Automakers are using new tech-nology to wean their performancemodels off the list subject to thedreaded federal gas-guzzler tax.
Advancing engine technologynow is making it possible to producecars that aremore powerful but alsomore fuel efficient — enough toavoidbeingsubject to the federal taxthat tacks up to $1,000 to $7,700 ontothe price of new vehicles with verylowmileage.
Some top industry executivesforecast the tax’s demise within afew years.
“You will see that going away,”said Steve Cannon, CEO of Mer-cedes-BenzUSA.“All thenewenginetechnologywill avoid thegas-guzzlertax.”
The tax was aimed at discourag-ing people from buying the least-ef-ficient and most-emission-spewingof cars. But automakers are usingtechnologies such as variable valvetiming, direct fuel injection, the abil-ity to stop the engine at stoplightsand other tweaks made possible bycomputers that now control power-plants to squeeze more out of everydrop of fuel.
Finding a way off the list makesgood business sense: Those extra
taxes can put a model at a competi-tive disadvantage if its rivals aren’tsubject to it.
Excluding niche brands such asRolls-Royce, Bugatti and Ferrari,here’s howmajor car brands are far-ing:
» General Motors.GMwill haveone lessmodel on the list nextyear. Itsaid last week that it will stop usingthe high-end, 638-horsepower V-8 inthe 2014 Corvette ZL1, switching to anew, more-efficient 450-horsepowerV-8. That will leave only the CadillacCTS-V performance sedan, coupeandwagons that use the high-endV-8as GM vehicles subject to the tax.
» Ford Motor. Ford has worked
itswayoff the list entirely. It had twomodels thatweresubject to the tax inthe2010modelyear,butnowtechnol-ogy has improved enough that it canproduce a 662-horsepower V-8 forthe2013FordShelbyGT500 that isn’tsubject to the tax.
» Chrysler Group. Only the mod-els in its small-volume, exclusiveSRTperformancedivision are on thelist. They include the Dodge Chal-lenger, Charger and Chrysler 300.
» Mercedes-Benz.Thenumberofmodels that fall under that tax hasbeen reduced from 17 in the 2010model year, to eight for 2013. Onereason for the reduction: killing itssuperpremiumMaybach division.

DETROIT — Thirty yearsago, the firstAccordrolledoffthe lineatHonda’sMarysville,Ohio, plant, the first car a Jap-anese automaker assembledin the U.S.
That changed the competi-tive landscape of Americanautomaking forever.
Fromanunderdogcarmak-er known in Japan as a cadreof engine geeks, Honda estab-lished a trust with youngAmerican consumers not un-like theway today’smillennialgeneration flocks to Applestores.
“They were seen as dirty-fingernailed motorcycle me-chanics and got no respect inJapan,” said Dave Cole, chair-man emeritus of the Centerfor Automotive Research. “Sothey decided to grow else-where to become a strong in-ternational company.”
Since thoseearly industrialseedlings nurtured in whatused to be Ohio cornfields,Honda’s North Americanmanufacturing network nowspans seven auto plants in theU.S., Canada andMexico withmore under construction, inaddition to its motorcycle andpower equipment operations.
Honda has invested $12.3billion in the U.S. — $8 billionin Ohio — employs more than26,000 Americans and hasnever laid off a worker.Work-erswere retained andpaid formonths when Ohio plants cutproduction after the tsunamiin Japan.

Big North Americapresence
Though its world head-quarters remains in Japan,Honda makes and sells morecars in North America than inany other continent. The sev-enplantscanproduce1.63mil-lion vehicles a year now andwill boost annual capacity to1.92 million vehicles when anew $800 million plant in Cel-aya, Mexico, starts produc-tion in 2014.
“It has had the most pro-found effect on the industry,”said Michael Robinet, manag-ing director of IHS Automo-tive Consulting in Northville,Mich.
It wasn’t just the introduc-tion of Japanese culture, butphilosophies and practicesthat helped establish newbenchmarks for engineering,manufacturing and quality.

