the robbers she was shot five times, Marjorie died in the hospital.

Two days after while riding a tricycle in the southern suburb of Puan, Zenaida Adlaon and her 16-year old daughter Chanelle were held up by armed robbers, after grabbing the bag which contained P11,000 one of the robbers shot Chanelle in the hip, luckily she survived. The two incidents are among the series of crimes occurring in Davao City, these also include a spate of burglaries and snatchings which has raised concern among city residents. “We condole with the family of Miss Marjorie Kwan, we take full responsibility of what happened because it is the duty of the DCPO (Davao City Police Office) and the City Government in ensuring stable peace and order.” the Mayor said during a press conference held Monday (Feb. 20) at the City Hall. She ordered the Davao City Police Office to pursue all leads and get the perpetrators immediately. A stern directive aimed to assuage worried residents. The killing and the robberies has sparked an outrage over the social media sites where Dabawenyo netizens are urging the return of the Davao Death Squad, a shadowy vigilante group blamed for the high number of extra-judicial killings in the city. “I don’t push for these vigilante killings, but if it happens I won’t be

surprised.” Said the Mayor, she said that the call for extra-judicial justice

among many Dabawenyos is a local psyche. But she warns

that if vigilantes would again appear on

the streets she would not hesitate to have them arrested.The Mayor said that if asked how could this spate of crimes be neutralized or mitigated, she said that according to the police it would be police

She rued however that the Philippine National Police cannot increase the current strength of the Davao City Police whose cop to population ratio is one policemen for 1,200 residents which is way below the ideal standard of 1 cop for 500 people. New City Police Office chief DCPO Police chief Senior Superintendent Ronaldo Dela Rosa, fondly called as “Bato” (rock) is at the helm in intensified crime operations against the criminals. In his first week he vowed that he would be a result-oriented commander. Describing his management style, Dela Rosa says whenever he assigns a task he always looks for results. He warned non-performing policemen to shape up as he announced a revamp among several police stations in the city. He also emphasized police visibility to deter crimes and better intelligence gathering to pinpoint crime groups operating in the city. Known as a no-nonsense police officer dela Rosa has effected radical changes in the police office which was noticed by the city mayor herself. “Everyday someone is caught, there was one day when there was no reported incident of burglary.” The Mayor said

outrage over the recent violent incidents. Just last February 22 or four days after Marjorie Kwan was killed and 2 days after the Puan hold-up incident, the police having identified the group responsible for the acts, successfully captured the gunman behind Kwan’s killing and the Puan shooter. In another incident a fast-acting police unit cornered a group of hold-uppers who victimized a young woman in the city’s Chinatown area. One of the robbers was killed in the ensuing shoot-out.

Another measure is the building up of a barangay police system. He called on her daughter the Mayor to allocate funding for the allowances of barangay police. He gathered the 182 barangay captains in the city and ordered them to intensify security operations during the meeting with the barangay heads he dangled a P1,000 reward to any person who can give vital information about theft, robbery, burglary, holdup, stabbing incidents and other crimes.

Community’s vigilance According to Dela Rosa, the key is the involvement of the citizenry in the fight against crime. He says that crime prevention is very important particularly that the DCPO cannot guard every nook and cranny of the city because of manpower lack. For example the public can avoid dark unlighted places during night-time. Better if they seek the protection of well-lighted crowded places. Also expensive gadgets such as cellphones must be kept instead of openly exposing it. “If a robber sees you holding an expensive cellphone and if the opportunity presents itself he will strike.” The police chief says during a TV interview.

ACROSS THE NATIONGovt carries out short, long-term plans to address unemployment

The government has been carrying out both short and long-term strategies to address the unemployment in the country particularly matching workers with skills needed in the job market, a Palace official said.

In a press conference in Malacanang on Thursday, Presidential Spokesman Edwin Lacierda said the long-term strategy is the implementation of the K+12 program or Kindergarten plus 12 years.

The Department of Education’s K+12 program aims to make basic education sufficient enough so that

anyone who graduates can be gainfully employed and have a productive life.

On the other hand, the short-term plans include providing skills training to people by the Technical Education and Skills Development Authority (Tesda),

Lacierda said.“That’s why we have

TESDA, after you graduate from high school, you can go and avail of the scholarship provided by TESDA,” he said.

“That’s the reason why we need to address that mismatch between skills and jobs. That’s being addressed now,” Lacierda said.

