"I believe Your Excel- lency will act immediately to save the Sovereignty of the Constitution, democ- racy and the interest of the State," the letter notes. 25.71 per cent voting in Ghaziabad till 11 a.m. Ghaziabad, Ghaziabad district witnessed 25.71 per cent voter turnout in five as- sembly constituencies till 11 a.m. on Saturday as the first phase of voting got underway in Uttar Pradesh on Saturday. At least 27.14 per cent votes were caste in Loni assembly constituency while Muradnagar wit- nessed a 30 per cent turn- out. Bank employee commits suicide over note exchange allegations Kolkata, A bank employee, who says he was wrongly accused in a case of ex- changing old currency notes, has committed sui- cide in West Bengal's Howrah district, Govern- ment Railway Police (GRP) officials said on Saturday. "The body of Rajat Chowdhury, an employee of Union Bank, was recov- ered from the railway tracks near Uluberia sta- tion on Friday night. He was run over by a train.The body is sent for autopsy," an official from Uluberia GRP said.Chowdhury's relatives said he posted a suicide note in a social media website at around 9 p.m. in which he ac- cused two of his fellow employees of forcing him to illegally exchange old currency notes at the bank."They forced me to exchange the old notes and later lodged a police case against me. I am go- ing away. Please look after my wife and daughter. Please forgive me," the Facebook post said.The relatives of the deceased claimed he was not someone who would commit suicide without grave provoca- tion and alleged that his colleagues were involved in the matter. Mannan shifted out of ICU Kolkata, Leader of Opposition in the West Bengal assembly Abdul Mannan, was shifted out of intensive care of a pri- vate hospital here on Satur- day, a medical bulletin said. The Congress leader was admitted after he fell sick following a scuffle with the security officials in the assembly on Wednesday af- ter his suspension by Speaker Biman Banerjee. Mannan was "haemodynamically stable, conscious, alert," the Apollo Gleneagles Hospital said in its bulletin. He was being given normal diabetic diet. Mannan underwent a successful permanent pace- maker implant on Friday. He was hospitalised with high blood pressure and a complete heart block- age. The state assembly wit- nessed tumultuous scenes on Wednesday as Mannan and other opposition legis- lators protested the West Bengal Maintenance of Pub- lic Order (Amendment) Bill, 2017.The bill was brought by the Mamata Banerjee-led government, which envis- ages stringent measures against destruction of pub- lic property. The Speaker slapped a two-day suspension on Mannan for disobeying his order to remove aprons, placards and posters con- taining pictures of vandal- ism in the assembly lobby on November 30, 2006, by then opposition Trinamool members. Defying Banerjee, Man- nan staged a sit-in near the Speaker's podium prompt- ing a call to the marshal and other security personnel to remove him. As Mannan re- sisted, other Congress leg- islators joined in the scuffle. Gujarat Police arrest NID students from liquor party Ahmedabad, Police raided a liquor party and arrested at least 29 NID students from a pri- vate apartment in Paldi area here, police said.Acting on a tip-off, police raided Pushkar Flats near the National Insti- tute of Design (NID) campus and arrested 29 students, in- cluding 14 women, who were involved in the liquor party. They have been booked under The Bombay Prohibition Act.Police said some residents got dis- turbed by loud music played in the flat. UP minister booed at Meerut polling booth Lucknow, Uttar Pradesh Labour and Employment Minister Shahid Manzoor faced a hostile crowd in Meerut's Kithaur constituency on Sat- urday when he visited a polling both. The 61-year-old politi- cian, who is the incumbent legislator from Kithaur con- stituency, was greeted with slogans and some people also pelted stones at him, after which he beat a hasty retreat, officials said. Police had a tough time ensuring the minister's safety. The incident happened at the Islamia Madarsa pol- ing booth. When he was talking to the voters, the Bahujan Samaj Party (BSP) supporters outside took umbrage to his spending a long time inside. Soon, all hell broke loose and the Samajwadi Party (SP) leader was gheraoed by an angry mob of BSP sup- porters after which police had to resort to cane charge to disperse the unruly crowd.Normalcy has since returned to the polling booth and Election Com- mission officials said that voting was not affected in any manner during the me- lee. The minister's staff re- fused to comment on the in- cident. BSP supporters al- leged that police was acting at the behest of the minis- ter and that angered them. Trump: US-Japan ties are 'cornerstone of peace' Washington, US President Trump has pledged close security and economic cooperation with Japan and called the alli- ance between the two na- tions "a cornerstone of re- gional peace and stability", edging away from cam- paign pledges to force To- kyo to pay more for the US' security umbrella. 