ECMS II Marcellus Shale Bonded Roadway Condition Survey

The Marcellus Shale Bonded Roadway Condition Survey system is a new application, built on the ECMS II framework, to track roadway condition surveys. Currently, districts enter survey data into spreadsheets or databases for their own districts. Using ECMS II, districts will have a more efficient and consistent manner to enter and report against roadway condition surveys. PennDOT Users – Access to Portal PennDOT ECMS-II system users having the Marcellus Entry profile/user group associated with their user IDs are authorized to view, create, and revise roadway condition surveys in the application. Users having the Marcellus Administrator profile/user group can, in addition to the functions available to Marcellus Entry users, delete roadway condition surveys, maintain the list of available Survey Inspectors, and import Bonded Roadway Survey data entered manually via Excel into a comma-separated variable (.csv) format file into the application. To enter the Bonded Roadway Condition Portal, log in to the Marcellus application using your assigned ECMS II User ID and Password as shown in the following screen.

In addition, business partner users (such as drilling companies) that do not have ECMS-II/Marcellus user IDs can access the system in “view-only” mode (by clicking the “here” link in the instruction: “Click here if you would like to enter the system as a guest”. After a successful log in to the Marcellus application has been made, the Bonded Roadway Survey Portal screen is displayed. Marcellus Administrator users will see a screen that looks like this:

Users having only the Marcellus Entry profile will see a screen that looks like this:

Anonymous/guest users will see only the “Advanced Search” link on the portal screen.

On the Bonded Roadway Condition Portal page, there may be up to 3 links (depending on the level of authorization the user’s profile has). Clicking the links will transport the user to the following destination screens:

Advanced Search: User is transported to the Survey Search screen.

Create Bonded Roadway Condition Survey: User is transported directly to the Bonded Roadway Condition Survey data entry screen.

View Inspector Names: User is transported to the Inspector Names screen.

Searching for Previous Condition Surveys:

The search criteria fields on this screen are used as follows:

For plain text fields (such as SR, Begin Segment, End Segment, and the middle field in the Survey Date Timeframe), enter the specific criteria values for which you wish to search.

For searches involving the District and/or County, select (click) the desired district(s)/county(ies) from the list (using the arrows/navigation bar to move up/down the lists, as needed).

For searches involving the Survey Date Range, dates can be selected from a calendar by clicking the calendar icon beside each field.

For searches involving the Survey Date Timeframe, search criteria values will be selected from the two drop-down fields plus entry of a numeric value in the middle field. (All three fields must be completed to use this search criterion.)

For searches involving the Inspector field, the inspector name will be selected from a Common Selection screen. Click the magnifying glass icon to display the list of Inspector Names; then, select the inspector (by selecting a name off the selection list by clicking the green disc with the plus sign) whose survey records you wish to search. If necessary, clear the search criteria name field by clicking the Clear button. For searches involving any of the drop-down lists (such as “Show most recent location results only”,

“Show only results with attachments” or “Sort By”), select a value from the appropriate drop-down list(s).

(NOTE: The Inspector and “Sort By” criteria fields do not appear for anonymous/guest users; nor does the Inspector column appear on the subsequent Survey Search Results screen for these users.) The ‘Show most recent location results only’ field (when selected to ‘Yes’) will cause the search to display only the locations results with the most recent survey date. The location data must match on all four location fields (County, SR, Begin Segment, End Segment) in order to qualify for display of results for the most recent date only. Setting the field back to ‘blank’ (not ‘Yes’) will turn OFF this search criteria. Searches can be saved for future recall by using the Saved Searches feature. Save a search by typing a name for the search in the field on the right side called ‘Save Search as’. Click the Save button to save the search. The saved search will appear in the drop-down field on the left with the text ‘*Previous search criteria*’. Select the desired saved search and click the Execute, Load, or Delete buttons to perform the desired action on the saved search.

When the Search button is clicked, the application displays the Search Results (if available). The Clear button blanks out all Search Criteria fields (to reset the search criteria). If the search successfully finds data to satisfy the search criteria, the following search results screen is displayed with rows of data meeting the requested criteria. If no data is found to satisfy the search criteria, a message is displayed stating “No records found“. The Refine Search button on the Search Results screen will re-set search criteria for subsequent searches. Clicking the Date field on the search result row will display the detail information for the selected survey.

Clicking any of the column headings will cause the data rows to be sorted by that column. Clicking the column heading again will sort the column in reverse order. Data in the result rows can be filtered using the fields above the column headings. Simply select the result column you want to filter and select the value to filter and click Go. The results will be displayed similar to the screen below.

Create a new Bonded Roadway Condition Survey:

1. From the BOMO home page, select the link for the Marcellus Shale Bonded Roadway

Conditions.

