Mileage/year: 20.000 km.Premium gasoline price in Germany, March 2006was 1.25 Euro/litre.CNG price in Germany, January 2006 was 0.85Euro/kg = 0.70 Euro/Nm3.The CNG price in Germany is measured by kg.The normal density of CNG is 0.82 kg/Nm3.Data fuel consumption: EON Ruhrgas, Peugeot.

Driving concept of VW Touran and Caddy is quasi-monovalent (gasoline = reserve fuel).Engines for quasi-monovalent vehiclessuch as the Touran and the CaddyEcoFuel are specially designed torun on natural gas. This produces optimised fuelconsumption and lower pollutant emissions for gas operation.

8 August 2007 Gas Vehicles Report

English

Looking at the growth of the vehiclemarket every six months, it is clearthat NGV keeps growing. We brieflyanalyze the number one nationalmarket, the German giant, the country which is an emblem of biogas -Sweden- and a nation thatstirs up the industry’s attention.

ItalyOEMs sold a total of 40,582 NGVsin 2006, a figure that is worldrecord. Fiat units were, by far, thefavorites: 86% of the before mentioned registrations were ofmodels produced by the Turin manufacturer. Along this 2007, upto May, one model alone, the smallPanda Panda, received 28,000orders; automotive analysts pointout that the amount of 40,000 maybe prudentially estimated by the endof December. In addition, the number of conversions was high in 2006:38,400, what also shows that theother leg of the Italian NGV marketis powerful and much healthy: everymonth of 2007 evidences moreswitches to methane than the sameperiod last year.

GermanyOn one side gasoline and diesel, onthe other NGV: sales of vehicles running on petroleum fall whereasmethane units’ sales rise: during2007, there was a 10% reductionof diesel/gasoline models registrationand a 19% increase of NGVs. Reliable market sources assure thatthe drop in number of liquid fuelsunits is due to current alerts anddebates on CO2 emissions and therespective tax rates: many peopledelay the purchase of their car whileexpecting not to do it wrongly, issuesthat do not exist with NGV. To this day of 2007, the favoriteslist is led by Volkswagen with 1,998NGVs, completing the podium Opel(1,658) and Fiat (614). Then,Daimler Chrysler (109), Citroen(102) and Renault (82).

SwedenIn the country the very fast growthenjoyed in 2006 has slowed off during the first half of 2007. This is a natural consequence of thedecision by Volvo Cars, announced inOctober 2006, to end during thesecond half of 2007, at least

News from the European NGV markettemporarily, its offer of CNG cars(Volvo sales accounted for some 80% of the total LD CNG car sales inSweden). The lack of offers in thesame size/price segment, and inparticular cars with automatic gearbox, cannot be fully compensated by NGVgrowth in other segments. TheSwedish are now eagerly waiting forVolkswagen Passat and MercedesBenz B-class offers of CNG cars expected to be introduced in late 2008.Various incentives strongly support theuse of 'environmental cars'.

SpainThe industrial vehicles marketexpands at high rates in the threesegments, but mostly in HDVs: forLDVs, the growth experience duringthe first semester versus 2006 wasof 5.8%; in medium vehicles was of4.1% and in HDVs reached 16.4%. The car market shows, in the accumulated number of the first sixmonths, a 1.6% fall compared tothe first semester of 2006, and tendency for the second half is tokeep falling given the increase ofinterest rates along with families’debts created by mortgage loans.

10 Gas Vehicles ReportAugust 2007

1.998 NGVs, completando o pódio Opel (1.658) e Fiat (614).Logo, Daimler Chrysler (109), Citroen (102) e Renault (82).

20 August 2007 Gas Vehicles Report

Considering the low production costof hydroelectricity, power generationproduction from natural gas may bejustified in emergency cases. Insome areas, where hydropower distribution cost becomes high, andnatural gas is available it can justifiably be used for power generation.

Climate change along with the needto provide a diversified and reliablesource of energy is a major concernof any country. And Brazil is not anexception. The global energy systemhas resulted from this concept. Itstarted from coal, then oil and morerecently natural gas and renewableenergy. Natural gas offers today, anextraordinary opportunity to build aninfrastructure capable of handlinghydrogen, for example, in the future.

