On he Move Update on NTTA Conversion to Cashless Tolling
After years of preparation, the NTTA
will convert the remaining cash facilities
to a cashless toll collection system on
the evening of Friday, Dec. 10.
Construction crews have aggressively
increased conversion efforts on the
Dallas North Tollway (DNT) over the
last month by installing main lane gantry
columns and placing the overhead toll
collection structures, known as
monotubes.
Various nightly lane closures have
allowed crews to work safely in the
median work zone.
In mid-November, the NTTA opened
a new direct-connect ramp on the Sam
Rayburn Tollway (SRT)/U.S. 75
interchange and new pieces of the
interchange frontage roads, improving
mobility in the
area. Several days
later, the NTTA re
-opened the
Gaylord/Warren
Parkway exit on
the northbound
Dallas North
Tollway (DNT).
Motorists on
southbound U.S.
75 (Central
Expressway) began using the new ramp
on Nov. 14 to directly access the
southwest-bound SRT main lanes. Tolls
are now being charged at various exit
ramps or at SRT main lane gantries. Toll
rates for the SRT are available on the
NTTA’s website: http://www.ntta.org/

The opening of the new connector
occurred less than one month after traffic
began using the first direct-connecting
ramp, which allows motorists on
northeast-bound SRT to directly access
northbound U.S. 75. When the SRT/U.S.
75 interchange in Allen, Fairview and
McKinney is completed, it will feature
six ramps to directly link the SRT and
U.S. 75.

northbound
U.S. 75
frontage road
through the
interchange.
The opening of
this connection
means that
traffic is no
longer diverted through Medical Center
Drive. At the same time, a new loop
ramp opened at the interchange,
allowing traffic on the northbound U.S.
75 frontage road to directly access the
southwest-bound SH 121, the SRT
frontage road. This was the first of four
planned loop ramps at the interchange to
open to traffic.

Update on Southwest
Parkway / Chisholm Trail
Parkway
Project Letting
The NTTA is finalizing the
procurement process for Sections 1
through 4 of the Southwest Parkway/
Chisholm Trail Parkway (SWP/CTP)
corridor. The NTTA Board of Directors
is expected to issue award of contracts
on several of those sections in January
2011. Section 5 is anticipated to open
for bid in early 2011, which is also the
timeframe NTTA expects to select a
best value proposal on the Section 6
(Chisholm Trail Parkway) design-build
project.
Section 2C Construction Update
With the SWP/CTP Section 2C
project more than halfway complete,
motorists in the
Fort Worth area
can expect less
road closures
for the
remainder of the
year. Section
2C consists of
the advanced construction work taking
place in the Union Pacific Railroad’s
Davidson Yard near Hulen Street and

The NTTA is sponsoring the Moth-
ers Against Drunk Driving North Texas
“Tie One On For Safety” campaign this
holiday season. MADD created Tie One
On For Safety, originally named the Pro-
ject Red Ribbon campaign, in 1986 to
help heighten public awareness about
drinking and driving during the holiday
season. It was designed to encourage the
public to take action against drunk driv-
ing by tying a red MADD ribbon to their
vehicle’s antenna or side mirror. More
than 1,000 people are killed in the
United States between Thanksgiving and
New Year’s Day from accidents involv-
ing drunk driving.

The PGBT Eastern Extension project
is approaching 60-percent completion.
Crews began concrete paving on the
eastbound main lanes of the project in
Section 28, which extends from SH 78 to
west of Miles Road in Garland.
Rowlett motorists who travel on
Kirby Road are using the recently
constructed southbound frontage road
from the northernmost project limit to
the existing Kirby
Road, south of
Glistening Springs
Road. Traffic will
continue to use this new
pavement until the
construction of the
proposed northbound
frontage road is
completed. In addition,
the Dallas Area Rapid
Transit (DART)
railroad bridge project
is expected to be
complete by early 2011.
This is in Section 30,
which extends from north of future
Merritt Road to south of Main Street in
Rowlett.
The NTTA is planning to conduct a
town hall meeting in the near future to
brief citizens on the status of the PGBT
Eastern Extension. More information
will be provided in the January 2011
edition of On The Move.

Extension
Bridge columns and direct
connector foundations are sprouting up
all along Phase 4 of the PGBT Western
Extension. Direct connector
foundations are being erected at
Interstate Highway 20 and Crossland
Boulevard/Forum Drive. In addition,
concrete columns are going up around
Egyptian Way / I-30 interchange as
well as at Cottonwood Creek.
In addition, crews continue
excavation activities at Main Street in
Grand Prairie as well as continued
installation of drainage around the I-20
interchange.
The final segment of the PGBT WE
project extends from I-30 to I-20,
providing continual main lanes and
two major interchanges. This new
corridor will provide another critical
roadway to meet the growing
transportation needs of the Dallas/
Fort Worth metroplex.

