GermanyLast year NGV population increasedby 40.6% from 38,993 to 54,772units, according to Kraftfahrt-Bundesamtes, the national transportagency. As per the GVR statistics,the growth in 10 years is 5,072% -in 1996 there were 1,059 units

AustriaAccording to Peter Seidinger fromthe oil company OMV, the presentdemand for new CNG cars in Austriais much higher than the OEMs arecurrently able to offer. This highdemand is balanced up by theincrease of CNG fuelling station network which has doubled duringthe last 12 months. Presently, 50stations are ready to facilitate NGVsin this country. It is anticipated that50,000 CNG cars will ply on thestreet by 2010.

OMV and Stohl-Racing continue theircollaboration in improving CNG carracing technology. The new prototype, Mitsubishi Evo IX CNG,will join division 1/group N4 in the

Austrian Rally Championship. The vehicle will be operated by thefirst CarbonNeutral® rally team.Last year the CNG sport car,Mitsubishi Evo VI CNG, occupied thefifth place in the final standings andgained a superior victory in the alternatively -and diesel- driven classat the OMV Rally Waldviertel 2006.

SwitzerlandAccording to the Swiss GasAssociation, the national and regionalparliaments of the country havevoted in favour of exempting the fossil fuel tax on biogas that is fedinto the natural gas grid. Meanwhile,NG has received a tax reduction of40 cent per liter of gasoline equivalent. Prices for this mixture ofNG and biogas are now set to cost30% less than gasoline at the pump.

The NetherlandsHolland is re-activating its NGV programmes. At least 50 NG fuellingstations are expected to be availablein some big cities in Gelderandprovince. The municipality will provide

The Hague willintroduce methane in public buses in2008.In the city of Nijmegen, 500methane vehicles and a CNG stationare planned to be introduced in thenear future. The municipality willswitch its fleet into NGVs, with theexpectation that public and commercial vehicles will follow theexample. The European Union alsoprovides subsidy for the installation ofone fuelling amenity through itsPROCURA project.

European normsThe Comiteé Europeén deNormalisation (CEN) or the EuropeanCommittee for Standardisation ispreparing two “Draft EuropeanStandards” (prEN) regarding NGV-related refuelling structures.Those include prEN13638 for thecommon CNG refuelling station, andprEN 13945 for Vehicle RefuellingAppliances. Both are expected to bepublished before the end of 2007.

GermaniaStando al Kraftfahr-Bundesamt, l’agenzianazionale dei trasporti, lo scorso annoil numero di veicoli a metano è crescitodel 40.6%, passando da 38 993 a 54772 unità. In base alle statistiche GVR,in 10 anni la crescita è pari al 5 072%- nel 1996 circolavano 1'059 unità.

AustriaSecondo Peter Seidinger della compagnia petrolifera OMV, l’attualedomanda di veicoli CNG in Austria ènotevolmente superiore a quanto possano offrire i fabbricanti di automo-bili. Questa elevata domanda è equilibrata dalla crescita della rete distazioni di rifornimento di metano, cheè raddoppiata negli ultimi 12 mesi.Attualmente il paese conta 50 stazionidi rifornimento CNG. Entro il 2010 siprevede che sulle strade austriachecircoleranno 50 000 veicoli a metano.OMV e Stohl-Racing continuano la lorocollaborazione per migliorare la tecnologia CNG nei veicoli da corsa. Il nuovo prototipo, Mitsubishi Evo IXCNG, parteciperà nella divisione 1 /gruppo N4 dell’Austrian Rally

SvizzeraStando alle informazioni dell’associazionesvizzera del gas, i parlamenti regionalie quello nazionale hanno votato afavore di un’esenzione della tassa sulgas fossile biogas, immesso sulla retedel gas naturale. Nel frattempo, il gasnaturale gode di una riduzione di imposizione del 40% per litro rispetto all’equivalente della benzina.Nelle stazioni di rifornimento, i prezzidella miscela gas naturale e biogassono inferiori del 30% rispetto a quellidella benzina.

