1. Background and Objectives for Implementation of Micro
Irrigation Scheme (MI Scheme)
Background
Gujarat Green Revolution Company Limited (GGRC), a Special Purpose Vehicle promoted by
Gujarat State Fertilizers and Chemicals Limited, Gujarat Narmada Valley Fertilizers
Company Limited, and Gujarat Agro- Industries Corporation Limited is the implementing
agency appointed by Government of Gujarat for implementing Micro Irrigation Scheme (MI
Scheme) in entire Gujarat State vides Government of Gujarat GR No.PRCH-102005-497-N
dt.9.5.2005.
Due to unique way of implementing MI Scheme in corporate manner, under the Scheme,
within the period of 12 years more than 16.46 lakh hectare area have been covered and
benefitted over 10.2 lakh farmers.
Gujarat agriculture with 42 lakh hectare irrigated area out of total 96 lakh hectares net
cultivable area is dominated by closely spaced field crops and vegetable crops. Micro
irrigation system being a water, energy, fertilizer, and labour saving technology coupled with
benefit of higher crop productivity has gained more preference by beneficiary farmers over
sprinkler irrigation system.
Objectives for implementation of MIS in the State
I. To improve water use efficiency and thereby higher harvest of crop per unit of water.
II. To improve energy use efficiency in agriculture sector.
III. To improve crop productivity, increase farmers' income and consequent improvement
of their life standard.
IV. Training of farmers for scientific agriculture through better water management.
Agencies involved in implementing MIS:
I. Gujarat Green Revolution Company Limited (GGRC) - Implementing agency who
implements the MI scheme on behalf of Government of Gujarat in the State.
II. Beneficiaries—Applicant/farmer who is interested in installation of MIS on his/her
farm having authorized water source for irrigation.
III. Banks—who extends loan for installation of MI system to beneficiary farmers.
IV. Third Party Inspection Agency—who undertakes inspection of installations done by
MI suppliers in the field and for inspection of manufacturing capabilities and quality
assurance system by visiting their factory sites once in six months / once in year.
V. Insurance Company for insurance of system and farmer.

VI. Original Equipment Manufacturers (OEMs) – who supply ancillary MIS Components
to the GGRC registered MIS Suppliers.
2. Business Module for Implementation of Micro Irrigation
Scheme
The detailed Business Module for the implementation of the Micro Irrigation Scheme is
attached at Annexure – A. The bidder has to sign and upload online and submit in
physical form. 3. Scope of work of MIS Supplier
1. MIS supplier will supply and install micro irrigation system and provide after sales
services to the farmers, train the farmers for maintenance of MIS and undertake
maintenance of MIS for 5 years, shall create the demand of MI System.
2. Preparation of tailor made MIS design based on plot size, topography of land, distance
from source of water, well data collection, rainfall, climatic conditions, soil and water
quality, likely cropping pattern to be adopted by farmer and agronomic practices,
harvesting practices etc. of the individual beneficiary farmer. Preparation of techno-
economic report for MIS and estimates based on the prices of components / equipments
approved by GGRC and undertaking finally installation of MI System on farmers field
within the prescribed time limit as approved by GGRC.
3. Commissioning of MIS as per approved design in the farmers' field by the MIS supplier.
4. As Made Map - The supplier will submit, after commissioning of the micro irrigation
system, a complete and update “as made design map." Map should include a clear
presentation of head control unit, water carrier and distribution system including
pipelines, location of valves, junctions and other components etc. Irrigation and
Fertigation schedule for the cropping pattern for which MIS is installed should be given
to the farmers.
5. MIS supplier shall have to provide technical and agronomical services to the
Beneficiary farmers for a period of five years free of cost after commissioning of drip
irrigation system. The technical and agronomic services shall broadly include the
Following:
AGRONOMICAL SERVICES:
a) Guidance of introduction of new crop varieties / hybrid seed, tissue culture plants,
grafts, etc., planting pattern under drip irrigation.