The SRT/U.S. 75 interchange will open
in phases in the weeks ahead; major
movements on this interchange are
expected to be open to traffic in January
2011.
Construction crews are also
continuing to build a new interchange at
the SRT and Dallas North Tollway. The
northbound DNT exit to Gaylord
Parkway/Warren Parkway in Frisco was
re-opened on Nov. 23 ahead of schedule,
allowing traffic back into the heavily
traveled area before the Thanksgiving
holiday. In a little more than 90 days,
crews removed the old tolling structure,
re-graded and reconstructed the ramp,
and built a new all-electronic toll gantry.
This work was essential to advancing the
SRT/DNT interchange improvement
project in Frisco and Plano. Crews are
constructing eight direct-connect bridges
between the SRT and DNT to link the
two roadways. The new SRT/DNT
interchange is expected to open to traffic
by January 2012.

at work implementing plans in preparation for winter’s worst weather, snow and ice; however, continued reductions in available transportation revenue is greatly limiting the resources TxDOT can put on the road to ensure North Texas highways remain open and safe during winter storms.
“When developing plans it is becoming increas-ingly difficult to balance the potential frequency and severity of winter storms against our limited available resources” said Bill Hale, Dallas District Engineer. “We have over 10,000 lane miles of roadway to monitor and maintain, and limited pieces of snow and ice equipment; while many drivers may never see our crews, I can assure you, if we have a storm they will be out there, working hard and doing their best to keep the roads open and safe for all Texans.”
What is TxDOT doing?To compensate and maximize limited resources, TxDOT has developed various strategies, including:
� Maintaining on-hand materials (salt, sand, de-icer) at 4 day storm event levels
� Shifting available personnel, equipment and materials to affected areas
� Focusing efforts on keeping at least one lane (right lane) open on primary highways and roads
District drivers, mechanics and support personnel have been hard-at-it installing, servicing and calibrating vehicles and heavy equipment in preparation for emergent winter storms. Priority routes have been determined and crews are on standby ready to work 12-hour shifts to keep as many roadways open as possible.

Super Bowl Ice and Snow Plan
In case of a weather event during the week
of the XLV Super Bowl, TxDOT and other
regional agencies have developed a plan to
keep highways, tollways and streets open
and maintained. TxDOT and all members of
the Transportation Action Team are
committed to keep roads open and clear of
ice and snow on the primary routes to and
from NFL events and the Cowboys Stadium.
To accomplish this, TxDOT is doing its part
by planning material stockpiles, training
manpower, and pre-staging equipment to
allow for a quick response. This cooperation
includes the NFL, NCTCOG, NTTA, DART,
The T, D/FW Airport, Tarrant and Dallas
Counties, and the cities of Arlington, Dallas,
Fort Worth and Irving.
Prop 14 Bonds Approved for I-35W
In October, the Texas Transportation
Commission approved $135 million in
Proposition 14 bonds for I-35W from I-820 to
U.S. 81/287. This is another step forward as
TxDOT and NTE Mobility Partners develop
an implementation plan for I-35W from I-30
to U.S. 81/287. The Commission was able to
add a total of four projects for $313 million
through the Proposition 14 bond program
due to cost savings realized from lower than
estimated bids in the previously-approved
projects. Also included for North Texas was
$30 million for I-35E in Denton County.

I-35W Environmental Clearance
The I-35W environmental clearance process
is ongoing for the ultimate facility with
approvals expected next year on the
segment from I-30 to just south of I-820 and
the segment from just north of I-820 to Eagle
Parkway (the interchange was cleared with
I-820). Public hearings for both segments will
be scheduled in the spring and then the
projects will be submitted to the Federal
Highway Administration.
Tower 55
Tower 55 was awarded $34 million under the
TIGER II grant program. This grant,
combined with investments from BNSF
Railway, Union Pacific Railroad, the city of
Fort Worth and TxDOT, will enable
$94 million in improvements to Tower 55 that
will create jobs, benefit the community and
the environment, and substantially increase
rail capacity. Other key supporters in
securing funding for the project included
NCTCOG, Amtrak and The T.

PARTNERS The Report a Litterer program was
created in 1994 as a way to let the
public anonymously report litter on
Texas roadways. Using these
reports, TxDOT sends an average of
1,000 letters a month reminding
Texans not to litter. The program is one of several efforts in place,
along with the Don’t Mess with Texas (DMWT) campaign and
Adopt-a-Highway, to increase awareness on litter prevention and to
reduce litter on Texas roadways.
TxDOT spent $47 million in 2009 on state highway litter cleanup.
Litter is not only an eyesore, but can carry toxic chemicals into the
water supply, clog drainage ditches and harm animals.