'Brexit transitional deal will lock UK into EU court' London, Britain will remain un- der the jurisdiction of the European Court of Justice for years to come if it seeks a transition deal to secure its withdrawal from the Euro- pean Union (EU), a top offi- cial said. Chief negotiator for the European parliament Guy Verhofstadt said on Friday that European negotiators were primed to push back against British Prime Minis- ter Theresa May's promises to remove the UK from the writ of European judges as soon as the country leaves the EU in 2019, the Guard- ian reported. Verhofstadt, who is rep- resenting the parliament in the article 50 -- formal pro- cess of exiting the EU -- ne- gotiations, said he expected a transition agreement to be put together following the settling of Britain's debts and before withdrawal in 2019. But asked whether the UK would remain under the European court of justice after 2019, Verhofstadt, who is also a former Belgian Prime Minister said: "The starting point from the Eu- ropean side will be yes". The Downing Street made clear last month that it believed the UK would leave the jurisdiction of the court as soon as the Britain exited the EU. With just weeks to go before May is expected to formally announce Britain's intention to leave the EU by triggering article 50, Verhofstadt also dashed the UK government's hopes that it will be able to con- duct negotiations in tan- dem about withdrawal and a future trade agreement with the EU. New Delhi, The Reserve Bank of In- dia on Saturday said it needs to be careful on divulging the post-demonetisation deposit amount as the fig- ure needs to be verified first and should not be just an estimate. "The number that we should now divulge should be a verified number and congruent with the com- plex accounting," Governor Urjit Patel said here post the RBI Board meet with Fi- nance Minister Arun Jaitley. "There are tens of thou- sands of bank branches and 4,000 currency chests. We need to be careful and try that this is a number which is not a mere estimate but a verified number both physi- cally and in the accounting sense," Patel added when asked about the estimated RBI to declare 'verified' figure on deposits amount of old currency notes that have come back. RBI had earlier said that notes worth Rs 12.44 lakh crore have been deposited till December 10, 2016. There were 17,165 mil- lion pieces of Rs 500 notes and 6,858 million pieces of Rs 1,000 notes in circulation on November 8, 2016, the day Prime Minister Narendra Modi made the announcement of demonetising the two high denomination notes. The total amount of high denomination cur- rency circulating in the sys- tem on that day was, thus, Rs 15.44 lakh crore (Rs 8.58 lakh crore in Rs 500 notes and Rs 6.86 lakh crore in Rs 1,000). Jaitley said the meeting with the RBI was to discuss the various Budget sugges- tions and the current eco- nomic situation. When asked about RBI not going for a rate cut in its latest monetary policy re- view on February 8, he said: "All Finance Ministers have the perpetual desire, but at the end we all respect the decision that the RBI takes." --IANS SIMI terrorist arrested in MP Indore, The Anti-Terrorism Squad (ATS) of the Mumbai has ar- rested a suspected SIMI aligned terrorist in Khajrana here, officials said. Superintendent of Police Harinarayan Chari Misra confirmed to IANS on Saturday that the ATS has ar- rested a suspected Students Islamic Movement of India terrorist named Parvez. According to sources, a team of at least 10 ATS officers late on Friday night raided a house and arrested him. Parvez has been accused of sharing intelli- gence related information on social media. media website at around9 p.m. in which he ac-cused two of his fellowemployees of forcing himto illegally exchange oldcurrency notes at thebank."They forced me toexchange the old notesand later lodged a policecase against me. I am go-ing away.