Honda’s three-decade jour-ney began with former OhioGov. James Rhodes and Hon-da founder Soichiro Honda.Rhodes convinced Honda-santo start making motorcyclesinMarysville in1979. That ledto a $3.9-billion investmentand the car assembly plantthat launched three years lat-er.
Jeff LaRoche, a 29-yearveteran at Marysville, re-members pre-shift calisthen-
ics and a lot more Japanesecolleagues.
“We came in thinking wehad a lot to prove. ‘Could abunch of farmers do it andprove we were as good as theBig Three, who had secondandthirdgenerationsofwork-ers?’ ” LaRoche said.
They exercised to thetheme of the “Magnum P.I.”TV series.
“It looked pretty cool, likean army ready to build cars,”LaRoche said.
Honda will invest an addi-tional $2 billion by 2014 in theU.S., Canada and Mexico andthe roughly 900 engineers atHondaR&DAmericas in Ohioare charged with developingglobal vehicles such as thenext-generationCivic for 2016and a new NSX sports car.
Steady, small strategy
But the company’s resolu-tion to do everything itselfwhen others outsource andform partnerships has raisedquestions about whether thestrategy will continue to be awinning one.
Recently industry observ-ers have attacked Honda’sstyling, which has never beenparticularly daring, as toobland. The new Civic is get-ting a hasty redesign.
WhenBig Three plants hadto be idled for months to re-tool,Hondawas able to launchnewmodels seamlessly.
The quick changeoverstook stress off dealers whocould sell down the outgoingmodels without deep dis-counts, and they receivednewmodels in quantities that al-lowed the sticker price to beclose to the selling price.
“It was a game changer,”Marysville plant managerJeff Tomko said. “Folks won-dered how we could do it andhow we could do multiplemodels on one line. But in Ja-pan, the mindset is small issmart.”

The 2013 Ford Focus ST is such avehicle.
Good designmeets value
It’s a remarkable engineeringsuccess to create a car that blends aneasygoing daily personality withon-command snap and growl and doso on a mere mortal’s budget.
That’s why Focus ST and otherwell-modified, high-performancemainstreamers seem better than theexotics (which have their own ap-peals, but value isn’t one of them).
The STmodel went on sale lastmonth, starting at $24,495 (with ship-ping). For that, you get interestinglooks, the handiness of four doorsand a hatchback, 252 horsepower(enough, Ford says, to hit 154 mph, ifyou have a race track handy) and afederal gas mileage rating of 26 mpgin combined city/highway driving.
Rivals include Volkswagen’s GTIfour-door hatchback ($25,790 and up,200 hp, 25 mpg) andMazda Speed3($24,995 and up, 263 hp, 21mpg).
The pros
Only wheel time, of course, cantell you whether good numbers onpaper translate to good on the road.Focus ST, it turns out, is good in bothways.
Here are the main pieces that turna Focus economy compact into aFocus ST yippee-mobile:
» Engine: Two-liter, turbo-charged four-cylinder good for 252hp and 270 pounds-feet of torque, incontrast to regular Focus’ 160 hp and146 pounds-feet.
Hours driving around hereshowed the high-power engine to benot at all high-strung. It can amblealong nicely, or just flat go when youdrop down a gear or two and nail thegas pedal.
» Transmission: Six-speed man-ual. Period. No automatic.
The gearshift moves in crisp, firmfashion. The only gripe is that it’s abit too easy to mistake the 3-4 and 5-6gear slots. Takes practice to get thefeel. Clutch engages briskly. You’llkill the engine if you’re inattentive.
» Suspension (another “duh”for a sporty car): ST gets differentsprings, stabilizer bar and suspen-sion geometry vs. the ordinary Fo-cus.
Driver gets confident, poisedcornering —without a jarring ride.
Part of that poise is from the tires:235-by-40 18-inch Goodyear Eaglesummer skins. Figure on separatewinter rubber if you live where itsnows.
The cons
As in the regular Focus, rear seatsare tight, especially with tall peoplein front. Put the kids in back anddrive a bit to decide if it’s really afamily car.
Drawbacks:» Focus is small inside for its
overall footprint, and ST’s no differ-ent.
» There’s no backup camera atany price. Seems a big omission.Ford says ST buyers aren’t the sortwho’ll care.