2. On the Bonded Roadway Condition Portal screen, click the link: Create Bonded Roadway

Condition Survey.

3. The Bonded Roadway Condition Survey screen will appear:

All fields displayed in yellow, with a yellow-flag next to them, are required entries/selections.

4. Select (using the magnifying glass) an Inspector Name. (NOTE: The Inspector Name cannot be

manually entered; it must be selected from the Common Selection list.)

5. The Inspector Name Common Selection screen appears:

Select the green icon next to the inspector you wish to select.

6. Enter or select (using the calendar icon) an Inspection Date.

7. If you selected the calendar icon in step #6, a calendar selection pop-up window appears:

Navigate to the month/year of the inspection date, and select (click) the desired inspection date.

8. Select a County (click the arrow to expand the list, and select the desired county).

9. Enter data for the following fields:

a. State Route

b. Highway Contractor

c. Beginning Segment

d. Beginning Offset

e. Ending Segment

f. Ending Offset

(NOTE: The Begin Segment value cannot be greater than the End Segment value, and all values for County, State Route, Begin and End Segments/Offsets must be valid values for the roadway, as defined by the RMS/APRAS systems. The Mileage field cannot be entered by the user - this will be automatically computed upon Save of the survey data, based on data gleaned from RMS/APRAS.)

10. In the Roadway Damage section:

a. Enter percentage values (between 0% and 100%) for any or all of the Low/Medium/High

“% of Roadway” categories for which there is damage for any of the listed Damage

categories. (Any percentage field not entered will default to 0%.) (NOTE: The “None”

column percentages will automatically calculate when the record is saved, and will be the

sum of the other “% of Roadway” values subtracted from 100%. The sum of the entered

percentages for any row cannot exceed 100%.)

b. Enter any comments that may be needed for any of the Damage categories.

c. Enter the Number of Potholes (a whole number).

d. Enter the “Percentage of Existing Road Now Gravel” (a whole number between 0% and

100%).

e. All values entered in this section should be entered as positive whole numbers. The

maximum allowable value for all percentage fields is 100; the maximum allowable value

for the Number of Potholes is 1000.

11. In the Roadway Condition section:

a. Select “Yes”, “No” or “N/A” (not applicable) for each of the listed categories

b. Enter any comments that may be needed for any of the Condition categories.

12. In the Roadway Safe & Passable section:

a. Select “Yes” or “No” for each of the listed categories

b. Enter any comments that may be needed for any of the Condition categories.

13. In the Overall Roadway Condition section, select an Overall Roadway Condition value (“None”,

“Low”, “Medium” or “High”), based on the criteria listed below the drop-down list.

14. In the Survey Action/Follow-up Items section:

a. Select “Yes”, “No” or “N/A” (not applicable) for each of the listed categories

b. Enter any comments that may be needed for any of the Condition categories.

15. In the “Area of Concern to Notify Permittee” section, enter the following data for any “areas of

concern” (up to 5):

a. Beginning Segment

b. Beginning Offset

c. Ending Segment

e. Comments (if any are needed)

NOTE: Entries in this section are optional unless the user selected “Yes” for the Survey Action/Follow-up item: “Notification to permittee needed?” - OR – the user selected “Yes” for any item in the “Roadway Safe & Passable section”. If the user selects “Yes” for any of these items, at least one Notify Permittee row is required to be entered. For any row of data entered in this section, the user must complete the Begin Segment, Begin Offset, End Segment and End Offset fields. The same constraints (data validations) that apply to the Segment/Offset fields for the survey, also apply to the Segment/Offset fields in this section. In addition, the Beginning Segment/Offset and End Segment/Offset values must fall within the range of valid Segment/Offset values defined for the survey. The Mileage field is not entered (this is automatically computed upon save of the survey).

16. In the “Additional Comments on Roadway Conditions”, enter any comments concerning the

overall Roadway Condition Inspection.

17. Click the Save button to save the data. The Bonded Roadway Condition Survey screen will

return with the message: “The information was saved successfully”. The “None” percentage

column values should populate with the calculated percentages based on the Low/Medium/High

damage entries. The “Mileage” field for the survey, and for any rows in the “Area of Concern”

segment, should be automatically calculated and displayed following the save.)

18. Click the Save & Exit button to save the data. The Bonded Roadway Condition Portal screen

will appear with the message: “The information was saved successfully”. (NOTE: This step can

be performed in lieu of step #17, if you wish to exit the record after entering all data.)

Update an existing Bonded Roadway Condition Survey:

1. From the Bonded Roadway Condition Portal, click the link: Advanced Search.

2. On the Inspection Search screen, enter the search criteria for the record you wish to update, and

click the Search button.

3. On the Inspection Search Results screen, click the link for the date of the Condition Survey you

wish to update.

