Ontario Business Mission to India

Background The Ontario Premier, Kathleen Wynne led her first mission to India from January 27 to February

6, 2016. India is the world's fourth-largest economy and a priority market for Ontario. The

mission was expected to yield new agreements that would increase exports and draw on

Ontario's expertise in sustainable development and urban infrastructure. The purpose was also

to lay the foundations for future business deals and strengthen cultural ties between India and

Ontario.

The delegation made stops in New Delhi, Chandigarh, Hyderabad and Mumbai to meet with key

business leaders, investors and government officials. These meetings were an opportunity for

Ontario businesses to promote the province's expertise, forge new partnerships and create a

strong foothold in this important market.

In order to facilitate the Premiers, visit and create opportunities for potential MoUs, the

Ontario Ministry of Energy initiated an Inbound Smart Grid Trade Mission to Ontario in summer

2015 with a broad set of stakeholders led by SmartGrid Canada. The purpose was to establish

lasting relationships between Indian electricity companies and the Ontario smart grid sector

and drive the deployment of new energy technologies, and enhance energy-based economic

development opportunities in India and Ontario.

As next steps to this visit by the Indian delegation, SmartGrid Canada initiated and negotiated

partnerships with Tata Power Delhi Distribution Limited (TPDDL) (the leading utility in Delhi)

and India Smart Grid Forum (ISGF) (a multi—stakeholder body furthering the cause of smart

grids in India) to create MOUs that were announced during the Ontario Premier’s visit to India

in February 2016.

Executive Summary The overall visit was a success in creating stronger relations. The Indian energy sector would

like to learn from Canada and in particular Ontario’s world leading position in the

implementation of smart grid programs. Its goals were to explore how to best deploy smart grid

technologies in an efficient and cost-effective way, while avoiding some potential pitfalls and

leapfrogging into the newest technologies. The following are the summary of the MoU’s signed

collaboratively to advance smart grid developments, to drive the testing and

deployment of new energy technologies in areas such as distributed generation, energy

storage, microgrids, electricity grid monitoring etc., in order to enhance smart grid-

based economic development opportunities in India and Canada.

2. Between SmartGrid Canada, Advanced Energy Center(AEC) and the India Smart Grid

Forum (ISGF) to work collaboratively and identify Ontario energy technologies that have

a high potential to add value to the Indian electricity market.

Indian Electricity Market Overview India has a large and complex electricity system with populated urban centres (Delhi, Mumbai,

Bangalore etc.) and large rural areas with limited access to electricity. With a growth rate of around 8 %

GDP, India's energy demand is expected to increase 3 times in the coming 10 years, out of which 60%

would be carried by the grid. India needs a major revamp of the aging electricity system from the

transmission to the distribution to enable the growth. The Indian electricity system faces a number of

challenges: shortage of power, power theft, poor access to electricity in rural areas, huge losses in the

grid, inefficient power consumption and poor reliability. The present grid needs investment in several

areas: increasing generation capacity, improving grid efficiencies and rural electrification. A smart grid is

supposed to be the solution to all these challenges and essential for India's energy security in the future.

The Indian government has proposed to invest around USD 86.4 billion to upgrade the present

electricity system. It has been done through various programs like Revised Accelerated Power

Development and Reform Program (RAPDRP), Jawaharlal Nehru National Solar Mission etc. With such a

huge investment, India has an opportunity to leapfrog into the latest smart grid technologies as it has

done in other sectors like telecommunications. In 2013 the Indian government has released a national

Smart Grid Vision and Roadmap in line with its policy objectives of “access, availability and affordability

of power for all”. A National Smart Grid Mission has also been launched to accelerate the deployment

Specific areas of collaboration as highlighted in the MoUs are knowledge transfer regarding microgrids,

renewable energy and EV integration and the future of the electric grid.

Go-Forward Strategy

The MoU signed between Tata Power DDL, Centre for Urban Energy at Ryerson University and

SmartGrid Canada makes a priority establishing R&D projects in the areas of micro-grid, energy

storage and renewable integration. The goal is to facilitate smart grid knowledge transfer in

areas Canada has extensive experience.

It is important to note that Tata Power DDL has signed previous MoUs of smart grid and R& D

collaboration with prestigious US universities such as Massachusetts Institute of Technology

(MIT) and University of California, Berkeley. The MoU SmartGrid Canada negotiated between

CUE and Tata Power DDL is the first MoU with a Canadian university for Tata Power DDL. As per

the letters forwarded by the Tata Power DDL’s CEO and Ryerson University President it shows

their commitment to work Canadian academic partners and the electricity grid of the future.

