USEP Gymnasium: a dream realized

Being one of the most-highly urbanized cities in the country and touted as one of the Asian Cities of the Future by economic magazine FDi, its people had long yearned for that indoor sports facility that could seat or accommodate a significant number of people. Current facilities could only seat 3,000 to 4,000 people. In 2009 Perfecto Alibin Ph.D. president of the University of Southeastern Philippines pitched in his dream project of building a gymnasium for USEP which can also serve Davao City. Presiddent Alibin took the initiative of soliciting the assistance from Hon. Prospero Nograles, then Speaker of the House of Representatives, for the construction of a gymnasium and cultural center. Luckily the house speaker shared the same desire to

put-up a facility that would attract huge national and even international gatherings. Speaker Norales immediately instructed the USeP President to draft a letter requesting the amount for the proposed construction of USeP’s sports dome and cultural center. With the letter passed, Speaker Nograles gave nod to the project; an 8,000 seater fully-airconditioned gymnasium and cultural center. The amount of P 60-million was, then, approved per General Appropriations Act 2009 in May 2009 it was used as a seed fund for the First Phase of construction. The budget covered the superstructure and substructure namely the building’s foundation, earthworks, installation of the peripheral columns, roof

beams, roof framing, roofing sheets, concrete gutter, and steel louvers. For phase 2 of the project another P30-million was allocated through the Department of Public Works and Highways (DPWH), the second phase of work covered the ground floor slabs, bleacher girders and tread slabs, mezzanine girders, plumbing, fire hydrant, storm drainage, septic vault, masonry works, and steel catwalk. The comfort rooms and commercial spaces were likewise built in this phase of construction. Phase 3 also was allotted P30-million this phase included lighting and electrical works, partial air conditioning, bleacher steel beam, interior plastering, installation of steel railings and stairs, steel windows and doors, main entrance glass doors, polycarbonate cladding, and wooden and phenolic doors. In 2011, the former chief-of-staff of House Speaker Nograles who would later become the first district representative of Davao City, Karlo

Nograles was able to secure another P10-million the budget covered gym basketball maple, wood floor and glass goals, additional RC slab, roof exhaust fans, and termite soil poisoning. In April 2011, another P 5-million was issued and handled by DPWH for exterior plastering and painting, and the construction of the the comfort rooms for Phase 5. In November 2011, phase 6, with a budget of P5 million from Senator Francis Joseph “Chiz” Escudero, was allocated to finish the gymnasiuym, Then in December 2011, assistance came from the Pwersa ng Bayaning Atleta (PBA) Party list, which also earmarked Php 5-million for the collapsible bleachers. Overall the total amount budgeted to the largest indoor sports and multipurpose facility in Davao City amounted to P145-million. But before the gymnasium could be completely realized, it had to undergo budgetary difficulties and delayed processing of the necessary

permits plus the skepticism of some who saw the failure of the project. “Right now you are witnessing the best and modern gym in Mindanao,” said Dr. Perfecto Alibin, USEP president, during the inauguration of the 7,0000-seater gym held last August 17 which was attended by Rep. Karlo Alexei Nograles and PBA party-list Representative Mark Sambar. The University president said that the gymnasium was the long-cherished dream of the university and the construction and eventual completion is a milestone not just for the university but also the city. Alibin said that one of the main features of the gymnasium is the maple flooring along with the Porter basketball goals which is the only FIBA (Fédération Internationale de Basketball),-accredited basketball court in the Davao region and can host FIBA-accredited basketball games and also the out-of-town games of the Philippine Basketball Association (PBA). Now instead of going all the way to the provincial ciities of Panabo and Digos to watch PBA- out-of-town games, Dabawenyos can now watch their hard court heroes play exciting basketball matches in the city. Aside from basketball the gym can host concerts, conventions, commencement exercises and other events. He said that right now they are booked nearly daily with clients

ranging from religious congregations, musical concerts and athletic events. Alibin said that a University Athletic Association of the Philippines volleyball game has already been booked in the facility. Recently, the gym hosted the concerts of comedian Vice-Ganda and celebrity Anne Curtis, and it also was the venue of the university’s commencement exercises. He added said that rental is pegged at P80,000 for four to five hours but he said the University board is finalizing the list of fees for the use of the facility. The facility is also intended to be a revenue generating facility for the university. Aside from the construction of the gymnasium proper, for fiscal year 2013, Rep. Nograles has allocated another Php 44-million for the face-lift of roads adjacent to the university, particularly Porras and Loyola streets, as well as, the improvement of the drainage systems.