4. The Bonded Roadway Condition Survey screen will appear with the detailed information for the

selected Condition Survey.

5. Click the Edit button to place the screen in Edit mode:

6. Modify any editable data fields on the screen you wish to change and/or add/remove information

from any fields on the screen, as appropriate.

7. Click the Save button to save the data. The Bonded Roadway Condition Survey screen will

return with the message: “The information was saved successfully”. The “None” percentage

column values should populate with the calculated percentages based on the Low/Medium/High

damage entries. If any changes were made to the Segment/Offset information in either the

Create (Clone) a new Bonded Roadway Condition Survey for an existing Bonded Roadway

Condition Survey:

1. From the ECMS home page menu bar, select: References – Bonded Roadway Conditions.

2. Click the link: Advanced Search.

3. On the Inspection Search screen, enter the search criteria for the record you wish to update, and

click the Search button.

4. On the Inspection Search Results screen, click the link for the date of the Condition Survey you

wish to clone/copy.

5. The Bonded Roadway Condition Survey screen will appear with the detailed information for the

selected Condition Survey.

6. Click the Clone button. Select “OK” when asked if you wish to clone the existing Bonded

Roadway Condition Survey.

7. The Bonded Roadway Condition Survey screen will re-appear in Edit mode, with the same

detailed information as was originally displayed, but without an Inspection Date. The message:

“Survey has been cloned” will appear:

(NOTE: The cloned survey has not been saved at this point. The clone will not be saved until the user clicks the Save or the Save & Exit button.)

8. Enter or select an Inspection Date. (This must be a different date from the original survey; an

error will be generated when attempting to save a Bonded Roadway Condition Survey with the

same survey date and location information.)

9. Modify any and all data fields on the screen for which there was a change in

status/percentage/comments from the Condition Survey record that was cloned, and add/remove

data as appropriate.

10. Click the Save button to save the data. The Bonded Roadway Condition Survey screen will

return with the message: “The information was saved successfully”. The “None” percentage

column values should populate with the calculated percentages based on the Low/Medium/High

damage entries. The “Mileage” field for the survey, and for any rows in the “Area of Concern”

segment, should be automatically calculated and displayed following the save.

11. Click the Save & Exit button to save the data. The Bonded Roadway Condition Portal screen

will appear with the message: “The information was saved successfully”. (NOTE: This step can

be performed in lieu of step #10, if you wish to exit the record after entering all data.)

Delete Bonded Roadway Condition Survey:

1. Logon to the Marcellus Shale system as a Marcellus Administration user. (Only users with the

Marcellus Administration profile can perform this function.)

2. From the Bonded Roadway Condition Portal screen, click the link: Advanced Search.

3. On the Inspection Search screen, enter the search criteria for the record being sought, and click

the Search button.

4. On the Survey Search Results screen, click the link for the date of the Condition Survey you wish

to delete.

5. The Bonded Roadway Condition Survey screen will appear with the detailed information for the

selected Condition Survey.

6. Click the Delete button.

7. Click OK when the confirmation message box appears:

8. The Bonded Roadway Condition Portal screen will appear with the message: “The information

was deleted successfully”.

Add/Maintain Inspectors:

1. Logon to the Marcellus Shale system as a Marcellus Administration user. (Only users with the

Marcellus Administration profile can perform this function.)

2. From the Bonded Roadway Condition Portal screen, click the link: View Inspector Names.

3. The Inspector Names screen appears:

4. To add a new inspector:

a. Click the New button.

b. On the Inspector Name Detail screen (see below), enter the name of the new inspector,

and set the Inspector Enabled field to “Yes” (if it isn’t already set to that value).

c. Click the Save & New button (to remain on the Inspector Name Detail screen, if you

need to add additional inspectors), or the Save & Exit button (to return to the Inspector

Names screen). Upon returning to the Inspector Names screen, the newly-added

inspector(s) should appear in the list, with a “Y” in the “Enabled” column.

5. To deactivate an existing inspector:

a. On the Inspector Names screen, click the name of the inspector you wish to deactivate.

b. On the Inspector Name Detail screen, change the value of the “Inspector Enabled” field

to “No”.

c. Click the Save & Exit button (to return to the Inspector Names screen). Upon returning

to the Inspector Names screen, the inspector’s name in the list should appear with an “N”

in the “Enabled” column. (NOTE: If the user needs to also add a new inspector, click

the Save & New button instead of Save & Exit – which brings up a new blank screen to

add a new inspector.)

6. Any newly-added inspectors will be available on the Common Selection list for Inspectors for

any subsequent transactions to create a new Bonded Roadway Survey, or to maintain the

Inspector Name for an existing Bonded Roadway Survey. Any inspectors that have been

deactivated will no longer be available on the Common Selection list for these transactions.