OlandaI Paesi Bassi stanno riattivando i programmi NGV. In alcune grandi cittàdella provincia Gelderland sarannodisponibili almeno 50 stazioni di rifornimento

di gas naturale. La municipalità fornirà600 000 Euro di sussidi per l’installazionedelle stazioni di rifornimento. Anchenella città di Leiden verranno offertiincentivi finanziari simili. Nel 2008,l'Aia introdurrà gli autobus pubblici ametano. Nella città di Nijmegen prossimamente verranno introdotti500 veicoli a metano e stazioni dirifornimento CNG. La flotta del municipio passerà a veicoli NGV, nellasperanza che l’esempio venga seguitonel settore pubblico e commerciale. Attraverso il suo progetto PROCURA, anche l’UnioneEuropea fornisce sussidi per l’installazione di stazioni di rifornimento.

Norme europeeIl Comitato Europeo di Normalizzazione(CEN) sta preparando due "progettinormativi europei" (prEN) concernentile strutture di rifornimento per veicoli ametano. Essi includono il prEN 13638per le stazioni di rifornimento comuniCNG e il prEN 13945 per gli equipag-giamenti di rifornimento a domicilio(VRA). La rispettiva pubblicazione èprevista prima della fine del 2007.

ÖsterreichLaut Peter Seidinger vom Öl- und Erdgaskonzern OMV übertrifftheute die Nachfrage nach fabrikneuen Erdgasfahrzeugen beiweitem, was die Hersteller zurzeit anbieten können. Diesehohe Nachfrage steht auch im Zusammenhang mit demAusbau des Tankstellennetzes, die Anzahl Erdgastankstellen indiesem Land hat sich in den letzten 12 Monaten verdoppelt:Bis jetzt sind es 50. Man nimmt an, dass im Jahr 201050’000 Erdgasfahrzeuge im Verkehr sein werden.

SchweizLaut der schweizerischen Erdgasgesellschaft stimmtennationale und regionale Behörden für die Abschaffung der

Mineralölsteuer auf Biogas, das ins Erdgasnetz eingespeistwird. Die einem Liter Benzin entsprechende Menge Erdgaskostet dank einer Steuererleichterung 40 Rappen weniger als das Benzin. Damit beträgt der Preis für die Mischung ausErdgas und Biogas an der Tanksäule 30% weniger als derBenzinpreis.

NiederlandeIn Holland werden die Programme zur Förderung vonErdgasfahrzeugen reaktiviert. Mindestens 50 Tankstellen sollenin mehreren größeren Städten der Provinz Gelderland gebautwerden. Die Verwaltung stellt 600'000 Euro für die Installationvon Tanksstellen zur Verfügung. Die Stadt Leiden sieht ähnlicheSubventionen vor und Den Haag hat beschlossen, im Jahr2008 öffentliche Busse auf Methan umzustellen. Die Stadt Nimwegen plant, in nächster Zukunft 500Erdgasfahrzeuge und eine Tankstelle für CNG einzuführen. Die Stadtverwaltung sieht vor, ihren Fahrzeugbestand durchErdgasfahrzeuge zu ersetzen und erwartet, dass Besitzer von öffentlichen und Geschäftsfahrzeugen dem Beispiel folgenwerden. Die Europäische Union subventioniert ebenfalls eineTankstelle im Rahmen des PROCURA-Projekts.

Europäische NormenDas Europäische Komitee für Normung (CEN) bereitet zweiEuropäische Norm-Entwürfe (prEN) zu Tankinstallationen für Erdgas vor, die prEN 13638 bezieht sich auf traditionelleCNG-Tankstellen und die prEN 13945 auf private Tankapparate (VRA). Ils vont y inclure la prEN13638 relative aux stations CNG et la prEN 13945 relativeaux VRA, les petits compresseurs à domicile. Il est prévude publier ces deux standards avant la fin de l’année 2007.

NederlandNederland hervat haar NGV programma.In sommige grote steden in deprovincie Gelderland zijn er tenminste

50 NG tankstations gepland. Deoverheid zorgt voor Euro 600.000.-subsidie voor de installatie van tankfaciliteiten. In de stad Leiden wordensoortgelijke voorzieningen aangeboden. Natural gas and biomethane asvehicle fuels are alive and well inthe United States….but being challenged.

