NCCA highlights legacies of Iliganons cultural history

The National Commission for the Culture and the Arts (NCCA) brings to the limelight the cultural heritage of Iligan

city as it recognizes the need to create among the people a consciousness, respect and pride for the legacies of Filipino cultural history and love of country.

Republic Act 10066, otherwise known as the National Cultural Heritage Act of 2009, provides for the protection and conservation of the national cultural heritage by NCCA in coordination with the cultural agencies and other national agencies. Likewise, Republic Act 7356, Section 12 mandates the NCCA, through the Sub-commission on Cultural Heritage (SCH) to conserve, promote and protect the nation’s historical and cultural heritage. The SCH first launched the Taoid Heritage Program in 2012, referred

to as the program and has since then become the Flagship Program of the Sub-commission. Taoid Program is a yearlong cultural intervention with the primary objective of strengthening the people’s awareness of the Filipino cultural heritage and to encourage their participation in the preservation and protection of our cultural legacies. In Iligan, the NCCA launched the Taoid Program timely with the culminating activity of the weeklong celebration of the Iligan’s 64th Founding Anniversary on June 16. The team was headed by Rev.Fr. Harold Ll. Rentoria, OSA, SCH Commissioner, with other 12 committee members, and the ‘Living Asia’ to cover and assess Iligan city’s ancestral heritage. The team had a courtesy call with city mayor Celso G. Regencia at the city hall, and visited City Hall Buhanginan Hills Anahaw amphitheatre, Macaraeg-Macapagal Ancestral House, the St. Michael’s Cathedral,

and Cabili obelisk at city plaza. On June 16, started the Tartanilya (horse-drawn carriage) Painting Contest with the theme, “Kabilin sa Iligan,” joined by 20 tartanilyas with their artists. The project is under Sangguniang Panlungsod committee chair Mitchelle Sweet-BoocofIligan. Prizes come from the NCCA-SCH funds. Councilor Sweet said “it’s an annual activity dubbed ‘Parada’ Tartanilya Painting Contest, and we set a day where these calezas tour

around the city already painted.” Iligan has ‘Tartanilya,’ used as a regular means of transportation and means of livelihood for rig drivers apart from being a tourist attraction in the city. It remains as their source of income to help/support their families for a living. As the artists went through with the Painting Contest, operators, rig drivers were having their Orientation/Training of Rig Drivers, their role as historical transport in modern city such as Iligan. Tartanilya contributes in the promotion of a historical treasure. Speakers in Orientation/Training for Rig Driving were Dr. Cecil Tangyan, chairman, Department of History, MSU-IIT, and traffic officer to talk on tourist transport rules and grooming. Final judging of the contest was chaired by Commissioner Rentoria,

along with other local members of the board of judges on June 18. In the afternoon was the Parade of the painted Tartanilyas around the city, with passengers from the SCH team, passing through the road with historical sites, from the old church St. Michael’s Cathedral, to the Rotonda, the obelisk, passing through ancestral heritage, like Badelles Ancestral House and converged at the Don Ubaldo Laya Ancestral House for the awarding of winners of the Contest. Iligan City tourism officer Donnabelle Olado said they have gathered students and youth to witness the awarding of the Tartanilya Painting Contest, to be able to admire Tartanilya as part of history, followed by a lecture/briefing on historical sites in Iligan, and all the treasures, destinations in Iligan, one is the

Tartanilya, lorded during the Spanish regime, used as transport here in the city. June 18 was also loaded with an activity where a Forum on Heritage Law was discussed by Atty. Karen Malilong-Isberto of NCCA, in partnership with Department of History, MSU-IIT. In the evening, a

A night for the visitors in Iligan, entertained with a cultural dance ritual presentation of the Kalimulan Cultural Dance Troupe of MSU-IIT, Iligan City, and the city government Buhanginan Voices. Highlighting their two-day visit was the June 19 Launching of the Taoid Heritage Program, the Signing of the Memorandum of Understanding (MOU), the NCCA-SCH as the First Party, which spearheads the implementation, providing funding support to projects and activities; the City Government (LGU) as the

Second Party, which coordinates with regional/provincial offices of national government agencies and institutions, to gain their support for the program; the Diocese of Iligan, as the Third Party, coordinate closely with the parties in the implementation of the program, their pastoral councils/groups to gain their support for the Program. The Signing was done right at the site where the majestic Maria Cristina Falls had its full grandeur of water falling. The signing witnessed by members of the City Tourism Council and the city government officials. Rev. Rentoria said Iligan will be

part of their provincial/city visits having been included in the Taoid Program, and assist the local government units (LGUs) in the technical assessment of built-heritage for possible declaration by the National Museum of the Philippines and the National Historical Commission of the Philippines.