The Brazilian national light vehiclesfleet has 33 million units, of which1.4 million are running on naturalgas. It is expected the NGV fleet willpass the target of 2 million by2010. The number of standard vehicles produced by OEMs in thecountry today is significantly growing,as a result of extraordinary marketfinancial conditions for purchase ofnew brand vehicles. In the six firstmonths of this year, more than onemillion brand new vehicles were sold. Most of these vehicles are flex-fuelones, capable of running on gasolineor sugar cane ethanol in any proportion. It is expected the annualOEMs production will exceed 2.5 million units by the end of the year.

The natural gas vehicles running inthe country are retrofits, capable ofrunning on the original fuels plus natural gas. The local customerfavors a multi-fuel type of vehicle, which provides the capability ofchanging fuels in accordance withthe availability and prices. There is a

cost for that, but the customerfeels it is justified.

The main role of the natural gasvehicles in Brazil is to provide fuelflexibility and security. This allowsthe customer to face supplyingshrinkage or eventual high pricefuels, with minimum impact. On the other hand, the use of natural gas in vehicles also providesa significant improvement in environmental conditions, especiallyin large metropolitan areas.Another resultant benefit from theuse of natural gas in transportationis the expansion of the distributiongas network. The installation of refueling stations to meet the NGVsdemand is such that it justifies theexpansion of the gas supply systemsin optimized conditions to areas, that otherwise will never be in position to justify the use of this fuel.

No question at all that natural gasis a transitional vehicle fuel. It stillremains to be seen what is the roleof the various vehicle fuels in thefuture. Biomethane is not usedtoday in South America, as a vehicular fuel. Hydrogen or Hythaneare still limited to experimental pilotprojects. Hybrids, using naturalgas, is a possibility, still under testsin several parts of the world. Therefore, let’s improve the technology and costs used today inNGVs, with the expectation thatcustomer needs will be better metwith the improvements we mayoffer to the market, until a betteroption could be devised to meetcustomer future full expectations.

The NGV role in Brazil

Today, when global warming issuesare frequently at the top of thenews, Brazil has an extraordinarilygood position in this area, as aresult of extensive use of hydraulicsources of energy. However, theuse of oil products in the countrystill has a predominant position, asindicated in the following table.

Brazil – Primary Energy

2006%

Non-Renewables 55.0Oil 37.8Natural Gas 9.6Coal 6.0Uranium 1.6Renewables 45.0Hydroelectricity 14.8Wood 12.7Sugar Cane 14.5Others 2.9

Source: EPE-MME, 2007

In accordance with the “Key WorldEnergy Statistics 2006-AIE”, in2004, Brazil has CO2 emissions of1.58 tons per equivalent ton of oil, while OECD countries are 2.37,and the world has emissions of2.34 tons, or 50% more thanBrazil.

As is normal, most of the oil prod-ucts are used in the transportationsector. Brazil has no severe winterconditions and the energy requiredto warm up homes is relativelymodest. Therefore most of the natural gas offered in the market isused by the industry, transportationand power generation sectors.

24 August 2007 Gas Vehicles Report

25August 2007 Gas Vehicles Report

As the car market continues to stagnate, NGV manufacturers areposting growing sales figures.According to Germany’s MotorTransport Authority (KBA) a total of4,800 new natural gas vehicleswere registered between Januaryand May 2007. In the passengercar segment alone the number ofnewly registered NGVs rose by 19percent compared to the same period the previous year. Last monthin particular many motorists decidedto opt for natural gas as their futurechoice. In May 2006 the KBA registered 574 new NGVs, whereasthe figure for this May was up to1,047. This corresponds to an 84percent increase, bringing the totalnumber of NGVs in Germany up toaround 60,000 vehicles.

Volkswagen tops the table for thehighest NGV sales in Germany, having sold 1,998 cars in the firstfive months of this year. In secondand third position respectively areOpel (1,658) and Fiat (614). Newly

registered NGVs from other manufacturers are somewhat less:Daimler-Chrysler (109), Citroën(102) and Renault (82).This development is particularlyencouraging when you consider thegeneral slump in the car market. Inthe first five months of this year theoverall number of newly registeredcars fell by 9.6 percent comparedto 2006. According to the KBAthere were actually 11.1 percent

The VW Touran EcoFuel is one of the biggest selling NGVs in Germany

less cars in May 2007 than in theprevious year. Apart from the so-called VAT effect, this trend is aresult of the debate on CO2 limitsand a road tax based on toxic emissions, according to an appraisalby the Geislinger Institute of theMotor Industry (IFA) and B&DForecast in Leverkusen. Many customers are awaiting theoutcome of the political discussionsbefore deciding what to buy.