During each United StatesPresident's term, he typically gathers the media and variouspoliticians to a State of the UnionAddress. If you were watchingrecently you heard President Bushtalking about energy independence,alternative fuels, and their place inthe future of the US. Specifically hesaid that his goal is to achieve 35billion gallons of renewable andalternative fuels by 2017.

Nearly every alternative fuel knownto man was briefly mentioned,including wood chips. Absent wasthe specific mention of the naturalgas and biomethane. While theNatural Gas Vehicle (NGV) industrymay be alive and well, the challengefacing us is to ensure that all governmental agencies that regulate, mandate, and provideGrant Funding to the AlternativeFuel Vehicle (AFV) industry, areaware of the specific benefits ofnatural gas as a motor fuel.

California's Governor ArnoldSchwarzenegger had already issueda Low Carbon Fuel Standard "executive order" well in advance ofPresident Bush's speech, which ismuch further reaching as it affectsall vehicles in the State. In it, hisgoal is 7 Million Alternative FuelVehicles in California by 2020,demanding a 10% reduction intransportation emissions, and giving the California Air Resourcesboard a June 30, 2007 deadline

to draft a proposal to accomplishthese objectives.

While we applaud all the governmental bodies efforts to mandate a cleanup of our air andreduce green house gasses, replacing a small amount of conventional liquid fuel in the tankwith a highly processed ethanolblend only marginally cleans exhaustemissions and adds cost to a gallonof conventional liquid fuel. That saidwe must recognize that there is afuture role for "other" alternativefuels besides natural gas.

However, these Governmental agencies need to be reminded thatnatural gas is the cleanest burning,the most plentiful, safest, lowest relative cost (of all alternative fuels),has lowest greenhouse gas emis-sions by far and that the fuelinginfrastructure is in place and growing, today. at home!At the Federal, State and LocalGovernment levels the industrymust ensure that Politicians andGovernment Bureaucrats understand our role in attaining the government's objectives forclean air. That includes the regulatory means to certify naturalgas engines, and engine management systems as well asinfluencing them to publicly identifynatural gas and its role in the alternative fuels marketplace.

Historically, California has led thenation in the development of NGVsand the necessary fueling infrastructure. While that effortcontinues, we must insure that ourrole and results are not diluted byother competing alternative fuels.

Specifically the South Coast AirQuality Management District(SCAQMD) has taken the lead in

NGV development for fleets. Thishas been achieved through theirresearch into the benefits of thefuel, their mandates for NGV fleetsand facilitating the funding of incremental vehicle costs and development of the fueling infrastructure.

Presently, the SCAQMD offer GrantFunding opportunities through theCarl Moyer Program, The MobileSource Reduction Committee(MSRC), and Air Resources Board(ARB) and others programs. Theseprograms variously can provide50% up to $70,000 for CNG station infrastructure development,including a $2000 incentive forHome Refueling Appliances; othersprovide 50/50 matching funds forvehicles and infrastructure.

Throughout the year various competitive Grant Funding opportunities exist within theseorganizations in California. Otherstates, from time to time haveannounced their own programs foremission reductions. Unfortunatelythey did not take a close look at theCalifornia model which works.

Texas for example announced anew program two years ago, calledthe Texas Emissions ReductionProgram (TERP). It makes available$150 million dollars a year exclusively for NOX reduction but isonly available in those Cities designated as Non-Attainmentareas where the air quality doesnot meet standards.

Sadly they do not recognize CNGfueling infrastructure as a NOXreduction measure. Consequentlythere have been few governmental

agencies who have taken advantageof the program. The agency administering the funds, view providing money for an individual topurchase a new diesel truck, replacing an old one, as money wellspent. Obviously a new diesel engineproducing 1.2 grams NOX per brakehorsepower is cleaner than the olddiesel engine. Never mind that thecomparable CNG engine producesonly .8 grams per brake horsepower and future natural gasengines will be available which produce only .2 grams.

It is rumored that the Texas LandGrant Office will soon announce asimilar program acquiring its Grantfunds from or through TERP. Whiledetails are not yet available, it needsto be available in all areas, not justthe non-attainment areas, andshould take a lesson from theCalifornia model. The Texas LandGrant program is rumored to bebased upon only $5,500 per tonNOX reduction rather thanCalifornia's Carl Moyer Programwhich is based at $14,300 per ton.