Sasikalafor chief ministership in areport to the Union HomeMinistry, but the Governor'sHouse denied the report,adding to the continuingpolitical uncertainity grip-ping the state since the pastfour days.

According the India To-day news channel and sev-eral Tamil channels, the Gov-ernor in a report to theUnion Home Ministry citedthe pending disproportion-ate assets (DA) case againstSasikala as the reason forher not being qualified tostake the claim.

The channel, which saidit has a copy of the reportsent by the Governor, re-ported that he also tooknote of the PILs againstSasikala, on which verdictwas pending.

The PILs have been filedchallenging her elevation asthe Chief Minister, since "shehas not been the GeneralSecretary for a continuousperiod of five years", as man-dated by the party's consti-tution. Political uncertaintycontinued in Tamil Nadu forthe fourth consecutive dayon Friday,

Opposition leaders flay Modigovernment for 'authoritarian style'

New Delhi, Calling the BJP-led gov-

ernment at the Centre "sup-pressor of freedom ofspeech", especially in thewake of demonetisationmove, opposition leaders onFriday criticised the Centrefor its authoritarian waysand called for maximumunity among the opposi-tion.

Bihar Chief Minister andJanata Dal (United) leaderNitish Kumar appealed formaximum opposition unityafter launching a book"Fearless in Opposition,Power and Accountability",authored by P.Chidambaram, former Fi-nance and Home Ministerand a senior Congressleader."Why should the op-position be afraid? It is op-position job's to put forth itsviews bravely. Nothing canhappen in democracy with-out dialogue and debate.Opposition should get duerespect. There should bemaximum unity among op-position," Kumar said, add-ing that there was no needto get certificate of patrio-tism from the government.

The discussion on thebook, which saw speakerssuch as Communist Party ofIndia (Marxist) leaderSitaram Yechury and formerunion minister and Con-gress leader Kapil Sibal, fo-cused on authoritarian waysof the BJP government and

fallouts of demonetisation.While Yechury called the

methods of curtailing blackmoney inappropriate, Sibalused the opportunity to calldemonetisation "biggestscam ever".The event wasalso attended by formerPrime Minister ManmohanSingh and Congress VicePresident Rahul Gandhi.

The speakers took a digat Prime Minister NarendraModi's for his "raincoat"comment againstManmohan Singh.Chidambaram called thecomment "derogatory"while Yechury said: "It is notthe level of politics."

Chidambaram said thatstrong exception must betaken to the comment sinceit was made on the floor ofParliament.

Chidambaram alsocriticised the BJP for makingdeclaration of "CongressMukt Bharat". He said theremuch was fear stalking thecountry, which demandedopposition to be fearless.

"If you criticise the gov-ernment, you are anti-na-tional, if you speak againstthe government, you areunpatriotic, if you dissentthat is sedition. This is com-plete mockery of democ-racy. Institutions and indi-viduals are in fear, Dalits arein fear, minorities are in fear,"Chidambaram added.

"Without a united oppo-sition, we can't have democ-

racy. There are enoughcheer-leaders, enoughdrum beaters (for the BJPgovernment). We must befearless, we need voice ofthe opposition," the formerunion minister said.

Meanwhile, Kumar de-fended his decision to sup-port demonetisation soonafter it was implemented,saying "immediate opposi-tion was not appropriate",but he said the governmentshould now talk about therecovery of black money af-ter over 90 days of themove.

Afghans faceterror, again

The recent violence that witnessed the killing ofsix Red Cross workers in northern Afghanistan and20 people near the Supreme Court of the country,signals an uptick in attacks by militants there. Botthe strikes are suspected to be carried out either bythe Islamic State or by the Taliban. But it’s a morethan enough provocation and assertion of strengthby militants against the US-led forces fighting theTaliban in the war-torn country since 2001. As hos-tile narratives are gaining resonance in Washingtonunder the leadership of President Donald Trump, heTaliban is asking him to “help end what it denouncedas futile and unwinnable American war n Afghani-stan”. In an open letter to Trump, the insurgenceblamed “the United States for starting the Afghanwar 15 years ago” and called the presence of for-eign invading forces in the country, “the principalcause for the continued human and material lossesbeing suffered by bot the sides”. And, against thisbackground, the new President has apparentlyvowed to continue with the military campaign un-til victory. What does all this mean?