The labor department has been implementing several initiatives this year such as the Public Employment Service Offices (PESOs) to employ 1.2 million

jobseekers in 2012.PESOs play an important

role in the pursuit of President Benigno S. Aquino III’s 22-point labor and employment agenda the overarching goal of investing on the country’s top resource and human resource to make the country competitive.

It also responds to the goals of President Aquino’s social contract with the

Filipino people and the Labor and Employment Plan 2011-2016, as embodied in the Philippine Development Plan 2011-2016.

The plan envisions inclusive growth that massively creates local jobs, sustains real economy enterprises, produces decent work outcomes, and empowers the people to defeat poverty. (AS)

Aquino to lead turn-over of housing units for military personnel in Trece Martirez, Cavite

President Benigno S. Aquino III is set to turn over on Friday thousands of housing units to military personnel under the Aquino government’s initiatives to address the primary housing needs of low-salaried men in

uniform and making it one of the highlights of the 26th anniversary celebration of the EDSA People Power Revolution on February 25.

As part of the series of events lined up for the EDSA celebration on Saturday, President Aquino will be going to Trece Martires in Cavite to lead the ceremonies for the distribution of some 21,000 housing units to military personnel serving as a symbolic act to commemorate the collaboration between civilian and military forces during the non-violent revolt of the Filipinos against the dictatorship in 1986.

The housing program was being implemented under Administrative Order 9 “Directing the National Housing Authority to Formulate, Implement and Manage a Housing Program for the Military and Police Personnel”, which was issued on April 11, last year.

The project will not only benefit military and police personnel in Luzon but also

those who are in the Visayas and Mindanao.

The Chief Executive has previously distributed a considerable number of housing units and Certificates of Entitlement to Lot Allocation (CELA) to beneficiaries from the Armed Forces of the

Philippines (AFP) and the Philippine National Police (PNP) in Bulacan, Laguna, Rizal, Cavite and Sultan Kudarat.

The amortization schedule of the housing program provides for staggered payments over 30 years.

In the first five years, beneficiaries need only pay P200 a month for a standard row house that will gradually increase to P809.53 during the 26th to the 30th year allowing them to use and allot more of their income for the other needs of their families including education, health, and other similar basic concerns.

During the event, the President will also be having a “Skype” (online) conversation with Commissioner Ogie A l c a s i d and the

volunteers engaged in building the housing units intended for the “Sendong” victims in Cagayan de Oro City.

Other activities that will likewise take place on Friday as part of the EDSA celebration include the “Edsa Service Day,” where members of the Boy Scouts of the Philippines (BSP) and Girl Scouts of the Philippines (GSP) will be doing acts of public service around Metro Manila encouraging volunteerism and highlighting the importance of service for others.

The scouts will be directing traffic and help the people cross the streets, among others.

A musical concert will also be held in Cagayan de Oro City featuring OPM and local artists to acknowledge the efforts of the volunteers in rebuilding the city after being hit by typhoon “Sendong’ late last year.

Military camps and police headquarters will also be open to the public on February 24 until February 25. Free entrance will be given to the public for the museums inside the camps. (JCL)

Bukidnon’s Kaamulan opens February 24

This year’s Kaamulan tribal festival reels off here, Feb. 24, in a splendor of cultural rituals, songs, dances, and many more colorful presentations seen only in this part of the country.

Governor Alex Calingasan said that the festival, which is celebrated between the last weeks of February and culminating on the second week of March, was initiated in 1977 to promote Bukidnon and let the seven tribes display their unique culture. Tourists and guests started patronizing many makeshift stalls that served native and Bukidnon delicacies as well as the restaurants

that dotted the streets since its “soft opening” a week ago. The ethnic street dancing competition, Kaamulan’s main attraction, is on March 3, followed with an ethnic dance clinic in the afternoon and fireworks display in the evening. This year’s festival carries the theme “Mainstreaming of indigenous peoples: Custom

towards ecological appreciation and sustainable development.” Kaamulan is a celebration and gathering of the seven tribes of Bukidnon, namely, Tala-andig, Higaonon, Umayamnon, Manobo, Tigwahanon, Matigsalug, and Bukidnon.

Lanao del Sur gears-up for a tree planting revolution on Feb 25by Apipa P. Bagumbaran

MARAWI CITY, Lanao del Sur - The entire province is getting ready for a historic tree planting revolution slated on Feb. 25.