PROJECT update
W ork is progressing on two intersection
projects for SH 360 in Arlington. A
$2.5 million project to remove the two
cloverleaf Spur 303 entrance ramps to SH 360
and add dual left turn lanes will be complete by
summer 2011. A $56 million project to remove a
bottleneck on SH 360 at SH 180 (Division Street)
and the Union Pacific Railroad is scheduled for
completion by early 2012.
TxDOT and the city of Arlington have proactively
coordinated with General Motors and the Union
Pacific Railroad to minimize impact to their
production. Before the SH 180 project began in
March 2009, TxDOT and the railroad agreed
upon construction sequencing and the technical
aspects of the project.
Over half complete, the project will improve
mobility for both motorists and the Union Pacific
Railroad with two new SH 180 bridges and a new
railroad bridge over SH 360. The rail line will
have 4.5 miles of trackage rebuilt, and drivers will
have better ramp access to SH 180 and
continuous frontage roads under the rail lines.
In October, the Texas Transportation
Commission issued $20 million in Proposition 12
bonds for design on SH 360 from north of I-30 to
I-20, getting under way in 2011. The 37th most
congested roadway in Texas, SH 360 is
proposed for reconstruction and widening
including an interchange at I-30. Completing the
design will allow the project to be ready once
construction funds are identified.
On SH 360 south of I-20 to U.S. 287, the NTTA
has shown interest in developing the main lanes
as a toll facility and conducted a public meeting
with TxDOT in June at the Mansfield City Hall. An
environmental public hearing is expected to be
conducted in early 2011.

PROJECT update
W ork is progressing on two intersection
projects for SH 360 in Arlington. A
$2.5 million project to remove the two
cloverleaf Spur 303 entrance ramps to SH 360
and add dual left turn lanes will be complete by
summer 2011. A $56 million project to remove a
bottleneck on SH 360 at SH 180 (Division Street)
and the Union Pacific Railroad is scheduled for
completion by early 2012.
TxDOT and the city of Arlington have proactively
coordinated with General Motors and the Union
Pacific Railroad to minimize impact to their
production. Before the SH 180 project began in
March 2009, TxDOT and the railroad agreed
upon construction sequencing and the technical
aspects of the project.
Over half complete, the project will improve
mobility for both motorists and the Union Pacific
Railroad with two new SH 180 bridges and a new
railroad bridge over SH 360. The rail line will
have 4.5 miles of trackage rebuilt, and drivers will
have better ramp access to SH 180 and
continuous frontage roads under the rail lines.
In October, the Texas Transportation
Commission issued $20 million in Proposition 12
bonds for design on SH 360 from north of I-30 to
I-20, getting under way in 2011. The 37th most
congested roadway in Texas, SH 360 is
proposed for reconstruction and widening
including an interchange at I-30. Completing the
design will allow the project to be ready once
construction funds are identified.
On SH 360 south of I-20 to U.S. 287, the NTTA
has shown interest in developing the main lanes
as a toll facility and conducted a public meeting
with TxDOT in June at the Mansfield City Hall. An
environmental public hearing is expected to be
conducted in early 2011.

Super Bowl Ice and Snow Plan
In case of a weather event during the week
of the XLV Super Bowl, TxDOT and other
regional agencies have developed a plan to
keep highways, tollways and streets open
and maintained. TxDOT and all members of
the Transportation Action Team are
committed to keep roads open and clear of
ice and snow on the primary routes to and
from NFL events and the Cowboys Stadium.
To accomplish this, TxDOT is doing its part
by planning material stockpiles, training
manpower, and pre-staging equipment to
allow for a quick response. This cooperation
includes the NFL, NCTCOG, NTTA, DART,
The T, D/FW Airport, Tarrant and Dallas
Counties, and the cities of Arlington, Dallas,
Fort Worth and Irving.
Prop 14 Bonds Approved for I-35W
In October, the Texas Transportation
Commission approved $135 million in
Proposition 14 bonds for I-35W from I-820 to
U.S. 81/287. This is another step forward as
TxDOT and NTE Mobility Partners develop
an implementation plan for I-35W from I-30
to U.S. 81/287. The Commission was able to
add a total of four projects for $313 million
through the Proposition 14 bond program
due to cost savings realized from lower than
estimated bids in the previously-approved
projects. Also included for North Texas was
$30 million for I-35E in Denton County.

I-35W Environmental Clearance
The I-35W environmental clearance process
is ongoing for the ultimate facility with
approvals expected next year on the
segment from I-30 to just south of I-820 and
the segment from just north of I-820 to Eagle
Parkway (the interchange was cleared with
I-820). Public hearings for both segments will
be scheduled in the spring and then the
projects will be submitted to the Federal
Highway Administration.
Tower 55
Tower 55 was awarded $34 million under the
TIGER II grant program. This grant,
combined with investments from BNSF
Railway, Union Pacific Railroad, the city of
Fort Worth and TxDOT, will enable
$94 million in improvements to Tower 55 that
will create jobs, benefit the community and
the environment, and substantially increase
rail capacity. Other key supporters in
securing funding for the project included
NCTCOG, Amtrak and The T.

PARTNERS The Report a Litterer program was
created in 1994 as a way to let the
public anonymously report litter on
Texas roadways. Using these
reports, TxDOT sends an average of
1,000 letters a month reminding
Texans not to litter. The program is one of several efforts in place,
along with the Don’t Mess with Texas (DMWT) campaign and
Adopt-a-Highway, to increase awareness on litter prevention and to
reduce litter on Texas roadways.
TxDOT spent $47 million in 2009 on state highway litter cleanup.
Litter is not only an eyesore, but can carry toxic chemicals into the
water supply, clog drainage ditches and harm animals.