Federal Government programs alsooffer incentives for implementing aclean fleet program. Some governmental agencies can claim upto $0.50 per gasoline gallon equivalent (gge) excise tax credit forfuel consumed. Privately ownedfleets can claim up to $0.31 centsper gge. These fueling credits areavailable from October 2006through September 30th, 2009 andonly to those entities who are dispensing natural gas fuel into vehicles. Translated, this means youmust own the station. Additionally,tax paying entities may be eligible forup to a $30,000 Federal Tax Credit

for fueling station infrastructureinstalled from October 2006through December 31, 2009.

All said, our segment of the industry has benefited greatly fromthe efforts of many governmental agencies to assist U.S. fleets tofacilitate acquiring clean burningnatural gas engines and the relatedinfrastructure to fuel them.

Everyone involved in the U.S. NGVindustry must take a more activerole in the advocacy of our segmentof the broader industry, to ensurethat our message is clear andheard by government regulatorsand fleet end users alike.

Opportunity is still knocking at theNGV door, the pie is still the samesize but there are others wanting apiece of it. There is not an unlimited supply of governmentalfunding incentives and waiting inline to get our historic share is abad idea. No one will do it for usand legislators will be inundatedwith information, some factual,some not, along with grantrequests from competing alternative motor fuel providers.

As an industry we need to ensurewe get our fair share of the pie.That takes effort and advocacy on aconsistent basis from all involved inour industry.

manufacturers to reduce CO2 per vehicle to 130 g/km by2012. ENGVA wants to help the vehicle manufacturers byoffering CO2 credits of zero g/km for every NGV produced. For every NGV sold into a market using biogasupgraded to biomethane for vehicles, the car manufacturersshould receive a minus 100 g/km credit. These are incentives that can help get NGVs on the move!

The EU is supporting binding targets to blend 10% of liquid biofuels in gasoline by 2020. ENGVA wantsinstead to take the approach from the 2003 MarketDevelopment of Alternative Fuels report to replace 10%of the petroleum fuel in the transport sector with naturalgas and even more using renewable biomethane. By notspecifying blending, the EU could begin to rebalance thecurrent liquid fuels status quo dominated by petroleum.Mandating too much liquid biofuels could have seriousaffects on the food chain, land use patterns, food andfuel prices into the future, and still not achieve cleanerair goals. If the Commission puts its money where itspolicy is, we could achieve 25 million NGVs on the roadby 2020, along with a fuelling network delivering compressed natural gas around Europe.

Today the demand for new CNG carsis much higher in Austria than theOEM´s are able to offer at themoment. Those who can deliver,make good business. Target is to have 50.000 CNG carson the street in Austria till 2010.These cars will find around 200 public CNG retails sites in Austria,80 of them by OMV.

Doubling of public CNG filling stations within last12 month

During the last 12 month the number of public CNG stations inAustria could be more than doubled. OMV was able to open the 50th public CNG station, the 17th OMV CNG station. Highest service and security levels,CNG self-service and full integrationto the existing retail networks makes CNG in Austria a fuel like allothers, but also more economicallyfriendly. The strong increase in thenumber of CNG stations is also supported by the strong commitment of the local gas distribution companies in Austria,which run actively CNG programs.

Highlights of NGV/CNG inAustria

To highlight some CNG items inAustria of the last year:

1. First Bio-CNG refuelling inAustria at OMV filling station Ansfelden/Linz:In September 2006 OMV togetherwith erdgas Oberösterreich couldrefuel a car with Bio-CNG. This new product Bio-CNG containsat least 20 % biomethan, takenfrom the gasgrid and up to 80 % natural gas. Having done this test onBio-CNG for one month, it could beproven technically without any problems. Biogas is produced andpurified locally and than brought tothe gasgrid as Biomethan in a veryhigh quality ( > 97% Methan). Bio-CNG, shall be introduced in Austriaas a new fuel now.