The tree-planting revolution, which coincides with the commemoration of the 26th anniversary of the EDSA Revolution, is in support to the nationwide program to protect and preserve the environment. Dr. Mary Joyce Guinto-Sali of the Mindanao State University-Institutional Research and Evaluation Office (MSU-IREO) said the activity aims to contribute to the disaster risk reduction and management initiatives of the province. A total of 4,000 seedlings are expected to be planted during the activity where each of the municipalities in the province has been tasked to

plant at least 100 seedlings. The seedlings and other planting materials will be provided by the Department of Environment and Natural Resources, National Power Corporation, Lanao del Sur Electric Cooperative, and the various tree growers here. Other participating agencies to the tree-planting revolution are the Department of Education, Armed Forces of the Philippines, Philippine National Police, as well as the local government units,

barangay leaders, and Sangguniang Kabataan leaders in the entire province.

ILIGAN CITY, Lanao del Norte - The city government of Iligan presented Quality Service Award (QSA) to the top hotels and restaurants in the city.

Mayor Lawrence Ll. Cruz, with Vice Mayor Henry Dy, members of the city council, City Tourism Officer Agnes Maingat and QSA Project Coordinator Donna Belle Olado led in the giving of the awards to the recipients. The top five restaurants cited are Gazpacho’s Restaurant, Sunburst Fried Chicken, Lai-Lai Yeung Chow Restaurant, Delecta Diner, and Café and Aruma Coffee Lounge, while the top five accommodation facilities are Corporate Inn, Cheradel Suites, SMC-HRM Laboratory (Hotel), Famous Pension House 1, and Celadon Pensionne House. The awards were the result of a survey conducted by the City Tourism Office from clients in the past three quarters of 2011 among 41 concerned establishments. The QSA aims to improve the products and services of hotels and restaurants believed to have helped in the development of the tourism industry in the city. (CIO)

DavNor welcomes oil palm investmentsby Mai Gevera Macapagat

Around 5,000 hectares are planned to be planted

with oil palm in Davao del Norte through the Federation of Cooperatives (FedCo) as supported by the provincial government. Davao del Norte Governor Rodolfo del Rosario in Wednesday’s Club 888 at the Marco Polo Davao said the province is not just about bananas as it was known to many. Rather, it is now geared to multi-cropping which includes oil palm as a potential product for the

idle lands in the province, he said. “I welcome FedCo and all other investors who wish to plant oil palm in Davao del Norte. This is a product that is produced in three to four years,” del Rosario said. He clarified that financing institutions are now more favorable to lend money for an investment that yields products fast. The Landbank of the Philippines (LBP) announced that it has long offered financing to oil palm investments. “We have already funded 400,000 hectares of oil palm in Agusan del Sur, Compostela Valley and Davao del Norte,” said LBP Branch Manager Charlotte Conde. The bank further awaits borrowers that would invest on this particular crop. LBP finances P180,000 per hectare of land to be planted with oil palm. However, twenty percent of the said amount will come as equity of the farmer while the bank shoulders 80 percent of the amount.

Malaysian investor Shawing Lo said oil palm would not compete with the banana industry in the said province, saying that oil palm production would become additional source of revenues for Davao del Norte considering that idle lands or even cogon lands can be planted with the said crop. Lo said that there are 150,000 hectares of idle lands in Mindanao potential to be converted into oil

palm plantations. “This encourages wasted idle lands to become productive,” he added. Malaysian investors said to have chosen Davao del Norte as the area for oil palm investment since the local government unit opted to push for economic development by trying out oil palm production. Island Garden City of Samal village energizedIGACOS, Davao del Norte– A remote village here was recently energized with the city’s electrification project benefiting some 54 families. “Maakatan-aw na gyud mi’g salida sa TV ani kay naa na man jud mi kuryente (We could now watch TV programs, because finally we have electricity,” exclaimed Renato Broce, a Purok official of Sitio San Juan in Barangay Tagbitan-ag, Island Garden City of Samal. IGACOS Mayor Aniano P. Antalan led the ceremonial switch-on of electricity in said village on February 8 this year. The city government invested more than P1 million from the General Fund for the installation of electrical transmission line in this remote

barangay situated near Putting Bato, one of the tourist destinations of the city. “Sa unang pag-anhi nako panahon sa election, misaad ko na dili ko mubalik hangtud dili masugaan ang inyong lugar. Karon ania ako para mopasiga sa inyong suga (In my first visit during elections, I promised not to comeback until you will have your electricity. Now I’m here to switch them on),” Antalan told the beneficiaries. In his message, the mayor talked of his great desire to provide electric power in all remote barangays in the city to provide a better life for Samaleños considering that all places in the island are potential for tourist destinations. KORONADAL CITY, South Cotabato -- More than 300 mothers and young farmers recently finished a school-on-the-air program (SOA) on preparation of food products out of corn and rice.