TOKYO—Honda’squar-terly profit surged 36 per-cent as Japanese auto-makers bounced backfrom last year’s tsunamidisaster in northeasternJapan, but the companylowered its annual fore-casts Monday because ofa sales plunge in China.
HondaMotorCo. rakedin a$1billionnet profit forthe July-September quar-ter. Sales jumped 20 per-cent.
Honda has recovered
strongly after being hithard by the March 2011earthquake and tsunamidisaster that disruptedcar production, and thefloods in Thailand laterthat year.
But the Tokyo-basedmanufacturer of the Ac-cord sedan, Fit compactand Asimo humanoid ro-bot lowered its forecastsfor the business yearthrough March 2013. Itcited therecent salesdropin China sparked by a ter-ritorial dispute that hasset off violent protests inparts ofChina anda call to
boycott Japanese goods.It now expects to sell
4.1 million vehicles in theyear through March 2013,down about 180,000 fromthe earlier projection tosell 4.3 million vehicles.
Still, that number is animprovement of morethan a million vehiclesover the 3.1millionHondasold globally in the previ-ous disaster-struck year.
Honda sold 996,000 ve-hicles during the fiscalsecond quarter, up from678,000 vehicles a yearearlier.
Honda now expects a$4.7 billion net profit forthe full fiscal year, up 78percent fromthepreviousyear.

EARNINGSdard items are defrosting out-side mirrors and heated frontseats.
On the other end, though,the top-flight Limited (like thepreproduction test car) startsat $3,250 more than the 2012Limited, which admittedlywasn’t as lavish.
» Mileage: Fuel economy,and not just for the new hy-brid, is up a bunch.
The V-6 gas engine is rated4 percent to 9 percent better inthe government’s city/highwaycombined rating. The 100-pound diet helps.
» Looks: The previous Ava-lon had a whiff of the dorkabout it.
Not quite so with the newone. It’s still on the conserva-tive side, but stylishly so. Thegrille is more dramatic but notexhibitionist, and the tail an-gles down in a slimming fash-ion that suggests “premium.”
» Interior:Updates arelovely to see and feel. Lots ofsoft-touch materials, andstraightforward lines and an-gles that, while not everyone’sidea of grace and beauty, aresimple and honest.
No fan of screen
Touch-screen controls in theLimited test car were especial-ly sensitive, which somemightlove but Test Drive dislikes.
Avalon’s 6.1-inch mainscreen is paltry in these daysof 8-inchers.
One interesting feature: Theclimate control fan displaygets bigger when you touch it.That makes it easier to adjust,though the adjustment is via a
left or right stroke, which isn’tas handy as a tap or push, or aconventional knob.
How different settingsfeel
The gasoline V-6 and six-speed automatic transmissionare carried over from the pre-vious car, but the transmissionis tuned differently, Toyotasays. It has a “faster-lockingtorque converter that locks upearly even in second gear.”
To the driver, that meansthe sloppy feel you get in someautomatics is banished, at thesame time reducing the mpg-robbing slippage of a conven-tional automatic.
It also means the car drivesmore like a sporting machineand less like a wheeled hog.
A few complaints
An “eco” mode ruins all thefun, though. Mainly, it makesthe throttle less responsive.Test Drive discovered, howev-er, that sluggish “eco” settingscan be useful in stop-lurchtraffic, minimizing the tenden-cy to become intimate with thetailpipe of the car ahead.
Brakes felt somewhat soggyon the test car, very out ofcharacter with the car’s niftynew responsiveness.
The hybrid system, similarto what’s used in the gas-elec-tric version of the Camry andthe Lexus ES, is OK. It did asadvertised and ramped up fueleconomy considerably. Likethe gas model, it was generallyquiet and serene. But becauseit’s based on a modest-powerfour-cylinder gas engine, not asix, the sounds of strain andstruggle come through whenyou push the go pedal hard.