Among the punishable acts under the new law include offenses against the confidentiality, integrity and availability of computer data system, illegal access, illegal interception, data interference, system interference, and misuse of devices.

These also include computer-related offenses such as computer-related forgery, fraud, and identity theft. These crimes are rampant in the Internet.

Also punishable under the new law are content-related offenses like cybersex, and child pornography, Valte said.

The law also punishes unsolicited commercial communications or cyber

squatting, she said. Cyber squatting is the acquisition of a person’s domain name in bad faith to profit, mislead, destroy the reputation and deprive others from registering the same. Republic Act 10175 also punishes libel, Valte said.

The government classified cyber crimes in the Philippines into two categories: Internet Crimes and Commercial Crimes committed with the use of the Internet. Last year, authorities issued a legal advisory on Internet Crimes to protect the public while using the web.

Existing Philippine laws punishing Internet crimes are Republic Act (RA).

Senate body approves MinDA P85-M budget

Seeing the need for greater inter-regional collaboration in Mindanao, the Senate finance committee has approved recently

and will submit for plenary deliberations the proposed 2013 budget of the Mindanao Development Authority (MinDA).

Senator Franklin M. Drilon, chair of the committee on finance cited the crucial role of MinDA being the primary planning institution of Mindanao and as the integrator of regional programs and projects.

“We have far too long seen

Mindanao perennially lagging behind the rest of the country in terms of development, it’s time we see greater integration of efforts to push for its progress and transformation,” said Drilon.

With a mandate to push for

strong participation of all sectors to achieve accelerated socio-economic development for the island, MinDA, he said, carries the Mindanao perspective and brings it to national attention.

In its proposed budget for 2013, MinDA is seeking approval of P85 million mainly for integrated planning, policy advocacy and program development services. The office is currently operating on a P60 million budget under FY 2012.

For next year, its allocation will also deal substantially with the setting up of area management offices in clustered regions and subsequent completion of its reorganization and staffing program so it can adequately respond to both Mindanao-wide and inter-regional coordination activities.

“Under its strengthened mandate, MinDA endeavors to face up to the challenge of seeing to it that efforts are exerted to address the imperatives for Mindanao’s development,” said MinDA chair Luwalhati Antonino in a statement.

Antonino added that MinDA’s work is anchored on integration of Mindanao’s agenda and effectively articulating these to national government priorities.

“We look beyond regional

concerns as we integrate and harmonize efforts at a Mindanao-wide perspective,” she stressed.

Created under R.A. 9996, MinDA became a permanent agency in 2010 with mandate to address the need for a coordinated and integrated approach in the formulation and implementation of various Mindanao-wide and inter-regional development plans, programs and projects.

The law strengthened the former Mindanao Economic Development Council (MEDCo), which was created by virtue of an executive order issued in 1992 by then President Corazon Aquino.

MinDA also serves as the permanent Philippine Coordinating Office that works to strengthen the participation of Philippines focus areas (Mindanao and Palawan) in the Brunei Darussalam-Indonesia-Malaysia-the Philippines East ASEAN Growth Area (BIMP-EAGA) sub-regional cooperation.

Among the major initiatives currently being pursued by MinDA include the Mindanao Nurturing Our Waters (MindaNOW) Program, Investment Facilitation, Support for ARMM Reform Agenda, Mindanao Power Development, Mindanao Research and Policy Agenda, and Mindanao Peace and Development Security cooperation.