b) Micro irrigation – principles and practices and water management. Irrigation
schedules for various crops proposed in the project including management of low
quality water and variable sources of water and drought management.
c) Fertigation – methods, fertilizer compatibility, nutrient uptake and Fertigation.
d) Operation and maintenance of MI system including aspects of filtration and flushing
system, flow monitoring system, acidification, chlorination etc.
e) Hazards, caution, safety aspects and limitations involved in commercial intensive
farming.
f) Arrange professional’s visit to the farmers’ field and utilize training sessions for
interaction with the agricultural input manufacturers, bankers, and insurance
company and third party inspection agencies.
TECHNICAL SERVICES
a) Maintenance and Repairing service of irrigation system for 5 Years from date of
commissioning. Cost of fittings during repair is payable by farmer. Replacement of
equipments/ components free of cost due to manufacturing defect or poor
workmanship during the period of warranty i.e. 5 years.
b) Preparation and finalization of training module for farmers regarding operation and
maintenance of irrigation system including cleaning of water distribution lines
(mains, sub-mains and drip lines) acidification, etc. and to provide training in this
matter to beneficiary farmers.
c) Submission of Management information data for MIS crop wise and district wise in
the prescribed format and time schedule to GGRC as well as to the Govt. authorities.
d) Setting up of an office in the State and placement of qualified personnel (State In
charge) in the State for coordination of all activities related to MI Scheme with
GGRC and other stake holders.
e) Signing of an agreement between GGRC and MI Supplier upon selection as
registered MIS Supplier.
f) It is obligatory on the part of MIS Supplier to generate the demand for MIS in
respective territory through various promotional activities including farmers’
meetings, participation in fairs/festivals by putting exhibition, live demonstration of
MIS etc and liaison with GSFC/GNFC/District/Taluka/ administration etc. Reporting
of such promotional work to GGRC every month will be essential to keep Govt. of
Gujarat informed regularly.

4. Selection Criteria For Short Listing and Registration of MI
Suppliers
1. The companies willing to participate in the scheme should be manufacturing below
mentioned components and own BIS in their name:
a. In case of Drip irrigation, company must manufacture at least laterals and emitting
devices as specified confirming to BIS Standards. For online drip irrigation system,
the company should be manufacturing laterals tubing as well as drippers as per BIS
and for inline drip irrigation system, the company should be manufacturer of inline
emitting pipe.
b. In case of portable sprinkler irrigation system, the company should manufacturer
either coupled HDPE pipes or Sprinklers and should possess respective BIS.
c. In case of other sprinkler irrigation systems, viz: Mini, Micro, semi permanent
sprinkler system, the company should manufacturer either of HDPE/PVC/PE
pipes/Nozzles and should possess respective BIS.
d. In case of large volume sprinkler irrigation system (rain gun ) the company should
manufacture for HDPE pipes, nozzles and should posses respective BIS.
2. The company must provide guarantee of quality assurance of other components which
are not manufactured by them in various technologies covered under the scheme.
3. Company’s experience in supplying, surveying, designing, installation and
maintenance of drip irrigation system on farmers’ field during last 3 years in Gujarat or
in any State of India.
4. Existing network in Gujarat (includes marketing offices and manpower deployed for
agronomical consultancy and maintenance of MIS in the field and willingness to
increase the network as per requirement).
5. Financial strength of the organization. It is on the part of the MIS Supplier to prove that
they have enough financial capacity and infrastructural capacity to meet the demand
of the farmers..
6. GGRC may visit to your factory site and registered office for verification of credential
of your organization before / along with the visit of third party technical inspection
agency. The third party technical agency will assess manufacturing capability and
quality assurance system of MI components manufactured by the MIS Supplier at
factory site and subject to recommendation of third party inspection agency and based
on credential verification report MIS Supplier will be selected and registered under the
MI Scheme.

