It’s been more than a year since Lourdes high school senior Hanna Hughes was diagnosed with Osteo- sarcoma, a form of bone cancer that is known to develop during adoles- cence when children are growing rap- idly. Hughes was diagnosed last year in April and received ten weeks of chemotherapy. Her right leg and hip were removed. She received another seventeen weeks of chemotherapy after her surgery. A very tough start for someone so young and talented. Hughes was a star player for the Lourdes girls soccer team. That hasn’t stopped her from attending games and cheering her old teammates on or from having dreams of going to college and pos- sibly becoming a veterinarian. Hughes has received a vast amount attention from the media. Her story of surviving cancer is great testament for those going through cancer them- selves, and the American Cancer Society has announced Hughes as the Honorary Chair for their Relay For Life event, which will be held next Friday, July 15. Rochester’s newly adopted tree ordinance is getting its first test by commercial development. We are hoping for fall of 2013 to have students in the building.” The new building, which DeCramer said has a campus feel to it, is designed to serve a population of 525 students. DeCramer is expecting a bump in enrollment when the new school is opened. “It’s just wonderful,” said DeCramer. “The design of the new building brings in architec- ture and look of the high school in town. We people with senti- mental ties to it.” The location is ideal for stu- dents to take advantage of the educational opportunities near- by. Rochester’s newly adopted tree ordinance is getting its first test by commercial development. Lourdes High School has been at its present location in downtown Rochester since 1941. As a part of Rochester Catholic Schools, it has grown and expanded over the years.

About ten years ago, a decision needed to be made whether to renovate and expand the old school or build another school in a new location. “We figured out that no mat-ter what we did the cost was going to be the same,” said Barb DeCramer, Development

ObiTUARiESSteven R. Decker

Steven R. Decker, 43, of St. Louis Park, Minnesota, for-merly of Kasson, died Monday, July 4th, 2011, peacefully at his home surrounded by loved ones. Steven Robert Decker was born in Rochester, Minnesota October 15, 1967, to Stanley and Mildred (Munson) Deck-er. He grew up in Kasson, Minnesota and attended Kas-son-Mantorville High School, graduating in 1986. In high school, Steven was a member of the Komet’s football team.

Steven earned a degree in Business Administration from RCTC in Rochester. For the past eighteen years he worked as a Technical Representa-tive for Lake Region Medical of Chaska, Minnesota. He enjoyed being a part of the medical technology industry in Minnesota. Steven was the proud father of two children: a daughter, Jordan and son, Sean. Steven was a loving father, caring boyfriend, cherished brother and beloved uncle. He excelled at numerous sports and enjoyed spending time in nature. Many evenings were spent biking and rollerblading.

He was an avid Minnesota Wild hockey fan and relished attending sporting events. His favorite sports included ten-nis, hockey, and racquetball. Throughout his life Steven enjoyed spending time with his family and friends. He will be deeply missed. Steven is survived by his daughter, Jordan Decker, and son, Sean Decker, both of Waconia, Minnesota; girlfriend Tami Shroyer of St. Louis Park, Minnesota; sister Monica (Bob) Hedman of Rochester, Minne-sota; brothers, Scott (Cathy) Decker of Byron, Minnesota; Mark (Eleanor) Decker, also of Byron, and Chris (Kristin) Decker of Kasson, Minnesota; four nephews and two nieces. He was preceded in death by his father Stanley Decker and mother Mildred (Munson) Decker. Funeral services were held Friday July 8, 2011, at the First Presbyterian Church of Kas-son at 11:00 AM, the Rever-end Clint Patterson officiating. Burial, at a later date, will be in Maple Grove Cemetery in Kasson. Mahn Funeral Home in Rochester assisted the family with arrangements.

According to www.bizjournals.com, in an article dated Octo-

ber 25, 2010, “The Dayton Daily News lost about 8.4 percent of its circulation in the past year.” In this same article, the Spring-field News-Sun was cited with a “circulation decrease of about 10 percent, with 19,712 weekday subscribers compared with 21,912 a year ago.” Daily newspapers large and small continue to see a significant decline for a variety of reasons, year after year. Yes, the Internet has changed the momentum of the daily news-paper industry, which pains me to say. Newspapers have been in my blood since I started delivering them at the age of 10. That was the first job I ever had, which taught me so many valuable les-sons pertaining to work ethic and customer relations. With all of this said, I have seen the pendulum swing in a completely different direction I could have never imagined. The Internet has become so liberal with the meaning of “free,” that consumers of information continually pose the question: why buy the cow when I can get the news for free? Certainly, many paid circula-tion newspapers have tried vari-ous methods of controlling print and online collaborations, almost to their own detriment -- with many failed attempts at “site lock downs.” While this isn’t something usu-ally at the forefront of my cere-bral cortex, recent conversations with readers and advertisers have prompted me to consider how the Olmsted County Journal plays into the overall picture of the newspa-per industry. There isn’t a day that doesn’t go by without me receiving a phone call or e-mail from a reader of this 62,000 circulation weekly news-

paper you are receiving today. Some of the people are calling me with positive feedback on the articles appearing in that particu-lar issue of the Olmsted County Journal, and others are expressing their opinion about a “letter to the editor” they saw in the Com-mentary section. And, then there are the adver-tisers. Just a couple weeks ago, a Rochester liquor store ran an advertisement that generated one heck of a response. They sold over 40 cases of wine from that one advertisement. And, I hear this quite a bit.