NGV miscellaneousRussia: Olympic Sochi 2014

Two weeks before the IOC inGuatemala has elected Sochi asthe Capital of the Winter OlympicGames in 2014 a group ofGazprom officials headed by Dr.Bogdan Budzouliak, member ofthe Gazprom Board of Directors, visited the City Hallof Sochi. Gazprom and city officials discussed theways to reduce automotive toxic emissions. The par-ties have agreed that CNG and LNG are the mostrealistic and economical fuels to meet the challenge.Dr. Budzouliak and Mayor Kolodiazhny agreed to setup an NGV Task Force to prepare the feasibilitystudy for the project. Sochi already has one CNG fill-ing station. However today’s NGV population fallsshort of this station capacity. The Winter OlympicGames in 2014 in Sochi supported by the RussianGovernment and major national businesses likeGazprom open up a tremendous opportunity forSochi to become a model of the environment friendlyurban transport system. Russian National GasVehicle Association (NGVRUS) has initiated a cam-paign "Blue Methane for the White Olympics" withthe aim of consolidating national and foreign indus-tries for the Gazprom-Sochi NGV project.

Transportation Research Board Annual Meeting 2006Paper #06-1066 For a successful transition fromtoday's status as niche market product to a mass-market product NGVs need a dense refuelling station network. In the next few years, the number ofCNG refuelling stations in Switzerland will most likely beincreased from today’s 50 up to 350 in 2020 in severalsteps by the natural gas industry. Therefore 300 out ofthe existing 3470 petrol filling stations have to be chosen for this investment, preferably at lowest possiblesocial cost. This leads to an optimization problem withabout 10.300 possible different distributions of these300 cng filling stations. The paper reports and discusses solutions for this problem employing theSimulated Annealing heuristic and appropriate objectivefunctions. In the first case study the objective functionuses aggregated data based on the locations of theexisting gas stations and municipalities. The second case employs an objective function whichapproximates the social costs for a specific distributionof CNG refuelling stations. The approach models the response of the car owners tothe distribution by predicting the resulting number ofNGVs in each municipality with a multinomial log model, calibrated to current Swiss ownership patterns.

NGV miscellaneousAfter six African countries adopted NGVs in their vehiclefleets, OEM NGVs start recognising the potential of distributing NGVs in Africa. Recently, Hyundai East Africa Limited decided to importnatural gas vehicles into the East African market. The company had signed an agreement to import NGVsfrom Hyundai Group South Korea by the end of 2007,said Mr Mehboob Karmali the Managing Director forHyundai East Africa Limited. The firm is also planning toopen new branches in Kenya, Uganda, Burundi, Rwandaand Zambia. The decision to import the clean natural gas vehicles wastaken a few days after the Tanzania PetroleumDevelopment Corporation (TPDC) announced a plan tohave them running in the country by the end of thisyear. TPDC has exhibited three NGVs in the Dar esSalaam International Trade Fair (DITF) in Tanzania in earlyJuly. The three vehicles, a Suzuki Grand Vitara, ToyotaMark II and Isuzu Double Cabin are equipped with cylinders capacities to store 18 kg of CNG. TPDC Public Relations Officer, Felix Haule, said theCompany will establish the first natural gas selling centrein Dar es Salaam within this year. He also told the centre would be located at Ubungo closeto Songas gas-to-power generators One public refuellingfacility will be opened by December this year. CNG ispriced at 810 TZS/kg while gasoline is sold at 1,380TZS/litre. With fuel consumption of 18km/1 kg CNG

compares to 12km/1 litre gasoline; running a CNG vehicle is 60% cheaper comparing to gasoline vehicle. So far, 69,570 NGVs are used or demonstrated inAfrica. Egypt has 69,376 vehicles, Algeria has 125units, 60 units in Nigeria, 4 in Mozambique, 3 inTanzania, and 2 in Tunisia.