View Condition Descriptions in Publication 336:

1. Navigate to the Bonded Roadway Condition Survey screen either via steps #1 thru #3 in the

“Create Bonded Roadway Segment” procedure or via steps #1 thru #4 in the “Update Bonded

Roadway Condition Survey” procedure.

2. In the Roadway Conditions section, click the link for Pub 336.

3. The Pub336 document will open in a separate window. After viewing the document contents, the

window may be closed.

Create/Update Distressed Bridge Structures:

1. Navigate to the Bonded Roadway Condition Survey screen via steps #1 thru #5 in the “Update

Bonded Roadway Condition Survey” procedure.

2. In the Roadway Condition section, click the Add/Modify Bridge Structures link. (NOTE: This

option is only available when a new Survey has been Saved, or an existing Survey is in Edit

mode.)

3. The Distressed Bridge Structures screen will appear.

4. To add a new Bridge Structure, click the New button. This will cause the Distressed Bridge

Structure screen to appear:

5. The bridge structure will be selected from a Common Selection screen. Click the Common

Selection (magnifying-glass) icon next to the “Structure ID” field.

6. The Common Selection screen for the BMS Bridge/Structure Information list appears:

Click the icon in the Add column (the green circle with a “+” sign) next to the row containing the

bridge/structure information you wish to add.

7. The Distressed Bridge Structure screen returns with the data for the structure that was selected in

the previous step:

a. Structure/Stream Name (optional; may be populated with data from Common Selection)

b. Structure Description (required)

9. Select one of the following “save” options:

a. Save (to save the bridge structure information and remain on the Distressed Bridge

Structure screen

b. Save & New (to save the bridge structure information and enter data for another Bridge

Structure

c. Save & Exit (to save the bridge structure information and return to the Distressed Bridge

Structures list screen)

10. Depending on the “save” button selected, the Distressed Bridge Structure or Bonded Roadway

Condition Survey screen will appear, with the message: “The information was saved

successfully”.

Create/Update Survey Attachments:

1. Navigate to the Bonded Roadway Condition Survey screen via steps #1 thru #5 in the “Update

Bonded Roadway Condition Survey” procedure.

2. In the Survey Attachments section, click the Edit button. (NOTE: This option is only available

when a new Survey has been Saved, or an existing Survey is in Edit mode.)

3. The Survey Attachments screen will appear.

4. Click the Browse button to locate the file to be attached. (This will cause a separate window to

open, allowing the user to navigate through the folder structure available on his/her workstation

and/or network drives to locate the file.) The file to be attached must have one of the file

extensions indicated in red on the screen.

(NOTE: The file name can be manually entered (for any “brave souls” who prefer to type-in the name of

the file rather than select it from the folder structure); HOWEVER, if the user chooses to do this, all

information concerning the file (including the path name with the correct syntax) must be entered and

typed correctly!)

5. Select one of the following “save” options:

a. Attach (to save the attachment to EDMS and a tracking record to the Marcellus Shale

system, and remain on the Survey Attachments screen)

b. Attach & Exit (to save the attachment to EDMS and a tracking record to the Marcellus

Shale system, and return to the Bonded Roadway Condition Survey screen)

6. The Survey Attachments screen will re-appear with the message: “The information was saved

successfully”.

View Survey Attachments:

1. Navigate to the Bonded Roadway Condition Survey screen via steps #1 thru #4 in the “Update

Bonded Roadway Condition Survey” procedure.

2. Attachments can be viewed by either of the following methods:

a. Navigate to the Survey Attachments section (near the bottom of the Bonded Roadway

Condition Survey screen), and click the link for the attachment you wish to view. Click

Open when the following window appears:

b. Click the Edit button for the Bonded Roadway Survey. Navigate to the Survey

Attachments section (near the bottom of the Bonded Roadway Condition Survey screen),

and click the Edit button in the Survey Attachments section. Then, on the Survey

Attachments screen, click the link for the attachment you wish to view in the grid, in the

column labeled: “File Name”. Click Open when the following window appears:

3. The attachment opens in a separate window for viewing.

4. Close the window when viewing of the attachment is complete.

Delete Survey Attachment:

1. Navigate to the Bonded Roadway Condition Survey screen via steps #1 thru #5 in the “Update

Bonded Roadway Condition Survey” procedure.

2. Navigate to the Survey Attachments section (near the bottom of the Bonded Roadway Condition

Survey screen), and click the Edit button in the Survey Attachments section.

3. On the Survey Attachments screen, click the check box for the attachment you wish to delete in

the grid, in the column labeled: “Delete”.

4. Click the Delete button.

5. Click OK when the confirmation message box appears:

6. The Survey Attachments screen will re-appear with the message: “The information was deleted

successfully”.
