” Rentz has even given thought to the different people that will be at the gathering. She notes that a group of senior citizens is going to eat less than a group of guys playing football. She also recommends having some-one serve at a buffet to make

sure there is some portion con-trol, and to make sure there is enough to go around to every-one. Rentz has worked in many different areas of the country, doing many different things, and has gathered years of expe-rience to put in this cookbook. She had it printed at G&R Pub-lishing in Waverly, Iowa. She has recently sent several copies to Costco at their request. It seems Rentz has thought of everything when it comes to designing this cookbook. “The size of the book fits inside a gal-lon freezer bag,” she said. She

added that covering the pages with plastic protects them from stains. She has increased the font, making the print larger and easier to read. The front part of the cookbook sits easily on a printer, so a person can print out lists of what to buy at the grocery store. Rentz believes in getting the best and the most for the least, and she tries to help others do that with her cookbook. And she has had a lot of fun putting it all together. Her positive atti-tude has helped her every step of the way. “I refuse to not have it work,” she shared. “I take each beauti-ful day as it comes. I am, I can, I will, and I believe. Surround yourself with positive energy.” Years of experience have been put into her work, and she is

happy to share what she has learned. There are tips on keep-ing food warm or cold, and advice about putting ice in the punch right before serving, how to put the tables together, and how to keep a nice flow of traf-fic for people to enjoy a buffet. She even recommends the size of pan to use for a recipe. Rentz said she tried to incor-porate fresh fruits and vegetables into the recipes. She also used a lot of detail, going so far as to weigh portions of lettuce and instruct on how to divide it for the right amount of people. One goal Rentz has with Feed

Many, For Fun, For Profit is to help bring families back into the kitchen together. “I want this book to be used, to have a positive economic effect on families, people with catering businesses,” said Rentz.

“It’s all valuable because it helps you get the best and the most for the least.” Many churches and other organizations have asked for copies of the cookbook, and Rentz is thrilled at the response. To order a copy of Feed Many, For Fun, For Profit, call 507-206-6989, or visit the website at www.feedmany.com.

low Elementary, along with a panel of four Longfellow teachers, glowed in report of their iPad Pilot Project at the Rochester School Board regular meeting on Tuesday, May 15.

unfamiliar with typing, voice record-ing, searching the web, and sharing their work with others. Instructional activities have been redesigned to integrate iPads, and all the teach-

ers seemed to agree with first grade teacher Kristie Beck that iPads “are proving to be a remarkable tool to enhance what we are already doing in

riences.” This week, teachers introduced email as a communication tool between students and teachers. Stu-dents can receive assignments through their iPad inbox, submit them over email to their teachers, and then teachers can forward work onto par-ents. Manning said last week she sent spelling tests and Mother’s Day cards home by email. An obstacle with this tactic, however, is how to make the practice inclusive for families who do not have internet access at home. A questionnaire harvested yester-day from Longfellow parents found

that 93 percent responded: Yes, the iPad Pilot Program has had a positive impact on the child. Of those who did not agree, the concern was wheth-er iPads would compromise student proficiency with paper and pencil. Davidson said that he was delighted to receive the concerns because they highlighted areas for improvement in communication between teachers and parents. In the majority praise, one parent wrote, “My daughter loves the pro-gram. She talks about it all the time and when she comes home she uses my iPad. . . you have discovered the secret to getting kids to love home-work and learning.”

ponds and in the mud.” “Do we want to authorize to get bids,” Algadi asked, “or do noth-ing and call the state’s bluff and tell them to come close the pool?” Because the pool is a summertime asset, he urged the council to at least get an estimate of upgrade costs, and the council agreed 4-0.

Wells Fargo Bank asset manage-ment program

City Finance Director Jon Eick-hoff proposed appointing Wells Fargo Bank as investment agent for the city. Eickhoff, who currently handles the city’s investments, said that he doesn’t have access to as many markets as the bank does. The city’s Wells Fargo portfolio would consist of bonds and secu-rities. ‘This is a true government portfolio, restricted only to things under state statute,” he said. “It’s insured bank issues and govern-ment issues. No stocks. “I want you to be comfort-able with this,” Eickhoff told the councilman who replied they’d be

more comfortable if the minimum investment weren’t a million dollars. They requested more information. “Maybe you can bring this up again in August,” Perry told Eick-hoff.

More business In further business the council: Voted 4-0 to give the library director a six-month salary increase from $40,400 to $42,860. Authorized Algadi to look into purchasing a lot next to the now-under-construction park by the golf course. Adding the lot, coun-cil members unanimously agreed, is required to make the park big enough. Put off a vote until the June

meeting on an updated ordinance regarding utility work permits in city rights of way. City Attorney

Bob Vose recommended the delay to give Xcel and other effected utili-ties an opportunity to comment.