Taoid, is an Ilocano word which means ‘inheritance’ and in vernacular language its means ‘kabilin.’ The SCH, the overseer, will assist local communities across the country to discover, document, conserve and disseminate their cultural heritage properties.

Malacañang rallies vs climate changeMalacañang urged all sectors to help government bequeath

to future generations of Filipinos a legacy of resilience, not vulnerability, to climate change.

Palace Deputy Spokesperson Abigail Valte said government needs the cooperation and support of all sectors as climate change is a complex issue.

“We must work together to find a solution,” she said Tuesday during a press briefing.

She raised the point as experts cited human activities as mainly

causing the increase in greenhouse gas (GHG) emissions which they said trap heat in the atmosphere, raising global temperature since the mid-20th century so climate change resulted.

Citing key findings of its Fifth Assessment Report (AR5),Intergovernmental Panel on Climate Change (IPCC) said

Page 10: One Mindanao - July 9, 2014

10 JULY 2014 | PAGE

such warming is undeniable.Limiting climate change will require

substantial and sustained reduction in GHG emissions, IPCC noted.

According to Dr. Rosa Perez, one of the Philippines’ IPCC experts, human activities like deforestation, energy production, agriculture, industrial operations and waste generation are among sources of GHGs like carbon dioxide.

“Climate affects us and the environment but we also affect climate through such activities,” she said during the briefing.

She warned about excessive emission of GHGs, noting thisexacerbates the warming greenhouse effect.

Latest available data confirm occurrence of warming over the years, Perez noted.

“Thirteen of the 14 warmest years were recorded in the 21st century,” she said. “Is it bad? Yes. It seems we’re already having planetary fever.”

Experts already warned the Philippines is among countries most vulnerable to climate change’s impacts.

Such impacts are onslaught of weather extremes as well as sea level and temperature rise.

Government continues spearheading GHG emission-reducinginitiatives, like those promoting green production, to mitigate climate change.

Also among government’s initiatives are disaster risk reduction and other coping mechanisms aimed at helping the country adapt to the changing climate.

“Though we’re not so naive to think that climate change’s major effects are still reversible, we also believe this is not the beginning of a continuing decline,” Valte said.

In November 2013, typhoon “Yolanda” (international name Haiyan) plowed through Central Philippines and nearly destroyed everything in its path.

“Yolanda” was among the strongest tropical cyclones to make landfall in the world’s recorded history, experts said.

Onslaught of “Yolanda” fueled local and international support for government’s bid to build back better in areas this typhoon ravaged.

Valte noted similar support and cooperation, sustained over time, is among keys to addressing repercussions of the changing climate.

“Such is necessary in the fight against climate change,” she said. (PNA)

Boosting gross domestic product a top priority, Palace official says

It is the administration’s goal to increase the country’s gross domestic product (GDP) to attain inclusive growth, Presidential

Communications Operations Office Secretary Herminio Coloma, Jr. said during Tuesday’s press briefing.

Coloma was commenting on reports that the International Monetary Fund (IMF) plans to cut its 2014 growth forecast for the Philippines due to data showing a slump in government spending.

He said that despite the forecasts of such external entities as the IMF, the real challenge to the government is how to revitalize the economy and strengthen industries and services to attain high GDP growth that would in turn help the government carry out its reform programs and achieve inclusive growth.

“Kung anuman po ang pananaw nila, ang determinasyon pa rin ay buo na dapat mapalaki ang GDP growth natin at maging inclusive growth ang matamo natin mula sa pagsulong na ito,” he said.

The IMF has said that reduced government spending would curtail economic activities in the country.

The government posted a budget surplus in the first five months of the year, the result of higher revenues and a marginal decline in disbursements.

The surplus came in the midst of the need to spend aggressively, especially on rehabilitation efforts in areas devastated by Typhoon Yolanda last year.

The IMF however said that the slower disbursements in the second quarter might not support economic growth.

The Philippines’ first quarter GDP growth slowed to 5.7 percent from 6.3 percent in the fourth quarter of 2013. PND

Academe sector expands inter-EAGA ties through educ exchange programs Institutional partnerships between the focus areas of the Brunei

Darussalam Indonesia Malaysia the Philippines East ASEAN Growth Area (BIMP-EAGA) continue to expand and diversify with the recently sealed academe collaboration between the Palawan State University (PSU) - Philippines and Jesselton College - Kota Kinabalu.