Going forward, SmartGrid Canada has already had several rounds of discussions with Tata

Power – DDL and CUE to jointly collaborate on R&D projects. A presentation was made by Tata

Power outlining their priorities. This was the foundation for developing the scope of the R&D

project between Ryerson University and Tata Power DDL. The exact scope is to be finalized by

middle of April 2016. The projects that have been agreed to are:

1. Project 1: Technical Losses: Examination of Losses, comparison with other jurisdictions, and techniques for reduction if any.

a. Examine CYME model of a DS (distribution system) with feeders. b. Compare CYME model of DS from other domains c. Examine technical loss reduction strategies

2. Project 2: Road Map for Future

Road map in to the future – examine effect of renewables, renewables with energy storage (ES), and EV (electric vehicles) from the planning and engineering perspective.

a. Examine effect of PVs on the system b. Examine effect of Harmonics on asset, at various operating frequencies c. Examine effect of renewables with PV and ES d. Examine effect of EVs on DS, the study will capture increasing effect of larger EV adoption).

Taking forward the partnership with ISGF, a Special Workshop 7 – “India-Canada Smart Grid Workshop”was organized on March 18 2016 as part of the India Smart Grid Week 2016 at the Manekshaw Center in New Delhi. Several Canadian companies participated in the conference cum exhibition.

The India Smart Grid Week in New Delhi had representations from over 15 countries and 41 overseas delegates spoke at this event. The India minister’s/ministry sponsorship was evident all over.

The Canada-India event went well but was far less packed than the India –EU event (which was standing room only). Our SMEs Agnitio, Vizimax, Awsense were all represented by their CEOs (except Vizimax). We had two more Canadian SMEs come in from the event directly (PEI and another from Ontario). One of SmartGRid Canada’s board memebers, Mr. Ravi Seethapathy chaired this special workshop. He also moderated two other plenaries on Renewable Energy

Integration and Energy Storage and Smart Grid Project Outcomes: Experiences and Lessons Learned. These plenaries were chaired by Secretaries from the Ministries as figure heads.

Several participants at the conference expressed interest in our smart grid journey triggering talks of being part of the next India Smart Grid Week in 2017 with a larger Canadian delegation and potentially a Canadian pavillion at the event as well.

An Indian inbound mission to Canada is also being planned for September 2016 as part of the Smart Grid Canada 2016 conference.

TPDDL, a 51:49 Joint Venture of the Tata Power Company Limited (Tata Power) and the Government of Delhi, was formed on 1st July 2002, as an outcome of the Electricity Reforms Process in Delhi. TPDDL, as one of the three private Distribution Utilities in Delhi has been awarded the license for 25 years, to supply power in the area of North & North West Delhi. TPDDL carries the distinction of being the first success story of Power Sector Reforms in India under a Public Private Partnership framework. The India Smart Grid Forum (ISGF) is a Public Private Partnership, an initiative of the Ministry of Power (MoP), Government of India for the accelerated development of smart grid technologies in the Indian power sector. The main objectives of ISGF are: • To help the Indian power sector deploy smart grid technologies in an efficient, cost effective, innovative and scalable manner by bringing together all key stakeholders and enabling technologies. • To create a platform for public and private stakeholder members, research institutions and power utilities to exchange ideas and information on smart grids and develop use case scenarios for India. • To bring together experts from regulation, policy, and the corporate sector to build support for smart grid policies. • To conduct research on the capabilities of smart grids in the Indian context through case studies, cost-benefit analysis, study of technical advancements in renewable energy sources and other ancillary activities. • To make recommendations to the Government, Regulators, Utilities and Consumers through reports, white papers, technical seminars, etc.

Mohamed Lachemi

Interim President

Ryerson University

Dr. Mohamed Lachemi is president and vice-chancellor of Ryerson University, appointed by the Board of

Governors effective April 4, 2016. An internationally recognized researcher and accomplished academic

administrator, he has been a key contributor to the growth and development of Ryerson over a

transformational time in the university’s history.

A Ryerson professor of civil engineering since 1998, he has served in progressively senior roles, including

dean of the faculty of engineering and architectural science, and provost and vice-president academic.

He has welcomed extraordinary new scholars and students to Ryerson, overseen the creation of a new

Faculty of Science, and represented Ryerson in Poland, Germany, South Africa, the UK, and India,

meeting Ryerson alumni worldwide. In consultation with the Ryerson community, he brought in the

university’s academic plan, Our Time to Lead 2014-19, and as president he is championing its shared

values and strategic goals.

Working with academic leaders, he has promoted the outstanding success of innovation clusters such as

the Centre for Urban Energy and Ryerson’s signature entrepreneurial zone learning model; as well as

ground-breaking partnerships such as the Institute for Biomedical Engineering and Science Technology

(iBest) with St. Michael’s Hospital, and a national consortium on Big Data. Based on the success of the

Law Practice Program offered in collaboration with the Law Society of Upper Canada, he has launched a

feasibility study for a law school at Ryerson, and is extending the university’s dedication to city-building

with a survey on the design of spaces that constitute the public realm.