2. CNG rally-car in the Austrianrally-championship 2006A Mitsubishi Evo 6 had beenreworked for CNG within 6 weeksand started, beginning in the middleof the year 2006, in the Austrian

The Swiss Gas Association said that the national andregional parliaments of the country have voted in favor oflifting the fossil fuel tax on biogas that is fed into the natural gas grid, whereas natural gas has received a taxreduction of 40 cent per liter of gasoline equivalent.The motion on the tax exemption and reduction was filedmore than five years ago. Now that it has been passed, the Swiss biogas industry hopes it gets ratified and implemented fast so that the law can stimulate the development of industry, whose ultimate aim is to provideclimate-neutral gas for transport on a large scale.In Switzerland, biogas and natural gas are mixed and madeavailable at several gas stations where they are used byCNG-vehicles, sales of which are steadily increasing pricesfor this mixture of NG and the clean gaseous biofuel arenow set to cost 30% less than gasoline at the pump. A major incentive for the expansion of the biogas industry.Compared with diesel and gasoline, natural gas emits far less CO2 (10% less than diesel, 20% less than gasoline), 70-90% less soot and around 60 to 90% less smog-forming pollution. Biogas is even entirely CO2-neutral. The number of CNG-vehicles in Switzerland has meanwhile reached 3500. A network of 85 biogas-NG tankstations services them, and it is set to grow to 100 by theend of this year. Filling up a CNG-vehicle is just as easy andcomfortable as with liquid fuels.At the recent Auto Show in Geneva, biogas and natural gas

Dies belegen dieoffiziellen Zulassungszahlen, die dasKraftfahrt-Bundesamt (KBA) nun fürdas vergangene Jahr vorgelegt hat.Demnach ist der Gesamtbestand von38.933 Erdgasfahrzeugen Anfang2006 auf 54.772 Fahrzeuge zum1.1.2007 gestiegen. Darunterwaren 42.765 Pkw, 10.124 Lkwund 1.423 Busse. Mit knapp 4.000Neuzulassungen im Jahr 2006 istNordrhein-Westfalen Spitzenreiter.Hier sind mit 11.824Erdgasfahrzeugen auch die meistenAutos mit dem umweltschonendenAntrieb zugelassen. Die höchsteprozentuale Steigerung derZulassungs-zahlen ergab sich mitknapp 50 Prozent in Niedersach-sen.Dort fährt jeder 150-ste neue Pkwbereits mit Erdgas. Der Löwenanteildes deutschen Fahrzeug-bestandeskommt nach Angaben des KBA ausRüsselsheim. Den 19.431 zugelassenen Erdgasfahr-zeugen vonOpel folgen 12.058 von Fiat und

10.584 aus dem Haus Volkswagen.

Für die Zukunft rechnet die Branchemit weiter steigendenZulassungszahlen. Dafür machen die Experten zwei Faktoren verantwortlich: Das hohe CO2-Einsparungspotenzial durch dieBeimischung von BioErdgas zumKraftstoff Erdgas sowie die Ent-wicklung von Turbomotoren fürErdgasfahrzeuge. „Insbesondere diegegenüber herkömmlichen Antriebenreduzierten Schadstoffemissionenmachen Erdgasfahrzeuge für umweltbewusste Autofahrer zu einer interessanten Alternative. Der Erdgasantrieb weist sowohl beiden CO2-Emissionen als auch denlokal wirksamen Schadstoffen wieFeinstaub und Stickoxidengravierende Vorteile auf“, erläutertAlbert Kobbe vom TrägerkreisErdgasfahr-zeuge. Die monovalentenErdgasfahrzeuge, die 2006 zugelassen wurden, haben einendurchschnittlichen CO2-Ausstoß von146 g/km und sind damit sehr nahean dem Zielwert der deutschenAutoindustrie von 140 g/km. Kleine Erdgasfahrzeuge,wie der Fiat Panda Natural Power,

liegen klar unter diesem Wert.

Dass geringer Schadstoffausstoßund Fahrdynamik sich nicht ausschließen müssen, zeigen die inder Entwicklung befindlichen Erdgas-Turbomotoren. Ein VWTouran TSI-CNG verbraucht trotzdoppelter Aufladung nur 5,2Kilogramm Erdgas, was einen CO2-Ausstoß von weniger als 140g/km ergibt. Das setzt für eineMittelklasse-Limousine neueMaßstäbe.