COMPOSTELA VALLEY PROVINCE-----Governor Arturo T. Uy has tapped 10 rice farmers’ organiza-tion to receive solar dryers from the Department of Agriculture (DA). These are the Lateral B and C Farmers’ Irrigators Association, Lagab Farmers’ Irrigators Association, Lateral E Bagongon Irrigators Association, Curvada Lagab Farmers’ Irrigators’ Association, Lateral B East Farmers’ Irrigators Association, San Jose-Lagab-Aurora Lateral A Farmers Association,

and Siocon-Barubuhan Farmers Irrigators Association all from Compostela; the Laak Multi-Purpose Cooperative and; the Panag Relocation Farmers Irrigators Association and Panag Main Canal Farmers Irrigators Association both from New Bataan. It was approved by the Sangguniang Panlalawigan through giving unanimous vote for the Resolution of adopting

the Memorandum of Agreement (MOA) between DA, provincial government, and the farmer organization beneficiaries, and the Resolution of giving authority to Governor Uy to sign the MOA in behalf of the provincial government. The grant from DA is part of the agriculture package given to ComVal on post harvest facilities. This is in line with the National Rice Sufficiency Plan of capacitating the rice farmers to produce more and be productive.

VM Duterte urges police to file correct complaint against law-violators

DAVAO CITY- Acting Mayor Ro-drigo Duterte advised the police to file the correct complaint against those subject of their investigation in relation to violating the law. Duterte said he made the statement following an incident in Metro Manila where a complaint of act of lasciviousness was filed against a taxi driver who allegedly shoved and locked a woman inside his taxicab. Speaking as a lawyer, he said that serious or illegal detention which has stiffer penalty could have been filed against the driver. Duterte said acts of lasciviousness carry light penalties.

He explained that illegal detention is like abduction where a person is deliberately deprived of his freedom of movement by locking him in a certain place then ransom is demanded. Duterte said that serious or illegal detention carries life imprisonment to death while acts of lasciviousness has lighter penalties.

He said the police must file appropriate charges that correspond to the crime committed by looking through the elements of the offense. “Look for the gravest offense that you can throw the book at. They must ensure that appropriate charges filed must correspond to the crime committed,” Duterte said. He said policemen must continue reading to enhance their knowledge on laws. Duterte, who once worked as a public prosecutor, teaches the police on laws in criminal investigation. (JGD)

NEDA bares Q2 economic performance of NorMin by Apipa P. Bagumbaran

CAGAYAN DE ORO CITY - A media forum was conducted today by the National Economic and Development Authority (NEDA) Regional Office 10 to present the economic performance of Northern Mindanao for the second quarter of 2012.

The forum, held at the conference room of the Regional Development Council (RDC) Building, was attended by members of the Regional Association of Government Communicators (RAGCOM), the media, and some Developmental Communication students of Xavier University. Dr. Fe Domingo, assistant regional director of NEDA-10, said the media forum is being conducted

once every quarter in recognition of the role and power of the tri-media in disseminating relevant information. Aside from the performance of the regional economy, Domingo also gave a briefing on the highlights and updates on the 19 resolutions passed by the RDC during its 94th Full Council meeting held in Camiguin last month. These resolutions include the Project Climate Twin Phoenix; the

OZAMIZ CITY, Misamis Occidental - More than 500 employees of the government from the different cities and municipalities of Misamis Occidental’s first and 2nd Congressional Districts, participated in the 112th Civil Service Month 2012 Province-Wide Fun Run, last Sept. 8.

The 112th Civil Service Month 2012 Province-Wide Fun Run hosted by the local government of Ozamiz City and participated

in by employees from the local and national government offices, followed this route: Don Anselmo Bernad Ave., turn right at Las

Ramiro, Vice Governor Henry Oaminal and Jaime Tomada, Human Resource Management Officer of Ozamiz and event organizer. Department of Education

(DepEd) employees, supervisors and school principals of the Ozamiz City Schools Division Office, National Statistics Office (NSO), Department of Interior and Local Government (DILG), Department of Helath (DOH), Bureau of Fire Protection (BFP), Philippine National Police (PNP), Crime, Investigation and Detection Group (CIDG), Maritime Police, among others also attended the event. An annual activity of the CSC, the event was held to remind employees of the importance of ensuring a healthy physical and mental being as well as strengthen their relationship with the employees of other government agencies through the different sports events, thereby enhancing

their productivity. On the other hand, the PNP with their junior officers and the DOH delegations, particularly the employees of the Mayor Hilarion A. Ramiro, Sr., Regional Teaching and Training Hospital (MHARS-RTTH), were acknowledged as the delegations with the most participants.