The SOA, aired at DXVL FM owned by the state-owned University of Southern Mindanao

was sponsored by Agricultural Training Institute-12 (ATI) and part of the Agri-eskwela

Radio Program hosted by Ruel Villanueva of the Office of the Provincial Agriculturist of North Cotabato.

In its 12 episodes that started on November 26, 2011 until January 8,2012 Ma. Theresa Bautista-Laxamana of ATI 12 discussed the step-by-step procedures in preparing rice and corn recipes.

These recipes include kaldereta rice, easy-cheesy rice pie, sinok mani, rice maja blanca, shang-rice, puto-pao, mock jambalaya, sushi, rice pudding,

Chao fan, kare-kareng baka, ground beef and casserole, fresh lumpia, holiday rice, Hawaiian dessert, rice and fruit cake, and sunshine salad.

The SOA was implemented in support to the Food Sufficiency Program of the Department of Agriculture and to maximize the use of rice and corn as staple and alternate staple food of Filipinos.

It also aimed to provide alternative and supplementary sources of income for farm families by adding value to their harvest of rice

and corn. After every episode,

questions were aired for SOA students to reply via text messaging.

At the graduation rites at the provincial gymnasium, some graduates displayed proficiency by actual preparing the recipes they learned.

Governor Emmylou “Lala” Taliño-Mendoza lauded the graduates for completing the course saying that their participation to the program proves that efforts of the government were never wasted. She also challenged them to maximize what they

have learned by earning a living.

She assured them of assistance from the provincial government through various livelihood programs, but urged them to be responsible recipients of the help from the government.

GENERAL SANTOS CITY -- Police personnel in Tupi, South Cotabato recently led the planting of two hundred fifty (250) seedlings of Mahogany tree at Sitio Datal Ngisi in Barangay Kablon.

According to PCInsp. Larry Salcedo, the town’s Chief of Police, the activity is in line with the “Adopt a Forest Project” of the South Cotabato Provincial Police Office

(SCPPO) launched in the municipality last December.This project, Salcedo said, aims to stop forest destruction in the locality and pushes for a sustainable

management of the remaining forest land by planting more trees especially in depleted areas. Meanwhile, reports from the town’s information office disclosed that

PNP-12 improve skills on disaster preparedness

GENERAL SANTOS CITY-- The Police Regional Office (PRO) 12 has sharpened the skills and widened knowledge of its frontline personnel on disaster preparedness, rescue and relief operations in an effort to effectively respond during disaster.

PSupt. Resty Damaso, regional public information officer said the training, which was completed over the weekend was important for the police to imbibe not only the knowledge but most

importantly the skills that are necessary to equip them and put into use when disaster comes.

Damaso said the training focused on natural and man-made disasters and

the techniques that are relevant to boost knowledge and skills of police force.

He described natural disasters as those floods, landslides, earthquakes, storms, typhoons, tsunami,

among others while man-made disasters are terrorism attacks like bombings and armed conflicts brought about by warring groups. Fire can be natural or man-made.

PSSupt. Robert Kiunisala, deputy regional director for operations, urged the 71 participants of the training to be accustomed with the information being laid to them.

He stressed the training was “timely” considering there were series of bombing incidents in the region in January in addition to the recent

flashfloods resulting from continues heavy rains.

The five-day training, according to Damaso was also in line with the Philippine National Police (PNP) 10-point action plan specifically the third and the tenth one.

The third action plan spells out the “enhancement and specialization of skills, development of competencies, enhancement of individual skills and specialization with premium on investigation, resource management and disaster response skills.”

The last of the agenda, number 10 focuses on “enhancement of moral and welfare projects; with government taking of our personnel by way of equipage, training, shelter, salary, increase and other benefits.”

In a bid to bring police service to higher spectrum, Police Director-General Nicanor Bartolome espoused the 10-point agenda, a viable and doable plan that can be implemented by the 140,000 active police force nationwide.