Ford improved range for CNG C-Max

Ford has announced the improvement of the C-Maxnatural gas storage capacity up to 107 liters (about18kg of Compressed Natural Gas), which allows thecar run for up to 300 km (200 miles) on a singletank. If you add the 55 liters of the regular gasolinedeposit, the range comes up to 720 km (420miles).The C-Max is a compact minivan built on the Focusplatform. The CNG version is based on the 2.0lDuratec gasoline engine, good for 145 HP in gaso-line mode and 126 when running on gas. For such alarge vehicle, the tailpape emissions are quite good:158 CO2 g/km.Automakers selling cars in Germany have a long-last-ing relationship with natural gas and most of themhave CNG models available.

Turin, Italy

II World Fair of NGV and H2VThe main European and global event on next year 2nd semester will take place in Turin, Italy.Several are the reasons to say theabove sentence:

1- During the first World Fair edition in Bolzano, Italy, more than70 different NGV models were exhibited by 11 OEMs. It was up today the biggest methane event inEuropean history.

2- The event will be held after theorganizers received several requeststo do it from companies that exhibited in the first edition, fromItaly and abroad Italy.

3- The Fair is supported by the governments of Piemonte Region,Torino Province and the City authorities. In another sign of interest, different Italian provincialgovernments requested to have theFair in their respective regions.

4- The II World Fair will take placein the main Italian automotive cityand in the Fiera Lingotto, a globallywell known event place. Just toknow, Turin is ten times bigger thanBolzano.

5- The Italian market is growing upfast both in OEM NGV models andaftermarket conversions. The host,Consorzio NGV System, representsthe Italian methane for transportindustry: Turin 2008 represents todo business while pushing on NGV:the goal is that methane arrives to a6% fuel market share, which meansto abandon the name of alternativefuel for common fuel.

6- Several European methane country market places are growingup: Germany, Austria, Switzerland,Sweden, Spain, Russia. TheEuropean NGV industry andEuropean people will be present inItaly, the main continental market..

7- The organizers are currently -more than one year in advance tothe event date- receiving visa applications from people that willarrive from several Asiatic countries(Pakistan, India, Bangladesh,Thailand, Korea, China, etc).

8- The Master Conference is anattraction by itself: not a commonand usual Conference but 10 highlevel speakers that will talk about 10different items. After each presentation will take place a freediscussion. No entrance fee will berequired and those who attend morethan 70% of the presentations willreceive a certificate, a CD and oneyear free subscription to The GasVehicles Report.

9- Also the tecnical tour is of toplevel quality: methane buses will

transfer the people from the Fair tothe Fiat Research Centre (where i.e.the Fiat Panda Panda was designed)and Gerbido, the largest NGV busand public European refuelling station.

10- To exhibit in Turin means to be present in the world NGV capitalon next year 2nd semester, a greatopportunity for business and to promote the companies’ image andproducts.

The shortest 6x2x4 Stralis CNG, 26 t GVW

During the last week of June Ivecowas present in the InternationalCTI Forum, held in Munich. One interesting point about thismeeting was the fact thatGermany is already very active inthe promotion of CNG cars, aftera strong push for the developmentof the public network of CNG distribution all around the country. But on the other hand, the development of heavy vehicles

—urban buses and urban trucks—running on CNG is still practically non-existent.Iveco’s participation and contribution have been centredin the presentation of the wide experience and range ofCNG products available. One of the novelties being thenew Daily vans and chassis, now equipped with the alsonew F1C engine in CNG version, with a maximum powerof 136 CV constant from 2,750 to 3,500 rpm and witha strong torque of 350 Nm already available at 1.500rpm and also constant up to 2,750 rpm.

The other important novelty from Iveco was the StralisCNG heavy chassis, specially designed for the garbage

collection activities, where Iveco has already more than1,000 CNG vehicles in service in Europe. A real truckchassis was shown during the Forum, in order to offerall the participants the possibility to see and touch aseries CNG truck, with the special extra short wheelbasethat makes this truck the shortest 3 axle 26 t GVWavailable in Europe, specially apt, because of its extremely good manoeuvrability, for work in town centres.
