Will The Supply Corps Send Me to Postgraduate School?
A Supply Corps Operational Planning Team (OPT) was formed to study the process by which the Supply Corps
screens officers for postgraduate education and how to best align PG detailing to officers’ career progression.
In order to meet the increasing demand for Supply Corps officers while providing the fleet with a talented pool
of expertise, the team is working to establish a formal process to identify officers to commence their
postgraduate education between eight and nine years of commissioned service.
Officers are highly encouraged to update their program preferences with OP and take the GMAT if their
preferred program requires it (810/811). Per NPS guidance, a qualifying Academic Profile Code (APC)
must be in an Officer’s record to be eligible for CIVINS, NPS, and War College opportunities. The next
annual PG School board will convene as early as May 2020.
Are You Ready For Your Board?!?!
The FY-21 promotion zone NAVADMINs 286/19 and 305/19 for both the active and reserve component were
recently released. Senior/Junior in zone and actual zone size is posted on page 12. It is incumbent upon all

eligible officers to review their record for accuracy and completion. Don’t delay! Remember, your record is
your career resume.
Flag Aide Opportunities
OP is currently collecting application packages for 5 Flag Aide opportunities rotating in CY20. Serving as a
Flag Aide is an excellent opportunity to experience executive and strategic level decision-making based on
exposure to many aspects of the Navy and Department of Defense environment. As an Aide, you will handle a
range of Admiral or General Officer’s matters that provide tremendous growth and professional
development. These opportunities are extremely challenging and highly rewarding tours for Junior Officers
with demonstrated superior performance. For package requirements, see the Nominative Billets webpage via

Admiral Stan Arthur Award
Nominations are requested for the Admiral Stan Arthur Award for Logistics Excellence which recognizes Navy
military and civilian individuals and team(s) whose contributions during CY 2019 have: a) demonstrably
enhanced the combat capability of operations forces, b) advanced technology, products, services and/or
processes, c) resolved major logistics issues, d) developed innovative logistics that merit adoption for standard
use, e) had a positive effect on joint operations, and f) advanced Chief of Naval Operations guidance for CY
2019. Nominations are due no later than Friday, April 10, 2020. Refer to NAVADMIN 024/20 for additional
details.

10 Calendar Days Prior to Convening Date*
Per NAVADMIN 220/19, Electronic Submission of Selection Board Documents (ESSBD) will become the
preferred method of submitting a Letter to the Board (LTB) beginning 01 January 2020.
To utilize ESSBD, candidates must access document services through MyNavy Portal (MNP) at
https://www.mnp.navy.mil/group/my-record or the BOL main menu. From the BOL main menu, select "Navy
Personnel Command Document Services," Start Process, Selection Board and LTB. On-screen instructions will
direct the submitter thereafter. Submissions should be prepared with attachments (if applicable), prior to
initiating their LTB. There is no save and return function between BOL sessions. Submitters will receive an
email confirmation regarding the status of their submitted LTB.
ESSBD attachments must be in .pdf format and must not contain classified information or classified
markings. LTBs and attachments containing such markings will not be presented to the board and may subject
the submitter to disciplinary action.
Multiple LTBs to the same board will be accepted. However, duplicate submissions, using ESSBD or other
available avenues, are discouraged.

Submission and subsequent acknowledgement of receipt for LTBs submitted via ESSBD or other means does
not constitute confirmation of eligibility for the boards to which LTBs are submitted. A full visual user guide to