Werden Erdgasfahrzeuge mit regenerativ erzeugtem BioErdgasbetrieben, lässt sich der CO2-Ausstoß noch weiter reduzieren.Die deutsche Gaswirtschaft hat sichverpflichtet, dem Kraftstoff Erdgasbis 2020 bis zu 20 ProzentBioErdgas beizumischen. Dasentspricht einer CO2-Reduktion vonrund 15 Prozent, da das BioErdgasnahezu klimaneutral ist. Natural gas vehicles are the trend

Annual growth of 40 percentFor some years now the number ofnatural gas vehicles on Germany’sroads has been rising steadily byabout 40 percent a year. They have now become the trend forconsumers, but companies are alsoopting for the environmentally-friendlyfuel alternative. This is confirmed bythe official registration figuresreleased by the German MotorTransport Authority (KBA) for lastyear. According to the figures thetotal number of NGVs has risen from38,933 at the start of 2006 to54,772 as of 1/1/2007. Of thevehicles registered, 42,765 werecars, 10,124 HGVs and 1,423buses. With just under 4,000 newvehicles registered in 2006, NorthRhine-Westphalia is the front runner.And its 11,824 NGVs also make itthe place with the largest number ofecological cars. The highest percentage increase in registrationswas in Lower Saxony at just under50 percent. One in every 150 newcars in the region is now naturalgas-powered. According to the KBA,the lion’s share of cars on Germany’sroads comes from Rüsselsheim.19,431 of the NGVs registered arefrom Opel followed by 12,058 fromFiat and 10,584 from Volkswagen.

The sector expects the registrationfigures to continue to increase in thefuture. Exerts attribute the growth totwo main factors: the higher CO2saving potential achieved by mixingbio-natural gas with regular naturalgas and the development of turboengines for NGVs. “The reduced pollutant emissions compared toconventional engines in particularmake NGVs a good alternative forenvironmentally-conscious drivers.Natural gas as a fuel offers criticaladvantages both in terms of CO2emissions and localised pollutantssuch as particulate matter and nitrogen oxides”, explains AlbertKobbe from the NGV PromotionGroup. The dedicated NGVSs registered in 2006 produce averageCO2 emissions of 146 g/km and socome very close to the German autoindustry’s target value of 140 g/km.

Small NGVs such as the Fiat PandaNatural Power are well below this value.The fact that reduced toxic

emissions and driving dynamics cango hand in hand is demonstrated bythe development of natural gas turboengines. Even with double chargingthe VW Touran TSI-CNG consumesonly 5.2 kilograms of natural gas,producing CO2 emissions of lessthan 140 g/km. This sets a newbenchmark for mid-range sedans.

CO2 emissions can be reduced evenfurther when NGVs are powered byrenewable bio-natural gas. TheGerman gas industry is committed to

adding up to 20 percent bio-naturalgas to natural gas fuel by 2020.

This is equivalent to a CO2 reductionof around 15 percent, due to thefact that bio-natural gas has analmost neutral effect on the environment. An Opel Zafira 1.6CNG, which currently produces CO2emission of 138 g/km when powered by natural gas, would produce CO2 emissions of 120g/km with an additive of 20 percentbio-natural gas.

German adventurer Rainer Zietlowfirst entered the public spotlight bybreaking the altitude record forseries vehicles. With the EcoFuelWorld Tour, he has now set aGuinness World Record of a different kind. With this 180-day triparound the globe, Zietlow aimed toprove that Compressed Natural Gas(CNG) is an environmentally friendlyand universally available alternativeto fossil fuels. His vehicle of choicewas a gas-powered VolkswagenCaddy EcoFuel with 80 kW (109 hp).The record tour started on 25thOctober 2006 at the headquartersof sponsor TÜV Rheinland in Cologne and ended on 13th April2007 with a presentation ceremonyat the AMI motor show in theGerman city of Leipzig.