Looking at the ferocity of the mujahideens, whoare ever ready to flag their ego and power throughincredible land battles, the Trump Administrationneeds to be cautious, so to say. As per the US mili-tary assessments, only two-thirds of the populationis under the control of the unity Government ofAshraf Ghani, and roughly 10 per cent with theTaliban,. The rest of the territories is still contested,shifting hands from one tribal and ethic war lord toanother. Ghani is forthright in pointing fingers atPakistan as the latter is controlling both the levelsof power and the leadership of the Taliban. Unlessthe Pakistan Army prepares to disown the Talibanand to see a sustainable peace dialogue starts, thefractured battles in Afghanistan will never come toan end. The Taliban must realize that the land, thepeople and most importantly, the organization forwhich they are relentlessly fighting, should o be al-lowed to be decided by others -- whether it is Paki-stan or America. But then, it should come out for anopen dialogue with the Government and bring anend to the bloodshed. It will not, because it’sdestructionist.

The Afghan and international coalition officialshave expressed serious concern that the Taliban of-fensive will rise in future Once the snow melts. Prov-inces like those of Helmand and many others, couldslip into the hands of the militants, as that will helpthem in their physical movements and, more impor-tantly, help get easy access to arms and ammuni-tion. Is the Government ready for a new bout ofstrikes from the deadly insurgents? What couldGhani do to bring the outfit back to the negotia-tion table? Will he get support from theneighbouring Pakistan, which literally holds the keyto the Taliban leadership? Sensing the resolve andconsistency put forwarded by the Islamists, even inthe peak of the winter, Ghani can only expect worse.

DRT-II Mumbai has appointed court receiver for the same. The said property is still in thepossession of the court receiver. The matter is still pending before DRT-III, Mumbai and there is noprogress in above matter in current quarter. The Company is continuously making reasonable efforts totake relief from said order. The management based on various legal opinions believe that going concernis sustainable. Hence the accounts have accordingly been prepared on a going concern basis . TheAuditors of the Company have put a "Qualification" on the aforesaid matters in the Limited Review Reportfor the quarter and nine months ended 31st December 2016.

Contractor alleged thatthe company was not fol-lowing the rules and regu-lations and said they in-tended to approach a court.

RMC committee rejectshikes on water, vehicle tax

Rajkot,The sanding committee

of Rajkot Municipal Corpo-ration (RMC) on Thursdayrejected the hike proposedin tax on water for nonresi-dential units and vehicles inthe budget for the year2017-18. It, however, ap-proved the budget pro-posed by RMC commis-sioner Banchhanidhi Pani byadding a few new schemes.Pani had proposed Rs 2,519crore budget last month witemphasis on ‘ResurgentRajkot’ and focus on ‘Greenand clean Rajkot.’ The RMCcommissioner had pro-posed increase in vehicletax on four-wheelers fromexisting 1% to 1.5%. He hadalso proposed to increasewater tax from current Rs

1,680 to Rs 2,400 for non-residential properties.

However, the standingcommittee rejected the pro-posed hike in taxes. It alsorejected the proposal to in-crease door-to-door gar-bage collection fees frompresent Rs 2 per day to R2.50 per day in nonresiden-tial areas. The committeeadded some schemes andapproved Rs 2,537.35 crorebudget.

AMC, AUDA get high court noticeAhmedabad,

Gujarat high court on Wednesday issued noticesto Ahmedabad Municipal Corporation (AMC) andAhmedabad Urban Development Authority (AUDA)and Ahmedabad International School in Bodakdev inresponse to a public interest litigation (PIL) allegingencroachment on a public plot allotted to the schoolfor playground.