With the 10-point agenda, the police chief said, he expects “our personnel to perform their best doing so, we shall win the community over to our side.”

PAGADIAN CITY – Pagadian Mayor Samuel S. Co said it has been a customary practice of the giant TV networks to hold the audition of major talent search in metro cities of Manila, Davao and Cebu as their favorite venue, “but with this recent development, Pagadian now has become another favorite venue of TV networks for the talent search,” he added.

The 4x4 jeep is intended for the use of barangay Curuan police Sub-station while the computers sets will be florated to Divisoria and Curuan police stations respectively. City Police Director Sr. Supt. Edwin de Ocampo said the donated vehicle is of great help to the police forces in Curuan as this will help improve mobility in responding to calls for assistance and the computer sets will hasten other functions of the police force. It can be recalled, the city turned over 28 handheld radio sets worth P250,000 last December to the city police office for the use of the different police units to strengthen their communication capability in the performance of their functions. Former 101st Brigade Commander appointed new AHJAG Chairman By Alfonso T. Ruda

DIPOLOG CITY - Brigadier General Roland C. Amarille , First Infantry Tabak Division Assistant Commander for Operations and Former Commanding Officer of the 101st Infantry Brigade, based in Barangay del Pilar, Piñan, Zamboanga del Norte was recently appointed as the new Chairman of the Ad Hoc Joint Action Group (AHJAG). AHJAG is a peace mechanism for the peace talks between the Government of the Republic of the Philippines and the Moro Islamic Liberation Front (MILF). It is a bilateral committee that allows government security authorities to conduct law enforcement operations in the far-flung areas in Mindanao. Amarille will occupy the post vacated by Brig. Gen. Allan Luga who was appointed as the Division Commander of the 7th Infantry Division of the Philippine Army. A known advocate of the Internal Peace and Security Plan (IPSP) Bayanihan, Amarille was the Commander of Task Force Makalintad(Maranao word for Peace) where he led in disaster response and relief operations following the devastation of Typhoon Sendong in Northern Mindanao last December 17, 2011. He also led the joint Philippine Army-Philippine National Police troops that rescued the two remaining Koreans abducted in Lanao del Norte last November. He is a highly decorated military officer

and recipient of Distinguished Service Star and several Military Merit Medals. Aside from Amarille, Armed Forces of the Philippines Chief of Staff, Lt. Gen. Jessie Dellosa has also appointed two other senior military officers to some vital positions in the AFP. Col. Carlos F. Quita, former Commander of 2nd Infantry Division was also appointed as the Commandant of the Cadets of the Philippine Military Academy. He will replace Brig. Gen. Maximo G. Caro who was appointed as the new Chief of Staff of the Philippine Army. Meanwhile, former 702nd Brigade Commander and Assistant Chief of Staff for Plans of the PA, Col. Felicito Virgilio Trinidad, was also appointed as the new First ID Assistant Commander. Based on their accomplishments and contributions of the IPSP Bayanihan, Dellosa is optimistic that his new appointees will become effective instruments of peace and development. It connects Barangay New Tubigon of Sibagat and Barangay San Juan of Bayugan City, crossing the wide Andanan River. According to New Tubigon Brgy. Captain Librado Felizilda, the route from New Tubigon via San Juan using the new bridge in going to Bayugan City reduces their travelling distance by more or less

30 kilometers compared to the original route they used before. “The new bridge is very precious to us because it makes our travel to Bayugan City and other developed areas easier and comfortable. This means, our expenses in bringing our farm products to the market will really reduce, which will also mean bigger income for us,” Felizilda said. According to Michelle Key, city health information officer the conduct of sanitary inspection will serve as basis for the approval of the sanitary permits for which households and establishments are required to get such permit annually. The official said those households and establishments who did not pass the inspection are asked to comply with

requirements set by the city health office. Key further said this is one way of disciplining the Butuanons as the city is gearing towards a clean and green environment. She added the conduct of this activity also forms part of the “Clean Ground, Zero Waste” program of the local government which has gained positive feedbacks from the

constituents here. In a related development, the “Clean Ground, Zero Waste” program has been implemented already in all the barangays in the city. Personnel from the city hall here have been visiting all barangays on a scheduled basis to collect trash and conduct lectures on how to segregate biodegradable from non-biodegradable wastes.
