It is caused by Premiere's inability to handle the variable frame rate recordings made by the Apple products (OBS videos are recorded on a Apple Mac Mini). If you wish to import your mp4 files into Adobe Premiere, you'll need to convert your mp4 files to a constant framerate with the Handbrake application available on all library computers. Follow these instructions and your files will be properly audio-synced when you import them into Premiere.