Local residents have moved the HC and com-plained that the civic body allotted a public plot tothe school as a token rate of Rs 1.5 lakh to use it asschool’s playground. But the school authority has con-verted it into its parking plot and constructed a wallrestraining people living in the neighbourhood fromusing it during non-school hours, the residents al-leged. The petitioners have sought HC interventionso that the plot could be made free for public useafter school hours.

The PIL was filed after residents in the same arearaised objection against Nirma Foundation’s use ofsuch plot and its denial to residents from using thesame. A PIL was also filed in this case.

High court reserves order against ex-minister’s son

Ahmedabad,The Gujarat high court on Wednesday reserved

its order on a petition filed by Akhil Parmar, the son ofa former minister Dinesh Parmar, seeking the quash-ing of charges under the official Secrets Act againsthim.

In this case, Akhil Parmar and Randip Rathod, werebooked under OSA by Jamnagar police in 2014. Thishappened after they allegedly uploaded video foot-age of areas in and around Sikka port near Jamnagaron the internet. Parmar has been accused of gettingvideography of the area done, where there is a vitalinstallation of Reliance Industries and then postingthe videos on internet, despite this being a prohib-ited area.As son as the complaint was lodged, Parmarhad moved the high court to get it quashed on thegrounds that his intention behind spreading the in-formation was not mala fide. He only wanted to high-light to the world how environmental norms were notfollowed by industries.

The girl was rushed to V S Hospital inthe city late on Tuesday night and her condition isstated to be stable. During primary in-vestigation we learnt that the boy used to pressurizethe girl for having relationship with him. The girl hasmentioned before us that she was frightened and at-tempted suicide.

One of the interesting features of the group’s in-stallation is the map of Ahmedabad which has beencreated using denim patchwork. Innocents leave jail after serving 14years

Ahmedabad,Four persons, including two who were acquitted

by the Supreme Court last week in the 2002Ahmedabad tiffin blasts case, were released fromSabarmati Central Jail on Wednesday after remainingin prison for nearly 14 years.

These persons -- Hanif Shaikh (50); Kalim Kareemi(38) Anas Machiswala (45); and Habib Hawa (43) --were convicted by a special POTA court in the case.

They were accused of planting as tiffin the fivebombs that were found on May 29, 2002 in publictransport buses run by Ahmedabad Municipal Trans-port Service (AMTS). Three of these bombs had ex-ploded injuring 13 people. The blasts were seen asretaliation for the 2002 communal riots.

Govt’s duty to tackle men whodump wives, go abroad: HC

said that it is the stategovernment’s duty to pro-tect the interests of newlymarried girls, whose hus-bands dump them here andflee abroad.

The HC is of the opin-ion that state governmentauthorities must take allsteps to bring such offend-ers back to India to face trial.

Justice J B Pardiwala ob-served, “I have noticed inmany cases that very soonafter the marriage, the hus-band leaves for a foreigncountry and never returns.This act on the part of the

husband and his familymembers ruins the life of anewly wedded girl.”

The court has also askedfor suggestions from thegovernment to resolve theissue.

In many matters, I havecalled upon the state gov-ernment to make necessarysuggestions how to securethe presence of such per-sons, who have gone intohiding.

The state governmentowes a duty to protect theinterests of these newlymarried girls, who are beingduped by their husbands,”he court observed further.

The high court’s obser-vations came during thehearing of a quashing peti-tion filed by a Vadodara resi-dent, Vishwani Patel, whosecousin Mrugank Patel fled tothe UK after marriage leav-ing his bride behind.

Mrugank and Dipti weremarried on September 1,2015 and matrimonial dis-putes began soon after. Theangry women, Dipti filed anFIR with Laxminagar policestation charging her hus-band and in-laws of cruelty.By the time the FIR was filed,Mrugank had left India.

A group called ‘All IndiaSave Education Committee’(AISEC) has issued a state-ment saying that it will rep-resent the issue beforePresident of India PranabMukherjee , seeking his in-tervention to stop the Actfrom being implemented.

“When the Bill waspassed last March, AISECstarted the movement andorganized various protestprogrammes throughoutthe state. AISEC representedthe governor of Gujarat,who assured us he would to

take a decision in favour ofthe academic community. Inspite of these, the bill assigned,” said the statement.