Dr. Lachemi is well known for his pioneering research in high-performance materials and advanced

technologies to mitigate the effects of built structures on the environment. He held a Canada Research

Chair in Sustainable Construction from 2002-10, and funding sources for his work include the Canada

Foundation for Innovation, Ontario Innovation Trust, Natural Sciences and Engineering Research

An award-winning teacher and mentor, he has acted as supervisor, co-supervisor, or advisor for over 60

Masters and PhD students, post-doctoral fellows and research associates. Publishing in English and

French, Dr. Lachemi has more than 200 peer-reviewed technical publications, book chapters and

conference proceedings, and extensive contributions as an editor and technical reviewer. He has

delivered more than 50 keynote addresses and invited presentations around the world. He is active in

advancing international research collaboration, including membership in numerous professional

societies and organizations.

A graduate of l’Université des Sciences et de la Technologie d’Oran in Algeria (civil engineering, with

distinction) and L'Université de Sherbrooke (MASc and PhD, Structural Engineering), Dr. Lachemi worked

with Concrete Canada as a postdoctoral fellow and research associate, followed by a visiting

professorship in Applied Science at Artois University in France. He is a Fellow of the Canadian Society for

Civil Engineering, a Fellow of the Canadian Academy of Engineering, and a Board member of OneEleven

and Trillium Health Partners.

Both founding academic director and head of the Centre for Urban Energy (CUE) at

Ryerson University.

He is also a tenured professor in the Department of Electrical and Computer

Engineering.

Specializes in electric power systems with interests in transmission and distribution

systems, renewables, energy storage and smart grids.

In total, his extramural funding is over $10 million. In the last two decades, he has

worked on over 30 consulting and research projects in India and Canada.

With a Ph.D. from Anna University (India), Dr. Venkatesh is a registered professional

engineer in Ontario, Canada.

He has also taught at the University of New Brunswick, Multimedia University (Malaysia)

and Anna University

Has extensive journal publications to his credit and has supervised over 50 MASc and

PhD theses

Reji Kumar Pillai President - India Smart Grid Forum

Reji is an internationally renowned expert in the energy sector with over three decades of experience in the electricity industry in diverse functions across the entire value chain and across continents. He is spearheading a mission to leverage technology to transform the electric grid in India and light every home at affordable cost through sustainable developmental models. Reji played the pivotal role in formulation of the Smart Grid Vision & Roadmap for India that was adopted by the Government of India in 2013. He is currently working with all stakeholders to launch a National Smart Grid Mission; and formulation of a comprehensive Ten Year R&D Plan for power sector in India. Besides, Reji is also advocating for a “Right to Electricity Act” that will ensure lifeline supply of electricity to all households in the country. His current areas of research include: leveraging smart grid assets as anchor infrastructure for building smarter cities at marginal cost, development of standard framework for infrastructure domains for smart cities, development of Smart City Maturity Model, development of business models for smart grid projects on benefit sharing model; demonstration of smart microgrids that can participate in demand response market; and design of appropriate electric vehicle infrastructure solutions for India.

In 2013, Reji was unanimously re-elected the President of India Smart Grid Forum, a public – private partnership initiative of the Government of India for accelerated development of smart grid technologies in the Indian power sector. As an entrepreneur, Reji has built successful enterprises in India and overseas and exited them. Presently, he is the Founder and Managing Director of Magnetar Venture, an India focused cleantech fund to foster innovation in clean technologies with a vision to build globally successful enterprises out of India in the emerging cleantech revolution.

Iuliana Calin, M.S.

Director, SmartGrid Canada

Iuliana Calin is a leader passionate about how industries adapt to innovation and change. She

has over 17 years experience in technology, digital media and smart grid. She brings a wealth of

customer knowledge to the evolution of the modern electric utility. She has focused on smart

grid and its customer implications since 2009. As a Director at SmartGrid Canada, she oversees

international programs, research, communication and partnerships. She leads the largest

national research efforts on the Canadian electricity consumer and uses those insights to

inform utilities across Canada on their smart grid strategies. A designated national Smart Grid

expert by the Government of Canada at the OECD in Paris, she lobbied on behalf of global smart

grid industry. She authored white papers and reports on smart grid and its the global state,

distributed generation, and customers as active participants in the electricity system.

Previously, she built digital and traditional brands for major media corporations (Yellow Pages

Group, Hearst, Rogers) and for technology companies in Silicon Valley, and started her career in

international advertising at BBDO, Europe. Speaking Romanian, English and French, she holds a

M.S. in Communications from Ithaca College & Cornell University, USA.