During a six-month period, Zietlowand his three-man team drove atotal of 45,000 kilometers through75 cities in 40 different countriesworldwide. In doing so, they set anew Guinness World Record with the largest number of countries visited on five continents with a gas-powered vehicle. However, theydidn’t just have the environment inmind: children in need also benefitedthrough a donation of ten cents tothe SOS Children’s Village programfor every kilometer covered. The team received a warm welcomewherever they went. "When theyrecognized us as natural gas users,the other motorists greeted us,"says Zietlow. “They were hugelyimpressed by the idea of a round-the-world trip with natural gas in the tank.”

In the Middle East, where desertroads are dominated by rundowntrucks, packed buses and decrepitold cars, the VW Caddy EcoFuel wasamong the fastest vehicles. It wasalso by far the most economical: “Interms of fuel consumption, the natural gas van vastly outperformsany gasoline car”, said Zietlow. The2.0-liter engine consumes between

The unit of the AD260S27Y/PSmodel has an optimised very shortchassis with three axles and a totalweight of 26 tons and has beenbodied by Ros-Roca with a dedicated compactor for rear loadaccording to the specifications ofFCC, the Spanish based construction and services group.This company is increasing itsgarbage service fleet in Madridfrom 445 to 675 CNG trucks.

The vehicle arrived in Tabor andafter a promotional event it wenton to Prague unassisted, thanks tothe gas filling station network capillarity in Germany and theCzech Republic, covering morethan 1,900 km with a consumptionof less than 28 kg/100km.

Irisbus Iveco Cityclass CNG buses during a presentation in Valencia

At the end of March 20 buses of the CityClass CNGmodel from Iveco were officially presented in the facilities of EMT de Valencia, the urban bus municipalcompany of that Spanish city.All the units have a rigid configuration and a length of 12 m and the body is the Cittour of the Spanish body-builder Noge.

All the units are equipped with the Iveco Cursor 8 CNGengine, with a 7.8 litre displacement, with a maximumpower rating of 200 kW at 2000 r/min, and a maximum torque of 1100 Nm from 1100 to 1700 r/min.

This engine, like all Iveco natural gas engines, complieswith E.E.V levels for the emission of exhaust pollution giving much lower values than those demanded from the standard, for example: in accordance with theEuropean standard 2005/55/EC, it emits 0.53 g/kWhof NOx while the E.E.V. limit for this pollutant is situated at 2 g/kWh.

The exhaust has a three-way catalyst, made of platinumand palladium to reduce the concentration of pollutantsCO, HC and NOx produced by the combustion.The transmission is ZF Ecomat which has a primary

retarder located in the torque converter case.The pneumatic suspension is equipped with full kneelingcontrol and all the units are equipped with a high capaci-ty air conditioning installation from HISPACOLD.

These ultra-low emission vehicles are part of 70 units ofEMT’s natural gas vehicle fleet, that is approximately15% of the total bus fleet.

On last April 26, FuelmakerCorporations announced that Phill,its Home Refueling Appliance hasbeen certified for use in Switzerlandby the Swiss Gas and WaterAssociation (SVGW—Schweizerischer Verein des Gas undWasserfaches), the body responsiblefor codes and standards, as well ascertification of gas and water appliances in the country.

In June 2006, FuelMaker partneredwith Holdigaz to test Phill inSwitzerland. Holdigaz has a historywith FuelMaker dating back manyyears to CICG SA’s (CompagnieIndustrielle et Commerciale du GazSA) purchase of 10 C3 VehicleRefueling Appliances (VRA). CICGSA was the first gas company inSwitzerland involved with Natural GasVehicles (NGV), and was determinedto grow a market that had no existing refueling stations or vehicles. CICG SA built the firstindustrial fueling station inSwitzerland, and began to convertfleet vehicles to be used with naturalgas. CICG SA and several othercompanies were grouped together toform Holdigaz in 2005.

Holdigaz believes that home refuelingis an important component in growing the NGV market inSwitzerland. The refueling infrastructure still needs to be developed and Phill, FuelMaker’sHome Refueling Appliance (HRA),makes it more convenient for NGVowners to be able to convenientlyrefuel their vehicles.