Criteria no. 1 is essential for selection as registered MIS supplier under the MI Scheme.
MIS Supplier submitting their TENDER should ensure that they are meeting the
criteria.
5. Fees for assessment of manufacturing capability and quality
assurance system by Third Party Tech. Agency:
MIS Suppliers are required to deposit Rs. 40,000/- as reimbursement of assessment fees to
be carried out by GGRC approved technical inspection agency at manufacturing site of
MIS Suppliers. This amount is required to be paid along with the submission of Tender.
The amount will be payable along with the submission of Tender by DD / Multi City
Cheque in favour of Gujarat Green Revolution Company Limited payable at Vadodara
(Baroda).
In case, Tender of the MIS Supplier is not qualified and accepted for assessment by third
party tech. inspection agency, the amount of Rs. 40,000/- shall be refunded to the MIS
Supplier.
In case, Tender qualifies and accepted for assessment by third party inspection agency and
MIS Supplier is not qualified for selection as one of the registered MIS Suppliers with
GGRC after assessment of manufacturing capability and quality assurance system by third
party tech. inspection agency / GGRC, the amount of assessment fees of Rs. 40,000/- shall
be forfeited.
It is to be noted that the balance excess amount after paying bills of the technical
inspection agency will be refunded to the respective MIS Suppliers after settlement of the
bills of the tech. agency. If the amount is found short from the actual bills payable to the
technical inspection agency, the same shall be recovered from the MIS Suppliers which
shall be binding on the MIS Suppliers.
6. Registration Fee:
Non refundable fees of Rs. 3,00,000/- shall require to be paid for registration as one of the
registered MIS Suppliers with GGRC subject to selection after assessment of
manufacturing capability and quality assurance system by third party technical inspection
agency.
The amount of Rs. 3,00,000/- shall be paid to GGRC by DD/RTGS/NEFT in favour of
Gujarat Green Revolution Company Ltd. Payable at Vadodara (Baroda) after selection as
registered MIS Supplier of GGRC.

7. Renewal Registration Fees:
Once MIS Suppliers are registered in GGRC, for every next financial year, a renewal fees
would be charged by GGRC from them. Non-payment of such fees would lead to
cancellation of MIS Supplier’s registration. The amount of renewal registration fees will be
decided by GGRC which will be binding to the MIS Suppliers.

successors or assignees for rejection of this TENDER
6. Failure to provide information that is essential to evaluate the applicant’s qualifications
or substantiation of the information supplied, shall result in disqualification of the

applicant. If any information found wrong, GGRC may reject your TENDER or
registration at any point of time which will be bound to your organization.
7. It shall not be assumed that there shall be no deviation or change in any of the herein
mentioned information. While this document has been prepared in good faith, neither
GGRC Ltd. or any of their officers or employees or advisors or agents make any
representation or shall have any responsibility or liability whatsoever in respect of any
statements or omissions here from. Any liability is accordingly expressly disclaimed by
GGRC Ltd. or any of their respective officers, employees, advisors or agents, whether
negligent or otherwise.
9. Final Decision Making Authority:
GGRC reserves the right to accept or reject any TENDER application and / or to the
selection process and reject all TENDER at any point of time without assigning any reason
or incurring any liability to the applicant.
10. General Terms and Conditions:
1. Selected firm(s) shall be issued formal order of appointment and specific work orders
for survey and design and installation of MIS in any part or entire Gujarat State as
decided by GGRC. The decision of the GGRC in this matter shall be final and binding
to firms selected by GGRC.
2. TENDER received after due date and time will not be accepted and the offer will be
categorically ignored without any further communication to the firm.
3. Incomplete tender will be categorically ignored without any further communication to
the firm.
4. Bidders should observe a high standard of ethics during the selection process and in
the execution of the contract and for the same; they have to execute “Ethic Pact”.
11. Instruction on preparation of Technical bid
The technical bid should contain following.
1. Company profile and experience as per Annexure –I.
2. Manufacturing capabilities of Major MI Components as per Annexure-II.

3. Details of experience and turn over in executing MIS as per Annexure-III.
4. Details of Micro Irrigation Installation done by MIS Supplier that best illustrate MIS
Suppliers qualification as MI Supplier as per Annexure-IV.
5. Details of MIS components manufactured/outsourced by MIS Supplier as per
Annexure-V.
6. Details of price bid (Price of MI Components) should be submitted online in
prescribed format as mentioned in tender notice
7. MIS Supplier are required to submit technical bid physically in a single envelop as well
as on line and price bid in separate envelops in a single envelop. Technical bid should
be in duplicate (one original and one photocopies) in a single envelope sealed and
super-scribed with name as “ Technical Bid for Selection of MIS Supplier” The outer
envelope shall indicate the name and address of the agency to enable the technical bid
to be returned unopened in case, it is declared ‘late'.
All pages of this technical bid must be signed.
If the outer envelope is not sealed and marked as required, the GGRC will assume no
responsibility for the Tender's misplacement.
12.0 Signing of Tender
The Tender must be signed by Proprietor / Managing Director / Managing Partner of
the firm only. Tender signed by the person other than above would lead to
disqualification of Tender.
13.0 Language and transmission arrangements:
The Tender is required to be prepared in English and should be submitted in original
to reach the following address. The original copy should be kept in one cover only and
super scribe as under.