I had another person contact me about running inserts in the Olmsted County Journal, as she is starting up a new business fran-chise in Rochester, and she told

me how much she appreciated receiving this newspaper, since she doesn’t subscribe to any news-paper. She said, “This is the only

When working on designing a new building for the students, the school created a Learning Environment Philosophy State-ment, in order to create a sacred space that goes along with the mission of the Catholic schools, to “develop and reflect the pres-ence of God within each of us.” The new high school will have an athletic wing, as well as a

fine arts wing with an audito-rium that can seat 625 people. A chapel will be built to seat 150 people, and will be adorned with a stained glass window. This isn’t going to be just any stained glass window; it was donated by the Sisters of St. Francis. DeCramer explained when the College of St. Theresa closed in Winona, the stained glass win-dows were moved into storage at Assisi Heights in Rochester. The sisters later decided to donate the

beautiful windows to the new Lourdes High School. According to DeCramer, the windows are 12 feet high, and in three sections that total 150 feet in length. She feels the win-dows will honor the sisters of St. Francis, who had a part in the founding of Rochester Catholic Schools. “It’s satisfying to honor that relationship,” she said. Stained glass windows from the current library at Lourdes will also be moved to the new building. As for the downtown location, two blocks of land have been sold to Mayo Clinic, which has other property adjacent to that. uundo the project, is that the bou-levard trees would screen view of the retail stores from drivers on

surrounding roads. “I do know that if we have to plant trees every 35 feet, it would kill the project,” said Zietlow.

“Giving us the flexibility to create vision is key.”

Zietlow came to the Council with a sense of urgency to get resolution on the issue, looking for approval of an exception to the ordinance that would make developers more secure in the business park’s viability. He stated that a line of trees 35 feet apart would create 100 percent screen-ing between businesses and the street. He lamented lost opportu-nities to attract retailers to the site and increasing costs of waiting for agreement on boulevard trees to move the project forward. There was some question as to how Olmsted County’s policy regarding highways might impact the development, as West Circle Drive is a County highway. Plan-ning staff had heard a variety of answers on the question, but felt that the County’s policy, which does not allow for trees on the highway, would likely follow MNDOT’s agreement with the city to allow trees on the outside of a “reaction area” that would be determined by the road’s speed limit. This would probably put boulevard trees in the inside of bike paths on West Circle Drive. The tree ordinance was adopt-ed for a myriad of health and quality of life improvement rea-sons. As Rochester has grown in past decades, trees have not been planted to go with the develop-ments. Among other reasons, trees improve storm water filtration and control, remove toxins from the air that people would otherwise breathe in, and reduce the “heat island” effect, in which areas which exposed concrete and asphalt have significantly increased air temper-atures. Trees also save the City cost through less damage to roadways, and make the city more conducive to bicycle and pedestrian traffic. Wojcik, a proponent of the tree ordinance, asked for evidence that would contradict studies that the City has received in planning the ordinance that trees are beneficial to business. “We wouldn’t spend the money, and that’s 100 percent,” Zietlow replied. Most Council members stated their sentiment that Kwik Trip was good for Rochester’s business com-munity and that they would like to see the project move forward, how-ever they also expressed support for the tree ordinance. Some Council members were con-cerned about lost opportunities to grow Rochester’s economy and raise City revenue. “The trees are a good thing,” said Council president Dennis Hanson. “I’m also concerned that we’re going to let a couple of high-profile businesses go away.” Wojcik expressed several times that boulevard trees are in the public right of way, that the ordi-nance is in the public interest, and demanded a meeting to gather input from the public before giving away this asset. “We’re a great community, peo-ple are here by choice, they’re not here because we’re the cheapest place to do business or have low standards,” said Wojcik. “I think it’s OK for us to have high stan-dards.” The issue was tabled until the July 18th Council meeting and

Zietlow was again directed to work out a site design modification with City planning staff, which could

be enacted without coming back to the Council.

It’s been eighteen years since the first relay event and the number of teams involved has grown dramatically throughout the years, according to American Cancer Society Commu-nity Relations officer Ross Messick. There are forty teams for a total of more than four hundred and fifty people that have raised more than $170,000 for this year”s Relay For Life fundraising event. With more than 3,500 people that

are diagnosed every day ,and 1,500 that will die of cancer every day, it is the fundraising efforts and events like Relay For Life that allow the American Cancer Society to fund programs such as the Hope House in Rochester. This is a very special event, Messick said. The programs now in place to help cancer patients would not be available if it weren’t for the teams of people that come together across the country and do the walks raising millions of dollars each year. The Relay For Life event will also offer different opportunities for the

general public to donate at the event as well. Balloons will be available to purchase for people to write messages on them that will be released before dark. Luminaries, bags with candles in them will also be available to pur-chase, which will be lined around the track to show remembrance for those affected by cancer. Opening remarks will begin with a survivor reception at 5:30 p.m. and the event will go on through the night and end Saturday morning. All are welcome and encouraged to attend.

By Tracy Ebmeyer Dover resident Tom Hagan approached the city council about obtaining a permit to build a dog kennel within city limits at last Thursday’s city council meeting. Hagan and his son professionally train hunting dogs and hope to grow the business. Hagan would like to add on to an existing build-ing where thirty dogs could be

City officials are concerned about noise, animal waste, and the zon-ing ordinance that is in place not allowing a kennel within a commercial district. to coming to Dover. Dover must advertise the desire to open a contract for a new fran-chise agreement and hold a public hearing allowing the people of Dover to discuss the possibility of HBC coming to city. That meeting is scheduled for August 4th, and anyone is invited to attend. Dover received their annu-al audit report which will be delivered to the state. The city has a total fund balance of $593,000. City officials talked about moving the ball diamonds one hundred feet to the south in the near future. This move would increase diamond sizes substan-tially. Officials discussed hir-ing engineers to develop the project. The back-up pump for the city well was pulled and needs to be replaced. The city decided to replace the pump with a sub-mersible pump which will cost the city nearly $10,000. The pump that failed was put into service fourteen years ago.