Another group called allIndia Federation of Univer-sity and College Teachers’Association (AIFUCTA) saidthat the new Act will under-mine all the existing bodiesand structures in highereducation.

Mahadev Desai, Presi-dent of Gujarat chapter ofAIFUCTO, said, “There is ab-solute centralization ofpowers which may threatenthe autonomy of our educa-tion system.”The GHEC Acthas brought all the univer-sities of the state under theadmit of a Higher EducationCouncil which ill be chairedby the chief minister. The15-member council willcomprise the chief ministeras its president; the educa-tion minister as vice-presi-dent; the minister of statefor education as co-vicepresident, and 12 other min-isters. The council will alsohave five vice-chancellor ofstate universities.

Gujarat gets 8 more IPS cadreposts, promotions expected

Ahmedabad,The Department of Per-

sonnel and Training (DoPT)on Thursday sanctioned atotal of 8 more IPS cadreposts for Gujarat. Two ofthese are DGP-rank and 5SP-rank cadre posts. Sourcessaid that with the increase incadre posts, transfer andpromotion of OPS officersare likely soon.

Senior IPS officers saidthat under normal circum-stances, cadre review takesplace every five years butthis time it has taken morethan a decade for the DoPTto review the cadre posts forIPS officers in Gujarat.

Earlier, Gujarat had twocadre posts and two non-cadre posts for DGP rank.

“Now two more IPS offic-ers can be promoted to the

rank of DG,” said an IPS of-ficer. “The government isexpected to upgrade thecadre post of additionalDGP (Prisons) to IGP rankbut no decision has beentaken about the of otherDGP post.”

He further said thatsanctioning of cadre postssurely means that the statewill have more IPS officers.“However, the state can cre-ate an equivalent number ofnon-cadre posts against thesanctioned cadre posts,”said an IPS officer.

Currently, there re fourDGP-rank officers in thestate. “PP Pandey is the mainDGP. HP Sigh is DG HomeGuards and Civil Defence;Geetha Johari is DG, PoliceHousing Corporation; andPramod Kumar is DG, SRP,”

said an official of the statehome department.

Sources said senior IPSofficers of the state werepressing for cadre review forlong. “The sate home de-partment has also writtenseveral times to the Unionhome ministry to recom-mend additional cadreposts for Gujarat,” said a se-nior police official.

Sources in the policesaid that about five monthsback additional DGP MohanJha had a meeting with offi-cials of Union home minis-try to recommend addi-tional cadre posts.

“Last month, in chargeDGP P P Pandey met DoPTofficials regarding increasein cadre posts of IPS in thestate,” said a senior policeofficial.

Govt questions CATorder on IPS officer

has challenged the orderpassed by the Central Ad-ministrative Tribunal (CAT)by which it quashed the sus-pension order and penaltyimposed on IPS officer R SYadav, for alleged indisci-pline for which he was fac-ing various inquiries.

A bench of justice A SDave and Justice A Y Kogjescheduled a hearing of thispetition for March 1.

In May last year, the CAYdirected the state govern-ment to restore all financialand consequential benefitsto the officer for the periodof suspension. However,without commenting onthe merits of the inquiry andchargesheet served on him,the tribunal permitted thegovernment to act as itdeems fit in next six weeks.

The 1988-batch IPS of-ficer was penalized with re-duction to a lower stage inthe time scale of pay by twostages for a period of twoyears without cumulativeeffect and no adversely af-fecting his pension.

In 2000, the state gov-ernment ordered depart-mental inquiries againstYadav in several counts. In acontroversial kidnappingcase of 3-year-old Ruchifrom Gandhinagar in 1999,he faced charges of mishan-dling the probe when he

was Gandhinagar SP andthe supervisory authority inthis case.

In 2001, he faced an-other inquiry for not stayingat headquarters during thesuspension period and thenfor not depositing his ser-vice revolver. He also fed aninquiry for not sending hisannual property report.