Jacob assumes 403rd brigade commandby Ruby Leonora R. Balistoy

MALAYBALAY CITY, Bukidnon - Col. James V. Jacob assumed command of the army’s 403rd Infantry “Peacemaker” Brigade (403Bde) during the change of command ceremony, Tuesday, at Camp Bahian, Malaybalay City.

With the reading of designation order, Jacob replaced Brig. Gen. Romeo L. Gapuz, who also assumed command of the army’s 4th Infantry “Diamond” Division (4ID) in Northern Mindanao based in Camp Evangelista, Cagayan de Oro City. The 403Bde is a subordinate command of the Army’s 4th Infantry Division. It plans and executes contingency support for joint operations and, on order, provides contingency support nationwide. Prior to selection for command, Jacob served as the Chief of Staff of the Philippine Army’s 4th Infantry Division for several years. He has also served as the battalion commander of 58th Infantry Battalion in Tandag, Surigao del Sur. In his speech, Jacob urged all stakeholders to help him build an army worthy of the people’s trust. “The AFP’s campaign plan ‘Bayanihan’ could not have come at a better time. We have reached the realization that peace cannot be kept by force. There is that greater war that needs to be fought. It is a war against poverty, injustice, corruption, and the like, which has gripped the country for so long,” he said. Jacob who is a member of PMA

Class 1984 said that he would ensure to pursue the command’s vision. “Selfless dedication to duty and love for country remains the core of our fight for peace, unity, stability and true freedom,” he said. Brig. Gen. Romeo L. Gapuz who presided over the ceremony, assisted by Col. Andrew G. Rasay, meanwhile, expressed his faith and confidence to the new commander in facing the many challenges coming its way and in fulfilling the various missions of the organization.

Alvaro reminded government employees that being a bayani (hero) is a person that first and foremost, whole-heartedly sings the national anthem with conviction and meaning. “Anything that we do that is correct in our daily activities is a sign of heroism,” he said, as he cited the theme for this year’s anniversary: “Kawani, Ikaw ay isang Lingkod Bayani.” City Information Officer Felipe Fernando said that various activities for the employees of the city were lined up for the month of

He added that an orientation and or re-orientation on Civil Service Law and Rules is scheduled on Sept. 20. Employees are also expected to gather on Sept. 24 to organize the Lamitan City Employees Association, where some employees will be given recognition. Fernando also disclosed that City Mayor Roderick H. Furigay updated the employees regarding the status of employee’s bonus for this coming December. The mayor said that there is a disparity in the approved committee report and the appropriation ordinance in the Sangguniang Panlungsod on the supplemental budget. The Mayor, however, remains positive that the set-back will be resolved soon as he asked the Sangguang Panlungsod Secretary David H. Pamaran to explain to the Chairman of the Sangguniang Panlungsod, Vice Mayor Arleigh W. Eisma and to make the necessary corrections.

BUTUAN CITY -- A regional consultative forum spearheaded by the regional office of the National Statistics Office (NSO) has been conducted here to inform stakeholders of issues and concerns on the 2012 Census of Agriculture and Fisheries (CAF). for the conduct of census supplementary modules on irrigation and cropping pattern, livestock and poultry, aquaculture and fisheries, and other statistical undertakings,” Apellado said. Apellado added the activity provides basic data for use in national as well as subnational development planning and services in the barangay. The collection of data on agriculture and fisheries establishments was first included in the Census of Establishments in 1903, 1918, 1939, and 1948. However, in 1960, the Census of Agriculture was undertaken separately from Census of Establishments, Apellado said. Since 1970, and every 10 years thereafter, the Census of Agriculture has been conducted together with the Census of Fisheries. These two census activities are collectively known as Census of Agriculture and Fisheries. The 2012 CAF will be the sixth of a series of decennial census on agriculture and the fifth on fisheries in the country. For the government, Apellado said the statistics derived from the CAF will be used to make more meaningful decisions with respect to the use of the country’s agricultural and fisheries resources. This will also provide framework for the country’s development program, as well as for local area planning, and measure progress in agriculture and fisheries sectors. The business and industry sectors will also benefit from this endeavor since the data will be utilized in making projections on productions and planning

the quantity and types of commodities that should be produced, Apellado further said. The official added that the result of the census will serve as basis in conducting research on agriculture and fisheries as well as to provide frame for the various surveys in agriculture and fisheries. The Census of Agriculture and Fisheries (CAF) is a large-scale government undertaking geared towards the collection and compilation of basic information in the agriculture and fishery sector in the country. The collected data will constitute the bases from which policy makers and planners will evolve plans for the country’s development.