Academe sector expands inter-EAGA ties through educ exchange programs

The new partnership was forged through a Memorandum of Understanding signed by the two universities last month in Kota Kinabalu, which aims to facilitate workplace industry placement and education programme exchanges between the neighbouring states. Through the partnership, PSU is expected to establish its own international programme in Kota Kinabalu.

“One of the best ways to make the academe stronger and more essential is by opening our gates to collaboration and partnerships. It brings about creation of innovative ideas by bringing together a group of smart people who can have their hands on the pulse of our University’s community,” said Lorna Gelito, Ph.D., PSU’s Vice-President for Academic Affairs.

She added that the partnership will establish the relevance of the academic sector in BIMP-EAGA’s pursuit for societal development and good governance.

“We welcome this development as an opportunity to learn from each other’s experiences and expertise, highlighting the commonalities between the two cities,” said Datuk Teo Chee Kang, special tasks minister for Kota Kinabalu.

Teo added that apart from academic and professional exchange, the sealed partnership is also designed to boost business and tourist activities between the two EAGA focus areas.

The exchange can now be further facilitated by MASwings direct flights’ from Kota-Kinabalu to Puerto Princesa and vice versa.

During the 17th BIMP-EAGA Ministerial

Meeting held in Manado, Indonesia in November last year, linkages between and among the universities in BIMP-EAGA have been identified as one of the priority initiatives of the sub-region. In a joint statement, the ministers urged the academe players to boost the student and faculty exchange programs among BIMP-EAGA universities.

“Our academe sector plays a crucial role in generating strategic and relevant studies that will help narrow the development gaps across and within the sub-region,” said Luwalhati Antonino, chair of the Mindanao Development Authority and Philippine signing minister for BIMP-EAGA.

She added that such initiative also helps strengthen the socio-cultural connection within the sub-region and facilitates the exchange of ideas and knowledge-based researches that will help improve cross-border relations among EAGA-member countries.

The establishment of a socio-cultural cluster for BIMP-EAGA is currently being explored by the ministers to provide stronger government support to the emerging collaborations in the fields of education, vocational courses, sports, and film within BIMP-EAGA.

“For years, we have relentlessly pushed for physical connectivity in the sub-region. With private-led initiatives on socio-cultural partnerships, it is high time for us to include in our radar the need to also connect the people of BIMP-EAGA,” Antonino said.

Aimed at generating breakthrough ideas from tech communities in the Mindanao region, Startup Weekend is a 54 hour competition where developers, designers, marketers, technopreneurs and venture capitalists come together to share ideas, form teams, build products and launch startup business. However, Stephani Rosalind P. Caragos, President of Cagayan de Oro ICT (CDO-ICT) Business Council during a press conference encourages non-technical people to attend. According to its news advisory sent to various media outlets here on Wednesday, the agency will conduct various youth activities here in coop-eration with the different schools in the city. The theme for this year’s celebra-tion is :”Investing In Young people.” POPCOM Caraga Regional Direc-tor Alexander A. Makinano pointed out that the increasing number of out-of-school youth and unemployed youth gravely affect the socio-eco-nomic development of the country. However, Makinano stressed the importance of giving the support to the youth by providing them qual-ity and decent education for this will create greater opportunities in the future, the POPCOM released information said. Makinano also empha-sized that investing in the adolescents and the young people by promoting healthy habits and ensuring educa-tion and employment op-portunities, access to health services and social security coverage for all workers is the best investment to improve the lives of the future gener-ations and to accelerate the fight against poverty, inequi-ty and gender discrimination. The advisory cited Unit-ed Nations Population Fund (UNPFA) report that there are 1.8 billion people aged 10 to 24 in the world, making one quarter of the world’s popula-tion. Those comprising ado-lescents (aged 11 to 19) and the youth (aged 15 to 24).

In the Philippines, the POPCOM advisory said that a study revealed that the majority of the country’s population (33 percent of the 92.3 million) consists of the youth - those who are 30-years old and be-low. About 2.04 million youth aging 15 to 30 are accordingly unemployed. It also cited NSO’s 2011 report that about 6.24 million of the estimat-ed 39 million Filipinos aged 6 to 34 did not attend school and the figure is much higher than the 4.8 million re-ported to have stayed-out of schools in 2002 according to its Annual Pov-erty Indicator’s Survey (APIS). BUTUAN CITY - Barangays Anticala and Pianing, specifically sitios Mahayahay and Catabwanan, of this city inaugurated recently the day care center projects, identified and implemented by ordinary citizens in the said barangay.