ACB strengthens ties withGVC to check corruption

Ahmedabad,The state anti-corrup-

tion bureau (ACB) strength-ened its collaboration withGujarat Vigilance Commis-sion (GVC) for registeringcases and seeking informa-tion in corruption cases. Thefirst such meeting tookplace at Gandhinagar wherethe district-level vigilanceofficer was apprised of theroles GVC and ACB can play.

ACB officials said thatthe biggest benefit from thecollaboration will be to seekinformation in cases such asdisproportionate assets(DA) inquiries, where se-crecy is of utmost impor-tance.

“ED attaches assetsworth Rs 132 crores (Marketvalue Rs 300 Cr) of Biotor In-dustries Limited in Vadodarain a Bank Fraud Case,” saida tweet from the ED.

From 2007 to 2009,Biotor Industries Limitedtook loans of Rs 500 crorefrom 10 nationalized banksin the name of funding forfarmers, including Rs 100core from Oriental Bank ofCommerce, Rs 50 crore each

from Corporation Bank, In-dian Bank and Bank ofMaharashtra among others.

Under the banks’scheme, to provide the costof castor-seeds to farmersprivately, Biotor Industriestransferred these loan sumsto management and collec-tion agent (MCA) accounts.From MCA accounts, themoney was transferred toVillage Level Aggregator(VLA) accounts in coopera-tive banks. VLA accountsbelong to a group of 50 or100 farmers, headed by onefarmer. Sources said themoney was later moved toVLA accounts in other coop-erative banks and fromthere, was withdrawn y thecompany using fake identi-ties of farmers in cash or by

cheque. Further demanddrafts were issued in thename of Biotor. In this way,Rs 250 crore of the loanamount of Rs 500 crore re-turned to Biotor Industries,which is owned by RajeshKapadia, Bharat Kapadiaand Dinesh Kapadia. At least 17 people killed in Angola'sfootball match stampede

in a stampede at a stadium at a soccer stadium in thenorthern Uige city of Angola.

The tragedy occurred on Friday evening seven min-utes into a first division match between Santa Rita deCassia and Libolo when hundreds of local fans stormedone of the gates of the stadium to watch the match,Xinhua reported.

Sources with a local hospital said there were at least76 casualties, of whom 17 dead, mostly teenagers whotried to sneak into the stadium to watch the game. Fivepeople were also reported to be in serious condition aterthe stampede.

Witnesses said the crowd trying to gain access wouldhave taken the stadium past its 8,000 capacity, and somepeople began to fall and some people had walk on oth-ers, triggering the worst stadium tragedy in recentmemory.The gate was already over crowded when hun-dreds of more fans stormed the gate to gain entry whilethere were only police men were present to safeguardthe order, one witness said.Angolan President JoseEduardo dos Santos has ordered an investigation intothe incident, local media reported.

A division bench of Justice B.D. Ahmed and Jus-tice Ashutosh Kumar said that registration of cycle rick-shaws can be done till March 31.The court was told bythe civic body that it has conducted two camps forregistration of cycle-rickshaws but the turnout in thesecond one was low.The court was hearing a PIL byNGO Manushi Sangathan regarding licensing of cycle-rickshaws, creation of lanes for non-motorised vehiclesand redevelopment of the Old Delhi area.Earlier, thebench had a view that once cycle-rickshaws are regis-tered and rickshaw-pullers are licensed, they can beallowed to ply in Chandni Chowk as a mode of publictransport when motorised vehicles are banned fromthe area.

EC's 'third eye' monitoring UP pollsLucknow,

As voting got underway in Uttar Pradesh on Sat-urday, the Election Commission is extensively usinginformation technology to ensure free and fair poll-ing, an official said.

The 'third eye' of the poll panel was keeping a closetab on each and every movement at 14,514 pollingcentres through 2,362 digital cameras, 1,526 videocameras and 2,857 web cameras, the official added.

"Our commitment is to ensure free and fair poll-ing and we are doing everything in this direction," theofficial told IANS. There have so far been no reports ofany poll violence as 2.60 crore voters venture out tocast their franchise in the first phase.