Captain Major Command Ashore or
Commander Milestone Oral Boards
Reporting Senior Nomination and Oral Board Recommendation letters must be submitted to NAVSUP OP no
later than 01 May 2020. Email letters to [email protected].
Successful completion of an oral board, annotated by the “2D1” AQD in your record is a once-per-career
requirement and prerequisite for consideration for the administrative Commander Milestone or Captain Major
Command Ashore screening boards. If you have not completed the oral board requirement, start preparing now
for the FY21 Supply Corps Commander Milestone (Board #55) or Captain Major Command Ashore (Board
#56) screening scheduled for June 2020. Board #55 will consider eligible officers in Promotion Year Group
(PYG) 18-19 and Board #56 will consider eligible officers in PYG 16-20. In accordance with NAVSUPINST
1412.1B, the following prerequisites are prescribed for Supply Corps officers pursuing Commander Milestone
tours:
Attainment of at least one formal warfare designation.
Completion of at least two Supply Corps operational tours prior to being screened "in zone" for the
rank of Commander (minimum 18 months each).
Completion of Joint Professional Military Education (JPME) Phase I.
Attainment of a subspecialty code in at least one Supply Corps core competency (Acquisition,
Supply Chain Management, Operational Research Logistics Analysis).
Receipt of a formal nomination letter from your Reporting Senior; nomination letters should certify
that nominee meets all eligibility requirements.
After completion of the requirements specified above, officers must successfully complete a Commander
Milestone or Captain Major Command Ashore Oral Board and be designated as "eligible.” This designation is
completed by members submitting their Reporting Senior Nomination and Oral Board Recommendation letters
to NAVSUP OP. The records of officers who are not designated as "eligible" for selection will not be screened
or considered by the respective administrative screen board(s).
Officers not completing the qualification process for consideration before their first milestone board opportunity
will lose future board eligibility unless a command-endorsed request for exception is submitted and approved
by the Chief of Supply Corps.

Do I Qualify For That??
92A/929 AQDs: Upon reporting to a second operational tour, officers should contact the Supply Corps Career
Counselor to ensure their record reflects the 92A AQD. Officers should also contact the career counselor upon
successful completion of that second operational tour to ensure the 929 AQD is recorded.
SUBSPECS: In order to obtain a subspecialty code, members serving in a coded billet need to meet the 18
month minimum requirement. Records usually reflect by the 19 month mark. If you have served in a billet that
wasn’t coded but feel your experience warrants the subspecialty code, you can request the experience
subspecialty by submitting a letter of application to Navy Personnel Command (PERS 451) via email at
[email protected]. Sample packages can be found by visiting the Supply Corps Career Counselor

NSIPS Record Updates Transitioning to MNCC!
Effective February 1, 2020, NSIPS is no longer updating NOBCs and service schools. This function now

Probationary Officer Continuation and Redesignation (POCR) Supply Corps Officers
MILPERSMAN 1540-010 mandates officers disenrolled from aviation training for other than medical reasons
shall be required to serve on Active Duty for a period equal to the officer’s normal period of minimum required
service plus the time spent under instruction. Refer to MILPERSMAN for additional details.
O-4 Run-time
The recently approved SECNAV Supply Corps Career Progression timeline accelerates the point at which
Supply Corps Officers will screen for, and if selected, attend PG School School. This will enable Junior
Officers to serve in more observed tours as a Lieutenant Commander prior to their Commander promotion
board. These tours will consist of an operational or overseas tour and a utilitization tour, in no specific order, as
depicted in the illustration below.
Active & Reverse Mentoring
The Supply Corps Community’s updated career progression timeline requires all Supply Officers to understand
the impacts these changes have when providing mentorship. Consider the points below to provide effective
guidance.
Junior officers are encouraged to seek out mentors who've achieved success in Supply Corps
competencies they find interesting.
Senior officers are encouraged to actively engage their junior officers to understand their professional
goals.
Mentors should provide relevant feedback that addresses protegee’s interest while addressing the
relation to the Detailing Triad.
Mentors should be knowledgable of current community values.
There are various paths to success. Consider the guidance received from multiple mentors when planning
various career paths.

Senior Leader Course (SLC)
The Naval Leadership and Ethics Center (NLEC) announces the Navy Senior Leader Course (SLC), a 5-day
seminar for Navy Senior Officers at the pay grade of O-5 who are not selected for a training path requiring their
attendance at PXO and/or PCO leadership courses. SLC is designed to facilitate formal leadership and ethics
education for senior officers in support of the CNO’s Navy Leader Development Framework and the associated
Navy Leader Development Outcomes. The course is held in either Newport, RI; Dam Neck, VA; or San Diego,
CA; at various times throughout the year and will prepare senior officers for fleet-wide positions requiring
responsible, and comprehensive leadership abilities by promoting professional growth in ethics, self-awareness,
leader development, and decision making. SLC is an educational class taught using an adult learning
environment that benefits from seminar participation and experiential learning focusing on interactive
leadership development. All students will participate in a personality assessment that is required to be
completed prior to the class convening.
SLC can be requested through your command’s CeTARS representative with the following CANTRAC
information: CIN: H-7C-0107 and the CDPs for the three locations are 19UT for Newport, 19UV for Dam
Neck, and 19UU for San Diego. Students need to be registered at least 5 weeks prior to the class covening date.
There is a maximum quota of 24 personnel per class. For questions regarding the course contact CDR Travis