Holdigaz was impressed with theperformance and reliability ofFuelMaker’s VRAs and decided tobegin evaluating Phill and home refueling. In June 2006, they purchased 6 units from FuelMakerand began a test program. Holdigazwas pleased with the results as theunits were easily installed, operatedtrouble free, and received good customer reaction. Holdigaz is nowmoving towards becoming a full Philldealer in Switzerland, believing that

the introduction of Phill will lead togreater acceptance of NGVs by theSwiss public as an alternative togasoline and diesel vehicles. In 2007 the Swiss Parliament significantly reduced taxes on NGVs, which should quicken thisacceptance.

Phill has been available in the USAand France since February 2005.Dealers have since been establishedin Italy, Poland, and the CzechRepublic. The product is also beingtested in Germany, Japan, Pakistan,Australia, and Lithuania, with plansfor release to the public in the nearfuture. FuelMaker continues to workwith many other countries aroundthe world to introduce Phill to theirnations soon.

Holdigaz is a privately owned company formed in 2005. This new company combined theoperations of all the corporationsowned by CICG SA (CompagnieIndustrielle et Commerciale du GazSA). This included CICG SA(Compagnie Industrielle etCommerciale du Gaz SA), SGPR SA(Société du Gaz de la Plaine duRhône SA), Brauchli SA, JosephDiémand SA and Novogaz.

The company is contributing to thedevelopment of the CNG refuelingstation network in Switzerland byoperating its own gas network, 4commercial stations and buildinganother. They are also involved inprojects dealing with Fuel Cells,Combined Heat and Power (CHP)plants, Biogas and electricity production from natural gas.

This week, the Texas General Land Office announceda $5 million grant program to provide public partnersin 20 Texas counties an incentive to switch theirfleets of heavy-duty vehicles to run on clean-burningnatural gas. In making the announcement, GLOCommissioner Jerry Patterson said “Garbage trucksdon’t need to dirty up the air … Replacing dieselfleets with trucks that run on clean-burning naturalgas will mean cleaner air for everyone. It might alsosave money for the taxpayers … Gas for trash — itjust makes sense, both economically and for the environment.”

The program, funded with a Texas EmissionsReduction Plan grant through the Texas Commissionon Environmental Quality, will help cover the cost ofreplacing diesel fleet vehicles with natural gas-pow-ered vehicles. A variety of vehicles — including streetsweepers, forklifts, buses and garbage trucks — willbe eligible for the grants. The grant program —announced to coincide with this weekend’s Earth Daycelebrations — will be managed by the newly formedRenewable Energy Division of the Land Office.Patterson said he hopes the grant program will helpjump-start a clean switch for as many as 30 fleets ofheavy-duty vehicles in eligible counties. “We think thiswill help get 400 to 500 heavy-duty diesel vehicles offcity streets and replace them with trucks that run onnatural gas,” Patterson said.

Texas to provide US$5 million for a switch to Heavy-Duty NGVs

Eligible public partners in the Dallas, Fort Worth,Houston and Baytown areas will be able to savemoney by purchasing natural gas for their fleets fromthe Texas General Land Office’s State EnergyMarketing Program. Proceeds from this program areearmarked for the Permanent School Fund. The pro-gram will be open in 20 counties in the Dallas-FortWorth, Beaumont-Port Arthur, and Houston-Galveston areas specified by the Texas EmissionsReduction Plan to meet air quality program goals.

Biogas incentive legislation introduced in Senate

This week, Sens. Larry Craig (R-ID) and Ben Nelson (D-NB)introduced legislation that wouldprovide financial incentives for theproduction of biogas. The BiogasProduction Incentives Act of2007 (no bill number is yet available) would provide biogasproducers with a tax credit of$4.27 for every mmBtu of biogas produced. The legislationwould also provide loans and loanguarantees for the collection andtransportation of biogas feedstockfrom smaller livestock operationsto a qualified facility, and for thepurchase or construction of

equipment or facilities for collectionand transportation. The legislation also would create asafety net for biogas producers byprovidingpayment from Commodity CreditCorporation funds to qualified biogasproducers when the annual averagedaily prices of natural gas falls belowa certain level. Unfortunately, theincentives would not apply to landfillgas and sewage, nor would biogasproduced through pyrolysis qualify forthe credit. Cellulosic biomethane isproduced via pyrolysis.NGVAmerica is already working tocorrect these shortcomings in the bill.