The tradition of heroworship has queered thepitch for the successionbattle in Tamil Nadu. In nor-mal circumstances, it shouldhave been up to the MLAsto choose the next ChiefMinister.

But the shadow ofJayalalithaa, who is reveredas Amma (mother) andPuratchi Thalaivi (revolu-tionary leader) even afterher death by the AIADMKcadres, has ensured that thecontestants for the post willhave to depend on hermemory to acquire legiti-macy.

Therefore, the supportamong the legislators forJayalalithaa's former aide,Sasikala, is based not on anypolitical calculation but onher earlier proximity toAmma, which is whySasikala is calledChinnamma or younger sis-ter. But for this fortuitouscloseness, Sasikala wouldhave been nowhere in thepicture.

On the other hand, theoutgoing Chief Minister, O.Panneerselvam, has basedhis claim for the position onthe fact that he was twicechosen by Jayalalithaa to actin her absence -- once whenshe was incarcerated in2014 and again during herlast fatal illness.

M o r e o v e r ,Panneerselvam has said thatAmma's "soul" has told himto remain as the Chief Min-ister.

Evidently, he did not re-ceive the message before heresigned. But, now, he has

alleged that the resignationwas submitted under du-ress.

What seems to havehappened is that the un-easiness expressed in thesocial media over Sasikala'spossible elevation, and theprotests by the oppositionparties, with the DMK pre-dictably describingSasikala's choice by a sec-tion of the AIADMK legisla-tors as "murder of democ-racy", have convincedPanneerselvam that he hadacted hastily in resigning.

At that time, he had ap-parently been under thespell of the overpoweringcult of personality surround-ing Jayalalithaa in the party,which meant that anyonewho had been her compan-ion would be the automaticchoice for replacement.

But the reservationsvoiced on the social mediaand the political protestsclearly helpedPanneerselvam to come outof his trance and throw hishat into the ring.

None of this shows TamilNadu in a favourable light. Ifanything, the melodramaticevents militate against thevery practice of politics,which is supposed to be ahard-nosed affair.

Even if Sasikala hasshown the tell-tale signs ofan ambitious politician, si-lently biding her time till shefelt that she could nowcome out in the open, theinvocation of Jayalalithaa'smemory by her as well as bya section of the AIADMK leg-islators harks back to a pre-modern, feudal age.

It is a trait which is not

suitable for a democracy,where reverence for a per-son should not be allowedto derail the routine processof the transfer of power inaccordance with the exist-ing rules. In this case, itwould be best for the twocontenders to submit them-selves to the will of the leg-islators in the absence of aclaim based merely on com-panionship or amidst alle-gations of coercion or direc-tives from beyond thegrave.

It is not surprising, how-ever, that AIADMK politicshas taken such a theatricalturn because from its incep-tion in 1972, the party hasbeen led by larger-than-lifefigures like its founder, M.G.Ramachandran, and his pro-tege and successor,Jayalalithaa.

The result was that thecadres, as well as the follow-ers, became imbued withfeelings of awe and venera-tion for their heroes, leadingthem even to take their ownlives in the event of aleader's death.

About 30 people com-mitted suicide after MGR'sdeath.

There were also violentriots which made the policeissue shoot-at-sight orders.After Jayalalithaa's death,too, more than 70 peopledied of shock, according tothe AIADMK.

Given such adulation, itis understandable whySasikala should havethought along with a sec-tion of the party's MLAs thatit was only a question oftime before she became theChief Minister.

Congress Vice PresidentRahul Gandhi on Saturdayridiculed Prime MinisterNarendra Modi for "peepinginto others' bathrooms" andsaid he was a complete fail-ure.

Gandhi, along with UttarPradesh Chief MinisterAkhilesh Yadav, was speak-ing to reporters after releas-ing a common minimumprogramme of theSamajwadi Party-Congressalliance for the polls, whenhe launched the attack.

"The Prime Minister isfond of Google searching,peeping into others' bath-rooms. Let him do that in hisfree time but his main job isthat of a Prime Minister inwhich he has been a centper cent failure," Gandhisaid.