Did You Know…?
That the Navy Supply Corps has had its share of heroes? Supply Corps officers have long been famous for
saving what they could – in some cases money. In January 1942, a package arrived at the Bureau of Supplies
and Accounts in Washington, addressed to the General Accounting Office. It was from the commanding officer
of USS Erie (PG 50). Inside was a small fortune - $33,831. The Supply Corps disbursing officer had been killed
when his ship was torpedoed. But – he had saved the ship’s payroll and the taxpayer’s money.
All Hands, On Deck!
For a multitude of reasons, the Supply Corps is experiencing an inventory shortfall as we begin FY20. It will
continue for the foreseeable future. The largest deficiencies will be felt in the LT to CDR ranks. Therefore, the
Office of Supply Corps Personnel (OP) will be detailing in accordance with Navy Personnel Command’s
“Priority Officer Manning Thresholds.” The below “Priority Order” and “Manning Target” will be used as a
guideline as we continue working with each of your commands:

OP will work with your command representatives during Road Show visits to review organizational manning
and discuss a plan for the future. In preparation for those discussions, please consider and research
opportunities that can minimize the impact of reduced manning. Conducting early turnovers in a TAD status,
completing school/training requirements in advance of PCS, reducing en route leave during PCS, careful
consideration of approved retirements and shortened PRDs, civilian rotation, and Contractor and/or Reservist
backfill opportunities can all potentially reduce the impact of upcoming gaps in personnel.
We appreciate your understanding of the community’s manpower challenge and thank you, in advance, for your
advocacy within your command as we negotiate reliefs and minimize gaps. As always, please feel free to reach
out to the OP staff with any questions you might have.
But Seriously, Are You Ready For Sea??
Did you know that roughly 34% of the LCDR billets are Operational or Overseas? Assuming two tours as a
LCDR, the Supply Corps will need 68% of our LCDRs to complete an Operational or Overseas assignment
during this 5-year rank. These are outstanding opportunities to lead sailors in a warfighting capacity, diversify
and/or balance your career assignments and directly contribute to the community being “Ready for Sea!”
There are currently 25 operational/overseas opportunities available to fill in 2020. All LCDRs have to “clear”
the Operational and OCONUS desk before competing for CONUS Shore duty billets. Talk to your mentor(s),
your family and your detailer about the value of one of these tours and seize the opportunity now!

Changes in the Acquisition World!
The Director for Acqusition Talent Management (previously DACM), re-established the Navy Acquisition
Professional Membership to replace the Defense Acquisition Corps (DAC) which was terminated in the FY
2020 NDAA. DAC members that already have the Additional Qualification Designator APM in their service
records do not need to re-apply for Acquisition Professional Membership. Navy officers requesting APM must
meet the following minimum criteria: 1) O-4 or above, 2) DAWIA certified at Level II or above, 3)
Baccalaureate Degree from an accredited educational institution with at least 12 credits in a business related
discipline, and 4) 48 months acquisition experience.
DAWIA Experienced Credit
At this time the DATM office is only processing requests for military certifications and/or acquisition corps
membership for officers that have previously held an acquisition billet, are en-route to an acquisition billet,
or are required to meet the AQD for a promotion board within the next 4 months. These requests are
currently taking 60-90 days to process.
If your request falls outside the above referenced criteria please reach out to your Officer Community Manager
for guidance. If your OCM reviews your time and feels it qualifies for the 50% rule they can reach out to the
DATM office on your behalf.
All other requests are on hold until further notice.
*Note: In addition to the requirements set by PERS 447, Supply Corps Officers requesting experience credit
must demonstrate through FITREPS, awards, etc., that they have performed the corresponding Career
Field/Path Specific Duties per the DAWIA Operating Guide Position Category Descriptions (PCDs). Only
complete experience request applications will be considered. Complete requests include request memorandum
outlining the specific FITREP/Award/etc. verbiage that correlates to Career Field/Path Specific Duties, along
with the appropriately annotated supporting documentation. An officer must have completed a minimum of 24
months in the position for which credit is requested, with Career Field/Path Specific Duties comprising a
minimum of 50% of their responsibilities. BUPERS-3 is not the adjudicating authority for acquisition credit,
and therefore a referral to the DATM Office from the OCM on an officer’s behalf does not constitute the
awarding of acquisition experience credit.