These CCTV cameras will be mounted in high–risk areas all over the city, with every movement closely monitored inside the BCPO control room for prompt response in crime situations. The eight initially installed CCTV cameras have auto-tracking, panning and tilting capacities, as well as a zooming capability of up to 250 meters. Additional features include night vision, all are weather resistance, and up to two months’ worth of recording memory. Sitio Sinug-ang of Barangay Bayugan 3, Rosario, Agusan del Sur was energized after a ceremonial switch-on done by second district Rep. Evelyn Plaza-Mellana. Agusan del Sur Electric Cooperative (Aselco) General Manager Emmanuel Galarce said the cost of electrification of Sitio Sinug-ang reached P4 million, which energized 229 of the 800 households living in the area. “Sitio Sinug-ang used to light their houses with kerosene lamps, or diesel during the night. That is the reason why we can see and hear how happy the residents of Sitio Sinug-ang are, upon seeing that their houses are already lighted with electricity. But if the parents are happy, I believe the children are happier because they can now study their lessons well during night time,” Barangay Captain Reynaldo Cuyos said. Mellana reminded the people of Sitio Sinug-ang to keep the electric lines from being hit by falling trees so they will not experience long power interruption, and maintenance will be hard because of the geographic location of the area.

After the energization ceremony in Sitio Sinug-ang, ASELCO General Manager Galarce proceeded to Sitio New Alegria, Barangay Cecilia in San Luis town for another energization ceremony where some 25 households became beneficiaries. The electrification project, according to Galarce, costs P1.2 million. “We cannot imagine how happy the residents of Sitio New Alegria are, because they will now enjoy the luxury that electricity can give. Before, they used to walk some kilometers away just to see their favorite telenovela in Barangay Cecilia proper, but now, they can have them inside their houses. How happy and grateful I am also to Pres. Noynoy Aquino for ordering that all remote barangays in the entire country be energized before 2013 ended, and here we are, now enjoying the program of the President,” Mayor Ronald Corvera said. The energization of these two barangays are part of the President’s order to have all remote barangays energized before the year 2013 ends.

DOST-IX deploys STARBOOKS to 18 schools in ZamPenZAMBOANGA CITY - A total of 18 school libraries and learning resource centers in the Zamboanga Peninsula Region have availed of the STARBOOKS, or the Science and Technology Academic and Research-Based Openly-Operated Kiosk Stations since its launching last November 23, 2011.

STARBOOKS is the first Philippine Science Digital Library developed by the Science and Technology Information Institute (STII) of the Department of Science and Technology (DOST). It is a stand alone, onsite research kiosk that provides free access on S&T information for academic and livelihood use. The mobile library differs from other library portals as it does not require Internet connectivity to deliver information to its users. The project is aimed at providing Filipinos with relevant and latest information on science and technology. Users can access thousands of books, journals, scientific researches, technical and annual reports and other latest data and information contained at the DOST’s Science Information Network (SciNeT), Philippine eLib project sources, freely-available online resources, and subscribed databases. The science digital library also

contains various videos on DOST-developed technologies for entrepreneurs looking for potential science-based livelihood. The videos range from food processing to laundry soap making and other livelihood materials. The DOST-STII will continuously build-up the STARBOOKS content to ensure that the information offered are rich, appropriate and timely. DOST expects that this project will spur a wave of S&T enthusiasts and entrepreneurs. Further, DOST-IX has received numerous requests of STARBOOKS from other interested learning institutions in the region. The Department will deploy the same as soon as the requesting parties are ready with the hardware requirements. STARBOOKS software is free-of-charge.