By Eunice G. Montaos

“With the intervention of the Department of Social Welfare and Development (DSWD) Caraga, these projects were made possible through empowering local citizens by letting them articulate the causes of their poverty problems and equipping them through trainings for project implementation,” said Regional Planning Officer Jean Paul Parajes, who represented

regional director Minda Brigoli, during the turn-over ceremony.

Parajes clarified that DSWD allotted Php 1,300,000 for the said projects from the Grassroots Participatory Budgeting Process (GPBP) fund.

sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS),” added Parajes.

Moral Recovery Program Officer Pastor Charlie Prior, representative of City Mayor Ferdinand Amante, Jr., disclosed the partnership of city local government unit (CLGU) of Butuan with DSWD in this endeavor through the provision of technical assistance and a local counterpart contribution (LCC) amounting to Php 250,000 (rough estimate).

“This early childhood care project will be the landmark in your place of the feat of our unity,” Pastor Prior remarked.

“The CDD process is really an example of the true meaning of democracy wherein people, even those marginalized IP sectors, get the privilege to lead the implementation of their needed community facilities, which one way or another, address their problems of poverty,” expressed Anticala Punong Barangay Armando Boligol.

Tribal Chieftain Ruben Dapeniagan, or Hawudon Buhay, also expressed his thanks to the national and local governments for the day care center project that he, and his fellow villagers received.

“It is in our capability trainings and seminars that we have pondered that education really matters, and so, most concerned people in this village participated for this to be realized,” Hawudon Buhay said.

“This Project realized the plans and visions of the tribe. It will address the problem of education in this sitio,” he added.

Pianing Tribal Chieftain and also Barangay Project Management Committee (BPMC) chairperson Edbert Javier, or Hawudon Subangan, shared that before the Project started, their community dreamt of a day care center since they are in a far-flung location.

“It was not easy to be a

volunteer, we had undergone many difficulties especially in the transportation of materials since the supplier’s equipment has to pass in the three rivers and need to traverse a muddy and rocky road,” emotionally shared Hawudon Subangan.

“Our efforts as volunteers finally paid off. Now, our children have a comfortable and conducive place for them to be educated at their early age and the parents can focus in their livelihood works,” he concluded.

help augment their daily needs.“The relief assistance given

to each family includes a sack of rice and school supplies for the children.

“Meanwhile, of families affected eight were given P3,000 each as cash assistance intended for materials to build new homes after their houses were totally destroyed by the calamity which took place on June 14, 2014,” Ortega noted.

livelihood. Their request for rice, corn and vegetable seedlings will be downloaded from the Municipal Agriculturist Office and their village chairman will facilitate the distribution.

Coast Guard puts up sub-station in Sta. CruzSTA. CRUZ, DAVAO DEL SUR – The Philippine Coast Guard (PCG) Davao Station has established an operational sub-station in Sta. Cruz, Davao del Sur. It is manned by two personnel hea ed by Sub-Station Commander SN1 Glenn Mark Callano, the sub-station is based in the compound of the Municipal Training Center in Sta. Cruz. The Sta. Cruz sub-station is the third sub-station established by PCG in Davao del Sur starting March this year, the other two are being located in the municipalities of Malalag and Malita. Part of the mandates of the PCG

is to enforce laws within the municipal waters of Sta. Cruz comprising eleven (11) coastal barangays. The PCG is also tasked to conduct maritime security operations in coordination with local law enforcement agencies, assist search and rescue operations during disasters and to protect marine environment and resources. With a vast coast line of the municipality of Sta. Cruz from Barangay Inawayan to Barangay Bato approximately stretching some 30 kilometers, the putting up of a PCG sub-station is another good thing that happened in Sta. Cruz. (CDIO-Sta. Cruz/Julius R. Paner)

Boncato attributes the smaller tourism pie to primarily the geographical isolation of the country from ASEAN mainland. Intra-ASEAN land travel involves crossing many countries and destination as compared to visiting the Philippines where because of its archipelagic nature you can just visit a single country. In 2012, Davao City sent a mission to Singapore which successfully accomplished the promotion of Davao for tourism, investments, linkages between participating sectors. The 2012 mission merited positive response and feedback thus a follow-througb event this time focused on tourism promotion was conceptualized. According to the DOT-XI statement Singapore was chosen as

the site of the DCF because of connectivity; as being connected to Singapore means being connected to the rest of the world also Singaporeans having the highest disposable incomes in Asia can translate to frequent travels for tourism and business. Among the key components of the DCF include business-to-business meetings between tour operators and properties of Davao and Singapore, Daily cultural performances highlighting Davao at the Conrad Centennial Hotel by the Kalumon Ensemble and a Davao Food Festival presenting the indigenous cuisine of the ten ten tribes of Davao.