DEARBORN, Mich. — Europe mayhave lost itsappetite fornewcars,butbuyers in America and China pro-pelled Ford to a better-than-expectedprofit in the third quarter.
Ford Motor Co. earned $1.63 bil-lion, down only slightly from a yearearlier, despite lower worldwidesales and bigger European losses. Itwas the company’s best performance

income was unchanged at 41 cents.Excluding one-time items, like sever-ance payouts, Ford earned 40 centsper share, beating Wall Street’s fore-cast of 30 cents, according toFactSet.
Ford reported a $2.3 billion pretaxprofit in North America, its best per-formance since the company beganreporting separate North Americanresults 12 years ago.
The region has been profitable for
three years now, after a grueling re-structuring that saw thousands of jobcuts, plant closures and the acceler-ated development of new productslike theFocussedan.That restructur-ing is now Ford’s blueprint forEurope, which is expected to dragdown results this year and next.
“We know what it takes to have ahealthy business,” Chief FinancialOfficer Bob Shanks said.
Ford’s revenue fell 3 percent to$32.1 billion as vehicle sales dropped
worldwide, but the company still ex-ceeded Wall Street’s revenue fore-cast. That was due to North America,where revenue jumped 8 percent to$19.5billion, helpedbyhigherpricingand increased sales of more profit-able trucks and SUVs like the FordExplorer.
It was the third quarter in a rowthat the company has made morethan $2 billion in North America andhas reported an operating margin of10 percent or more.

DETROIT—GeneralMotors Co. re-ported net income of $1.48 billion inthe third quarter, a 14.5 percent de-cline fromayear earlier, as theNorthAmerican market continued to fuelprofits despite the economic malaisein Europe.
The performance significantlyoutpaced Wall Street expectations,even as GM estimated that it wouldlosebetween$1.5billion to $1.8billionfor the full year in Europe.
The strong showing “stems fromour geographical diversity, strongbrands and financial vigor we are in-stalling in the business,” GM CEODan Akerson said in a conference
call.In North America, GM posted an
operating profit of $1.82 billion. Thefigure, a 17 percent decline from ayear earlier, was a strong perfor-mancepartlyoffsetby$250million inextra income taxes.
Nagging Euro-problem
The automaker said it would postslightly better results in Europe in2013 and projected it would breakeven by mid-decade, reflecting thedepth of its challenges there as thecontinent faces a sovereign debt cri-sis.
GM Vice Chairman Stephen Gir-sky, who is leading the automaker’sturnaround efforts in Europe, said
the company had already reduced itsnumber of employees in Europe by2,300 this year and plans to cut an ad-ditional 300 positions.
“We’re getting this done largelyfrom voluntary separations, retire-ments and will continue to drive fur-ther head count reductions in the fu-ture in line with demand,” Girskysaid.
GM posted earnings per share of93 cents excluding one-time financialitems, compared with analysts’ ex-pectations of 60 cents.
New autos coming
GM’s financial performance couldprovide fodder for debate in thepresidential campaign, which has
featured a fiery debate over the fed-eral government’s $49.5 billion bail-out of GM in 2009.
The automaker’s global revenuerose 2 percent to $37.06 billion in thethird quarter.
GMChiefFinancialOfficerDanielAmmann said the company waspleasedwith its North American per-formance especially because “wehave the oldest portfolio” of productscompared with GM’s competitors.
Thatwill change in 2013,whenGMwill deliver several critical products,including the redesigned ChevroletSilverado pickup truck. By the end ofnext year, about 70 percent of GM’snameplates will be redesigned.
